From the hourly data of 75 Korean weather stations over a 12-year period (2001~2012), this study has chosen three cases (January 12, 2006; January 11, 2008; and February 22, 2009) of multiple freezing rains and investigated the atmospheric circulations that seemed to cause the events. As a result, the receding high pressure type (2006), prevailing high pressure type (2008), and warm front type (2009) are confirmed as synoptic patterns. In all three cases, freezing rain was found in regions with a strong ascending current near the end point of a low-level jet that carried the warm humid air from low latitudes. The strong ascending current resulted from lower-level convergence and upper-level divergence. In 2006 and 2009, the melting process was confirmed. In 2008, the supercooled warm rain process (SWRP) was confirmed. In contrast to existing SWRP theory, it was found that the cool air produced at the middle atmosphere and near the earth's surface led to the formation of freezing rain. The sources of this cool air were supposed to be the evaporative latent heat and the cold advection coming from the northeast. On the other hand, a special case was detected, in which the freezing rain occurred when both the soil surface temperature and surface air temperature were above $0^{\circ}C$. The thickness distributions related to freezing rain in Korea were found to be similar to those in North America. A P-type nomogram was considered for freezing rain forecasting; however, it was not relevant enough to Korea, and few modifications were needed.

Freezing rain is a phenomenon when precipitation falls as a liquid rain drop, but freezes when it comes into contact with surfaces or objects. In this study, we investigated the predictability of freezing rain and its characteristics, which are strongly related with the occurrence of black ice using synoptic scale meteorological observation data. Two different cases occurred at 2012 were analyzed and in the presented cases, freezing rain often occurs in the low-level low pressure with the warm front. The warm front due to the lower cyclone make suitable environment in which snow falling from the upper layer can change into supercooled water. The $0^{\circ}C$ temperature line to generate supercooling water is located at an altitude of 850 hPa in the vertical temperature distribution. And the ground temperature remained below zero, as is commonly known as a condition for black ice formation. It is confirmed that the formation rate of freezing rain is higher when the thickness after 1000-850 hPa is 1290-1310 m and the thickness of 850-700 hPa layer is larger than 1540 m in both cases. It can also be used to predict and estimate the generation of freezing rain by detecting and analyzing bright bands in radar observation.
Theoretical models of radiative transfer are developed to simulate the 85 GHz brightness temperature (T85) observed by the Tropical Rainfall Measuring Mission (TRMM) Microwave Imager (TMI) radiometer as a function of rain rate. These simulations are performed separately over regions of the convective and stratiform rain. TRMM Precipitation Radar (PR) observations are utilized to construct vertical profiles of hydrometeors in the regions. For a given rain rate, the extinction in 85 GHz due to hydrometeors above the freezing level is found to be relatively weak in the convective regions compared to that in the stratiform. The hydrometeor profile above the freezing level responsible for the weak extinction in convective regions is inferred from theoretical considerations to contain two layers: 1) a mixed (or mixed-phase) layer of 2 km thickness with mixed-phase particles, liquid drops and graupel above the freezing level, and 2) a layer of graupel extending from the top of the mixed layer to the cloud top. Strong extinction in the stratiform regions is inferred to result from slowly-falling, low-density ice aggregates (snow) above the freezing level. These theoretical results are consistent with the T85 measured by TMI, and with the rain rate deduced from PR for the convective and stratiform rain regions. On the basis of this study, the accuracy of the rain rate sensed by TMI is inferred to depend critically on the specification of the convective or stratiform nature of the rain.
In this study, the occurrence circumstances of 3 cases (12 Jan 2006, 11 Jan 2008, 22 Feb 2009) when the freezing rain was observed at more than two observatories in a day with more than three times each observatory, were investigated. Following the advanced study about the same cases, we have tried to find more delicate differences in using the Korea Local Analysis and Prediction System (KLAPS; 5 km reanalysis data) that has the smallest grid scale at current situation. As results, three common characteristics are found: (1) Just before the occurrence of the freezing rain, the wind direction was consistently continuous and the wind speed was constant or gradually increased for at least 3 hr more. (2) Surface air temperature (Relative humidity) was respectively $3.08^{\circ}C$ (28.76%), $0.47^{\circ}C$ (50.07%) and $-3.60^{\circ}C$ (71.07%) 3 hr ago to break out the freezing rain. It means the freezing rain occurs in a wide range of atmospheric environments. However, the closer it got to the occurrence time of the freezing rain, the closer the surface air temperature was to $0^{\circ}C$, and the bigger the humidity of the surface air was. (3) The liquid precipitation formed in the upper atmosphere, met a cold advection bellower than 950 hPa level and suspected to be changed to the super-cooled condition.

