An increase of national R&D has brought the growth of research performance such as paper and patent quantitatively. However, the results of technology transfer and commercialization still leave much to be desired in Korea. Therefore, it has to be drawn up a plan for effective management & application of research performance created by public research institutes. We select four leading institutes (two universities, two government-funded research institutes) that performed efficient performance management & application. Then, we analyze the best practices and suggest contributions. The results show that four institutes build up a framework of performance management & application from research planning to technology transfer and commercialization. At an early planning phase, institutes set up definite needs-oriented goals, and prior review as well as prior art search is executed through experts. Besides, they systematically promote strategic patent management, technology marketing, post management, and so forth. For such a performance management & application process, capabilities have to be supported with regard to specialized organization, system, routine. This study can give an hint to improve performance management & application from public research institutes in Korea.
The Republic of Korea is planning to build the now Multi-functional Administrative city (NMAC). The purpose of this paper is to suggest the conceptual framework for this new city that relies on the Korean geomancy, oriental viewpoint on man and nature relationship, particularly in Korea. According to the Geomancy which could conceptualize the human-environment relationship in the site, the overall landscape image of the city could be symbolized by two flying crane with three Taegueks. In transforming the overall landscape image to urban form, two diamonds which means eternity and strength arises from the western spatial viewpoint, as means to protect and harmonize the human, land and mountain relationship in this site and the symbolic meaning of this site as generative and sacred place in Korean people's mind. On the one hand, through juxtaposing of the two diamonds a geometric structure shows up, on the other hand the main axis of the city could be established from two crane and three Taegueks. On the North-South axis from the core of the symbolic green axis, symbolic things will be located, and the administrative offices will be Placed on the East-West axis. Peripherals of the central axis also play a role in developing overall land use from image. The buildings and residents could be arranged and located according to undulations and this is based on the oriental theory of geomancy. We can build cultural amenities on the head part of the crane and on the core area.

The purpose of this study is to analyze secondary science teachers' planning process for an integrated science lesson. For this study, relevant references were collected from various sources, including literatures, previous studies regarding integrated science education, and individual studies. Two teachers (one from middle school and the other from high school) participated and 'the five-step instructional design' was adopted from former studies in this subject. The teachers were asked to develop an instructional plan based on 'the design' provided. While the consultation provided a framework for an instructional plan, the teachers were asked to take a leading role in terms of selecting the chapter to be taught; analyzing the course structure; and making detailed teaching plans. In the course of consultations, discussions, records, and analysis were organized into a journal. Based on the journal, the aspects of the planning process, including difficulties and problems faced by teachers, were analyzed in-depth. From the study, it could be observed that both high school and middle school teachers face various difficulties in preparing for the integrated science lesson. Among other things, the teachers emphasized the difficulties in the stages of selecting the topic, collecting the relevant information, and restructuring and organizing the lecture contents.

Recently, studies of integrated management platform and performance-based maintenance decision-marking systems have proceeded to the efficient management of port facilities. The purpose of this study was to manage and operate port facilities based on performance and to provide long-term durability and budgetary execution. Thus, it is essential to secure basic data to be analyzed in an integrated platform and decision-marking system. This study derived the data linkage measures to secure port facility design and management information. The target of deriving the data linkage was the POMS (Port Facility Management System) currently in operation by the MOF (Ministry of Oceans and Fisheries). To derive data linkage, analyze the database of POMS and select the data required for the operation-integrated platform and decision-marking system. The final data linkage target was determined by compiling the requirements of the relevant experts and selecting the final target of three groups (port and facility information, management information, and user information). As a result, the API interface design was prepared for detailed linked data and data linkage framework between the linkage data of POMS. The provision of real-time data linkage between POMS and integrated platform is expected to improve the operational efficiency of the integrated platform.
This study examined the effectiveness of and satisfaction of visitors with the Environmental Improvement Project on national parks' trail entry areas. A survey was conducted to improve the proposal framework based on the data. Data for the study were obtained from 6400 respondents who used 28 national park offices at 32 national park trail entry areas. The field research was collected in 3200 surveys, divided between pre- and post-implementation of the Environmental Improvement Project. The study variables consisted of socio-demographics, visitors' perceptions on the environmental improvement of trail entries, effects of the environmental improvement, and visitor satisfaction. Several important results were found. First, the environment of trail entries has a significant impact on the formation of images and user satisfaction of national parks. Second, the influence of the trail entry improvement showed that 71.8% of visitors rated the trail entry as environmentally friendly after the Environmental Improvement Project, compared to 48.5% of visitors rated the trail entry as environmentally friendly before the Environmental Improvement Project. The findings indicated that a top priority of environmental improvement of the trail entries needs to be the installation of convenience facilities such as rest areas, restrooms, and direction boards (pre: 34.5%, post: 32.6%). Third, functionality and the other nine variables were shown to enhance the effect of the environmental improvement of the trail entries at the 1% statistical significance level. Finally, results indicated that the overall satisfaction of the visitors with the park was significantly higher after the environmental improvement (t-value=25.741, p=.000), showing the satisfaction score was higher after the environmental improvement (pre: 3.51, post: 4.12), with a statistically significant difference at the 1 % level. This study helps to understand trail entries, which have influenced the image of the national park and satisfaction. These findings can be utilized to manage and design a national park as a public space.
Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

