The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.
Recently, natural disasters caused by climate change have become more frequent across the world. Our country is also not exceptional, and it is urgent to come up with appropriate measures in the agricultural sector as the size and intensity of drought are becoming severe. Consequently, the Ministry of Agriculture and Food has continuously raised the need for efficient water management and governance to overcome the periodic drought. Thus, there is a need for water-saving education and water conservation governance for sustainable and efficient use of agricultural water. Governance is a cooperative mechanism involving various stakeholders, such as central, local, civil society, and businesses, to solve regional or social problems, with different definitions and concepts depending on the field or scope. In this study, we aim to present basis of a governance framework for direct water management participation involving the key agricultural water use stakeholders to imbibe the culture of water savings and conservation practices. Based on this, water-saving governance was established and operated in Gyeongju and Yeoju, in South Korea as a 'water conservation practice', while the water management status of local farmers, the reliability and importance of stakeholders, and the need for governance were investigated. The results indicate that the involvement of various stakeholders in the governance of water management yielded water-saving effects. This study provides the directions of making a framework for water-saving governance establishment and operation. It is expected that sustainable agricultural water use can be achieved in response to climate change if the governance builds and operates with agricultural water use stakeholders based on the continuous government supports.

In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.
Detecting obstacles and generating a suitable path to avoid obstacles in real time is a prime mission requirement for UAVs. In areas, close to buildings and people, detecting obstacles in the path and estimating its own position (egomotion) in GPS degraded/denied environments are usually addressed with vision-based Simultaneous Localization and Mapping (SLAM) techniques. This presents possibilities and challenges for the feasible path generation with constraints of vehicle dynamics in the configuration space. In this paper, a near real-time feasible path is shown to be generated in the ORB-SLAM framework using a chain-based path planning approach in a force field with dynamic constraints on path length and minimum turn radius. The chain-based path plan approach generates a set of nodes which moves in a force field that permits modifications of path rapidly in real time as the reward function changes. This is different from the usual approach of generating potentials in the entire search space around UAV, instead a set of connected waypoints in a simulated chain. The popular ORB-SLAM, suited for real time approach is used for building the map of the environment and UAV position and the UAV path is then generated continuously in the shortest time to navigate to the goal position. The principal contribution are (a) Chain-based path planning approach with built in obstacle avoidance in conjunction with ORB-SLAM for the first time, (b) Generation of path with minimum overheads and (c) Implementation in near real time.
This paper presents the status of nutrition education for older adults in Korea, and examines considerations in developing effective nutrition education programs for the elderly based on literature reviews. Finally, strategies of nutrition education for older adults in Korea are examined. Status of nutrition education were examined by surveying 90 senior centers, and 46 public health centers providing nutrition services. Most senior centers(96%) provided health education programs, however, nutrition was only a part of health programs. Among the 41 public health centers which responded to the survey, 73.1% provided nutrition education for older adults. The frequently covered topics were prevention & management of hypertension/stroke, diabetes, nutritional management during later adulthood, and osteoporosis. Common barriers in planning and implementing elderly education were; lack of educational materials for older adults, reliance on lectures, difficulty in following-up. To develop effective nutrition education, four stages consisting of needs assessment, planning and implementation of programs, and evaluation should be carefully done. Needs assessment might be done using quantitative or qualitative assessment. Factors influencing nutrition behavior of older adults can be systematically examined using a theoretical approach such as the PRECEDE-PROCEED framework. Qualitative methods, such as focus group interviews, also provide insightful information regarding the needs of older adults. In planning nutrition education programs, physical and pshychological changes associated with aging should be considered. Literature regarding elderly education suggest that active participation or participatory learning is also effective for older adults. Educational materials are developed following the principle of KISS and pre-tested. Program evaluation has been rarely done in practice, although it provides valuable feedback to the program. Strategies for developing nutrition education for Korean elderly include; performing needs assessment, developing a standard program by topics in a logical and systematic way, developing programs for subgroups of elderly, applying diverse education methods developing educational materials for the elderly, evaluating programs using simple tools, and delivering a nutrition program as a part of health promotion program. Finally, the interaction and communication between researchers and practitioners is strongly recommended to ensure better nutrition education and services to the elderly.
Spatial decision support systems(SDffi), a new class of decision support system(DSS), result from the melding together of GIS and DSS, Planning support systems(PS5) add more advanced spatial analysis functions than GIS and intertemporal functions to the functions of SDSS. This paper reports the development of a planning support system providing a framework that facilitates urban planners and civil engineers in conducting coherent deliberations about the generation of satisficing sewers. 1he planning support system for the generation of satisficing sewers(PS5/GSS) was designed from the understanding that land use and development drive the demand for storm and sanitary sewers. Through four stages of supply, demand, alternative generation, and evaluation, PSS/GSS integrates basic planning, preliminary design, and engineering design of sewer. GIS and graphic user interface are excellent toolboxes for designing sewer networks, estimating the quantity of wastewater, and showing generated alternative sewers. A sewer model using simulation tedmique can generate an initial sewer. Users can define alternative sewers by the direct manipulation of sewer networks or by the manipulation of parameters in the sewer model. The sewer model evaluates the performance of the user defined alternatives.

