Analysing Disaster Cases on Construction Sites to Prevent Falling Disaster of Hanging Scaffolding (건설현장 달비계 추락재해 예방을 위한 사례분석 연구)

  • Thanks to various efforts to reduce disasters by the government and the Health and Safety Authority, disasters across industries and the construction industry show their reduction trend. However, the falling disasters in the construction industry have not decreased and increased on the contrary. Especially falling disaster caused by Hanging Scaffolding is the most critical disaster which shows low occurrence frequency but is directly connected to death of worker. The working environment for Hanging Scaffolding is poor in domestic construction site. In particular, the Hanging Scaffolding workers in small construction sites are not on the safety control and management by anyone for their works. They are driven to unsafe working condition with mostly uncertified facilities which are made by themselves. Therefore, this study is focused on searching falling disaster factors from the 242 disaster cases caused by Hanging Scaffolding Work in 15 years presented by KOSHA, and trying to provide suggestions for improvement. The improvement of the method of work requires facility improvement and work due to high accident rate caused by unsafe behavior. Analysis of the case of a disaster occurring over the past 15 years shows that no disaster occurred due to problems in the order of operations presented by KOSHA. However, it was found that many accidents resulted from death caused by safety belts not being installed or attached to ropes using safety belts without following the order of work. The most important aspect of improving the work method was the installation and wearing of lifeboats and safety belts.

  • The Fukushima nuclear power plant (NPP) accident caused by the East Japan Earthquake in 2011 and the recent increase in the frequency of earthquakes in Korea have caused safety concerns regarding radionuclide exposure. In addition, the Tokyo Electric Power Company (TEPCO) in Japan recently decided to release radionuclide-contaminated water from Fukushima's NPP into the Pacific Ocean, raising public concerns that the possibility of radionuclide contamination through both domestic- and foreign fishery products is increasing. Although many studies have been conducted on the input of artificial radionuclides into the Pacific after the Fukushima NPP accident, studies on the distribution and accumulation of artificial radionuclides in marine products from East Asia are lacking. Therefore, in this study, we attempted to explore recent research on the distribution of artificial radionuclides (e.g., 137Cs, 239+240Pu, 90Sr, and etc.) in marine products from Korean seas after the Fukushima NPP accident. In addition, we also discuss future research directions as it is necessary to prepare for likely radiation accidents in the future around Korea associated with the new nuclear facilities planned by 2030 in China and owing to the discharge of radionuclide-contaminated water from the Fukushima NPP.

A experimental Feasibility of Magnetic Resonance Based Monitoring Method for Underground Environment (지하 환경 감시를 위한 자기공명 기반 모니터링 방법의 타당성 연구)

  • As urban infrastructure is aging, the possibility of accidents due to the failures or breakdowns of infrastructure increases. Especially, aging underground infrastructures like sewer pipes, waterworks, and subway have a potential to cause an urban ground sink. Urban ground sink is defined just as a local and erratic collapse occurred by underground cavity due to soil erosion or soil loss, which is separated from a sinkhole in soluble bedrock such as limestone. The conventional measurements such as differential settlement gauge, inclinometer or earth pressure gauge have a shortcoming just to provide point measurements with short coverage. Therefore, these methods are not adequate for monitoring of an erratic subsidence caused by underground cavity due to soil erosion or soil loss which occurring at unspecified time and location. Therefore, an alternative technology is required to detect a change of underground physical condition in real time. In this study, the feasibility of a novel magnetic resonance based monitoring method is investigated through laboratory tests, where the changes of path loss (S21) were measured under various testing conditions: media including air, water, and soil, resonant frequency, impedance, and distances between transmitter (TX) and receiver (RX). Theoretically, the transfer characteristic of magnetic field is known to be independent of the density of the medium. However, the results of the test showed the meaningful differences in the path loss (S21) under the different conditions of medium. And it is found that the reflection coefficient showed the more distinct differences over the testing conditions than the path loss. In particular, input reflection coefficient (S11) is more distinguishable than output reflection coefficient (S22).

