The guarantee funds for government policy fund, venture capital investment fund, technology guarantee debt are the core parts of the external financing system in the constant technology innovation company. However, the enterpriser's requirement to keep the technology innovation with minimized management intervention and policy maker's hope to advance technology development with clear operation of funds is enough to request for research of the project investment plan to the R&D project. This paper will analyze whether technology innovation company that creates cash flow prefers to the project investment as a financing program or not, and if prefers, what characters of company affect on this preference. The more the company that pursuit the additional R&D activity separated to on-going items becomes over the fixed size, the more prefers the project investment as future external fund-raising. Together with that, this paper suggests that we can apply the plan like special purpose vehicle, SWORD(Stock Warrant Off-Balance sheet R&D) and R&D Limited Partnership as R&D project investment policy, and improve the system itself.

Now Korea depends upon the imported resources for about 97% of total using energy. So from October, 2001 Korean government has supported renewable energy business owners by providing them with Electric Power Industry Basis Fund. Only plant-use electricity of the small hydro power plant is exactly managed, but other renewable energy plants is unprepared or not yet managed. Therefore, in this paper, we'll analyze the plant-use electricity management of the small hydro power and propose improvement plans for plant-use electricity of the photovoltaic power plant.

A step-up option is a newly developed financial instrument that simultaneously provides higher security and profitability. This paper introduces two step-up options: step-up type1 and step-up type2 options, and derives the option pricing formulas using the Laplace transform. We assume that the underlying equity price follows a regime-switching model that reflects the long-term maturity of these options. The option prices are calculated for the two types of funds, a pure stock fund composed of risky assets only and a mixed fund composed of stocks and bonds, to reflect possible variety in the fund underlying asset mix. The impact of changes in the model parameters on the option prices is analyzed. This paper provides information crucial to product developments.

This article discusses the critical issues on obligations and responsibilities in electronic funds transfer(EFT) between Article 4A of the UCC and the Model Law on International Credit Transfers of UNCITRAL. The electronic fund transfers begin with the issue of the payment order by the originator to the receiving bank for the beneficiary. All obligations and responsibilities of parties concerned occur when the receiving bank accept the originator's payment order to executes. So far, some the most compelling studies have focused on the legal obligations and responsibilities of electronic fund transfer in Korea. Therefore, In this paper, we would like to examine some problems of obligations and responsibilities in electronic fund transfer from Article 4A of UCC and the Model Law on International Credit Transfers of UNCITRAL. And also we present some Implications to reform EFT Law for the efficient application.

Objectives: This paper aims to suggest some ways we could improve the efficiency and equity in health promotion programs in the public sector. Methods: Reports published by the Minister of Health and Welfare and web-site information were reviewed. And, the empirical results and theoretical considerations provided in this study could be used in making future direction for health promotion programs in the public sector. Results and conclusion: The public sector should play a leading role in health promotion programs. The role of public sector in health promotion program is to establish the health promotion plan based on the health survey, to develop the scientific programs, to provide the free health services, and to maintain a cooperative relationship with the private sector. In order to activate the health promotion programs in the public sector, establishing the role of the public sector, changing the operation of health promotion fund, block grants for health promotion, local health promotion fund, and integration of health statistics were suggested.

This paper utilizes a life-cycle overlapping-generations model to quantify the welfare effects of plans to postpone the depletion of the National Pension Fund. In order for the model to incorporate the rapidly changing demographic structure of Korea fully, we build and calibrate a model in transition directly. The model is considered suitable for analyzing the effects of demographic changes on the Korean economy and the effects of plans to change the National Pension System. According to a simulation of the model, to postpone the depletion of the National Pension Fund for 30 years, the premium rate must be increased to 18.3% from the current rate of 9%. By postponing the depletion of the fund reserve, young and future generations gain significantly at the expense of the older generations. The simulation results should be, however, interpreted as meaning that the current system is unjustifiably partial to the older generations. Moreover, given the current premium rate, it is desirable to strengthen the income-redistribution function of the National Pension System.

This paper accumulates the product structure data such as bond obligation ratio and investment ratio for variable insurance using crawling from the insurance company's API, also accumulates variable insurance income and project expenses for variable insurance using crawling from the API of life insurance association. From these accumulated data, the correlation coefficient between fund product and customer preference is calculated with an investment algorithm, and variable insurance funds by customer investment preference and product structure are recommended according to market conditions. From the simulation results, it is shown that the proposed variable insurance management system properly recommends and manages variable insurance according to customer preferences.

