u-City is next generation city which can innovate functions of city. It can realize increase of convenience, improvement of life quality and safety guarantee by convergence of information technologies and ubiquitous service with urban space. Market of u-City is in range of rapid growth and u-City can make enormous synergy effects by accompanying construction technologies with spatial information, sensor technologies, communications network and related equipments. In this study, we analyzed the domestic/abroad status, researches and element technologies involved in u-City. And, we suggested overseas expansion strategy of u-City such as selection and analysis of target nations, packaging method of u-City service models and application of BIM/GIS connection technologies in terms of u-City construction and operation.

In order to establish and promote geographic information activities in controled environment maximizing interoperability and the degree of reusability of geographic information resources scattered in distributed platforms, standardization is recognized as one of the basic solutions essentially being performed at the community level, where intends to align with international standards. This paper describes some technical aspects of standardization needed to build a systematic mechanism of national geographic information standards development, giving approach to conceptual analysis especially directed by ISO(International Organization for Standardization). Following some enumerated benefits for profile based national standard architecture and the brief review from canadian approach we suggest herein a overview of national and community level standardization framework, which identify its primary elements consisting of common basis for standard development mechanism based on profiles.

삼면이 바다인 우리나라의 국토환경에서 해양공간정보에 대한 국민들의 수요가 증가하고 다양해짐에 따라, 육상 및 해상의 지리정보는 관련기관, 민간부분 및 일반인에게 확산하여 부가가치를 창출할 수 있는 사회간접자본으로서의 역할이 요구되고 있는 실정이다. 이에 해양수산부는 제2차 국가지리정보체계 기본계획에 입각하여, 21세기 디지털 해양건설의 초석을 마련하기 위하여 해양지리정보 사업을 추진하고 있다. 본 연구에서는 해양지리정보체계(MGIS: Marine Geographic Information System)사업의 일환으로 해양기본지리정보에 관한 연구를 통하여 해양기본지리정보의 구축 시 필요한 필수항목으로 도출되었던 항목을 기준으로 데이터 모델링 및 데이터구축지침서를 작성하였다. 또한, 향후 NGIS의 통합을 고려한 국가차원의 해양기본지리정보 구성(안)을 제시하였으며 데이터의 품질기준, 유지관리를 위한 방안을 마련하였다.

Annually repeated flood damage is bringing about the rapid increasement of the loss of human lives and properly, and the enormous social cost for the restoration work is required. The annual amount of flood damage caused by the abnormal climate is reached about 1% of GDP, so more effective management of the flood control operation is needed to prevent the repetitive flood occurred same region. Also, the systematic planning and management or river improvement works are keenly required for the more effective execution of government working budget that expense to recover or to prevent the flood damage. The several organizations of government - Ministry of Construction & Transportation, Ministry of Government Administration and Home Affair, Ministry of Agriculture and Forestry, Ministry of Environment, Ministry of Science & Technology, Korea Meteorological Adminstration and so on - are promoting the flood prevention operations, but those promotion system makes it difficult to maintain the consistency of works. In this study, we try to develop the Web-GIS system prototype that will be able to effectively manage the nationwide river improvement works and to establish a framework that will be able to maintain the consistency of river improvement works. To achieve the study goals, we analysed current system of flood prevention operations, gathered related documents, had interviews with many government employees, and developed the Web-GIS system prototype.

사회의 빠른 변화 속에서 지자체가 처리해야 할 정보의 양과 행정수요는 점점 증가하고 있으며, 의사결정과 기획을 위한 정보망과 정보시스템의 활용 계획을 수립하여야 하는 필요성은 더욱 증대되고 있다. 도시정보체계(UIS)의 구축은 의사결정의 효율적인 도구로 각광받아 대다수 지자체에서 활발히 진행되고 있다. 그러나 지자체 행정업무의 70～80%가 공간정보와 연계되어 있다는 막연한 기대감에서 출발한 현재의 도시정보체계(UIS) 구축사업은 단지공간정보 관리 중심의 시스템 개발에 치우치게 되었으며, 시설물 관리 분야에 대한 사업을 이미 수행한 지자체에서는 향후 어떠한 사업들을 전개해야 할 지에 대한 보다 다양하고 구체적인 비전을 가지지 못하고 있는 것이 우리의 현실이 아닌가라는 우려를 하게 되었다. 따라서 본 연구에서는 도시정보체계(UIS)의 새로운 비전 수립을 위해서는 막연하게 제시되고 있는 공간정보 관련성 분석을 보다 세분화하여 수행할 수 있는 공간정보 관련성 분석 모형을 제시함으로써 지자체 도시정보체계(UIS) 구축사업의 현재를 돌아보고 보다 발전적인 새로운 사업추진의 시각을 고찰해보고자 한다. 본 연구에서는 지자체 업무영역에 대한 보다 세분화된 공간정보의 관련성 분석을 위해 공간정보를 업무관점, 업무-정보산출물 관점, 데이터구축관점, 정보관점, 서비스관점으로 세분화여 하여 접근하였으며, 이를 종합하여 최종적인 공간정보 관련성 분석 모형을 구성하였다. 또한 지속적인 도시정보체계(UIS) 사업의 추진을 위해 시간적 개념의 변화 양상을 제시함으로써 GIS의 발달단계에 따라 어떠한 부분에 비중을 둔 사업의 추진이 이루어져야 하는지에 대해서 제시하고자 하였다. 본 연구를 통해 시설물 관리 중심의 도시기반정보화에 편중된 도시정보체계의 구축사업의 시각이 행정정보화, 생활정보화, 산업정보화 등 다양한 분야와 결합하여 보다 큰 시너지 효과와 사용자 중심의 서비스 개선을 창출할 수 있는 기반을 제공할 것을 기대해 본다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. The purpose of this study is development of the management system for convenient use of new address guide system for systematic management and use of spatial information gained by mapping of numerical map of building and road to large basic new address, survey and input of main gate, decision of the road session, naming and input of road name, grant of numbering of all houses and buildings, new address guide, real life geographical information and added information service on Web-site in Jecheon-city area. In this study, the development and establishment of new address management in local cities are designed by making full use of GIS function of client server based system. In the result, the effectiveness of new address management system of Jecheon- city could be highly increased owing to not only citizens' easy access but also easy availability of various informations necessary in life by developed its system.

