An Analysis of ICT Professional Operations for National Intelligence Informatization and Digital Platform Government Realization (국가 지능정보화와 디지털플랫폼 정부 실현을 위한 ICT 전문인력 운영 실태 분석)

  • Countries around the world are accelerating digital transformation based on intelligent information technology to overcome the economic and social crisis caused by the COVID-19 pandemic and enhance national competitiveness. Based on the Framework Act on Intelligent Informatization, Korea is also focusing on implementing various intelligent informatization policies, projects, and digital platform government. In this study, the government's professional manpower status and operation status were investigated and analyzed based on national statistics, and the number of professionals was insufficient compared to the rapidly increasing project and budget. Based on the results of this study, we hope to achieve a successful digital transformation by calculating appropriate personnel for informatization at the national level and recruiting them as soon as possible

A Performance by New Technology Investment and Legal System Operation in Government Organization (정부조직 내 신기술 투자와 ICT 법·제도 운영에 따른 성과 연구)

  • The purpose of this study is to empirically examine the ICT legal system and the ICT performance by new technology's investment for government organizational changes. I will show the impact of government ICT investment interest, competency, convergence and process change, and then present policy direction. A research method used the structural equations. As a result of analysis, ICT investment interest and operational competency showed the negative impact the ICT legal system and the role change of ICT process and convergence of new technologies showed the positive impact. The Framework Act on National Information showed the positive impact on organizational performance, but the E-Government Act showed the negative impact. The contribution in the study expanded organization research from MIS perspective, and each organization is required the conflict resolve by ICT investment. A future study will require longitudinal study of ICT capabilities from previous to present government.

  • The study aims to analyze the Public Data Act and provide alternative strategies for public data management. It conducts an extensive literature review based on a multidisciplinary approach and discusses the terms, public data and synonyms from the Public Data Act, and other related laws while also studies and traces the history of related regulations. The significance of the Public Data Act is analyzed and the major contents of the Act are examined, particularly, the contents that describe relevant committees. As a result, the article discusses five issues: relation between regulations, ambiguity of decision-making standards, 'professionality of a public data supply officer, low quality of public data, and lack of records and archives management.

  • Lee Myung-bak Administration declared the National Infomatization Strategy(NIS) in a timely manner from its inauguration. The NIS is a new program which innovates old-fashioned Infomatization policy of the past administration. NIS aims to upgrade Information-society(NIS defines its goal as 'The Creative and Trustful Knowledge-Information-society') This study examines both the Legislative Implication and the Legislation Principles for fulfilling Lee Myung-bak Administration's National Infomatization Strategy(NIS) by deducting legislative way concerning concrete plan for NIS. We expect this study to contribute to the IT Legislative policy of Lee Myung-bak Administration.

Analysis of the Global Data Law & Policy and its Implications: Focusing on the cases of the United States, the United Kingdom, and the European Union (국내외 데이터법·정책 분석 및 시사점: 미국, 영국, EU의 사례를 중심으로)

  • This study presents implications of the Global Data Law & Policy by comparing national data strategies, data regulations and policies, and governance in South Korea, the United States, the United Kingdom, and the European Union. According to the result of the comparative analysis, the biggest difference is in data governance, in other words, the management and coordination of policies at the pan-government level and data ethics. Therefore, this study proposes the establishment of a presidential special committee on data policy or the creation of a 'National Digital Innovation Office' at the Presidential Secretariat as a national CDO for the governance of data policies. Furthermore, this paper suggests a) to enact 'the Framework Act on the Development of Data Industry' that can regulate data practices in the private sector, b) to institutionalize the data-centric security and data protection, c) to settle the public ethics and personnel management based on data expertise and professional ethics, including explainability and responsibility, and d) the education and training systems.

  • As our society enters an aged society, it is becoming increasingly important to resolve digital divide of older adults. However, the digital divide of the older adults are generally neglected compared to other information poor. The aim of this study is to propose considerations for library policy development in order to resolve the digital divide of the older adults. The study examined regulation of the Framework Act on National Informatization and the Ministry of Science and ICT, the Ministry of Culture, Sports and Tourism, the Ministry of Health and Welfare, the Ministry of Employment and Labor. Also it investigated guidelines and current status of services to older adults in the library. The study suggested that public libraries should be used as a basic base for the services to resolve the digital divide to older adults across the country, and the services should be organized systematically and sustainably through public libraries.

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.
