The objective of this study is to propose a new strategy, called "freeway travel reservation strategy", to mitigate freeway traffic congestion by using advanced traffic technologies and traffic demand management policies, and to analyze its acceptability. Motorist surveys were carried out to accomplish the acceptability analysis. As a result, 73% of respondents agreed with the proposed strategy, and an increase in the inconvenience for using freeway during the major Korean Holidays, in the age, in the number of family members, and in household income resulted in higher acceptability. Additionally, married or female respondents tended to have higher acceptability. Such results can be practical for developing policies to successfully operate the proposed strategy in the future.
The objective of this study is to clarify the relationship between accident rate and V/C for freeway facility. The relationship can be used as a basic reference to predict and prevent traffic accident. The traffic volume and the number of accidents from 1992 to 1997 on Shingal-Ansan Freeway were analyzed in this study to clarify the relationship. Hourly accident rate and V/C were calculated for each facility sections : basic freeway section, tunnel section and toll gate section. The accident rate models consisting of an independent variable of V/C were established by repression analysis and compared with each other. The relationship between accident rates and V/C ratios represented U-shaped pattern for all sections. The result of this study indicates that accident rates are highest in the low hourly V/C range, decrease with increasing V/C ratio, and then increase as the V/C ratio increases. The accident rate of toll gate section is in general higher than that of other sections. Although the accident rate of tunnel section is higher than that of basic freeway section when V/C is above 0.67, there is no significant difference of accident rate between basic freeway and tunnel section when V/C is between 0.5 and 0.8. Basic freeway tunnel and toll gate section have the minimum accident rate when V/C is 0.78, 0.75 and 0.57 respectively.
A Freeway corridor is a network consisting of a few Primary longitudinal roadways (freeway or major arterial) carrying a major traffic movement with interconnecting roads which offer the motorist alternative paths to his/her destination. Control measures introduced to ameliorate traffic performance in freeway corridors typically include ramp metering at the freeway entrances, and signal control at each intersections. During a severe freeway incident, on-ramp metering usually is not adequate to relieve congestion effectively. Diverting some traffic to the Parallel surface street to make full use of available corridor capacity will be necessary. This is the purpose of the traffic management system. So, an integrated traffic control scheme should include three elements. (a)on-ramp metering, (b)off-ramp diversion and (c)signal timing at surface street intersections. The purpose of this study is to develop an integrated optimal control model in a freeway corridor. By approximating the flow-density relation with a two-segment linear function. the nonlinear optimal control problem can be simplified into a set of Piecewise linear programming models. The formulated optimal-control Problem can be solved in real time using common linear program. In this study, program MPL(ver 4.0) is used to solve the formulated optimal-control problem. Simulation results with TSIS(ver 4.01) for a sample network have demonstrated the merits of the Proposed model and a1gorithm.
Crash Cushion is a kind of safety facilities on roadside which acts the role of absorbing impact energy when vehicles are driven out of normal route such as Gore area of freeway off ramp. Criteria for severity index considering accident occurrence possibility are needed to have strong effect on installing the facilities. However, present criteria for establishing crash cushion design do not include such processes. Therefore, the paper presents two kinds of study to develop criteria for severity index. First of all, development of accident forecasting model on freeway off ramp is presented. The module is a relationship between accidents and road environment by negative binomial distribution (NB) which is called to reflect very well quality of accidents at Gore of crash cushion installed freeway Secondly, freeway exiting behavior model is developed because the human factor is the most important one. However, many literatures have shown between road environment and accidents which are more quantitative than human factor. The study supposed advanced process steps on actual freeway and analysed correlation between variables and accidents. The criteria for severity index is presented to determine whether to install or not by benefit cost analysis for each module. The standard for severity index will help to determine whether to install the crash cushion or not and to estimate severity for freeway and off ramp.
PURPOSES : To operate more efficient traffic management system, it is utmost important to detect the change in congestion level on a freeway segment rapidly and reliably. This study aims to develop classification method of congestion change type. METHODS: This research proposes two classification methods to capture the change of the congestion level on freeway segments using the dedicated short range communication (DSRC) data and the vehicle detection system (VDS) data. For developing the classification methods, the decision tree models were employed in which the independent variable is the change in congestion level and the covariates are the DSRC and VDS data collected from the freeway segments in Korea. RESULTS : The comparison results show that the decision tree model with DSRC data are better than the decision tree model with VDS data. Specifically, the decision tree model using DSRC data with better fits show approximately 95% accuracies. CONCLUSIONS : It is expected that the congestion change type classified using the decision tree models could play an important role in future freeway traffic management strategy.
To device effective freeway traffic flow control strategies and freeway traffic information dissemination strategies, it is very important to estimate real physical queue length on the freeway. Shock wave theory and queueing theory have limitation to be used to estimate the queue length. The primary objective of this study is to develop a reliable method for estimating the physical queue length and level of congestion. Queueing propagation processes were analysed by using such traffic data as main line traffic volume, ramp volume, density. speed, and physical queue length collected by video photographing on Olympic Freeway. As a result of analysis, it has been confirmed that the real queue length can be estimated by using the traffic counts arriving the congested region and passing a bottleneck location. Further more, a reliable method for estimating the level of congestion could be developed on the basis of real-time traffic counts.
From the traffic analysis, and model constructions and verifications for speed prediction on the freeway ramp junctions with 70mph speed limit, the following results were obtained : ⅰ) The traffic flow distribution showed a big difference depending on the time periods. Especially, more traffic flows were concentrated on the freeway junctions in the morning peak period when compared with the afternoon peak period. ⅱ) The occupancy distribution was also shown to be varied by a big difference depending on the time periods. Especially, the occupancy in the morning peak period showed over 100% increase when compared with the 24hours average occupancy, and the occupancy in the afternoon peak period over 25% increase when compared with the same occupancy. ⅲ) The speed distribution was not shown to have a big difference depending on the time periods. Especially, the speed in the morning peak period showed 10mph decrease when compared with the 24hours'average speed, but the speed did not show a big difference in the afternoon peak period. ⅳ) The analyses of variance showed a high explanatory power between the speed predictive models(SPM) constructed and the variables used, especially the upstream speed. ⅴ) The analysis of correlation for verifying the speed predictive models(SPM) constructed on the ramp junctions were shown to have a high correlation between observed data and predicted data. Especially, the correlation coefficients showed over 0.95 excluding the unstable condition on the diverge section. ⅵ) Speed predictive models constructed were shown to have the better results than the HCM models, even if the speed limits on the freeway were different between the HCM models and speed predictive models constructed.

