The purpose of this study is to provide a legal and institutional perspective for distributing and reusing GIS data in Korea. Along with the rapid growth of GIS market and demands on GIS service, legal and institutional issues for distributing, reusing and securing GIS data are arising. Each country has its own the law, policy and institution of GIS data that are directly related to intellectual property. After exploring laws and institutions regarding GIS in United States, Canada, Australia, New Zealand and Korea(Act No.6201), this paper presents a guide for distributing and reusing GIS data in Korea.

The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.

GIS is the tool widely used for the practical solution of spatial problems in every region regardless of the language and ideology. In this paper research trends and tendencies of GIS in North Korea are reviewed compared with those in South Korea. For this purpose, academic publications on GIS in North Korea are surveyed and classified according to main subjects in GIS. Such classification by main subjects of GIS in North Korea are conducted on the basis of the classification of research trends and tendencies of GIS in South Korea. As a result, researches in North Korea are mainly focused upon such fields as geodetic surveying and measurement, map manufacture, atmospheric phenomena, agriculture and disasters, while there are few studies related to such fields as national GIS policy and circulation, GIS education, internet-based GIS, and traffic, to name but a few. Most parts of applied data are based on low and medium resolution image such as meteorological satellite images, Landsat images, and so on. This reflects the low level of the development of GIS DB infrastructure in North Korea.

According to the development of Internet system recently, we focused in GIS data distribution and applications via internet rather than GIS data construction. Therefore in this paper, we present the necessity of security policy on GTS data. So we analyze the actual condition of GIS data through expert poll. We classify all of data used in GIS with the three security level : high level, middle level, low level. Finally we propose the proper security method on GIS data transfer and on GIS database access in accordance with progree of PKI project.

OGC(Open GIS Consortium) suggests the 'OpenGIS Simple Feature Specification for CORBA' which is the OpenGIS implementation specification for CORBA to specify standard interfaces for reuse and interoperation among distributed heterogeneous GIS resources in the CORBA distributed computing environment. An OpenGIS server that supports this implementation specification moat correctly implement all interfaces defined in the OpenGIS implementation specification to be interoperable with wrapped GISs efficiently. In this paper, we have designed and implemented an OpenGIS server based an object relational GIS, called GEUS that integrates GIS and database technologies to provide spatial data types and spatial operators from the DBMS engine level. In the CORBA distributed computing environment, clients can access geospatial data stored in GIS wrapped by the OpenGIS server through the standard interfaces defined in the OpenGIS implementation specification for CORBA. In addition, clients can use geospatial operation features provided by a back-end GIS and interoperate with other GISs.

Despite of a huge amount of GIS data were distributed in the private sectors, they were gradually decayed due to lack of the legal preparation or civilian data distribution channels. In order to solve these problems this study was mainly focused on the civilian GIS data distribution and demonstrated a proposed direction through the requested questionnaire and analysis of the civilian enterprises and public sectors for the favorable civilian GIS distribution flow. The implementation of the civilian GIS data distribution center(provisional name) was proposed fir the civilian GIS distribution flow because of the fact that civilian sectors were seriously requested to build and to operate the civilian GIS distribution organization through the result of the requested questionnaire. The requested questionnaire items were selected as the civilian enterprises distribution, data implementation and management, low and regulations, NGIS distribution network business, and civilian GIS distribution renter build to activate and to participate civilian GIS distribution. Therefore, three implementation models and three implementation operation were proposed to guide a roll of the civilian GIS data distribution center and the distribution boundaries.

The purpose of this study is to search GIS education in High School in Korea. Firstly, Expanded Content of GIS in the 7th National Curriculum call upon increased demand of GIS education. Secondly, It is urgent to development of GIS Education Program, There is insufficient practical instruction of GIS in High School because of ill-equipped environment. For that reason we proposed GIS program. Thirdly, It is necessary to integrate between 'Instruction about GIS' and 'GIS Assisted Instruction' in School. Finally, It is necessary to systematically prepare and study of GIS Education for the future National Curriculum.

GIS is considered as a big industry or business in the field of applied sciences. Recently GIS market in Korea is growing rapidly for LBS, Telematics, Web-geographic information services. This paper attempts to focus on the interrelationship between GIS and geography, and the question of how geography emerged out of intellectual trends within GIS to examine possible contribution of geographers in GIS fields. The application of GIS appears to be largely technical in nature. It is important for the GIS operator and the consumer of GIS products to be aware of the geographical concepts that underpin GIS operations. Also it is seen that many departments of geography in Korea have attempted to actively adopt GIS into their education program, with aim to improve the status. GIS has promoted a shift towards applied geography from academic geography. GIS researchers and educators in geography are concerned not with technology, but with the basic concepts and the issues relating to its use, in comparison with other academic fields. It is the responsibility of geography community to make sure that our students receive a geographical education that includes problem-solving, critical thinking and technical capabilities. It is concluded that promoting GIS technology in geography curriculum is essential for the further expansion of geography within GIS and also for the survival of geography.

The purpose of this study is to set up the GIS Audit methodology through the definition of standard procedure ailed GIS Audit criteria and the result of preliminary study about the GIS Audit. the frame of GIS Audit criteria and the result of preliminary study about the GIS Project and check the GIS Audit methodology is to define a standard process of GIS Project and check the GIS Project according to the standard process. We named the method as CASP(GIS Audit Standard Procedure). GASP method means doing Pilot Project for setting the sample standard procedure(named Prototype) of total GIS Project process, and checking the activity to fulfill the prototype. GASP method is advanced method for GIS Audit to analyze the full range of GIS Project and characteristics of GIS contents.

The purpose of this paper is to present guidelines on technical GIS policy for integrating GIS with emerging information technologies and infrastructure systems for national GIS development. These guidelines are expected to advance the development of GIS and stimulating GIS industry, by anticipating potential problems. This paper consists of foul parts. After Introduction, section two covers the present and upcoming status of essential information technologies including communications, security, LBS, Ubiquitous and standardization. Section 3 describes the guidelines for combing GIS and emerging IT for national GIS development. The final section summarizes and derives conclusions.
