The Role of Forensic Engineering in the Diagnosis of Electrocution Fatalities: Two Case Reports

  • The increase in the number of fatal electric accidents over the years has escalated the demand for specialized forensic engineers to determine their relevant technical causes. Likewise, the complexities associated with identifying the causes of electrocution accidents have prompted the General Department of Forensic Science and Criminology at Dubai Police to adopt a new methodology to diagnose electrocution accidents, consisting of an approach that involves medico-legal examination, electrical diagnosis of the evidence, and trace evidence analysis. This paper will discuss the application of the adopted method in further detail by unfolding two case reports. The first report outlines a case in which a worker got electrocuted at a construction site while attempting to turn on a lamp. The second case report involves the death of a technician in a workshop after trying to disconnect a washing machine from its plug. The methodology was utilized during the investigation of both cases, which were attended by the appointed forensic engineers and showed promising results.

  • After rapid economy growth, Korean economy and Korean enterprises are aware of the importance on Mutual Cooperation. However, Korean society is not ready to proceed Mutual Cooperation and there are no theoretical model yet. Therefore, this study will suggest the theoretical basis for Mutual Cooperation, though identifying the most commonly used factors of three reliable sources: Mutual Cooperaton Manual(Ministry of Construction and Transportation 2006), selected distinguishing Mutual Cooperation Cases by Ministry of Construction and Transportation and Mutual Cooperaton Manual of other leading fields. through this study, it is expected to find reliable factors to evaluate Mutual Cooperations between General Contractor and Specialty Contractor.

  • Construction projects are fraught with risks from cost or other overruns to accidents along with other issues. This is true whether the relevant organization is an owner, general contractor, CM, specialty-trade contractor, or other entity. When cost issues or other issues confront arise, how should an organization proceed whether attempting to gain additional compensation in terms of cost/other damages or protecting the same against such claims if they do not appear to be warranted? Enter construction cost forensics. This presentation will focus on strategies/techniques with construction cost forensics in these areas in order to be successful. Covered techniques include those to develop and analyze claims including fundamental construction cost analysis techniques. When an unexpected event disrupts a construction project, using sound analytical methods to identify the cause and quantify the extent of the issue will be important for negotiating a fair result or for obtaining a successful outcome in arbitration or litigation. Key examples of uncovering issues via construction cost forensics will be covered in this presentation.

  • In many cases, the construction industry in Korea has a hierarchical structure in which a general contractor in charge of the entire project is subcontracted from the client and entrusts the construction to a specialty contractor in charge of detailed work types. In this structure, the general contractor manages and takes responsibility for the entire construction, but the person directly involved in the construction is an individual specialty contractor, so the quality and safety of the facilities will vary according to their construction and management capabilities. In order to solve quality and safety problems that may arise due to the difference between the person receiving the order for construction and the person who actually constructs it, it is necessary to let the person who receives the order perform the construction directly for projects under a certain amount. The system introduced for this purpose is the direct construction mandatory system. As described above, although this system was introduced to prevent bad construction and risk transfer, it is a system that has various problems due to the characteristics of the domestic construction industry, institutional limitations, and practical problems, so it is necessary to improve it legally and institutionally.

  • Formwork accounts for a large proportion of the framework in high-rise construction projects in terms of the duration and cost. Especially, slab formwork has a significant influence on these factors. However, the current selection of formwork method in general contractors depends on the decisions of few experienced engineers, and layout planning of the formwork in specialty contractors requires lots of time by different floor types. As a preliminary study for developing an optimum layout model in slab formwork of high-rise building construction, this study proposes the process of the optimum layout model and determines a fitness function for use of the genetic algorithm aimed at table formwork.

