A Study on the Advancement Structure Model of Maritime Safety Information System(GICOMS) using FSM (FSM을 이용한 해양안전정보시스템의 고도화 구조모델 연구)

  • This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.

A Study on the Alternative Routes for Dangerous Cargo Carriers at Gwanjanghang Sudo and Maenggol Sudo

  • This study is to improve the marine traffic environment along the west coast of the Korean peninsular so as to prevent the traffic accidents of the dangerous cargo carriers. The most used routes of the vessels were investigated from GICOMS database and the questionnaire survey. Gwanjanghang Sudo strait and Maenggol Sudo strait were considered to have some potential risks to the vessels. In this study, the alternative routes were developed to substitute the current routes near Gwanjanghang Sudo strait and the new boundary line of The Traffic Prohibited Area for Tanker was suggested to contain the Maenggol Sudo strait.

  • This report introduces a National Vessel Monitoring System(NVMS) within the General Information Center On Maritime Safety and Security(GICOMS) project and a national legislation system for ship's safety management in Korea. We also represent future directions of NVMS in terms of E-Navigation(E-Nav), which is the new study item for COMSAR and NAV that has been adopted from the Maritime Safety Committee(MSC) 81st session. It concludes the future E-Nav system, when it is built, that all functions of NVMS should be used by NVMS controllers as well as mariners, and we should also consider the existing NVMS infrastructure including S/W and H/W.

  • AIS ship position transmitted from ships has been used position data generated by GPS, whose range of error is approximately 30nm. However, precision enhancement of the ship's position could be possible using DGPS correction information. More precise and accurate AIS ship position could be obtained broadcasting DGNSS Message(AIS Message 17) from ships without high-priced DGPS Beacon Receivers.

  • This study proposes the improvement of maritime traffic management for domestic ships and fishing vessels by introducing the e-navigation environment. This study discusses the development of present Vessel Traffic service (VTS) in a systematic aspect and a fuctional aspect. The concept and architecture of e-navigation operation system based on the General Information Center on Maritime Safety and Security (GICOMS) are proposed as a solution for the improvement of maritime traffic management in Korean coastal waters. Especially, means of data exchange between ships and ship-shore based on the Maritime Cloud and regional e-Data Center are discussed. This study will help to the implementation of the Korean e-navigation project which focuses on the safety of small ships and fishing vessels. In the future, it is needed to study for the development and operation of accident prevention system under the e-navigation environment.

A Study on the Evaluation for the Safety of Passing Vessel in the Vicinity of the Seasands Gathering Area By Marine Traffic Safety Diagnostic Scheme (해상교통안전진단제도에 따른 바다모래채취 주변수역에서의 통항선박 안전성 평가에 관한 연구)

  • Recently, the supplying of basic materials for construction of building as sand is big issues due to lack of shoreside supply. For solving this problem, many suppliers attempt to gather aggregate from the sea bottom of the EEZ & west coastal area of Korea. In this regard, the 'Jangantoe' which exists in the westside of the Daesan port is worth noticing as good seasand supplying areas. The Chungnam Aggregate Association have plan to gather of seasand from 'Gaduckdo 5 regions & Igok 3 regions' which lies westside about 6 miles off from the Jangantoe areas. This designated area also locates upper parts of the Gadaeam TSS(Traffic Separation Scheme) which is very useful passing routes for the sailing vessels of Inchon & Daesan ports. In this study, the evaluation of the safety for passing vessels in the vicinity of the seasand gathering area was performed by various methods of radar observations & GICOMS AIS data for marine traffics and vessel traffic-flow simulation of the 'Marine Traffic Safety Diagnostic Scheme'. By the results of this evaluation, I suggested comprehensive countermeasures for the safety of passing vessels in the near the seasand gathering area.

  • 충남 보령시 오천면 인근해역에 건설될 신보령화력 1,2호기 건설사업과 관련하여 항만공사(연료하역부두, 석회석하역부두 축조)로 인하여 선박통항에 미치는 영향을 사전에 조사 측정 및 평가하여 설계에 반영토록 하고, 부두축조에 따른 대상 선박 항로 통항 및 접 이안에 대한 안전성 평가, 해상교통류 시뮬레이션, 계류안전성 평가 등을 시행하였으며, 이에 대한 결과를 소개하고자 한다.

  • 군사과학기술이 발전하고 안보위협이 다양화됨에 따라 해양에서의 안보환경이 변화되고 군사작전의 범위가 확대되고 있으며, 군사작전 개념도 변화하고 있다. 따라서 변화하는 해양안보환경 속에서 군사작전을 완벽하게 수행하기 위해서는 민간분야를 포함하여 다양한 요소들과 유기적인 네트워크체계가 구축되어야 한다. 본 논문은 안보환경 및 작전개념 변화에 따라 해양에서 성공적인 작전수행을 위해 네트워크체계가 어떠한 방향으로 구축되어야 하는가를 제시하였다.

A Study on the Development of an Early Detection System for Altering Course of a Target Ship (선회조기감지시스템 개발에 관한 연구)

  • This paper contributes to the development of an early detection system to detect the alteration of a target ship during early stages using the steering wheel signal via AIS communication. The feasibility of this system is also verified with a real ship trial. It was confirmed that the rudder angle on ECDIS was ordinarily marked green or red by the used rudder angle after the steering wheel operation. We were able to detect intentions for a change in course by a target ship quickly and efficiently avoid collisions. This system will contribute to more active VTS services and the analysis of marine accidents using the General Information Center On Maritime Safety & Security (GICOMS).
