The National Health Plan 2030: Its Purpose and Directions of Development

  • The National Health Plan 2030 (HP2030) started to be prepared in 2017 and was completed and announced in December 2020. This study presents an overview of how it was established, the major changes in policies, its purpose, and future directions. This study analyzed the steps taken in the past 4 years to establish HP2030 and reviewed major issues at the international and governmental levels based on an evaluation of HP2020 and its content. HP2030 establishes 6 divisions and 28 topic areas, and it will continue to expand investments in health with a total budget of 2.5 trillion Korean won. It also established goals to enhance health equity for the first time, with the goal of calculating healthy life expectancy in a way that reflects the circumstances of Korea and reducing the gap in income and healthy life expectancy between regions. The establishment of HP2030 is significant in that it constitutes a sustainable long-term plan with sufficient preparation, contains policy measures that everyone participates in and makes together, and works towards improvements in universal health standards and health equity. With the announcement of HP2030, which includes goals and directions of the national health policy for the next 10 years, it will be necessary to further strengthen collaboration with relevant ministries, local governments, and agencies in various fields to concretize support for prevention-centered health management as a national task and to develop a health-friendly environment that considers health in all policy areas.

  • Current Korean healthcare facilities face on a difficult period as much as financial difficulty in Korean economy. Most of all the hospitals have difficulty in minus profit margin and hospital investments are also reducing rapidly. Probably, these seem to set in the period of re-organizing its structures and enhancing productivity from the rapidly growing period, which was to concentrate its resources and prefer large scaled structures. Analyzing the developing process and future trend in the U. S. health care facilities, already experienced in financial difficulty of current Korean health care facility in 70s thru. 80s, this paper is to present directions in future Korean health care policy and healthcare facility planning.

  • The purpose of this research are to enhance the understanding of apparel CAD system and to suggest future research direction in the field of apparel CAD system. To do so, (1) the background and the concept, (2) the adoption situation, (3) the benefits and problems, (4) previous research are discussed. Also factors which can influence the adoption decision of apparel CAD system are Identified and related propositions which can provide the directions to future research are developed. Using the usage level of apparel CAD system adoption as the dependent variables, the selected organizational characteristics, as independent variables, are : firm size, product characteristics, and perception of apparel CAD system benefits.

  • The paper is to study and analyze the major issues and current problems of space law and policy to suggest the direction of Korean aerospace policy for future development facing the 21st century of air and space industry. It briefs the development of aerospace science and space law. It also outlines the special characteristics and present status of space law. It further reviews the regulatory regime of commercial space carriers, international telecommunication satelite and space environmental problems. Finally, it suggests the future directions of Korean space policy to develop as one of leading space countries in the 21st century.

  • For efficient and effective nuclear regulation, regulatory organizations must establish consistent and rigorous regulatory positions on safety matters. These positions should be based on high technical expertise and relevant ordinances, standards, and guidelines reflecting policy changes governing nuclear regulations. The Korea Institute of Nuclear Safety, a regulatory expert organization in Korea, has developed regulatory requirements, guidelines and analytical tools that provide regulatory technical bases for ensuring nuclear safety. The nuclear regulatory research also contributes to regulatory decision making by providing resolution for current and future safety issues. In this article, we introduce nuclear regulatory research and its main achievements in the past 10 years. Also, suggested here are future directions of nuclear regulatory research.

  • Development of science technology, computer network and software technology has not only changed various areas of the society, but also brought rapid change in the condition and the way of performing war. Historical lessons learned from the war in Iraq tells that military capabilities corresponding to the new paradigms of war needs to be assured in order to preserve national interest and take victory in future warfare. Thus, the performance in the latest war in Iraq, the estimated performance in future war and the performance of war in the Korean Peninsula has been put together and analyzed to indicate the direction our force should be built and the structure to be improved. Under all circumstances and threats the military must defend our nation and territory. When war breaks out the military must perform it's basic duty to end war by decisive operations. As the saying is "To preserve peace, prepare for war," continuous increase of military strength and improvement of military structure corresponding to the change of national security environment and weapon system is necessary.

  • The use of robot is no longer limited in the industrial scene, and becoming expanded toward many aspects of human life. Especially, military robot closely concerned with our lives seems to advance more and more in the future. As a need analysis for developing military robot, this project conducted a poll about Unmanned Reconnaissance Robot, and on the basis of the result, I suggested 3 directions of developing UGV(Unmanned Ground Vehicle) suitable to strategic environment of Korea.

  • The unprecedented demands of mobile communication networks by the rapid rising popularity of mobile applications and services require future networks to support the exploding mobile traffic volumes, the real time extraction of fine-rained analytics, and the agile management of network resources, so as to maximize user experience. To fulfill these needs, research on the use of emerging deep learning techniques in future mobile systems has recently emerged; as such, this study deals with deep learning based mobile communication research activities. A thorough survey of the literature, conference, and workshops on deep learning for mobile communication networks is conducted. Finally, concluding remarks describe the major future research directions in this field.

  • This study reveals the status, perceptions, and future directions associated with green building within construction-related companies. A survey research method was used to capture current experience levels and capabilities of companies with regard to green construction. Expectations and perceptions about the future of the construction industry with regard to green building were obtained from construction-related companies recruiting from the Myers-Lawson School of Construction at Virginia Tech from 2006 and 2008. The findings of this study support the growing importance of green building as a component of the whole construction market and provide a benchmark against which to measure future changes in the industry over time.

Halide Perovskites for X-ray Detection: The Future of Diagnostic Imaging

  • X-ray detection has widely been applied in medical diagnostics, security screening, nondestructive testing in the industry, etc. Medical X-ray imaging procedures require digital flat detectors operating with low doses to reduce radiation health risks. Recently, metal halide perovskites (MHPs) have shown great potential in high-performance X-ray detection because of their attractive properties, such as strong X-ray absorption, high mobility-lifetime product, tunable bandgap, low-temperature fabrication, near-unity photoluminescence quantum yields, and fast photoresponse. In this paper, we review and introduce the development status of new perovskite X-ray detectors and imaging, which have emerged as a new promising high-sensitivity X-ray detection technology. We discuss the latest progress and future perspective of MHP-based X-ray detection in medical imaging. Finally, we compare the conventional detection methods with quantum-enhanced detection, pointing out the challenges and perspectives for future research directions toward perovskite-based X-ray applications.
