패널분석을 이용한 6대 권역별 대기오염물질에 대한 환경규제와 경제성장 간의 상호관계분석: EKC(환경쿠즈네츠곡선)가설을 중심으로 (The correlation among the GHG (Greenhouse Gas) emission, energy consumption and economic growth for the 6 specific regions in Korea by using Panel approaches:By Testing of the EKC(Environmental Kuznets Curve))

  • 1988년부터 2008년까지의 자료를 바탕으로 우리나라 6개 권역을 대상으로 권역별 소득, 환경규제, 오염유발원이 각 권역별 대기오염 물질(황산화물, 질소산화물, 총먼지, 일산화탄소)에 미치는 영향을 지역적 관점에서 살펴보았다. 즉, 환경 쿠즈네츠 곡선(EKC)가설 검증차원에서 공해배출과 경제성장 간의 관계를 패널회귀분석을 통해 분석하였다. 분석 결과, 산업시설에 영향을 미치고 있는 황산화물(SOx)의 경우 대부분의 권역에서 EKC가설이 성립하는 것으로 나타났지만, 질소산화물(NOx)과 총먼지(TSP)의 경우 6개 권역 중 대경권에서만 EKC가설이 성립하는 것으로 나타났 으며, 일산화탄소(CO)의 경우에도 EKC가설을 충족시키는 권역은 중부권, 호남권, 동남권에 한정되어 있었다. 또한 각 권역별 대기오염 단속규제가 대기오염과 정(+)의 관계를 보임에 따라 환경규제효과가 나타난다고 보기 어려우며, 각 권역별 연료소비와 석유화학제품의 특화 또한 권역별 대기오염을 증가시키는 주요 요인으로 작용하고 있다.

  • 본 연구에서는 토지 주택 건설부문의 공공기관들에 적합한 온실가스 관리방안을 제시하였다. 토지 주택 건설부문 공공기관들에서 시행하는 사업들은 공공성과 복합성이라는 특징을 갖게 된다. 이러한 사업특성을 반영하여 온실가스 관리영역 및 감축목표를 설정하고 온실가스 관리시스템을 구축하는 방안이 필요하다. 토지 주택 건설부문 공공기관들의 사업들은 대부분 사회기간시설들을 건설하는 것이므로 온실가스 저감노력을 모두 계량화하기가 어렵다. 따라서 온실가스를 계량부문과 비계량부문으로 구분하여 체계적으로 관리하는 방안이 적합함을 제시하였다. 온실가스 배출량 관리방안의 구체적 모델로서 한국토지주택공사의 사업 분야를 대상으로 종합적인 온실가스 배출량 관리방안을 예시하였다.

발전 에너지 업종의 온실가스 감축 신기술 조사 및 감축효과 분석 (A Study on the GHG Reduction Newest Technology and Reduction Effect in Power Generation·Energy Sector)

  • 본 연구에서는 온실가스배출 집약도가 크고 온실가스 에너지 목표관리에 의한 감축의무 부담이 큰 발전 및 에너지 업종의 향후 적용 가능한 온실가스감축 신기술을 조사하고, 각 기술별 기술특성을 알아보았다. 발전 및 에너지 분야의 온실가스 감축 신기술로는 크게 효율 향상, CCS, 가스복합발전 기술로 분류할 수 있다. 감축 신기술에 대해 예상배출량 및 온실가스 배출 원단위를 산정식을 이용하여 산정한 후, 기존기술을 온실가스 감축 신기술로 대체하였을 경우에 대한 온실가스 감축량을 예상해 보았다. 그 결과, CCS 발전 기술로 인한 온실 가스 감축률이 30% 이상으로 가장 클 것으로 예상되며, 석탄가스화 연료전지 기술 및 가압유동층 화력발전 기술의 감축률 또한 20% 이상으로 감축 효과가 큰 것으로 나타났다. 신기술의 특성과 효율적 도입에 대한 연구가 지속되고, 향후 온실가스 감축목표 달성을 위해 적절히 적용한다면 국가온실가스감축 목표를 비용 효과적으로 달성할 수 있을 것으로 판단된다.

국내 배출권거래제 시행에 따른 전자부품산업 대응방안 연구 (A Study on Countermeasures of Electronic Component Industry according to Korean Emission Trading Scheme Enforcement)

  • The continued efforts to reduce GHG emission by international cooperation and each country are in progress. As part of these efforts, Korea's ETS is enforced in 2015. This was the time to make strategies for each company to respond Korea's ETS. This study was performed to suggest a draft of basic strategies for electronic component industry in current Korea's ETS stage are as follows; - Analyzing the nature of electronic component industry - Identifying needs for corresponding ETS of electronic component industry - Analyzing basic countermeasures for each stage of ETS - Suggesting drafts of basic strategies for electronic component industry in current Korea's ETS stage The result of this study, the current stage of Korea's ETS is moving from implementation of the scheme become determined and prepare the minimum corresponding to direct corresponding to the regulation and market change. Electronic component industry has many GHG emission growth(or change) factor, and it will be make electronic component industry as a buyer when Korea's ETS is enforced. Korea's ETS will be clearly act as a regulation rather than new business for electronic component industry. Therefore, identifying the Korea's ETS as a regulation is resonable strategy for corresponding the scheme. The basic strategies of electronic component industry th responding Korea's ETS are as follows; - Building internal organization and decision-making system before enforcement the Korea's ETS - Establishing internal basic corresponding strategies according to carbon price forecast scenarios - Considering the energy consumption and GHG emissions in design phase and preparing the global ETS market in mid or long term.