Purpose - This study estimated the value of tourists' willingness to pay (WTP) to develop and promote regional tourism and minimize external effects using the contingent valuation method (CVM). Design/methodology/approach - To reduce exaggeration bias, a major issue of CVM, a pilot survey was conducted to categorize bid value. Additionally, the payment method was divided into a tourism fund and tourism taxes, and the respondents' answers were reaffirmed in two stages. Findings - As a result of the analysis, the tourists' WTP was estimated to be 5,132 KRW (3.60 USD) for the tourism fund and 1,036 KRW (0.73 USD) for tourism taxes. Research implications or Originality - The results of this study provide implications for securing financial resources and establishing policies in Gangwon province, which promotes special self-governing.

한국은 주된 에너지원이 석유이므로 석유의 꾸준한 소비증가와 더불어 유류의 해상운송량도 증가추세에 있으며, 이에 따른 오염사고도 매년 300여건이상이 발생되고 있다. 특히 심각한 것은 사고발생건수도 동반해서 증가추세에 있다는 점이다. 폐유나 기름찌꺼기의 고의적 투기행위를 제외하면, 유류사고의 원인은 운항상의 인적 과실이나 선박의 하자로 인한 경우라는 점에서 대부분의 사고가 인재(人災)에 해당된다. 따라서 선원의 질향상 및 단일선체선박을 포함한 노후선박의 대체는 사고발생을 사전에 예방할 수 있는 가장 기본적 사항이다. 이것은 단기간에 그 개선을 기대하기 어렵지만 그 개선을 위한 장 단기적 제도적 방안도 마련되어야 한다. 그리고 아직도 한국의 인근해상에서 대형 유류오염피해가 발생될 가능성이 상존하고 있다는 점에서 92FC의 보상한도를 초과하는 피해에 대해서는 일정 범위내에서 피해를 보전할 수 있는 제도를 마련할 필요가 있다. 그러나 현행 특별법에 따른 피해보전은 전적으로 국민세금으로 충당되고 있다는 점에서 문제가 있으며, 따라서 2003보충기금(supplementary fund)협약에 가입하는 것보다는 '국내 Fund'를 창설하는 경우에 대하여 보다 적극적으로 검토할 필요가 있다. 즉 유류운송에 따른 위험도 '수익자부담의 원칙'이라는 관점에서 정유사들의 부담금을 기초로 하여 마련되는 '국내 Fund'의 창설 및 도입을 고려할 필요가 있다고 본다. 그리고 더 나아가 유류오염에 따른 대규모 생태계 파괴 등 환경피해에 대해서는 주민피해와 구별하여 환경피해복구를 위한 공적기금마련에 대해서도 논의할 시점이 되지 않았나 생각한다. 여하튼 대형 유류오염사고에 대한 사후대응책은 항시 만족스럽지 못하다. 그 이유는 대형유류오염이 내포하고 있는 재앙의 상징성 때문이다. 대형유류오염은 사전에 예방할 수 있는 인재임에도 불구하고, 그 피해는 끝을 파악하기 힘들 정도로 인간의 삶과 자연생태계에 심각한 손상을 가져온다. 그런 점에서 대형유류오염사고에 대한 가장 최선의 대응책은 사전예방이다.

본 연구는 최근 타 정책자금 융자제도 현황 및 국민체육진흥기금 융자사업의 운용실태를 좀 더 심도 있게 분석하고, 이를 토대로 스포츠산업 융자제도의 지원효과를 극대화하기 위한 방안을 제시하였다. 본 연구결과를 정리하면 다음과 같다. 첫째, 중소기업청, 산업자원부, 정보통신부 등에서 행해지고 있는 정책자금 현황을 살펴보았다. 둘째, 국민체육진흥기금 융자사업 현황을 살펴보았으며, 이에 기초하여 융자 지원현황을 분석하였다. 또한 지원실태를 융자지원 절차, 기금융자 규모, 융자지원 범위, 융자지원 조건으로 나누어 살펴보았다. 마지막으로 타 정책자금 현황과 융자사업 분석결과를 토대로 융자사업 지원효과 극대화 방안을 제시하였다. 융자사업 지원효과 극대화 방안으로 국민체육진흥기금 융자규모 및 범위 확대, 국민체육진흥기금 융자 시 기술담보대출 병행, 국민체육진흥기금 융자자금의 편중현상 완화, 융자대상 별 금액의 탄력적 적용, 국민체육진흥기금 융자 대상업체 선정기준 및 사후평가시스템 구축이 필요하다.