The main cause of natural disaster in Korea is meteorological phenomenon, such as typhoon, heavy rain, storm, rainstorm, heavy snow, hailstorm, overflowing of sea and so on(including thunderstroke, blast, snow damage, freezing and earthquake), and among those disasters, heavy rain takes place most often, and it occupies 80% of total disaster Especially, disaster related to slope collapse (landslide, collapse of retaining wall, burying ect.) takes place every year due to meteorological cause such as localized heavy rain, which is getting stronger. (National Institute for Prevention Disaster, 2002, Meteorological Administration) Accordingly, it is necessary to analyze the features of slope collapse related to natural disaster in Korea, and also to make up counterplan to prevent disaster. This paper will try to analyze potential areas which are susceptible to landslide regarding factors inducing landslide and heavy rain, and to evaluate the potentiality of landslide regarding local particularity of rainfall, furthermore to provide essential information for development of community such as preventing damages from landslide, construction Industry, and effective use of land.

Skid Resistance is a index to represent the friction between tire and road surface, which influences driving safety. Skid resistance varies with the conditions of tire, abrasion of road surface, vehicle speed, drying, wet and freezing condition of road surfaces. Especially, freezing occurs when temperature drops below $0^{\circ}C$ followed by snow or rain causes decrease of skid resistance. To recover the decreased skid resistance deicing work is applied. As a results of deicing works, freezing condition is changed into wet condition. However the wet road surfaces containing the remaining deicings agents may not show the skid resistance of normal wet condition. In this study, skid resistances in the condition of freezing, deicing process and deicing agents remained after snow-removal are evaluated. The test results, skid resistance recover quickly when Pre-wetted salt spreading and NaCl was used as deicing method. Skid resistance of Deicing agents remained on the road surface showed that concrete is higher than asphalt. superior effect. Recovery rate of skid resistance by comparison wet condition is 54~80%.

Concrete structures can cause various problems as the number of common years increases when exposed to external extreme climate conditions. Among these problems, freezing and thawing occur due to the action of extreme climate factors such as heavy rain and heavy snow, which have become the most problematic in recent years. In this study, we present a rapid freezing and thawing test method of concrete in the air, referring to KS F 2456, as Seoul exhibits very dry weather during the period of freezing and thawing. Concrete test specimens and RC beams were fabricated to perform rapid freezing and thawing of 0, 100, 200, and 300 cycles, and the performance evaluation confirmed the degradation of each subject in material and member units. The design strength of 24 MPa, which performs rapid freezing and thawing in the air up to 300 cycles, decreases by 5.24 MPa (21%), and as rapid freezing and thawing in the air increases the stress burden on reinforced concrete bending members, reducing the energy absorption (dissipation) ability of structures due to earthquakes.
A method to make ice spike using home refrigerator with ice tray was found. Many experiments have carried out with this method and many natural phenomena occurring on the formation of ice spike are found. A new concept of the Latter Freezing Water (LFW) was imported to explain the ice spike formation. At LFW position on water surface, the Sprout of Super cooled Water (SSW) grows by the Volume Expansion Effect (VEE) caused by the phase change of water in water. And air bubbles that are expelled from ice during freezing process, gather, rise, and detonate at the upper most part of SSW that make SSW freeze and grow upward with the water pipe in it. Together with VEE the capillarity in the water pipe makes the column grow more, that makes the ice spike. Many other findings were succeeded; 1) Ice spike process is completed before the whole water freezes. 2) If water is corrupted or shocked, even though it is very slight, ice spike is not generated. 3) Rain water contains the most LFW among all kind of waters used in experiments. 4) LFW is changed into normal water after passing the ice spike. 5) A new concept of the ice bullet is introduced. 6) The reason of frequent occurrences of the ice spike at Mt. Mai is investigated also.

In order to estimate the damage of orchards due' to natural disasters such as typhoon, severe rain, freezing or frost, it is necessary to estimate the number of fruit bearing before and after the damage. To estimate the fruit bearing after the damages are easily done by delegations, but it cost too high to survey every insured farm household and calculate the fruit bearing before the damage. In this article, we suggest to use a random coefficient model to predict the numbers of fruit bearing in the orchards before the damage based on the tree age and the area information.

Despite advancements in deep learning, existing semantic segmentation models exhibit suboptimal performance under adverse weather conditions, such as fog or rain, whereas they perform well in clear weather conditions. To address this issue, much of the research has focused on making image or feature-level representations weather-independent. However, disentangling the style and content of images remains a challenge. In this work, we propose a novel fine-tuning method, 'freeze-n-update.' We identify a subset of model parameters that are weather-independent and demonstrate that by freezing these parameters and fine-tuning others, segmentation performance can be significantly improved. Experiments on a test dataset confirm both the effectiveness and practicality of our approach.
