Developing Metadata for Imagery and Gridded Data

  • Imagery and gridded data can be used as the sources of extracting important information and data layers in utilizing GIS. The existing metadata standard to distribute and to utilize the geographic information are mainly concentrated at the vector data and do not provide metadata components for imagery and gridded data. In this study, metadata components for imagery and gridded data have been investigated. Firstly, existing international metadata standards such as ISO and domestic standards of TTA have been analyzed. Based on th results, the draft metadata for imagery and gridded data have been proposed as the extensions of domestic metadata standard distribution. The draft metadata could contribute to build the basic standards to access and utilize proper imagery and gridded data fit to various application field, and this will be fundamental bases for activating GIS in public and private sectors.

  • Earthquakes and volcanic information can vary in type and extent, from raw data to processed data. In order to be able to analyzed and modeled, information needs to be opened in any formats and provided with metadata from the Korea Meteorological Agency and related data production organizations. We propose the metadata and data registry related to volcanic disasters in a form that can be used in conjunction with the Korea Meteorological Administration system that manages earthquake and volcanic data in Korea. The standard registry refers to a virtual system that checks the standards developed for over 20 years in the field of geographic information and receives information registration to grasp the location of geographical features. It is not only data from natural disasters such as earthquakes and volcanoes, but also national environmental survey results, and the cooperation system with other organizations dealing with national land information is also important, so a registry that creates and operates standards is necessary. Therefore, creating and operating the standard registry is necessary and expected to contribute to academic openness and data-driven policy.

  • The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.

Mapping Inundation Areas by Flash Flood and Developing Rainfall Standards for Evacuation in Urban Settings (GIS를 이용한 도시지역 돌발홍수 침수예상지도 작성 및 대피강우기준 개발)

  • As local flash flood exceeding planned capacity occurs frequently, localized preparedness and response to flood inundation are increasingly important. Using XP-SWMM model and GIS techniques, this study analyzes inundation areas by local flash flood and develops rainfall standards for evacuation with the case of Sadang-Cheon area, a local stream and its nearby highly populated watershed in the southern part of metropolitan Seoul, Flood inundation areas overflowed from drainage systems are analyzed and mapped by amount of rainfall that is derived from reference levels of stream flow. Rainfall standards for evacuation are comprised of 'watch' (40mm/hr) in preparing for near-future inundation and 'evacuation' (65mm/hr) in responding to realized inundation. The methods suggested by this case study may be applied to other urban areas for sound flood prevention policy measures and thus risk minimization.

  • The Third Generation (3G) cellular mobile communication systems aim at providing higher data rates, improved quality of service, support for multimedia applications and global roaming. Cdma2000 and Universal Mobile Telecommunication System (UMTS) have emerged as two leading 3G standards in USA and European countries, respectively. Both the standards are capable of delivering high bandwidth data, voice and multimedia services to users of mobile equipment, but are not directly interoperableand are not available across different geographic areas, due to which global roaming is not possible in true sense of using single mobile equipment. However, both UMTS and cdma2000 are based on wideband code division multiple access (WCDMA) as the access method. Due to this, there exist some inherent commonalities between them. In this paper we will try to exploit the commonalities between the two standards in order to design an ASIC, which can provide dual standard capability. This paper discusses the physical layer aspects of the two standards and proposes an approach to design an ASIC which can be mapped to baseband processing part of the physical layer and is capable of delivering for either of the two aforementioned standards.

  • In the field of maritime transport, various researches on next generation of standards are underway to realize e-navigation. While IHO leading the way, many studies on several S-100 based standards for exchange, sharing and utilizing maritime geographical information and related data are going on. IHO S-100 as a profile of ISO 19100 series of standards. Based on their application and service they provide, there can be different S-10x standards. In order to support the safe operation, various information should be integrated. When integrating a various information, it is crucial to make sure the same data model should be treated consistently and interpreted clearly across different profiles, such as S-101, S-102, etc. in this case. In this paper, I suggested a way to covert maritime metadata of S-100 to ontology so that we can perform consistent semantic analysis and processing of data in S-100 standards, which is the basis of other S-10x standards.

  • Ajax(Asynchronous JavaScript and XML)를 이용한 표준 기반의 웹 응용프로그램 개발로 플러그인(Plug-In) 방식의 비표준 웹이 특정 브라우저에 종속적이지 않은 환경으로 변화하였다. 그러나 Ajax 타일지도는 몇 가지 한계점이 있으며 이러한 문제를 해결하기 위해서 본 논문에서는 새로운 HTML5 표준과 인코딩 된 data-URL을 이용하여 레스터웹 지도 서비스에 활용될 수 있는 공간정보 전송 및 저장기법을 제안한다.

  • This paper reviewed the main characteristics of Web 2.0 and discussed the possible applications related to National Geographic Information Systems. In general, Web 2.0 refers to a next generation World Wide Web environment that let people participate and share information and data. The recent examples using Web 2.0 with geo-spatial information are convincing us apply Web 2.0 into National Geographic Information Systems. In order to imply Web 2.0 into National Geographic Information Systems, we should consider not only technological advancements related to providing the services but also shifting the relationship between information provider(government agencies) and end-users. In other words, new platform should be provided to users so that users can easily create, share, and mash-up data, which was previously managed and owned only by government agencies. Successful integration Web 2.0 platform into National Geographic Information Systems require some important points such that; 1) the consideration for the data should be changed from closed and agency owned data to opened and shared data. 2) data standards should be established to integrate all data from different sources. 3) real change need to be happened rather than different naming on the same system.

  • Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

  • The purpose of this paper is to search for the construction of UDS(Urban Diagnosis System) which can be effectively applied to selecting or classifying the districts for carving out projects of urban planning based on urban geographic information. In order to promote projects of urban planning, it is essential that selecting or classifying the urban districts should be precisely diagnosed according to the respective blocks. Objective measuring standards are needed for this, and the UDS can be applied to analyzing these standards according to the levels. With these in mind, this paper will consider the present states of Korea and the established states of developed countries. Besides, the interest of this paper is to seek the ways of utilizing GIS most effectively in the urban planning areas and application methods. Also, it will find the ways of applying UDS extensively to selecting or classifying districts far the purpose of carrying out urban planning projects actually in the case areas.
