An Agrometeorological Reference Index for Projecting Weather-Related Crop Risk under Climate Change Scenario (농작물의 기상재해 발생위험 판정기준 설정 및 지구 온난화에 따른 기준기상위험의 변화 전망)

  • The agrometeorological reference index means 'the agrometeorological damage possibility' or the possibility of the normal year climate condition to damage the crop cultivation in a certain region. It is a reference used to compare the cultivation risk of a crop by region. The global climate warming is expected to increase the winter temperature. At the same time, the frequency of extreme weather events will also increase. Therefore, people pay attention to the potential of low temperature-induced damages (e.g., frost damage and injury) to fruit trees under the future climate condition. However, simple damage projection based on climate conditions does not help the climate change adaptation in the practical aspect because the climate change affects the phenology of fruit trees as well. This study predicted the phenology of the pear, peach, and apple trees by using the climate change scenarios of major regions. Furthermore, low temperature induced agrometeorological reference indices were calculated based on the effects of temperature on each plant growth stage to predict the damage possibility. It was predicted that the breaking rest would delay more in the future while the bud-burst date and flowering date will be earlier. In Daegu, Jeonju, and Mokpo, the breaking rest delayed more as time passed. The bud-burst date and flowering date of Seoul and Incheon regions were later than other regions. Seoul and Incheon showed a similar pattern, while Daegu and Jeonju revealed a similar pattern. Busan and Mokpo also showed a similar pattern. All regions were safe from the frost damage during the dormancy period. However, plants were vulnerable to frost damage between the breaking rest and the bud-burst period. Regions showed different frost damage patterns between the bud-burst period and the flowering period. During the bud-burst and flowering period, the risk level decreased in general, although the risk of some areas tended to increase.

Future Changes in Surface Radiation and Cloud Amount over East Asia under RCP Scenarios (RCP 시나리오에 따른 미래 동아시아 지표복사에너지와 운량 변화 전망)

  • In this study, we examine future changes in surface radiation associated with cloud amount and aerosol emission over East Asia. Data in this study is HadGEM2-CC (Hadley Centre Global Environmental Model version 2, Carbon Cycle) simulations of the Representative Concentration Pathways (RCPs) 2.6/4.5/8.5. Results show that temperature and precipitation increase with rising of the atmosphere $CO_2$. At the end of $21^{st}$ century (2070~2099) relative to the end of $20^{st}$ century (1981~2005), changes in temperature and precipitation rate are expected to increase by $+1.85^{\circ}C/+6.6%$ for RCP2.6, $+3.09^{\circ}C/+8.5%$ for RCP4.5, $+5.49^{\circ}C/10%$ for RCP8.5. The warming results from increasing Net Down Surface Long Wave Radiation Flux (LW) and Net Down Surface Short Wave Radiation Flux (SW) as well. SW change increases mainly from reduced total Aerosol Optical Depth (AOD) and low-level cloud amount. LW change is associated with increasing of atmospheric $CO_2$ and total cloud amount, since increasing cloud amounts are related to absorb LW radiation and remit the energy toward the surface. The enhancement of precipitation is attributed by increasing of high-level cloud amount. Such climate conditions are favorable for vegetation growth and extension. Expansion of C3 grass and shrub is distinct over East Asia, inducing large latent heat flux increment.

CRISPR/Cas9 is New Breeding Strategy for Improving Agronomic Characteristics of Rice Response to Climate Change

  • Rice is an important staple in the world. And drought is one of the important constraints that negatively affect yield loss and grain quality of rice. CRISPR/Cas9 is a new breeding strategy that can improve the characteristics of rice quickly and accurately. CRISPR/Cas9 is a novel approach that can reliably harvest rice yields in response to a rapidly changing climate. In addition, there is no externally inserted DNA left in genome-editing rice, and it is receiving attention as being able to take responsibility for future food because its characteristics are continuously improved. In the future, high levels of drought resistant in water-constrained environments will be required, which will reduce yield loss. OsSAP was genome-editing with CRISPR/Cas9 in rice. A different line number was assigned to each panicle, and the generation advanced by applying the ear-to-row method. Genome-editing rice has improved drought resistance in drought conditions. Also, in genome-editing rice, the target sequence was homozygous in the 0 generation, and the coefficient of variation of heading date, number of tiller, and 1,000-grain weight was very small in 2 generation. In the era of rapidly changing climate change, CRISPR/Cas9 presents a new breeding strategy that can rapidly and accurately improve agronomic traits of major food crops as well as rice. CRISPR/Cas9 is applied together with traditional breeding to develop into a new breeding strategy, it is suggested that food can be obtained stably in response to climate change.

