A Study on the Actual Education Condition and Improvement of Education Program about Forest Fire (산불교육실태 및 개선방안에 관한 연구)

  • In this study, surveys of forest fire division of eight local government about a education program for forest fire prevention and attacking of Forest Human Resources Development Institutes were conducted. In the result, questionnaire answers about improvements of curriculum, requested subject, training camp for forest fire attacking and others were analyzed. So, we made an alternative proposal of education program about forest fire for actively meeting a change of forest condition and forest fire management policy, strengthening of ability that officers in forest fire division required, and enhancing a efficiency.

  • Forest fires have potentials to change the structure and function of forest ecosystems and significantly influence on atmosphere and biogeochemical cycles. Forest fire also affects the quality of public benefits such as carbon sequestration, soil fertility, grazing value, biodiversity, or tourism. The prediction of fire occurrence and its spread is critical to the forest managers for allocating resources and developing the forest fire danger rating system. Most of fires were human-caused fires in Korea, but meteorological factors are also big contributors to fire behaviors and its spread. Thus, meteorological factors as well as social factors were considered in the fire danger rating systems. A total of 298 forest fires occurred during the fall season from 2002 to 2006 in South Korea were considered for developing a logistic model of forest fire occurrence. The results of statistical analysis show that only effective humidity and temperature significantly affected the logistic models (p<0.05). The results of ROC curve analysis showed that the probability of randomly selected fires ranges from 0.739 to 0.876, which represent a relatively high accuracy of the developed model. These findings would be necessary for the policy makers in South Korea for the prevention of forest fires.

Study on Korea Social Perceptions on the Forest Fires of Newspaper Analysis (신문사설 분석을 통한 산불에 대한 사회적 인식연구)

  • The purpose of this study is to understand when forest fire as a natural phenomenon becomes constructed as social issues in Korea; how the forest fire-related discourses in the editorials reflecting the social perceptions have been changed regarding the principal subject and the measures of the forest fire management; and whether the social perception on the forest fire affects the forest fire policy of the state. From the analysis of a total of 44 editorials related to forest fires from 1988 to 2017. By the using, in the forest fire-related editorials the social perceptions on forest fires are forest fire editorials categories, main keywords, contents of social perception on 'the main subject responsible for forest fire management,' 'forest fire prevention measures,' categorization, frequency analysis and context analysis of words used. It is found that in the first-period forest fire management measures were recognized as a part of the overall forest management. In the second period, the approaches of ecological management emerged on the part of forest fire management. As forest fires were managed as a type of social disaster during the third period, such perceptions were gradually reinforced that the state should protect the people from the forest fire. In the 3rd, 4th, and 5th National Forest Plan, the forest fire management policy of each period was focused in enlightening the general public, protecting forest resources ecosystems, and preventing loss of lives, respectively. As a result of the analysis of social perceptions and comparing them to the forest fire policies through the analysis of editorials on forest fires, it is found that the social perception on the forest fire and forest fire management plan has changed having interconnections.

Developing Forest Fire Status Information Management System using Web GIS Technology (웹 지리정보시스템 기술을 이용한 산불 현황정보 관리시스템 개발)

  • In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.

  • 본 연구에서는 역사기록서 분석을 통해 조선왕조시대 산불방지정책을 분석하였다. 조선왕조시대 산불방지정책은 크게 예방분야와 민생안정에 관한 정책으로 구분할 수 있었고 산불예방분야에서는 산불발생가능지역과 산불보호대상지역으로 구분하여 예방정책을 시행하였다. 산불발생가능지역으로는 화전경작 산림지역, 강무장 등 사냥터, 봉수대 주변 산림지역, 병해충 구제를 위한 입화 가능지역이며 왕실묘 주변, 사고(史庫), 소나무 육림을 위한 산림인 금산 또는 봉산, 도성 숲은 산불보호대상지역에 포함되어 산불방지정책을 시행하였다. 민생안정에 관한 정책에서는 산불피해지역 백성을 위로하고 산불피해지 복구를 위해 어사를 파견하여 구휼토록 정책을 펼쳤다. 특히, 산불예방정책 시행을 위반하여 산불을 발생시킨 죄에 대해서는 엄하게 책임을 물어 귀양에서부터 사형에 이르는 처벌을 내렸다. 결론적으로 조선왕조시대에도 산불의 심각성으로 인해 조정 및 지방관서 등에서 여러 방지정책들이 시행되었다는 것을 알 수 있다.

