A Comparative Study on the Regulation-Free Special Zone and the Regional Special Development Zone (규제자유특구와 지역특화발전특구에 대한 비교 연구)

  • New technologies are being created and resulted as new types of fusion complex as the barrier between technology and industries are being broken and convergence is becoming more activated in the global economy of the era of fourth industrial revolution. Korea government is trying to foster innovative technologies for new technologies and new services to prepare for the fourth industrial revolution and gain global competitiveness, but many regulations make it difficult to verify and commercialize them. In response, the Korea government is pushing for the introduction of a regulation-free special zone system in which sandboxes are applied so that new technology and new service-based innovation projects can be freely commercialized through experiment and demonstration. This study aims to examine the limitations of the special zones for regional specialization development applied to the zones that are applied uniformly throughout the country and suggest ways for the deregulation special zone to be fostered as an empirical test bed based on new technologies and as a base for regional innovation.

  • With the globalization of economy, there is keen competition among countries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Gwangyang port has been designated as Free Economy Zone. This paper analyzes many problems and presents various measures to activate Gwangyang port as follows regional economy to promote Gwangyang Free Economy Zone, governmental support, introduction & logistics functions, early development of the hinterland, investment attraction into the area and diversified promotion & marketing activities.

Fabrication and Investigation of a Method of the Reduced-Stiction Slider (Micro Indentor를 이용한 Stiction Free Slider 개발)

  • It is essential to reduce stiction between the slider and the disk for super-smooth media such as glass disk for high density recording. We developed a stiction-reduced slider by fabricating mechanical bumps on the air bearing surface of the slider by indentation technique. This paper presents a possibility and concept of Stiction-Free-Slider which can operate on the data zone of a magnetic disk. The slider hat many bumps and their heights are in the tens of nm range. The SFS shows good performance on the data zone. Moreover, little wear of the bumps was observed when the preload was small.

A Study on the perception of shippers on the port of Pyeongtaek and its development strategies (경기화주들의 평택항에 대한 인식도와 발전전략)

  • The fact that Pyeongtaek Port is located ideally at the central point of the Yellow Sea's Economic Zone and it is very close to the metropolitan area of South Korea which occupies more than 50 percent of the total trade volume in terms of tonnage is providing a good prospect of development for the Port of Pyeongtaek. This study examines the perception of shippers in Kyonggi-do on the development of Pyeongtaek Port, giving some suggestions to the Pyeongtaek Port Authority. It begins with a description of the port such as current economic status, statistics on the economy, trade and investment regarding the Port of Pyeongtaek. According to a particular questionnaire survey conducted in December 2001, the major obstacles to the utilization of the port are as follows: a shortage of liner shipping routes, lack of container handling facilities including container terminal, crane etc., and port sales promotion activity. Therefore the port should make aggressive efforts to attract container cargoes to and from China by expanding port facilities, implementing effective marketing strategies, introducing a customs-free zone/free trade zone, and strengthening port sales etc.

  • There are several Customs Free Zone in Korea. Those are Susan Port, Kwangyang Port, Inchun Port. and International Airport Inchun. And there are several zone which will be appointed soon, Busan Port area, Kwangyang Port area, Inchun Port and International Airport Inchun area. But there are many problems to operate CFZ in Korea. This paper aim at pointing out for the problems and drawing up the plan. The problems are an unreasonable incentive standard, security of the behind site related to CFZ, present customs law not to process and assemble, and several similar system related CFZ. Globalization and regionalization are major trends in the international economic system recently. So we have to make desperate efforts to win the severe competition among many countries in economic aspect and make a good plan to solve the problems related CFZ in future.

A critical analysis of the Incheon Free Economic Zone:Can Incheon move beyond being a gateway to Seoul?

  • Incheon, South Korea, is a rapidly growing port city that has long held an important role in the country. While for most of its history it has been considered more of a coastal extension of Seoul, it is now trying to grow from that role and become a global city. National and local initiatives and acts have led to the Incheon Free Economic Zone (IFEZ). This large zone connects three smaller districts into one large project. The goal of the project is to assert Incheon as its own city and go beyond its role as merely a gateway to Seoul. However, as most large-scale projects go, there are multiple issues and constraints faced by the IFEZ. This paper analyzes the project and gives critique on how the project could possibly achieve its goal more quickly.

  • In this paper, I evaluate national and regional policies for financial centers and Busan Fiancial Center and find the way of the future development of Busan Financial Center. And I found that national policies for financial centers was focused on general improvements of financial industry, so a little tasks for Busan Financial Centers were listed. Therefore I suggest that central government should have more national policies for enhancing Busan Financial Center and promoting participation of private financial firms. And I propose the broader incentive schemes for financial firms moving to Busan, and expect that combining national deregulation policies like Regulation-Free Zone and Regulatory Sandbox and Moonhyun-North Port financial free zone and FinTech cluster plans of Busan will make a big progress of Busan Financial Center.

  • The author made two major arguments in this paper based on a case study on Songdo Free Economic Zone in South Korea. First, the state power is still being maintained when looking at the development process of the project. Planning and development has been mainly on the hands of government officials. The project reflect the logic of the state rather than the market. And the government tries to manage globalization through Songdo project. Second, even though globalization did not bring about the decline of the state, it changed the state's approach on spatial issues. Songdo is an articulate expression of pursuit of efficiency over equity with the rise of the globalization wave. Songdo also leaves the Korean state a task for consensus-building concerning liberalization.

  • In the 21th century, with the development of the economic global progress, the competition is more stiff. During the fierce competition, 85% of the world's trade volume is root from the sea transportation, that means the harbor trade is becoming an important part in the world's trade. With the strong support of the Chinese national ministries, Tianjin Dongjiang Bonded Port Area had made a series of encouraging results and now becoming a positive mode of the chinese harbor trade port. In the meanwhile, the Dongjiang Bonded Port Area is also searching for the change and a better development. From this year, the Dongjiang Bonded Port Area is apply for the experimental unit to change from the Bonded Port Area to the Free Trade Zone. This paper focus on the Tianjin Dongjiang Bonded Port Area which is the largest port area in the northern part of China. The development progress of the Dongjiang Bonded Port Area is concerned and studied in the paper. This paper expected to research on the transformation progress from the Bonded Port Area to the Free Trade Zone, to find out appropriate ways for the blossom of the harbor trade and the bonded area.

  • Currently, the adoption of FTZ(Free Trade Zone) has been recognized as one of the most important strategies for becoming hub port in the world. For this reason, various policies for successful implementation and adoption of FTZ have been presented, and a special law related this FTZ was actually built in 1999. In the mean time, a port logistics industry is deeply related to the successful implementation of FTZ. However, although many research about FTZ have been conducted, there have been little previous studies about port logistics firms and FTZ. Thus, the aim of this study is to investigate a market structure of firms related to Port Logistics effectively and to analyze the perception of these firms about FTZ in Busan.