The objective of this study was to predict land use change based on the land use change scenarios for the Hwangguji river watershed, South Korea. The land use change scenario was derived from the representative concentration pathways (RCP) 4.5 and 8.5 scenarios. The CLUE (conversion of land use and its effects) model was used to simulate the land use change. The CLUE is the modeling framework to simulate land use change considering empirically quantified relations between land use types and socioeconomic and biophysical driving factors through dynamical modeling. The Hwangguji river watershed, South Korea was selected as study area. Future land use changes in 2040, 2070, and 2100 were analyzed relative to baseline (2010) under the RCP4.5 and 8.5 scenarios. Binary logistic regressions were carried out to identify the relation between land uses and its driving factors. CN (Curve number) and impervious area based on the RCP4.5 and 8.5 scenarios were calculated and analyzed using the results of future land use changes. The land use change simulation of the RCP4.5 scenario resulted that the area of urban was forecast to increase by 12% and the area of forest was estimated to decrease by 16% between 2010 and 2100. The land use change simulation of the RCP8.5 scenario resulted that the area of urban was forecast to increase by 16% and the area of forest was estimated to decrease by 18% between 2010 and 2100. The values of Kappa and multiple resolution procedure were calculated as 0.61 and 74.03%. CN (III) and impervious area were increased by 0-1 and 0-8% from 2010 to 2100, respectively. The study findings may provide a useful tool for estimating the future land use change, which is an important factor for the future extreme flood.
The aim of this paper is to extend the TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) to the fuzzy environment for solving the disaster recovery priority decision problem in credit bureau business information system. In this paper, the rating of each information systems and the weight of each criterion are described by linguistic terms which can be expressed in trapezoidal fuzzy numbers. Then, a vertex method is proposed to calculate the distance between two trapezoidal fuzzy numbers. According to the concept of the TOPSIS, a closeness coefficient is defined to determine the ranking order of all information systems. The combination between the fuzzy set and TOPSIS brings several benefits when compared with other approaches, such that the fuzzy TOPSIS require few fuzzy judgements to parameterization, which contributes to the agility of the decision process, it does not limit the number of alternatives simultaneously evaluated, and it does not cause the ranking reversal problem when a new alternative is included in the evaluation process. This paper is demonstrated with a real case study of a credit rating agency involving 9 evaluation criteria and 9 credit bureau business information systems assessed by 6 evaluators, and provide the systematic disaster recovery framework for BCP(Business Continuity Planning) to practitioner. Finally, this paper show that the procedure of the proposed fuzzy TOPSIS method is well suited as a decision-making tool for the disaster recovery priority decision problem in credit bureau business information system.
In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.
The purpose of this study is to provide the basic reference for appropriate ecological park planning through investigation and analysis of inviting environment of Suncheon Bay Ecological Park within the framework of 'universal design'. For this, investigating items were selected through literature reviews and legal standard of ecological park suggested by laws. Field survey on Suncheon Bay Ecological Park was conducted, The results suggesting analytical and practical implications are as follows. First, guided handles of any facilities were not equipped, so urgent supplementation is needed with legal standard of universal design. Especially, detailed criterion of universal design focusing on visitors' convenience should be reflected. Second, all facilities for the blind were not equipped and the floor height of entrance was also unsuitable. It implies that the disabled and the senior are restrained from doing independent activity, therefore, appropriate standard focusing on 'universal design' for the wide open activity space such as the park area should be re-provided. Finally, guidelines for applicable universal design of the activity space for the experience on the ecological park should be re-established.
