  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures has been developed, applied to the industries. Formal Safety Assessment is a structured and systematic methodology, aimed at enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk and cost-benefit assessments. In addition, it provides a means of being proactive, enabling potential hazards to be considered before a serious accident occurs. In this paper, we has been screening and ranking of hazards using fuzzy structural modeling method and quantitative risk assessment for the ship's collision in the last 10 years marine accidents.

  • Nitrate contamination problems from groundwater supplies have been documented throughout many countries in the world, including Korea. Nitrate salts can induce methemoglobinemia and possibly human gastric cancer. In farmed areas. intensive agricultural activities have caused a major increase in nitrate loading to groundwater. To determine whether decision makers must take farm-management actions to control the increase of groundwater nitrate concentration and to decide the timing of such actions, it is important to predict groundwater Nitrate levels that would result over time from various farm-management practices. However, the input values such as soil, fertilizer and crop data) used to examine the effects of various farm-management practices on groundwater nitrate level are usually uncertain due to a lack of available information. In this paper. the ease of a community with a nitrate water quality problem is illustrated to examine the effects of various farm-management practices and to show bow to perform, with uncertain information. a time-series analysis on groundwater nitrate levels that would result. from each farm-management practice.

  • As the Reliability Centered Maintenance(RCM) is being studied, maintenance tasks can be performed effectively through the Risk Priority Number(RPN) evaluation about the components in the system. The RPN is usually calculated through arithmetical operations of three values, Severity, Occurrence, and Detection for each facility. This RPN provides information that includes risk level of the facility and the priority order of maintenance tasks for facility. However, if there is no sufficient historical failure data, it is difficult to calculate the RPN. In this case, historical failure data from other sources can be used and apply this data to korean railway system. In this paper, it is proposed that a new methodology to model the failure rate as a fuzzy membership function. This method is based on failure data from other sources by means of the fuzzy theory and the expert opinion system. And considering assessment tendency of each expert, distortions that happened when the failure rate of facilities is estimated were minimized. This results determine Occurrence values of facilities. Taking advantage of this result., the RPN can be calculated with Severity and Detection of facilities by using the fuzzy operation. The proposed method is applied the rail-way power substation.

  • We propose an algorithmic approach for handling linguistic values defined in the same linguistic variable. Using the proposed approach, we can explicitly capture the differences of individuals' subjectivity with respect to linguistic values defined in the same linguistic variable. The proposed approach can be employed as a useful tool for discovering hidden relationship among linguistic values defined in the same linguistic variable. Consequently, it provides a basis for improving the precision of knowledge acquisition in the development of fuzzy systems including fuzzy expert systems, fuzzy decision tree, fuzzy cognitive map, ok. In this paper, we apply the proposed approach to a collective linguistic assessment among multiple experts.

Determination of Critical Hazard Factors in Vehicle-Mounted MEWP using Fuzzy-FMEA (퍼지-FMEA기법을 이용한 차량탑재형 고소작업대 사고의 주요 유해위험요소 위험우선순위 결정)

  • In this study, we aimed to identify the important hazard factors and determine their criticality in causing serious accidents in vehicle-mounted mobile elevated work platforms (MEWPs). Fuzzy failure modes and effects analysis (FMEA)was performed using accident data and a survey of experts. To determine the hazard factors, the accident data for the last 10 years were used and a questionnaire survey was designed. The questionnaire survey was sent to four experts in the field of occupational safety to determine the severity, occurrence, and detectability of serious accidents in MEWPs. Furthermore, objective RPN scores and risk priority were obtained using fuzzy FMEA. Finally, the criticality of hazard factors in descending order was found to be overloading, non-installation or defective installation of outriggers, breakage due to wire rope aging, and illegal remodeling of vehicle structures. The results were verified by comparing the occurrence data of serious disasters.

