An Establishment of Greenhouse Gas Information System using Excel Spreadsheets (엑셀 스프레드시트를 활용한 온실가스 정보시스템 구축)

  • Climate change is the biggest environmental issue of our times. A variety of activities to reduce greenhouse gas emissions have been in progress to observe the Kyoto Protocol. Especially, the Energy Target Scheme is created to reduce greenhouse emission with the supervision of Korean government. This includes Green-house Gas Information Systems to promote activities in the private sector to reduce green-house gas emissions, to cut a cost of energy use, and to reduce GHG emissions. Also, the system has calculated the amount of greenhouse gases. Without any additional investment, 2.75% savings are increased over the previous year. In service sector, a cooperation of customers and employees is necessary. A reduction of GHG emissions requires a proper service organization, considering an amount of investment and payback period. Without any additional investment or replacement, employees can save energy easily turning off ventilation systems an hour before employees' departure, installing timers to turn off water purifiers and vending machines after some period of no use. The Green-house Gas Information System is similar to that of Environmental Management System. However, the Excel is the best program to calculate an amount of green-house gas emissions, and to assess for a reduced amount of GHG emissions. A goal of this research is to propose a practical method in the private sector to calculate an amount of green-house gases. The Green-house gas Information System based on Excel spreadsheet gives standards for good evaluation. The greenhouse gas information system establishes and executes the policies and objectives related to greenhouse gas emissions Similar to ISO 14001 environment management system structures, the advantages of using simplified Excel Sheet for calculating GHG emissions and reducing GHG emissions are easy to access.

  • This research shows the improved methodology which can be applied for universities which want to set up their GHG inventories. In other words, we tried to make guideline in problems due to the unique characteristics of universities. This guideline will help university to deal with the problems they are facing: For example university has less enforcement in operational control compared to the business sector. And it also has various usage of facilities, although these facilities are not maintained by same principal agent. The difference between owner and manager is an another reason for difficulty in setting group organization. The improved and adaptable methods responding to these problems were suggested from this research. The results of this research says the new definition of function for various actors in university for quality control and quality assurance. Because the suggestions made in this research which concerns with criteria for building of universities' GHG inventories were all read by current legislation, there is an anticipation that this can be an official guideline that can be applied to the universities right away.

Survey on the Perception of Campus Facility Staff for the Development of a Campus Greenhouse Gases Management System (대학단위 온실가스 관리 프로그램 개발을 위한 대학 내 시설 담당자들의 인식 조사)

  • We examine the awareness of the facility managers in Korean universities and colleges over the global climate change and over the national greenhouse gas (GHG) energy target management program via a questionnaire survey. The result shows that the survey participants maintain high awareness on global and national issues including the climate change and the concept of the national GHG management framework. On the other hand, the responsibility of universities and colleges associated to these issues is not recognized as well, showing the necessity for further education. Additionally, important implications on the direction and the major factors that should be considered during the development of a GHG management program for universities and colleges are deduced from the result of the survey. In order to be effective in universities and colleges, a GHG management program must be able to estimate the present level of emissions accurately, to address campus-specific emissions characteristics, and to facilitate ease use for generic users. At the same time, active supporting services including education and promotion should be incorporated. The survey result can be utilized as basic data in guiding the future development of effective GHG management programs.

The Domestic Response Strategies for the Mutual Recognition Arrangement System to Greenhouse Gas (온실가스 국제상호인정 체계에 관한 국내대응방안)

  • Climate change has been identified as one with the greatest challenges facing nations, government, business and over future decades. Activities to reduce greenhouse gas emissions by the Kyoto Protocol, the international community has been in progress. Korea also has introduced the Emission trading system to reduce greenhouse emission from the supervision of the government. Greenhouse gases emissions quantity should be internationally recognized. Mutual Recognition Arrangement should be recognized as the same greenhouse gas emission. International recognition of domestic verification body of international mutual recognition is required. Efforts are needed to secure the equivalence between the emission rights through direct cooperation with the relative nation accreditation body. Early entry into the IAF/PAC GHG MLA is essential for demonstrating equivalence between greenhouse gas emissions. Emissions trading will also require connection to the EU ETS, California, USA, and Tokyo, Japan to link Emissions trading. In the case of establishing accreditation standards and accreditation criteria, it will be necessary to distinguish between the domestic Energy Target Management System and the Emission Trading System. Independent greenhouse gases verification bodies should be established to meet the requirements of IAF and PAC. It is necessary to revise the qualification criteria for the verification of the greenhouse gas verification body according to international standards requirements. It is necessary to support the role of accreditation bodies of domestic greenhouse gas verification bodies. It is required to join international organizations of international mutual recognition of international trade and the need for pilot projects to link greenhouse gas emissions. The core link to our emission trading system is called EU-ETS, and we will need to join the IAF/PAC GHG MLA GHG. The International Mutual Recognition Agreement (IAF) is expected to allow international interoperability of GHG emissions verification between EA and the PAC. By signing a PAC GHG MLA, it will need to be prepared to prepare for the pilot project to link the emission trading system.

