Intellectual Freedom Issues in Library Collection Development (장서개발에 있어서 지적자유의 문제)

  • This paper attempts to portray the issues of intellectual freedom that confront librarians in developing collections in libraries. It is observed that the issue has hardly been drawn attention in Korea while, from various cases, concerns about intellectual freedom have been increased in many countries. Situated in this observation, this paper surveys various aspects of endeavors to protect intellectual freedom in information service settings. It is also stressed how such issues as free access to information, freedom to know, information barriers in public sectors, and freedom of expression are addressed in library world. Emphasis was also put on the meaning of intellectual freedom as viewed through some policy documents and guidelines in other countries and its implications.

  • This study focuses on“Intellectual Freedom”based on the fundamental principles of library user services in Western countries. Particularly, this paper pursues to the philosophical foundations of“the freedom of expression”. It also studies how“the freedom of expression”was restrained by pursuing the definitions of“pornography”and “obscenity”in terms of the court's opinions of The Supreme Court of the United States. Also, PICS and the Communication Decency Acts were discussed.

  • This paper studies a class of in-parallel manipulators with special geometry where the forward displacement analysis problem can be solved easier than the fully parallel manipulators. Three horizontal links of this mechanism provide 3DOFs(Degrees of Freedom), which are one degree of orientational freedom and two degrees of translatory freedom. Three vertical links of this mechanism provide 3DOFs, which are two degrees of orientational freedom and one degree of translatory freedom. The main advantages of this manipulator, compared with the Stewart platform type, are the capability to produce pure rotation and to predict the motion of the moving platform easily. Since this manipulator has simple kinematic characteristics compared with the Stewart platform, controlling in real-time is possible due to less computational burden. The purpose of this investigation is to develope an analytical method and systematic method to analyze the basic kinematics of the manipulator. The basic kinematic equations of the manipulator are derived and simulation is carried out to show the performance of the mechanism.

An anti-swing control for 2 axis overhead cranes (2축 천정 크레인의 무진동 제어)

  • This paper proposes an anti-swing control law for a 2 degrees of freedom overhead crane. The dynamic model of a 2 degrees of freedom crane is highly nonlinear and coupled. The model is linearized and decoupled for each degree of freedom of the crane for small motions of the load about the vertical. Then a decoupled anti-swing control law is designed for each degree of freedom of the crane based on the linearized model. The control law consists of a position control loop and an swing angle control loop. The position loop,. is designed based on the loop shaping method and the swing angle loop is designed via the root locus method. Finally, the proposed anti-swing control law is implemented and evaluated on a 2 degrees of freedom prototype crane.

Three dimensional non-conforming 8-node solid elements with rotational degrees of freedom

  • A new three-dimensional 8-node solid element with rotational degrees of freedom is presented. The proposed element is established by adding rotational degrees of freedom to the basic 8-node solid element. Thus the element has three translations and three rotational degrees of freedom per node. The corner rotations are introduced by transforming the hierarchical mid-edge displacements which are parabolic shape along an edge. The derivation of the element is based on the mixed variational principles in which the rotations are introduced as independent variables. Several types of non-conforming modes are selectively added to the displacement fields to obtain a series of improved elements. The resulting elements do not have the spurious zero energy modes and Poisson's ratio locking and pass patch test. Numerical examples show that presented non-conforming solid elements with rotational degrees of freedom show good performance even in the highly distorted meshes.

Performance/Robustness Improvement of i-PID with Two-Degree-of-Freedom Controller (2자유도를 가지는 지적 PID 제어기를 이용한 시스템의 성능향상)

  • This paper is concerned with applicability of two-degree-of-freedom controllers to the recently suggested i-PID controllers, in which unknown parts of the plant are taken into account without any modeling procedure. First, i-PID controller with two-degree-of-freedom is applied to a specific model, called Anisochronic model, to confirm the usefulness of this method. Second, using the original examples of i-PID controllers, it is confirmed that performance/robustness of system are to be improved due to two-degree-of-freedom, especially when the input changes suddenly. It is seen that as the desired robustness increases the optimal value of two-degree-of-freedom parameter ${\alpha}_A$ would be negative. It is checked and verified that if this value was limited to 1 or less as is generally known, performance would be degraded.