Although information communication technology (ICT) is long regard as very useful tool in today's construction engineering and project management environment, organizations must not only operate based upon its original setting, but also requires on-going observation, additional features and fine-tuning actions before the desirable outcome can be achieved. However, it is a very common phenomenon that organizations purchase the licensed "off-the-shelf-software" package and customize it to suit their own business need. Due to the incapability of such software and inefficient customization, the possible result is making that ICT tool not user-friendly and sometimes the whole system becomes obsolete. The purpose of this paper is to review and report those actions taken (between February 2006 and December 2010) by a construction organization to enhance the performance of its Enterprise Resource Planning (ERP) system launched in December 2002. Such actions include: improving data inputting method; removing the transition bottleneck; introducing crystallization function; revising the organization's "Delegation and Limits of Authority"; publishing the "League Table" amongst users; integrating the 3D Mode into the system and upgrading hardware. Whilst the ultimate goals of such system are well beyond the time limit of this research study, an obvious interim result, achieved by this case studied organization, was winning a landmark project worth US$500 million after the ERP system was functioned properly and effectively. Their experience and success becomes an exemplar which can be borrowed by those companies, from managerial perspectives and as a roadmap, planning to adopt information technology (IT) strategy and use ICT tool in the construction engineering and project management framework. Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.
Purpose: This study aims to provide a direction for restructuring resilient waterfront spaces, emphasizing the severity of water-related disasters and the significance of developing responsive urban strategies. Method: To achieve this objective, the study analyzes overseas planning and design cases based on the theoretical framework of urban resilience. The goal is to identify physical and social systemic design elements that can be applied to waterfront space planning and design of Korea. Result: The proposals from the Resilient by Design Callenge included strategies for enhancing social systems and promoting sustainability in a more systematic manner. Additionally, various physical design strategies and technologies were identified in the Sponge City projects, which aim to create a flexible urban waterfront space. Conclusion: When planning and designing Korean waterfront spaces to effectively respond to disasters, several elements should be considered, such as enhancing educational functions, expanding local resident participation, establishing a governance system, developing systematic sustainable plans, adopting ecological approaches, and implementing various low-impact development techniques.

With the recent rapid growth of the domestic and international unmanned aerial vehicle (UAV) market and the increasing importance of UAV operations in urban centers, such as UAMs, the safety management and regulatory framework for human life and property damage caused by UAV failures has been emphasized. In this study, we conducted a comparative analysis of risk-cost models that evaluate the risk of an operating area for safe UAM flight path planning, and identified the main limitations of each model to derive considerations for future model development. By providing a basic model for improving the safety of UAM operations, this study is expected to make an important contribution to technical improvements and policy decisions in the field of UAM flight path planning.

The increasing use of personal mobility has led to a rise in traffic accidents and social issues. Consequently, the government is continually revising laws and regulations to address the problems associated with personal mobility. This study conducted a survey that reflects user characteristics and public perceptions based on the law revised in May 2021. The personal characteristics, legal awareness, usage patterns, risk characteristics, and risk factors were analyzed. The analysis indicated that driving on roads without separate sidewalks, speeding, and carrying passengers are hazardous practices. Moreover, Poor awareness of the legal framework governing personal mobility results in law violations. These results are significant as they highlight the need for policy measures regarding institutional and legal improvements, and they underscore the importance of enhancing social awareness about safety as personal mobility become more widespread.