Research on Changes and Characteristics of GHG Emissions by Major Energy-consuming Universities in Korea - Focused on the variation since the implementation of GHG emission regulation by Government - (에너지 다소비 대학의 온실가스 배출 변화와 특성 - 온실가스 배출 규제 시행 이후의 변화를 중심으로 -)

  • It is known that energy usage from Korean Universities was growing rapidly in the early 2000s. But since 2011, the change was caused by GHG emissions regulation enforced by the government. The purpose of this research was to find the characteristics and trends of greenhouse gas emissions from major universities in Korea according to the each university's data and information. The result shows that GHG emissions from University have increased steadily prior to enforcement by 4-5% annually, but the rate of increase marked 0.5~1% in 2011~2013 is the season of emission regulation and the total amount of emissions decreased 3%~5% in 2014~2015 while preparing an emissions trading scheme. Therefore we can say that the enforcement of GHG reduction such as energy target management system makes a visible effect at least in the University sector that level of GHG emissions is from $75kg/m^2$ to $58Kg/m^2$ for seven years. Another result says that the size of research fund is the main factor that affects the amount of GHG emissions before 2011, but the size of building area has been a new factor influencing the GHG emission since 2013. Thus we suggest that the criteria for evaluating the level of GHG emission from University is suitable if it is based on the building area intensity.

Economic Analysis of GHG Emission Reduction Methodology in Pulp, Paper and Wood Industry Approved by Korea Voluntary Emission Reduction Program (온실가스배출 감축사업(KVER) 제지목재 분야 인증 감축방법의 경제성 분석)

  • The Energy and Green House Gas target management system was launched by the Korean Government in 2010. The Korea Emission Trading System will start in 2015. Therefore, simultaneous pursuit of energy saving and greenhouse emission reduction through energy use rationalization is an important obligation of Korean engineers, who import about 97% of domestic energy consumption. Economic analysis of the GHG emission reduction methodologies registered and approved by Korea Voluntary Emission Reduction (KVER) program was conducted. The results for waste heat recovery employed in an energy intensive pulp, paper and wood industry were reported. The emission reduction intensities were 9.7 kg $CO_2$/ton_pulp production. Net Present Value analysis showed that the GHG emission reduction was economically beneficial with an internal rate return of 60%. The results of exergy analysis indicated that the second law efficiencies of waste heat recovery system employed in KVER program were 77.3% and 53.6%. NPV decreased as the exergy decreased.

  • This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

  • We analyze economic effects of GHG reduction measures of the generation industry to meet 2030 GHG reduction target using the scenario based approach. We estimate the GHG emission of the Korean power industry in 2030 based on both the $7^{th}$ Electricity Supply & Demand Plan and the GHG emission coefficients issued by IAEA. We set up three scenarios for reduction measures by replacing the coal fired plants with nuclear power, renewable energy and carbon capture and storage. Once and for all, the nuclear power scenario dominates the other energy technologies in terms of GHG reduction quantities and economic effects.

  • Korean government is enforcing 'Greenhouse gas target management' in order to achieve Greenhouse gas reduction target. To attain Greenhouse gas reduction target, companies in Korea must establish their GHG inventory system and analysis their GHG emissions characteristics for deduction of mitigation measures. LMDI(Log Mean Divisia Index) decomposition analysis is widely used to understand characteristics of GHG emission and energy consumption. In this paper, the characteristics of GHG emission from the line of railroad in Korea is respectively analyzed in terms of conversion effect, intensity effect, production effect and distance effect. Data of railroad GHG emission from 2000 to 2007 are used. As a result, total effect of railroad's GHG emission is $96,813tCO_2eq$. Production effect ($39,865tCO_2eq$) and distance effect ($327,923tCO_2eq$) affect increase of railroad GHG emissions while Conversion effect ($-158,161tCO_2eq$) and intensity effect ($-112,814tCO_2eq$) influence decrease of the emissions.

Review of the Estimation Method of Methane Emission from Waste Landfill for Korean Greenhouse Gas and Energy Target Management System (온실가스·에너지 목표관리제를 위한 폐기물 매립시설 메탄배출량의 적정 산정방법에 관한 고찰)

  • To promote the carbon emission trading scheme and reduce greenhouse gas (GHG) emission as following 'Korean GHG & Energy Target Management System', GHG emissions should be accurately determined in each industrial sector. For the estimation method of GHG emission from waste landfill, there are several error parameters, therefore we reviewed the estimation method and proposed a revised method. Methane generation from landfill must be calculated by the selected method based on methane recovery rate, 0.75. However, this methodology is not considered about uncertainty factor. So it is desirable that $CH_4$ generation is estimated using first order decay model and methane recovery should use field monitoring data. If not, $CH_4$ recovery could be applied from other study results; 0.60 of operational landfill with gas vent and flaring system, 0.65 of operational site with landfill gas recovery system, 0.90 of closed landfill with final cover. Other parameters such as degradable organic carbon (DOC) and fraction of DOC decompose ($DOC_f$) need to derive the default value from studies to reflect a Korean waste status. Proper application of MCF that is selected by operation and management of landfill requires more precise criteria.
