Emergency Management Policy Issues during and after COVID-19: Focusing on South Korea

  • South Korea is currently facing many changes and challenges. To make matters worse, society has struggled to function as it did before COVID-19. This study describes the past and current COVID-19 situation to offer lessons on management during and after COVID-19. We provide implications from COVID-19 and the foundation for future disasters by employing the strengths, weaknesses, opportunities, and threats (SWOT) analysis and indigenous administrative conceptual framework on culture, institution, and instrument to add a circumstance perspective. This study used secondary data from prior research and literature. Resolutions for these policy issues are presented using the strength-opportunity (SO), strength-threat (ST), weakness-opportunity (WO), and weakness-threat (WT) strategies. We suggest utilizing instruments that consider diverse societies and preventing the disease with climate change by collaborating with social institutions. We hope these implications and resolutions will provide insights for the future and other countries.

Future Runoff Characteristics of Ganwol Estuary Reservoir Watershed Based on SSP Scenarios (SSP 기후변화 시나리오에 따른 간월호 유역의 미래 유출특성 변화)

  • The estuary reservoir is a major source of agricultural water in Korea; for effective and sustainable water resource management of the estuary reservoir, it is crucial to comprehensively consider various water resource factors, including water supply, flood, and pollutant management, and analyze future runoff changes in consideration of environmental changes such as climate change. The objective of this study is to estimate the impact of future climate change on the runoff characteristics of an estuary reservoir watershed. Climate data on future Shared Socioeconomic Pathway (SSP) scenarios were derived from two Global Climate Models (GCMs) of the Coupled Model Intercomparison Project phase 6 (CMIP6). The Hydrological Simulation Program-Fortran (HSPF) was used to simulate past and future long-term runoff of the Ganwol estuary reservoir watershed. The findings showed that as the impact of climate change intensified, the average annual runoff in the future period was higher in the order of SSP5, SSP3, SSP1, and SSP2, and the ratio of runoff in July decreased while the ratio of runoff in October increased. Moreover, in terms of river flow regime, the SSP2 scenario was found to be the most advantageous and the SSP3 scenario was the most disadvantageous. The findings of this study can be used as basic data for developing sustainable water resource management plans and can be applied to estuary reservoir models to predict future environmental changes in estuary reservoirs.

A Quality Assurance Process Model on Fault Management

  • So far, little research has been conducted into developing a QAPM (Quality Assurance Process Model) for telecommunications applications on the basis of TMN. This is the first trial of the design of TMN-based QAPM on fault management with UML. A key attribute of the QAPM is that it can easily identify current deficiencies in a legacy system on the basis of TMN architecture. Using an empirical comparison with the legacy systems of a common carrier validates the QAPM as the framework for a future mode of the operation process. The results indicate that this paper can be used to build ERP(Enterprise Resource Planning) for a telecommunications fault management solution that is one of the network management application building blocks. The future work of this paper will involve applying the QAPM to build ERP for RTE (Real Time Enterprise) fault management solution and more research on ERP design will be necessary to accomplish software reuse.

An Analysis of Research Trend on Risk Management in FTA (리스크관리 측면에서 FTA 연구동향 분석)

  • This research aims to review every important academic research on risk management in FTA and to suggest a future area for further research. This research area seems to focus on conceptual study or fact finding rather than on theory development or empirical research on causal relationship or theory testing. The National Assembly Digital Library analyzed the results of 3,576 researches on thesis and journals fromthe results of the FTA. Research on FTA is analyzed in four major themes. First, there have been previous studies on business performance such as FTA export performance and economic effect. Second, analyzed the effects of FTA in product and service. The products are classified into agricultural, marine products, manufacturing, textiles and clothing, medicinal pharmaceuticals, cosmetics, and others. Services are classified into educational and cultural contents, service industry and financial industry. Third, research on the risk management of FTA Origin is broadly classified into the use of country of origin and the verification of origin, and the use of origin includes the study of rules of origin and systems of origin and management. Origin verification was divided into origin verification and origin risk management. Fourth, study on the conclusion area of the FTA, studies were conducted on areas such as Korea-US FTA, Korea-China FTA, Korea-EU FTA, Korea-Japan FTA, Korea-Chile FTA, and Korea-ASEAN FTA. Search results through the FTA, focused on analyzing the FTA area and concept research by research purpose. In addition, research methods are mainly focused on documentary survey, and research areas are concentrated on specific countries such as China and USA. This implies a necessity for a future development in that research area. Other areas for future research may include case research on actual failures in FTA, proactive risk management strategy, and integrated risk management for export companies. Risk management in FTA may help investment expansion, and that is why research on the issue matters.

Priority Setting for Future Core Technologies in Biosystems Engineering using the Analytic Hierarchy Process (AHP를 이용한 기계화분야 미래유망기술의 우선순위 설정)

  • The study focused on setting priority among the future core technologies that were derived by Delphi in agricultural management & information using analytic hierarchy process(AHP). Items for setting priority were decided as ‘technology’, ‘market’, and ‘public concerns’by council. The future core technologies were divided into four parts by importance and R&D level. Technologies which consisted of upper two parts having higher importance were considered in the study. Questionnaires were given to 9 specialists in biosystems engineering. As the results, ‘market’ was decided as a most important item. The most important technologies were ‘Developing technology and system of post harvest processing for higher quality rice’ in group I, and ‘Developing sensor technology to evaluate quality and safety for agricultural products’ in group II.

The Job Analysis of Cooks of School Foodservice (학교급식 조리사의 직무분석)

  • This study was to analyze the job of cooks of school foodservice. The purpose of this study were to examine importance of the present job and future-oriented job of cooks in school foodservice, and to compare the present job performance time with the future-oriented job performance time. The questionnaire was delveloped by focus group and pilot test. The work sampling was choosed to verify the objectivity of job analysis. The statistical software package was SAS 10.0. ‘Menu Management’, ‘Procurement’, ‘Receiving and Inventory control’ and ‘Cooking facilities Management’ of the present job was perceived significantly more important than the future-oriented job. ‘Procurement’, ‘Receiving and inventory control’, ‘distribution’ and ‘dishwashing’ of the future-oriented job was perceived significantly longer than the present job performance time. This study will be used to develop job specification for the cooks of school foodservice.

Method of Determining Future Facility Location with Maintaining Present Accessibility

  • The public services closely related to the daily lives of the Japanese people, such as firefighting, police or primary school education, are largely financed by the local governments. As the population as a whole in Japan declines, the population in local regions are forecasted to experience particularly rapid decline in the future, and it is inevitable to reduce the cost of public services provided by the local governments to keep their financial basis sustainable. In order to provide public services to the people properly and fairly, the local governments own and utilize their public facilities, such as fire stations, police stations or primary schools. On the other hand, we have to secure the accessibility, which is the condition of accessing a facility easily in a whole local city including the high population density area and low population density area. In this paper, we propose a method of determining the number of future facilities and its facility locations in which we maintain the present accessibility. In our proposed method, we determine them comparing the accessibility measurement calculated by facility location model using the present and future population. We adopted k-centdian model as the facility location model, which can secure the accessibility in a whole local city determining the weights of both areas. We applied our proposed method to fire station in Iwaki city, Japan. The results suggested that 7 facilities would be reduced in 2064, after 50 years from 2014. Additionally, we confirmed that the future facility location had secured accessibility in both high and low population density area.