Effect of May 31, 2022 Miryang Forest Fire on Fine Particle Concentration in Nearby Urban Areas (2022년 5월 31일 발생한 밀양산불이 인근 도시 지역의 미세먼지 농도에 미치는 영향)

  • This study investigated the effect of May 31, 2022 Miryang wildfire on fine particle concentrations in Busan and Gimhae, which are neighboring urban areas. In addition, fine particle characteristics and air pollution concentrations were investigated in Miryang, where haze occurred. The Miryang city wildfire that occurred on May 31, 2022, at 0925 LST, was driven by strong north winds and increased fine particle concentrations in Dongsangdong and Jangyoodong, Gimhae City, which are approximately 35 km to the southeast and south, respectively, of the wildfire occurrence site. Furthermore, the fine particle concentration in Myeongjidong, which is approximately 50 km south-southeast of the wildfire site, exhibited a temporary increase at 1400 LST owing to the effects of wildfire smoke. On the morning of June 1, the day after the fire, the Miryang area had very bad visibility because of the smoke from the fire. Therefore the PM10 and PM2.5 concentrations in Naeildong, 3 km south of the wildfire site, were 276 ㎍/㎥ and 222 ㎍/㎥, respectively, at 1200 LST. In addition, the gases O3, CO, and SO2 showed high concentrations at the time of haze generation. This study provides insights into policy making in response to the rapid increase in fine dust when wildfire occurs near cities.

Trend Analysis of Complex Disasters in South Korea Using News Data (뉴스데이터를 활용한 국내 복합재난 발생 동향분석)

  • As the diversity of disasters continues to increase, the concept of "complex disasters" has gained prominence in various policies and studies related to disaster management. However, there has been a certain limitation in the availability of the systematic statistics or data in advancing policies and research initiatives related to complex disasters. This study aims to analyze the macro-level characteristics of the complex disasters that have occurred domestically utilizing a 30-year span of a news data. Initially, we categorize the complex disasters into the three types: "Natural disaster-Natural disaster", "Natural disaster-Social disaster", and "Social disaster-Social disaster". As a result, the "natural diaster-social disaster" type is the most prevalent. It is noted that "natual disaster-natural disaster" type has increased significantly in recent 10 years (2011-2020). In terms of specific disaster types, "Storm and Flood", "Collapse", "Traffic Accident", "National Infrastructure Paralysis", and "Fire⋅Explosion" occur the most in conjunction with other disasters in a complex manner. It has been observed that the types of disasters co-ocuuring with others have become more diverse over time. Parcicularly, in recent 10 years (2011-2020), in addition to the aforementioned five types, "Heat Wave", "Heavy Snowfall⋅Cold Wave", "Earthquake", "Chemical Accident", "Infectious Disease", "Forest Fire", "Air Pollution", "Drought", and "Landslide" have been notable for their frequent co-occurrence with other disasters. These findings through the statistical analysis of the complex disasters using long-term news data are expected to serve as crucial data for future policy development and research on complex disaster management.

A Study on Rationalization of National Forest Management in Korea (국유림경영(國有林經營)의 합리화(合理化)에 관(關)한 연구(硏究))