Estimation of Future Long-Term Riverbed Fluctuations and Aggregate Extraction Volume Using Climate Change Scenarios: A Case Study of the Nonsan River Basin (기후변화시나리오를 이용한 미래 장기하상변동 및 골재 채취량 산정: 논산천을 사례로)

  • The objective of this study is to estimate riverbed fluctuations and the volume of aggregate extraction attributable to climate change. Rainfall-runoff modeling, utilizing the SWAT model based on climate change scenarios, as well as long-term riverbed fluctuation modeling, employing the HEC-RAS model, were conducted for the Nonsan River basin. The analysis of rainfall-runoff and sediment transport under the SSP5-8.5 scenario for the early part of the future indicates that differences in annual precipitation may exceed 600 mm, resulting in a corresponding variation in the basin's sediment discharge by more than 30,000 tons per year. Additionally, long-term riverbed fluctuation modeling of the lower reaches of the Nonsan Stream has identified a potential aggregate extraction area. It is estimated that aggregate extraction could be feasible within a 2.455 km stretch upstream, approximately 4.6 to 6.9 km from the confluence with the Geum River. These findings suggest that the risk of climate crises, such as extreme rainfall or droughts, could increase due to abnormal weather conditions, and the increase in variability could affect long-term aggregate extraction. Therefore, it is considered important to take into account the impact of climate change in future long-term aggregate extraction planning and policy formulation.

A Preliminary Study on Assessment of Urban Parks and Green Zones of Ecological Attributes and Responsiveness to Climate Change (도시공원녹지의 생태성 및 기후변화 대응성 평가 기초 연구)

  • Problems in regard of ecological stability of urban ecosystem ensue from climate change and urbanization. Particularly, urban ecological conditions are deteriorating both quantitatively and qualitatively to a great extent. The present study aims to assess the current condition of selected sites (i. e. urban green zones and parks) in terms of preset assessment components; to find out problems and relevant solutions to improve the quality and quantity of parks and green zones; and ultimately to suggest some measures applicable to coping with climate change as well as to securing the ecological attributes of urban green zones and parks. According to the findings of this study, from quantitative perspectives, ecological attributes and responsiveness to climate change are high on account of the large natural-soil area(80%). By contrast, from qualitative perspectives including the planting structure (1 layer: 47%), the percentage of bush area(17%), the connectivity with surrounding green zones (independent types: 44%), the wind paths considered (5.6%), the tree species with high carbon absorption rates (20%), water cycles (17%), energy (8%) and carbon storage capacities(61%), ecological attributes and responsiveness to climate change were found very low. These findings suggest that the ecological values of urban parks and green zones should be improved in the future by conserving their original forms, securing natural-soil grounds and employing multi-layered planting structures and water bodies, and that responsiveness to climate change should be enhanced by planting tree species with high carbon storage capacities and obtaining detention ponds. In sum, robust efforts should be exerted in the initial planning stages, and sustained, to apply the methodology of green-zone development along with securing ecological attributes and responsiveness to climate change.

The Direction and Implication of Urban Development in the Age of Response Climate Change (기후변화 대응시대의 도시개발방향과 시사점)

  • The purpose of this study was to present the direction and implications of urban development in relation to climate risk factors and environment for practical implementation of urban development in response to climate change. The research method was carried out through a qualitative data survey and analysis. As a result of the study, the direction of urban development according to the climate risk factors emphasized the importance of preparing conditions for urban development by establishing a damage prevention system for natural disasters and analyzing the risk of natural disasters by conducting analysis of the impact and vulnerability of climate change in urban planning. The direction of urban development on the environmental side suggested the need for the promotion of public transport oriented development (TOD) in the form of urban planning to realize sustainable and practical urban development. Future research directions will need to be supplemented with more quantitative and empirical findings.

Near Future Projection of Extreme Temperature over CORDEX-East Asia Phase 2 Region Using the WRF Model Based on RCP Scenarios (RCP 시나리오 기반 WRF를 이용한 CORDEX-동아시아 2단계 지역의 가까운 미래 극한기온 변화 전망)

  • This study evaluates the performance of Weather Research and Forecasting (WRF) model in simulating temperature over the COordinated Regional climate Downscaling EXperiment-East Asia (CORDEX-EA) Phase 2 domain for the reference period (1981~2005), and assesses the changes in temperature and its extremes in the mid-21st century (2026~2050) under global warming based on Representative Concentration Pathway (RCP) scenarios. MPI-ESM-LR forced by two RCP scenarios (RCP2.6 and RCP8.5) is used as initial and lateral boundary conditions. Overall, WRF can capture the observed features of temperature distribution reflecting local topographic characteristic, despite some disagreement between the observed and simulated patterns. Basically, WRF shows a systematic cold bias in daily mean, minimum and maximum temperature over the entire domain. According to the future projections, summer and winter mean temperatures over East Asia will significantly increase in the mid-21st century. The mean temperature rise is expected to be greater in winter than in summer. In accordance with these results, summer (winter) is projected to begin earlier (later) in the future compared to the historical period. Furthermore, a rise in extreme temperatures shows a tendency to be greater in the future. The averages of daily minimum and maximum temperatures above 90 percentiles are likely to be intensified in the high-latitude, while hot days and hot nights tend to be more frequent in the low-latitude in the mid-21st century. Especially, East Asia would be suffered from strong increases in nocturnal temperature under future global warming.