규제정책의 관점에서 바라본 온실가스(GHG) 배출권거래제가 국내 항공운송산업에 미치는 영향 (The Impact of GHG Emission Trading System on Air Transport Industry and Implication in View of Regulatory Policy)

  • The emission trading system implemented in Korea is a system in which the government allocates or sells emission rights by setting the emission allowable amount to economic players subject to the emission trading system, allowing companies to freely trade shortfall or extra money through the emission trading market. Korea also had implemented its first emission trading system scheme period of time from 2015 to 2017. As a result of the first planning period in which total of seven Korean airlines were targeted, the emission amount was about 5.51 million KAU, while the quota amount was only about 4.85 million KAU, about 116% of the actual quota was emitted and Domestic airlines have incurred additional costs of about 10.7 billion won. Due to ICAO's implementation of CORSIA, the airlines are expected to have to shoulder additional costs because purchasing exceed quota will be increased in order to offset excess emissions not only on domestic but also on international routes. Thus, this paper had analyzed the characteristics of the carbon trading system of air transport industry and suggested a mix of regulatory policies as an improvement method.

다중회귀분석을 이용한 CO2배출량 추정모형 (Development of CO2 Emission Estimation Model by Multiple Regression Analysis)

  • The Earth's temperature has risen $0.76^{\circ}C$ (degree) during last 100 years which Implies a sudden rise, compare with the 4oC (degrees) rise through out the past 20,000 years. If the volume of GHG (Greenhouse Gas) emission continues at the current level, the average temperature of the Earth will rise by $1^{\circ}C$ (degree) by 2030 with the further implication that the temperature of Earth will rise by $2{\sim}5^{\circ}C$ (degrees) every 100 years. Therefore, as we are aware that the temperature of the glacial epoch was $8{\sim}9^{\circ}C$ (degrees) lower than the present time, we can easily predict that the above temperature rises can be potentially disastrous for human life. Every country in the world recognizes theseriousness of the current climate change and adopted a convention on climate change in June 1992 in Rio. The COP1 was held in March 1995 in Berlin and the COP3 in Dec. 1997 in Kyotowhere the target (2008-2012) was determined and the advanced nations' reduction target (5.2%, average)was also agreed at this conference. Korea participated in the GHG reduction plan which required the world's nations to ratify the Kyoto Protocol. Ratification of the Kyotoprotocol and the followup requirement to introduce an international emissions trading scheme will require severe reductions in GHGs and considerable economic consequences. USA are still refusing to fully ratify the treaty as the emission reductions could severely damage the economies of these countries. In order to estimate the exact $CO_2$ emission, this study statistically analyzed $CO_2$ emission of each country based on the following variables : level of economic power and scientific development, the industrial system, productivity and energy efficiency.

실차 운행정보를 이용한 온실가스 배출량 산정에 관한 연구 (A Study on the Estimation of GHG Emissions using a Real World Vehicle Driving Information)

  • This study developed the emission intensity estimation method of GHGs by considering the characteristics of the models and time series. The telematics device was installed on the vehicle (OBD-II) to collect information on the operation conditions from each sample vehicle of public authorities. As a result of comparing the mileage distance and fuel consumption, the matching degree is analyzed very high, showed a ${\pm}1{\sim}4%$ error for each vehicle. By comparing driving record diary of vehicles managed by public authorities, this study presents the method that can be used to verify driving information in order to derive the GHGs emission intensity.

전과정 평가에 의한 한국 근해 대형어업의 온실가스 배출량 분석 (A Quantitative Analysis of GHG Emissions from the Korean Offshore Large Scale Fisheries Using an LCA Method)

  • The negative fishery factors from an environmental perspective are greenhouse gas emissions due to high fossil fuel use, destruction of underwater ecosystems by bottom trawls, a reduction in resources by fishing, and damage to ecosystem diversity. In particular, the greenhouse gas emissions from fisheries is an important issue based on the Cancun meeting in Mexico in 1992 and the Kyoto protocol in 2005. However, no investigations on the GHG emissions from Korean fisheries have been conducted. Therefore, a quantitative analysis of GHG emissions from the Korean fishery industry is needed as a first step to identify a method to reduce GHG emissions from fisheries. The purpose of this study was to investigate the degree of GHG emitted from fisheries. Here, we calculated the GHG emissions from four main Korean fisheries(i.e., large trawls, large purse seines, Danish seines, and bottom pair trawls) using the life cycle assessment(LCA) method. The system boundary and input parameters for each process level were defined for LCA analysis. The fuel use coefficient of each fishery was also calculated. The GHG emissions from edible seafood were calculated considering different consuming areas. The results will be helpful to understand GHG emissions from Korean fisheries.

온실가스 감축 전략의 성과평가 - 지자체 환경기초시설 사례 - (Assessment of GHG Reduction Strategy - A Case of Environmental Facilities of Incheon City -)

  • The study focuses on 32 environmental facilities in Incheon Metropolitan City, South Korea, categorizes them by sector: sewage treatment, wastewater treatment, incineration, landfill, water purification, and water supply. Their GHG reduction results are analyzed through quantitative and qualitative measures for 2012 to 2015. The study surveys and examines GHG reductions of the environmental facilities for two categories - facility operation and management. The findings are as follows: First, the GHG reduction rate, an emission-to-allocation ratio, from 2012 to 2015 is 89.67%. Second, GHG reductions coming from qualitative measures of facility management are even greater than those from quantitative measures of facility operation. Third, GHG reductions through facility operation are mostly attributable to overhauls, less use of facilities, resources recycling, process improvement rather than the betterment of fuels, facilities and energy efficiency. Fourth, higher reduction can be achieved by effective facility management, qualitative measures.
