Hedge funds can be established in Korea after the deregulation about setting up private equity funds on September, 2011. Although the variety of asset allocation strategies is the strength of hedge funds, most of Korean hedge funds uses only the equity long/short strategy. Therefore, it is need to introduce other strategies into Korea hedge funds, however all strategies can not be adopted at once because of the infrastructure of Korea financial market. In this paper, we find the optimal introductive order of strategies for Korea hedge fund in view of individual or institutional investors. For this analysis, HFRI data are used for the historical return of each hedge fund strategy and three methods (network visualization, principle component analysis and efficient frontier optimization) are used for finding the optimal order.

This study analyzes human development convergence and the impact of funds transfer to the regions using σ and β-convergence analysis method. Observations were made in all Indonesia's provinces in the period 2010-2019. The coefficient of variation calculation shows a dispersion in the inequality of human development, which means that convergence occurred. This is also documented by the clustering analysis results developed in the study. The results are in line with the hypothesis of neoclassical theory, which shows the tendency for provinces with lower human development levels to grow relatively faster. The dynamic panel data approach with the GMM model shows that a model built with explanatory variables for transfer of funds to regions may lead to the process of convergence of human development - 2.21% per year or 31 years to cover the half-life of convergence. This is a consequence of the Special Allocation Fund and the Village Fund, which positively impact the convergence process, and the General Allocation Fund and the Revenue Sharing Fund with negative signs slowing the convergence process. This evidence opens opportunities to review the justification of the weighting component in determining the amount of funds transferred to the region to accelerate the convergence process of human development.

A fisher means any person employed to provide his/her labor in a fishing vessel in exchange for a wage. There is no concept of a fisher in Seafarers Act. This act shall not apply to seafarers who are in service on board a fishing vessel the gross tonnage of which is less than 20 tons. However, of the total 63,112 fishing vessels, only 2,829 fishing vessels have a total tonnage of more than 20 tons. Fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons are not guaranteed to be paid arrears through the Wage Claim Guarantee Fund for Seafarer (Article 56). In addition, fishermen working on a fishing vessel are excluded from the Wage claim Guarantee Act. The Labor Standards Act shall apply to fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons. Fishermen and seafarers are at a higher risk of living security than regular workers. Guaranteeing the payment of wages is essential for fishermen to improve the life and employment stability. In order to guarantee fisher wage claims, the concept of a fisher in the Seafarers Act must be realized by sources such as the Wage Claim Guarantee Fund of Ministry of Oceans and Fisheries, step by step expansion of members in the wage claim guarantee fund for seafarers and interest for delayed payment of wages, etc.

The relative efficiency of loan projects of information technology promotion fund is measured using Data Envelopment Analysis. Information technology promotion project is supervised by the Ministry of Information and Communication and is managed by the Institute of Information Technology Assessment. Among all the projects of information technology supported by this fund, this study deals with the themes that have been completed from 2000 to 2002. With multiple input and output data including the amount of fund, the period of study, the rate of increase in revenue, the increase in the amount of export and the increase in the number of patent, the relative efficiency scores of all the 119 subjects were calculated in CCR and BCC models of DEA. From the reference sets of some inefficient Decision Making Units, the causes of their inefficiency were analyzed. To compare the relative efficiencies among various DMUs, Super-Efficiency Ranking Method and Logistic Regression Model were used. As the result of this study, it was shown that W promotion funds in the fields related to mobile technology, visual equipment and communication device were used most efficiently.

이 연구는 출생률의 감소와 대학정원의 증가로 인한 대학간의 치열한 학생확보 경쟁과 전문화되고 질적인 성장을 추구해야 하는 대학의 현실에서 예견되는 대학도서관의 재정적 어려움을 타개하기 위한 방안을 모색하기 위한 것이다. 우리나라와 미국의 대학발전기금과 대학도서관발전기금의 모집 실태와 방법과 모집 내역, University at Albany University of Kentucky, University of Cornell 등 미국대학의 실제 기금 모집 사례를 소개하고 캘리포니아주립대학 23개 캠퍼스의 기금모집 내용에 대한 평가내용을 소개하여, 향후 대학도 서관의 현안으로 등장할 기금모집의 토대를 마련하고자 한다.