과거의 용수개발은 단위시설 또는 단위사업별 중심의 양적 확대개발 위주로 추진하여 수리시설간 수자원을 효율적으로 활용할 수 있는 용수공급체계가 미흡하였다. 수리시설의 양적 확대개발 위주의 추진결과 '03년도 총 수리시설수인 68,018개소 중 관개면적 50ha이상의 주 수원공은 1,888개소로서 전체수리시설의 2.8%를 차지하여 비합리적인 공급불균형 현상이 발생하여 체계적인 급수관리가 이루어지지 못하는 문제가 발생하였다. 또한 기존의 공급체계는 논 용수중심에서 식생활 변화로 인한 밭작물 수요증가로 용수이용 패턴이 변하고 있다. 더욱이 농촌지역의 생활환경 개선이 요구됨에 따라 생활용수, 공업용수, 환경용수 등 농촌지역에 과거와는 다른 형태의 용수수요가 발생하고 있다. 하지만 농촌지역의 수자원은 한정되어 있고 환경파괴 및 적지부족 등의 이유로 신규 수자원개발이 불가능한 사회여건이 지속되어 있어 많은 문제점이 나타나고 있어 균형적인 농촌발전과 건전한 농촌지역조성을 위해서는 새로운 대안이 제시되어야 하는 시점이다. 본 연구에서는 그 대안으로 부각되고 있는 농업용저수지 재개발에 대하여 사업의 우선순위를 합리적으로 결정할 수 있는 의사결정시스템의 개발을 목적으로 하고 있다. 기존 문헌을 고찰하면 개발우선순위는 과학적 논리보다는 정치적, 사회적 논리가 의사결정에 중요한 역할을 하였으나 의사결정시스템의 제공을 통해 정책결정자가 과학적이고 합리적인 논리에 따라 사업개발의 우선순위를 결정할 수 있을 것으로 기대한다. 본 연구에서는 재개발 의사결정에 필요한 지형적, 사회적, 환경적 요인을 지수화 하는 방법을 고찰하였고, 우선순위를 산정에 필요한 수치지도, 저수지 관련 자료의 작성과 지형정보(GIS)를 구축하였다. 우선순위 대상저수지의 선정은 기존문헌과 수계 및 용량 등을 고찰하여 79개로 우선 선별하였다.

중앙정부나 지자체를 중심으로 지리정보체계(GIS)구축사업이 광범위하게 추진되고 있는 지금, 지리정보구축에 소요되는 비용에 대한 부담으로 인해 각 기관들에 산재된 지리정보의 공동 활용이 매우 중요시 되고 있다. 이에 따라 지리정보 생산 및 관리의 효율성과 이용의 활성화를 도모하기 위하여 '지리정보목록의작성및관리에관한지침'이 2002년 제정되어 시행되고 있다 현재 국가지리정보유통망에서의 활용을 위해 유통용 메타데이터 표준이 제정되어 있지만, 지리정보관리기관의 효율적인 지리정보 관리를 위해서는 부족한 부분이 많은 실정이다. 본 연구에서는 동 지침에 의거하여 ISO 19115에 부합되는 새로운 통합 국가메타데이터 표준(안) 개발을 목적으로 메타데이터 표준화 연구를 수행하였다. 국가메타데이터 표준(안)은 유통용 메타데이터 표준을 모두 수용하고, 기존 메타데이터와의 비교분석을 바탕으로 효율적인 지리정보 관리를 위한 관리용 메타데이터 항목을 추가하여 총 13개 섹션으로 설계되었다. 본 연구에서 제시된 국가메타데이터 표준(안)을 통해서 우선 사용목적에 맞는 다양한 지리정보를 검색하고 활용하기 위한 표준화된 기반이 구축되어 공공부문 및 민간부문의 GIS 활성화를 위한 커다란 초석이 마련될 것으로 판단된다.

이 연구의 목적은 대한지적공사에서 추진하고 있는 지적정보서비스 유통 방안을 마련하기 위해 공공과 민간부분의 지적정보서비스 현황과 수요를 파악하고 분석하는데 있다. 이 연구에서는 심층면접과 개별면접을 병행하여 지적정보의 인지도와 활용도를 포함한 지적공간정보에 대한 활용실태, 지적공간정보의 품질만족도, 향후 지적공간정보 수요 예측, 지적공간정보의 유통서비스체계에 대한 선호도, 공사의 사업 다각화, 공간정보 시장의 수요 등을 정확히 파악한 후 지적정보의 이 활용과 유통을 증진시킬 방안을 도출하였다.

I would like to describe the contents of National Geographic Information System(NGIS), which is under constructing by stages fer improving the welfare of the people and the competitiveness of the country through the construction of spatial infra and the information-oriented land. The construction of NGIS Is a main enterprise of the 21 century Information-oriented land, also might influence on the real life of the people. Therefore, all the people in the related area such as Land surveying and the industry of Geographic Information System(GIS) should try to make the cinergy-effect and the information-oriented land by endless developing technology and improving the related systems.