  • In case of the construction equipment using by the military camp, such equipments are different from those equipments using at general construction site, of which muffler(silencer) is attached at the passenger seat side, since such equipments are obsoleted, it is great part that a considerably loud noises are continuously diffusing. When working, such noise can be influenced a lot of effects to those working soldiers nearby the equipment, and though it is really terrible loud noise as much as can arise a civil complaints by neighboring civilians, but because its specialty of the military, it is real state that there are many difficulties in establishing an effective soundproof countermeasure due to study shortage and lack of the relevant material regarding to military construction equipment. Accordingly, this study has ever grasped the characteristics of noise by its each frequencies and by distances about those 9 kinds of construction equipments using chiefly by the military camp. As the result, it was known that the military construction equipment is generating the loud noise which can influence bad effect to the workers, and such high sound pressure level of low frequency band can harm even to far distance.

Development of New Micro-Cement Grouting Materials for Tunneling (터널 보강용 고성능 침투 주입재 연구개발)

  • A new grouting material named 3S is developed that can be used effectively for reinforcing cut surface of weathered rock in processing of tunneling. The new material is composed of mostly micro slag cement and general Portland cement, but the material is foundered again upto $8,000\;cm^2/g$ of specific area so that it can be easily infiltrated in to the ground. For verifying technical and engineering quality of the material several laboratory tests with specially designed test apparatus were performed including compression tests, infiltration tests and resonant column tests. It was verified that the newly developed grouting material at early age of 1 or 3 days generates 200~1500% higher compressive strength and 400~560% larger elastic modulus than those of the LW(LW-1) or micro-cement(LW-2) grouting materials in the market. In addition, the new 3S grouting material could be so easily infiltrated into the model ground in the lab tests that it produces 4 times larger grouted roots in average compared to the usual water glass type grouting material(LW-1). Thus, it can be said that the newly developed grouting material can effectively prevent inflow water into tunnel compared to LW grouting materials.

  • This study empirically verified whether or not employee education and information technology have impact on the enhancement of financial performance to Korean construction companies. As a result, the increasing of education & IT expenses turned out to be affected the improvement of sales performance. The influences of these increased expenses are effective at the only year just after expenditure. The positive effect of education & IT expenses increasing have an effect on operating profitability as well such as increasing of operating income. Additionally, the effect of education expenses are more positive in general construction & building construction than other subdivision of construction industry. The positive effect of IT expenses increasing in specialty construction industry overwhelm the other subdivisions. The results suggest that increased investment to the education & IT systems of Korean construction companies can lead improvement of sales and operating income.

  • Strategic planning is an essential function of senior management in any business firm. Planning involves the firm's behavior in an competitive market and adaptation of the company's resources towards the selected market strategy. This study presents a methodological procedure for strategic planning in global top-tier construction firms. This procedure consists of the following stages. First, analyzed growth of revenue in which weight of total construction firms' revenue shown in Global Top 225 Contractors(ENR). Second, analyzed specialty of construction products. The products are General Building, Power, Water Supply, Industrial/Petroleum Process, and Transportation. Third, analyzed business the portfolio plan. The business portfolio plan includes both local/overseas market and specification/diversification of construction products. It affects the subsequent choice of a benchmarking for development of each construction company. The choice of the benchmarking firm, among several available alternatives, should follow a careful analysis of the characteristics and benefits inherent in the implementation of each.

  • At the end of 2014, ordering organizations, 25 general contractors and 80 specialty contractors were certified by the KOSHA 18001 for the establishment of safety & health management system. However, safety management departments in the certified companies have been disrupted due to the financial difficulty and CEO's indifference, which has resulted in the cancellation of more than 30% of the certifications. Furthermore, the KOSHA 18001 due to the shortage of internal evaluators in KOSHA and the increase of applications for new certification & the extension of the certification is placed in a difficult situation in the near future. Therefore, it is necessary to enhance the KOSHA 18001 by solutions such as introducing outside evaluators, which is the key point of this study. This study was performed through the questionnaire survey & the interviews with the construction companies, ordering organization and KOSHA 18001 specialists The content is centered on the introduction of external evaluators. As a result, the introduction of external evaluators is necessary through amending certification regulation because only internal evaluators cannot afford to process all the new application and the extension of existing certifications.