Study on Plans for the Establishment of Strategy on Climate Change Adaptation in Korea (국가 기후변화 적응 전략 수립 방안에 관한 연구)

  • The global mean surface temperature has already increased by $0.6{\pm}0.2^{\circ}C$ over the last century, and warming in Korea is approximately twice as large as the global average. The Intergovernmental Panel on Climate Change (IPCC) has concluded that the majority of warming over the past 50 years could be attributed to human activities (IPCC, 2001a). In addition, the global surface temperature is expected to increase by 1.4 to $5.8^{\circ}C$ depending on the greenhouse gas emission scenarios during the $21^{st}$ century.Climate change resulting from increased greenhouse gas concentrations has the potential to harm societies and ecosystems. Reductions in emissions of greenhouse gases and their concentration in the atmosphere will reduce the degree and likelihood of significant adverse conditions due to the anticipated climate change. Mitigation policy has generally been the primary focus of public attention and policy efforts on climate change. However, some degree of climate change is inevitable due to the combination of continued increases in emissions and the inertia of the global climate system. Adaptation actions and strategies are needed for a complementary approach to mitigation. The United Nations Framework Convention on Climate Change (UNFCCC) currently addresses vulnerability and adaptation in the context of climate change negotiations and in future adaptation may be an important element of work under the Kyoto Protocol. There are several on-going programs to develop effective adaptation strategies and their implementation. But in general, many other countries are still on an initiating stage. The climate change science programs of the United States, Japan, England, and Germany are initiated to understand the current status of climate change science and adaptation researches in the developed countries. In this study, we propose the improvement on systems in policy and research aspects to effectively perform the necessary functions for development of nation-wide adaptation measures and their implementation. In policy aspect, the Korean Panel on Climate Change (KPCC) is introduced as a coordinating mechanism between government organizations related with climate change science, impact assessment and adaptation. Also in research aspect, there is a strong consensus on the need for construction of a national network on climate change research as trans-disciplinary research network.

Application of Markov Chains and Monte Carlo Simulations for Pavement Construction Engineering

  • Markov chains and Monte Carlo Simulation were applied to account for the probabilistic nature of pavement deterioration over time using data collected in the field. The primary purpose of this study was to evaluate pavement network performance of Western Australia (WA) by applying the existing pavement management tools relevant to WA road construction networks. Two approaches were used to analyze the pavement networks: evaluating current pavement performance data to assess WA State Road networks and predicting the future states using past and current pavement data. The Markov chains process and Monte Carlo Simulation methods were used to predicting future conditions. The results indicated that Markov chains and Monte Carlo Simulation prediction models perform well compared to pavement performance data from the last four decades. The results also revealed the impact of design, traffic demand, and climate and construction standards on urban pavement performance. This study recommends an appropriate and effective pavement engineering management system for proper pavement design and analysis, preliminary planning, future pavement maintenance and rehabilitation, service life, and sustainable pavement construction functionality.

Climate change impact analysis on water supply reliability and flood risk using combined rainfall-runoff and reservoir operation modeling: Hapcheon-Dam catchment case (강우-유출 및 저수지 운영 연계 모의를 통한 기후변화의 이수안전도 및 홍수위험도 영향 분석: 합천댐 유역 사례)

  • Due to climatechange, precipitation variability has increased, leading to more frequentoccurrences of droughts and floods. To establish measures for managing waterresources in response to the increasing uncertainties of climate conditions, itis necessary to understand the variability of natural river discharge and theimpact of reservoir operation modeling considering dam inflow and artificialwater supply. In this study, an integrated rainfall-runoff and reservoiroperation modeling was applied to analyze the water supply reliability andflood risk for a multipurpose dam catchment under climate change conditions. Therainfall-runoff model employed was the modèle du Génie Rural à 4 paramètresJournalier (GR4J) model, and the reservoir operation model used was an R-basedmodel with the structure of HEC-Ressim. Applying the climate change scenariosuntil 2100 to the established integrated model, the changes in water supplyreliability and flood risk of the Happcheon Dam were quantitatively analyzed.The results of the water supply reliability analysis showed that under SSP2-4.5conditions, the water supply reliability was higher than that under SSP5-8.5conditions. Particularly, in the far-future period, the range of flood risk widened,and both SSP2-4.5 and SSP5-8.5 scenarios showed the highest median flood riskvalues. While precipitation and runoff were expected to increase by less than10%, dam-released flood discharge was projected to surge by over 120% comparedto the baseline