Effect of Economic Freedom on the Facilitation of FDI Inflows: Focus on the Direct and Moderating Effect by the Stage of Economic Development (경제적 자유가 외국인직접투자 촉진에 미치는 영향: 경제발전단계별 직접효과와 조절효과를 중심으로)

  • Purpose - This study is to investigate the direct and moderating effect of intangible variable like economic freedom to facilitating factors on FDI(foreign direct investment) inflows and the difference of facilitating factors by the stage of economic development. Design/methodology/approach - Fixed-effect panel regression analysis with 19-year macro economic data from 2000 to 2019 including economic freedom index from Fraser Institute in 13 developed and 15 developing countries was used. Research implications or Originality - In analysis of direct effect of 5 sectors in economic freedom, the influence of economic freedom was shown weaker than other macro economic factors on FDI inflows, which indicates that actual development of economic factors are more important. The effect of economic freedom on FDI inflows at the stage of economic development differed. In developed countries, human capital, GDP, export, free trade and regulation affected FDI inflows in decreasing order, as did human capital, GDP, consumption expenditure, export, investment expenditure, government expenditure, free trade and sound money in developing countries. In analysis of moderating effect of economic freedom, a domestic and international market size, a flexible labor market which can provide a cheaper good human resources and government expenditures for improving social infrastructure under free economic environment facilitated FDI inflows. However, the statistical significance of moderating effect on export was not shown, which indicates that economic freedom policy itself without actual improvement of exports could not attract FDI inflows.

Education and Freedom for the 'Pick-Me' Generation in reading of Chun-suk Oh and Byun-chul Han (픽미세대를 위한 자유교육 소고: 천원 오천석의 자유 개념을 중심으로)

  • This paper begins with the notion of 'pick-me generation', which refers to today's young generation in Korea. It is named after the title of a song introduced at the Television programme for the competitive audition for girl-group singers. This name gives an idea of the atmosphere of the competition that the current young generation experiences in South Korea. In parallel to it, the research examines the meaning of freedom and choice in democratic education in Oh Chunsuck, in his later work in particular. This paper attempts to demonstrate the possibility to relate Oh's notion of freedom and democracy in relation to Han who critically analyses contemporary discourses on neo-liberalism and democracy. This paper re-views Oh's ideals of democracy and education within its own limitations on freedom. The argument extends Oh's idea of freedom and ethical democracy to the idea of freedom that is relevant to today's younger generation.

Freedom for the Sake of the Good: Plotinus' Concept of Freedom (좋음을 위한 자유: 플로티누스의 자유론)

  • The purpose of this article is to elucidate Plotinus' concept of freedom. Particular attention is paid to two terms, 'what is self-determined' (to autexousion) and 'what is up to us' (to $eph^{\prime}h{\hat{e}}min$), which Plotinus employs in order to articulate the meaning of freedom. It is shown that freedom in Plotinus consists in the power of doing whatever one wills while willing the good. We first situate Plotinus' concept of freedom in the Socratic tradition. Next we investigate how Plotinus and Alexander of Aphrodisias conceptualize freedom in terms of self-determination in the context of criticizing determinism. It is shown that Alexander tries to secure the psychological grounds for human moral responsibility by introducing a causally undetermined power of choice between alternatives. In contrast, Plotinus is interested in psychological conditions that allow humans to do the right thing. For this purpose, he establishes the concept of will ($boul{\hat{e}}sis$) as the power of wanting and choosing the best. We then try to clarify his claim that free will cannot choose otherwise by appealing to his concept of divine freedom, which idealizes the power of doing one's best and being oneself at one's best. Finally, we discuss Plotinus' view of the limitations and possibilities of human freedom and indicate its practical implications. In conclusion we claim that Plotinus pleads for an active way of living which spreads inner freedom out into the world, rather than living in seclusion so as to protect an inner freedom which is pure.

  • Important results about two-degree-of-freedom PID controllers are surveyed for the tutorial purpose, including equivalent transformations, various explanations about the effect of the two-degree-of-freedom structure, relation to the preceded-derivative PID and the I-PD controllers, and an optimal tuning method.