  • Needless to say, the management of national forest in all countries is very important in view of the national mission and management purposes. Korean national forest is also in particular significant in promoting national economy for the continuous increasing of the demand for wood, conservation of the land and social welfare. But there's no denying the fact that the leading aim of the Korean forest policy has been based upon the conservation of forest resources and recovery of land conservation function instead of improvement of the forest productive capacity. Therefore, the management of national forest should be aimed as an industry in the chain of the Korean national economy. And the increment of the forest productive capacity based on rationalized forest management is also urgently needed. Not only the increment of the timber production but also the establishment of the good forest in quality and quantity are to bring naturally many functions of conservation and other public benefits. In 1908 Korean national forest was historically established for the first time as a result of the notification for ownership, and was divided into two kinds in 1911-1924, such as indisposable national forest for land conservation, forest management, scientific research and public welfare, and the other national forest to be disposed. Indisposable forest is mostly under the jurisdiction of national forest stations (Chungbu, Tongbu, Nambu), and the tother national forests are under custody of respective cities and provinces, and under custody of the other government authorities. As of the end of 1971, national forest land is 19.5% (1,297,708 ha) of the total forest land area, but growing stock is 50.1% ($35,406,079m^3$) of the total forest growing stock, and timber production of national forest is 23.6% ($205,959m^3$) of the year production of total timber in Korea. Accordingly, it is the important fact that national forest occupies the major part of Korean forestry. The author positively affirms that success or failure of the management of national forest controls rise or fall of forestry in Korea. All functions of forest are very important, but among others the function of timber production is most important especially in Korea, that unavoidably imports a large quantity of foreign wood every year (in 1971 import of foreign wood-$3,756,000m^3$, 160,995,000 dollars). So, Korea urgently needs the improvement of forest productive capacity in national forest. But it is difficult that wood production meets the rapid increase of demand for wood to the development of economy, because production term of forestry is long, so national forest management should be rationalized by the effective investment and development of forestry techniques in the long view. Although Korean national forest business has many difficulties in the budget, techniques and the lack of labour due to outflow of rural village labour by development of national economy, and the increase of labour wages and administrative expenses etc. the development of national forest depends on adoption of the suitable forest techniques and management adapted for social and economical development. In this view point the writer has investigated and analyzed the status of the management of national forest in Korea to examine the irrational problems and suggest an improvement plan. The national forestry statistics cited in this study is based on the basic statistics and the statistics of the forest business as of the end of 1971 published by Office of Forestry, Republic of Korea, and the other depended on the data presented by the national forest stations. The writer wants to propose as follows (seemed to be helpful in improvement of Korean national forest management). 1) In the organization of national forest management, more national forest stations should be established to manage intensively, and the staff of working plan officials should be strengthened because of the importance of working plan. 2) By increasing the staff of protection officials, forest area assigned for each protection official should be decreased to 1,000-2,000 ha. 3) The frequent personnel changes of supervisor of national forest station(the responsible person on-the-spot) obstructs to accomplish the consistent management plan. 4) In the working plan drafting for national forest, basic investigations should be carefully practiced with sufficient expenditure and staff not to draft unreal working plan. 5) The area of working-unit should be decreased to less than 2,000 ha on the average for intensive management and the principle of a working-unit in a forest station should be realized as soon as possible. 6) Reforestation on open land should be completed in a short time with a debt of the special fund(a long term loan), and the land on which growing hardwood stands should be changed with conifers to increase productivity per unit area, and at the same time techical utilization method of hardwood should be developed. 7) Expenses of reforestation should be saved by mechanization and use of chemicals for reforestation and tree nursery operation providing against the lack of labour in future. 8) In forest protection, forest fire damage is enormous in comparison with foreign countries, accordingly prevention system and equipment should be improved, and also the minimum necessary budget should be counted up for establishment and manintenance of fire-lines. 9) Manufacture production should be enlarged to systematize protection, processing and circulation of forest business, and, by doing this, mich benefit is naturally given for rural people. 10) Establishment and arrangement of forest road networks and erosion control work are indispensable for the future development of national forest itself and local development. Therefore, these works should be promoted by the responsibility of general accounting instead of special accounting. 11) Mechanization of forest works should be realized for exploiting hinterlands to meet the demand for timber increased and for solving lack of labour, consequently it should promote import of forest machines, home production, training for operaters and careful adminitration. 12) Situation of labour in future will grow worse. Therefore, the countermeasure to maintain forest labourers and pay attention to public welfare facilities and works should be considered. 13) Although the condition of income and expenditure grows worse because of economical change, the regular expenditure should be fixed. So part of the surplus fund, as of the end of 1971, should be established for the fund, and used for enlarging reforestation and forest road networks(preceding investment in national forest).

Analysis of Utilization and Perception of Special Weather Reports for Climate Change Adaptation: Focus on Dryness Advisory and Warning (기후변화적응을 위한 기상특보 인지도 및 활용도 분석: 건조특보를 중심으로)

  • This study aims to find the perception and utilization of the citizen about the dryness watch warning (DWW) among special weather reports. For this we have made up a descriptive questionnaire including the perception, utilization of special weather reports. Using the SPSS 17.0 program, descriptive statistics, t-test, ANOVA and Scheffe test were used to analyze the collected data. The results are as follows; The perception of DWW is measured by 4 point Likert scale and the average is $15.97{\pm}3.70$ (percentile=57.0). This value shows that the awareness level is not that high and according to the occupation, college students show the lowest awareness and housewives show the highest awareness. According to the age, the teens and twenties show the lowest awareness and fifties and sixties show the highest awareness. Although the perception of the teens and college students are rather poor, there were many positive answers that it is necessary to establish the advanced disaster prevention plan according to the questionnaire about the utilization of DWW. Therefore, if we come up with an effective plan to improve the perception than we can expect a large-effect in terms of fire and forest fire prevention. The perception of DWW can be improved by providing weather information and weather related education program on TV or internet which have the high level of preference. Also, it is necessary to provide online and offline program of advertising education and disaster management education through the weather forecast bureau which is the host organization of delivering weather information.