This paper presents an investigation result that is made to determine dominant influencing factors and their specific impacts on motorist detour makings for VMS placements on freeway. This was necessary to provide engineers with a tool for evaluating VMS cost-effectiveness and its feasibility. This research found that additional travel time delay is the most influential variable in determining motorist detour makings. Also, more than 70% freeway motorists recognize the adjacent national roads as their detour routes, and both AADT and the distance to the entering point of the detour path are found to be dominating factors. Motorist detour ratio model by VMS placement on freeway is developed based on the Stated Preference. In model validation, actual detour making behaviors observed by the Revealed Preference values verify the detour ratio on the Stated Preference. These research findings should be useful for cost-effective placements of VMS on freeway, and it is recommended that the results be tested by practicing engineers in the ITS sector.

The freeway congestion is largely generated by a mainline spillover of the exit ramp queue. So it is necessary to study for modeling of the phenomenon and applying the model. In this study, the authors evaluated applicability of the Supply-Demand model, which can express traffic flow for the freeway by applying flexibly supply and demand curves for capacity of the freeway. First the authors proposed methods processing input data required in the Supply-Demand model, such as sending & receiving functions and time-varying capacity constraints for the freeway mainline. After modeling the Supply-Demand application model, the authors applied the model to the site including congested Hongeun exit ramp in Seoul Ring-road, and improved the model by adjusting application techniques and calibrating parameters. The result of the analysis showed that the Supply-Demand model yielded a queuing pattern and queue location similar to them observed in the field data, and applicability of the Supply-Demand model was varified.

Recently, many researchers have studied the VSL decision method using traffic information in multiple detector zones. However, this method selects incorrect VSL starting points, leading to the selection of the wrong speed control zone and calculation of the wrong VSL, causing traffic congestion. Eventually, the Unstable VSL system causes more congestion on the freeway. This paper proposes an improved VSL algorithm stably operated in multiple detector zones on the Korea highway. The proposed algorithm selects a preliminary VSL start station (VSS) expected to end the congestion using the acceleration of stations. It also determines the VSS at each congestion area. Finally, it calculates the VSL relative to the determined VSS and controls the vehicles that enters the traffic congestion zone. The developed strategy is compared with Real-time Variable Speed Limits for Urban Freeway (RVSL) to test the stability and efficiency of the proposed algorithm. The results show that the proposed algorithm resolves the problems of the existing algorithm, demonstrated by the correct VSS decision and the reduction of total travel time by 1-2 minutes.