  • The structural health of a pipeline is usually assessed by visual inspection. In addition to the fact that this method is expensive and time consuming, inspection of the whole structure is not possible due to limited access to some points. Therefore, adopting a damage detection method without the mentioned limitations is important in order to increase the safety of the structure. In recent years, vibration-based methods have been used to detect damage. These methods detect structural defects based on the fact that the dynamic responses of the structure will change due to damage existence. Therefore, the location and extent of damage, before and after the damage, are determined. In this study, fuzzy genetic algorithm has been used to monitor the structural health of the pipeline to create a fuzzy automated system and all kinds of possible failure scenarios that can occur for the structure. For this purpose, the results of an experimental model have been used. Its numerical model is generated in ABAQUS software and the results of the analysis are used in the fuzzy genetic algorithm. Results show that the system is more accurate in detecting high-intensity damages, and the use of higher frequency modes helps to increase accuracy. Moreover, the system considers the damage in symmetric regions with the same degree of membership. To deal with the uncertainties, some error values are added, which are observed to be negligible up to 10% of the error.

A two-step interval risk assessment method for water inrush during seaside tunnel excavation

  • Water inrush may occur during seaside urban tunnel excavation. Various factors affect the water inrush, and the water inrush mechanism is complex. In this study, nine evaluation indices having potential effects on water inrush were analysed. Specifically, the geographic and geomorphic conditions, unfavourable geology, distance from the tunnel to sea, strength of the surrounding rock, groundwater level, tidal action, cyclical footage, grouting pressure, and grouting reinforced region were analysed. Furthermore, a two-step interval risk assessment method for water inrush management during seaside urban tunnel excavation was developed by a multi-index system and interval risk assessment comprised of an interval analytic hierarchy process, fuzzy comprehensive evaluation, and relative superiority analysis. The novel assessment method was applied to the Haicang Tunnel successfully. A preliminary interval risk assessment method for water inrush was performed based on engineering geological conditions. As a result, the risk level fell into a risk level IV, which represents a section with high risk. Subsequently, a secondary interval risk assessment method was performed based on engineering geological conditions and construction conditions. The risk level of water inrush is reduced to a risk level II. The results agreed with the current tunnel situation, which verified the reliability of this approach.

  • This paper aims to evaluate the operation efficiency of Korean RCC(Rescue Co-ordination Center)/RSC(Rescue Sub-Center) using DEA(Data Envelopment Analysis). for this evaluation, this paper use the quantitative data for DEA analysis with two inputs and four outputs and a qualitative data analysis with the use of expert assessment. The tool for integrating heterogeneous data is fuzzy logic model to decision support system. In this paper, therefore, RCC/RSC evaluates the priority for operation efficiency. The result are found as order as Inchon, Mokpo, Jeju, Donghae, Busan, Pohang, Yosu, Sokcho, Tongyeong, Ulsan, Taean, Gunsan RSC.

Approximate Fuzzy Clustering Based on Density Functions (밀도함수를 이용한 근사적 퍼지 클러스처링)

  • In general, exploratory data analysis consists of three processes: i) assessment of clustering tendency, ii) cluster analysis, and iii) cluster validation. This analysis method requiring a number of iterations of step ii) and iii) to converge is computationally inefficient. In this paper, we propose a density function-based approximate fuzzy clustering method with a hierachical structure which consosts of two phases: Phase I is a features(i.e., number of clusters and cluster centers) extraction process based on the tendency assessment of a given data and Phase II is a standard FCM with the cluster centers intialized by the results of the Phase I. Numerical examples are presented to show the validity of the proposed clustering method.

  • This study has been undertaken to empirically test how the level of information Home Helpers have about their client and the hypothesis that home-helpers' expertise about their service provided to their clients is expected to positively affect their assessment of service provided to clients. Main results of this study are as follows : First, home-helpers' knowledge, skill, and information about clients is positively related to their assessment of service provided to clients. Home-helpers' information about clients plays a more important role than knowledge and skills in the process of assessing the services provided to clients. After maintaining that the hypothesis is empirically confirmed, the author discusses the implications of empirical findings.
