전파사용료 제도의 합리적 개선방안에 관한 연구 (An Empirical Study on Improving the Spectrum Usage Fee System)

  • The Spectrum Usage Fee System which has been introduced and enforced since 1993 has had a great role for effective use of the radio frequency resources and the promotion of radio wave industry. However, the current system has been criticized due to several drawbacks. For example, broadcasting stations and national institutions are exempted whereas the overdue utility rate on some frequency has been imposed. So there has been rising the questions on whether the principles of fair imposition are broken. Another problem regarding the current system is that how to calculate the fee is too much complicated, and it needs to be revised into a simpler and clearer formulation. In this regard, this study intends to propose a new calculation framework for the radio spectrum usage fee and then prove its validity empirically on the basis of real data gathered from MIC and focus group interview.

Korean E-commerce Platform's Dashboard Style Decision Support System

  • Due to the recent COVID-19 pandemic, SMEs are forced to converge themselves into online business to cope with the rapidly changing business environment. However, due to various difficulties of becoming an online business, most SMEs choose to use services provided by the online sales platform. These platforms offer valuable support such as DSS in return for the high amount of commission fee. We analyze a novel data set from Naver Corporation's 'Smart Store' platform with the quasi-experimental method (propensity score matching technique combined with the difference in differences analysis) to analyze DSS usage and SME's performance empirically. Our results suggest that DSS usage leads to an increase in SME's sales performance in means of sales frequency and sales amount. Additionally, we have found weak support that DSS usage enables SMEs to attract customers better than those not using DSS.

일본의 전파유효이용을 위한 추진계획 분석 (Analysis of a Promotional Plan for Effective Use of Radio Waves in Japan)

  • 최근 일본에서는 공공용 주파수의 유효이용촉진, 주파수 할당 이전제도와 전파사용료제도 재검토 등을 포함하여 2020년대에 추진할 예정인 "전파유효 이용방안"을 보고서로 발표하였다. 이 보고서에서 제안된 내용을 기반으로 전파법 등 관련법령 개정을 위한 구체적인 제도가 설계되어 진행될 예정이며, 산 학 관이 협력하여 연구개발 실증시험 등을 실시하여 전면적인 전파유효이용을 위한 제도개선을 추진할 계획을 수립할 예정이다. 본 논문에서는 일본이 2020년대에 전파유효이용을 위해 추진할 예정인 주파수 이용제도에 관한 정책방향을 분석하였다. 분석된 정책방향은 국내 전파이용제도를 고려하여 선별적으로 검토하였으며, 국내에 적용할 수 있는 시사점을 도출하였다. 본 논문의 연구내용을 바탕으로 영국과 미국을 포함한 선진국의 전파정책을 분석하여, 우리나라의 전파유효 이용계획수립에 활용하는 것이 필요하다.

주파수의 경제적 가치를 고려한 할당대가 산정기준 분석 (Analysis of Radio Spectrum Charges based on Economic Value)

  • The determination of spectrum charges for the operators is a main issue to efficiently manage the limited radio spectrum resources. In this paper, we propose a model to compute the optimal charges for radio spectrum usage. The objective is to determine that will maximize the spectrum charges, and decision variables of ratios for actual or estimated revenues are considered. The spectrum charges are maximized under satisfying the least profit for operators based on Log-Linear demand function. The parameters of actual sales and minimum profit of operators are analyzed to make an efficient management for radio spectrum. The results show that the spectrum charges increase as the actual sales increase, but it decrease as the required minimum profit of operator increases. It is also observed that the government should increase the ratio for estimated sales if anticipating the poor market in the future, otherwise they should increase the ratio for actual sales to maximize the spectrum charges.

수도권 지역 직장인의 음식 관련 스마트폰 어플리케이션 이용 실태와 만족도 (Usage and Satisfaction of Food-related Smartphone Applications of Office Workers in Seoul Area)

  • This study was conducted to figure the usage status and satisfaction of food-related smartphone applications by generic characteristics and food purchase attributes of Seoul area workers. The results show that health vitality-oriented group, married compared to single, those with higher eating-out expenses possess more food-related applications (p<0.05). The primary reason for the usage of food-related applications was the need for food-related information (53.7%). The highest application subjects in use were restaurant-related information and recipe information. The real-life aid food-related applications utilized most were also restaurant information (60.7%) and recipe information (28.3%). Health vitality-oriented respondents especially turned out to use nutrition information and food functionality information often (p<0.01), and recipes or calories & diet information usage frequency was higher in women than in men (p<0.001). Restaurant-related information were more frequently used by singles, highly educated, and those with high income and eating-out expenses (p<0.05). Satisfaction of food-related applications was normal (3.06), showing that the satisfactory level is not yet high. Satisfaction regarding purchase attributes showed that the health vitality-oriented group (3.19) was more satisfied compared to other groups (p<0.05), and women (3.16) were more satisfied that men (2.89) were (p<0.05). Inconveniences of food-related applications were highest in usage fee (3.29), simplicity of information (3.28), lack of reliability of information and need for update (3.10). The results of this study implies that various subdivisions of food-related applications users should be implemented; at the same time, food-related applications covering diverse subjects that regard each group's characteristics should be developed in order to utilize food-related knowledge and information as a marketing tool in the food industry; this can efficiently be done by paying attention to the quality of information and updates within applications.