The importance of environmental monitoring systems to improve human life and improve welfare as the magnitude of the damage increases year by year due to the rapid increase in the frequency of hail, typhoons, collapse of incisions, landslides, etc. Is increasing day by day. Among environmental problems, problems caused by water quality have a very high proportion, and as there is a growing concern that the scale of damage will increase when water pollution accidents occur due to urbanization and industrialization, the demand for social water safety nets is increasing. have. In the last 5 years, 259 cases of water pollution (Han River 99, Nakdong River 31, Geum River 25, Seomjin River and Yeongsan River 19, and 85 others) have occurred in the four major river basins. Caused damage. Therefore, it is required to establish a water quality environment management strategy system based on big data that can minimize the uncertainty of the water quality environment by expanding the target of water quality management from the current water quality management system centered on the four major rivers to small and medium-sized rivers, tributaries/branches, and reservoirs. In this paper, we intend to construct and analyze a water quality monitoring system based on big data that can present useful water quality environment information by analyzing the water quality information accumulated for a long time.

Safety Improvement of Centrally Installed "Hi-pass" Lane of Express Highway (고속도로 중앙하이패스차로 안전성 개선에 관한 연구 - 서울외곽순환고속도로 본선영업소를 중심으로 -)

  • Safety improvement has been a continuous challenge, especially at toll gate of express highway where traffic conflict often occurs due to frequent lane change by drivers of "Hi-pass" lane and regular "TCS" lane. As a part of research on safety at toll gate, this study videotaped traffic conflict data between vehicles using centrally located "Hi-pass" lane and regular "TCS" lane and analyzed accident risk. According to the correlation analysis of vehicle speed, relative vehicle speed, and sudden vehicle deceleration rate due to traffic conflict, when the relative vehicle speed between centrally located "Hi-pass" lane and regular "TCS" lane increases, sudden vehicle deceleration rate also increases. One of the findings is that centrally located "Hi-pass" lane at toll gate shows different location for traffic conflict, and frequency of traffic conflict and the relative vehicle speed was also different based on vehicle lane use. TA (Time to Accident) analysis shows that accident rate is high at toll gate where Hipass lane is installed in center lane, when the occurrence of sudden vehicle deceleration and deceleration time of vehicles rise for vehicles on "Hi-pass" lane. Furthermore, if the expressway entrance/exit point is closely located to toll gate, TA showed a low value. Thus, it is necessary to reduce the relative vehicle speed in order to improve safety. The Study presents reduction of the relevant vehicular speed and prevention of accidents at the centrally installed "Hi-pass" lane as an important strategy for safety improvement at toll gate.

Lifejcket-Integrated Antenna for Search and Rescue System (탐색 및 구조 시스템용 구명조끼 내장형 안테나)

  • When the crew or passengers fall into the water due to marine accident of vessel, it is very important to rescue them quickly. In the case of marine accidents, most people in distress have been wearing a lifejacket, so if the GPS and Cospas-Sarsat communication module will be integrated within the lifejacket, it is easy to rescue them. In this paper, development of the dual band lifejacket-integrated antenna for GPS and Cospas-Sarsat communication is discussed. The antenna with the FR-4 substrate of 0.2mm thickness for flexibility was designed that it can be fitted close to the shoulder of the life jacket and operate at 1.575GHz and 406MHz. The GPS communication antenna was implemented with a ring-slot antenna having a circular polarized characteristic and a meander type linear polarized antenna is used as Cospas-Sarsat communication. The two antennas are fed by a single microstrip line and an open stub is used to minimize the mutual interference between the two antennas. The performance of the fabricated antenna attached to the life vest is confirmed by the measurement of the return loss at GPS and Cospas-Sarsat frequency bands.