CHP system supplies electricity and heating together with high efficiency. Current utility's CHP system uses electric power by itself and sells thermal energy to KDHC(Korea District Heating Corporation). CHP's operation cost except sales revenue of heating was covered by the sale revenue of electricity. Thus Electric generation cost in district Heating CHP system has close relationship with the level of heating price. However, after the restructuring of electricity industry, the operation cost could not be covered by sales revenue of heating and electricity. This loss was compensated by energy subsidy program in the electric power industry infrastructure fund. This paper suggests reasonable evaluation and improvement methods of the loss calculation of CHP system utilizing the infrastructure fund efficiency In terms of the direction of support by the fund, it provides the methods to prevent inefficient operation through setting up the upper limit of subsidy and to improve the loss calculation. Moreover, it suggest fixed rate support by heating supply level and reducing subsidy gradually for an efficient operation of CHP system.

Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

This study as a demand of reconstruction allows the longevity of the multi complex, analyze the problems and solutions for a long term maintenance planning scheme, and how to save contingency fund to utilize. The major role of the multi complex housing market reflects Positively on our valuable society, provides a better life of environment on top of longevity and for the superior living duality. For a achievement and improvement existing long term maintenance Plan and contingency fund system should be considered as follows. First, shall be expanded more units of house as smaller group. Second, advice from expert shall be reconsidered, eliminated, and protected reorganizing an informal reconstruction planning comparatively legal procedure must be renegotiated and pursued. Third, the fund which saved for the contingency has to clarified as tax free item by government. It's not only mistreated as a limitation of personal asset but also treated as national source Despite of rather compulsive and constructive method must be noticed by whoever owns for, more positive follows, promotion and directing must be able to guide its understanding and adherence of importance and inevitability.

최근 지방자치단체의 재정위기 해소를 위하여 복지관련 사업이 축소 폐지될 우려에 처해있으며, 지방기금운용의 비효율성에 대한 사회적 논란이 지속되고 있다. 본 연구의 목적은 지방기금에 관한 논란에도 불구하고 부산시 기초자치단체 여성발전기금 운용 현황과 특성을 분석하여, 여성발전이라는 기금운영 목적을 달성하는데 기여할 수 있는 함의를 찾는 것이다. 연구결과 첫째, 재정여건이 좋은 자치구는 기금사업의 비활성화를 통해 기금 적립을 추구하고 있으며, 둘째, 여성발전기금운용의 법적 근거로서의 조례가 양성평등의 가치를 충분히 담지 못하고 있으며 셋째, 여성발전기금사업의 콘텐츠와 기획력이 부족, 기금사업 대상자의 혼재, 여성정책과 가족정책의 미분리에 따른 여성주의적 관점의 한계를 도출하였다. 이를 바탕으로 첫째, 지역여성계와 자치구의 거버넌스를 통한 기금확보 둘째, 여성발전기본조례 개정 셋째, 성인지적 콘텐츠 개발과 출산지원정책 시행을 제언하였다.

본 연구는 도서관 및 독서진흥법상에 기금의 조성방법으로 명시된 다음과 같은 방법으로 도서관의 재정확충을 위한 방안을 모색하였다. 첫째, 정부출연금은 국가가 매년 예산에 반영하는 것으로서 통상 기금출연액인 100억원을 출연하는 방안을 제시하였다. 둘째, 다른기금으로부터의 전입금은 한국마사회기금과 정보화촉진기금으로부터 출연을 받기위한 근거와 재원을 각종 자료를 근거로 최소 년50억씩 출연할 수 있는 안을 모색하였다. 셋째, 복권발행을 통한 년간 50억이상의 기금마련 방안을 제시하였다. 이 세가지 방안을 통하여 연간 200억이상, 6년동안 총 1,200억원의 기금조성 방안을 제시하였다. 또한 미국에서 다양하게 시행되고 있는 기부금모집의 현황과 유형을 제시함으로써 도서관법상에 명시되어 있는 법인, 단체 또는 개인의 기부금모집 활동에 참고가 되도록 하였다.