Analysis on the actual condition of consciousness for related regulations with revised Water Leisure Safety Regulation (수상레저안전법의 개정에 따른 관련규제에 관한 의식실태분석)

  • Changes such as expanding nationwide road networks, 5-day work system and income increases triggered high interest in water leisure and an increase in water sports population. And safety regulations have been under discussion as a possible way to prevent the water leisure related accidents. Water Leisure Safety Regulation was enacted in 1999 and fully revised in 2005. Therefore, it is necessary to examine the current state cf water leisure activities and how the water leisure safety regulations are perceived. For this purpose, a survey of water leisure people was conducted on the revised safety regulation and relevance and correlation between variables were examined using Frequency analysis and Crosstabs. The results showed that more than $60\%$ of the people surveyed acknowledge the necessity of registration, safety instruction, insurance, and safety inspection. It was also found that the people who are highly dissatisfied with the safety of water leisure apparatus and acknowledge the necessity of insurance showed strong opinion of the necessity of legal controls on water leisure activities.

A Study on Verification of the effectiveness of Mutually Recognizable Traffic Safety Facilities (상호인식 교통안전시설물 현장적용에 따른 효과검증 연구)

  • Korea had the highest accident rate among OECD countries in 2018, with 8.4 per 100,000 population, ranking 4th among 35 countries. In addition, the accident rate of traffic with children and the elderly was also high. This study reviewed the relevant literature and analyzed the traffic-accident analysis system. Customized traffic safety facilities were developed. In addition, by measuring the visibility of the traffic safety facilities by installing a test bed, this study measured the forward driving frequency and vehicle driving speed while driving. As a result of applying the "pedestrian pedestrian model" collision test model, the possibility of serious injury after installing the facility was reduced greatly to 4.6%. In this study, the visibility of traffic safety facilities and the effect of reducing the traffic speed were verified through test beds. Recognizing traffic safety facilities will reduce traffic accidents.

  • Speeding is a major cause of traffic accidents that affects the safety of pedestrians and harms drivers and their families, property and mental health. However, most researches on speeding behavior have been conducted by survey method, so the relationship between cause and effect is not clear. The reliability of the research cannot be carefully examined because most researches involve retrospective methods. It is clear that conducting experimental research is important for overcoming these limitations, but it is impossible to perform tests with real cars in real traffic situations due to the inability to control situational factors (e.g., other vehicles, traffic signal) which affect participants' behavior. A car simulator experiment was designed and the theory of planned behavior was applied to the experiment. Each participant was grouped and assigned to either high speeding intention group or low speeding intention group according to their levels of speeding intention and analyzed the difference of driving behavior indexes between two groups. The results revealed statistically significant differences between two groups on driving speed, speeding frequency, and accelerator pressure deviation. Finally, the limitations and the implications of this study were discussed.

A Study on the Korean Patent Registration Trend of Outdoor Exercise Equipment for the Elderly (노인 관련 야외운동기구의 국내 특허 등록 동향에 관한 연구)

  • This study analyzed the patent status of the outdoor exercise equipment used primarily by the elderly. The purpose is to utilize the basic data obtained to promote the health of the elderly. The information on the patent was collected from KIPRIS, an information search service provided by the Korean Intellectual Property Office. The search term used was 'outdoor exercise equipment', directly related patents were selected, and a final 157 were analyzed. As a result of the analysis, first, patent registration began in 2007, and 2-3 patents were registered on average every year. Second, patents from the perspective of sports convergence that provide an exercise prescription system using wireless communication, such as the ability to generate electricity by operating a power generation module, providing information on the user's exercise amount, or preventing the loss and theft of weights and safety accidents due to their characteristics, were searched for. Lastly, patents related to exercise equipment that can provide user convenience and increase the frequency of use of exercise equipment were searched. The results of this study confirmed that outdoor exercise equipment is being developed more for the elderly and their convenience, and that companies and public institutions are showing increased interest in outdoor exercise equipment for the elderly. In addition to patent trends analysis, follow-up research in connection with exercise programs using outdoor exercise equipment is needed to develop practical and convenient outdoor exercise equipment in the future.
