Korean HIV/AIDS Policy on International Migrants: Comparing with OECD Countries

  • Objectives: This study aims to identify gaps between knowledge regarding migration and the spread of HIV/AIDS, to improve understanding of migrants with HIV/AIDS and their human rights, and to make suggestions for Korean policy makers to reform laws and policies towards granting migrants with HIV/AIDS more human rights and access to treatment and care. Methods: This study is based on an extensive literature review, questionnaire surveys and in-depth interviews from randomly selected 8 countries from 5 different continents: Japan from Asia; Australia from Oceania; Finland, Germany, Ireland and United Kingdom(UK) from Europe; and Canada and United States of America(USA) in North America. Results: This study has found that Korea has a discriminating policy regarding HIV/AIDS and foreigners. Classifying HIV/AIDS into a legal communicable disease, it requires a presentation of HIV/AIDS test results from foreigners wanting a long-term stay before entering. In principle, foreigners with HIV/AIDS cannot either enter or stay in Korea. If they are known infected with HIV/AIDS by any reason, they became to face an immediate deportation regardless of their sojourn statuses and purposes. Conclusion: With the results, this study suggests three reasons why Korean government needs to change the current HIV/AIDS policy on foreigners: 1) HIV-related travel restrictions have no public health justification, 2) its strict HIV/AIDS policy on foreigners could result in restriction on the mobility and migration of its people by the other countries, inversely, and 3) it needs to meet international guidelines and to observe conventions that international organizations suggest to maintain its status as a member of the international society.

광복 후부터 1950년대까지 한국에서 활동한 외국인이 본 한국미술 (Korean Art from the view of foreigners in Korea from the period of independence to 1950s)

  • Foreigners who arrived in Korea after the age of enlightenment were Japanese, Chinese and 'Westerners' who were Europeans and Americans. The westerners were diplomats who visited Korea for colonization or for increasing their economical profits by trading after the spread of imperialism, and tourists curious of back countries, artists, explores and missionaries to perform their roles for their religious beliefs. They contacted with Korean cultural and educational people as missionaries and instructors during Japanese colonial period. In 1945, the allied forces occupied Korea under the name of takeover of Japanese colony after Japan's surrender and the relation between foreigners and Korean cultured men enter upon a new phase. For 3 years, American soldiers enforced lots of systems in Korea and many pro-American people were educated. This relationship lasted even after the establishment of the government of Korean Republic and especially, diplomats called as pro-Korean group came again after Korean War. Among them, there were lots of foreigners interested in cultures and arts. In particular, government officials under American Forces who were influential on political circles or diplomats widened their insights toward Korean cultural assets and collected them a lot. Those who were in Korea from the period of independence to 1950s wrote their impressions about Korean cultural assets on newspapers or journals after visiting contemporary Korean exhibitions. Among them, A. J. McTaggart, Richard Hertz and the Hendersons were dominant. They thought the artists had great interests in compromising and uniting the Orient and the West based on their knowledge of Korean cultural assets and they advised. However, it was different from Korean artist's point of view that the foreigners thought Korean art adhered oriental features and contained western contents. From foreigners' point of view, it is hard to understand the attitude Korean artists chose to keep their self-respect through experiencing the Korean war. It is difficult to distinguish their thought about Korean art based on their exotic taste from the Korean artists' local and peninsular features under Japanese imperialism. We can see their thought about Korean art and their viewpoint toward the third world, after staying in Korea for a short period and being a member of the first world. The basic thing was that they could see the potentialities through the worldwide, beautiful Korean cultural assets and they thought it was important to start with traditions. It is an evidence showing Korean artists' pride in regard to the art culture through experiencing the infringement of their country. By writing about illuminating Korean art from the third party's view, foreigners represented their thoughts through it that their economical, military superiority goes with their cultural superiority. The Korean artist's thought of emphasizing Korean history and traditions, reexamining and using it as an original creation may have been inspired by westerners' writings. 'The establishment of national art' that Korean artists gave emphasis then, didn't only affect one of the reactions toward external impact, 'the adhesion of tradition'. In the process of introducing Korean contemporary art and national treasure in America, different view caused by role differences-foreigner as selector and Korean as assistant-showed the fact evidently that the standard of beauty differed between them. By emphasizing that the basis to classify Korean cultural assets is different from the neighborhood China and Japan, they tried to reflect their understanding that the feature of Korean art is on speciality other than universality. And this make us understand that even when Korean artists profess modernism, they stress that the roots are on Korean and oriental tradition. It was obviously a different thought from foreigners' view on Korean art that Korean artists' conception of modernism and traditional roots are inherent in Korean history. In 1950s, after the independence, Korea had different ideas from foreigners that abstract was to be learned from the west. Korea was enduring tough times with their artists' self-respect which made them think that they can learn the method, but the spirit of abstract is in the orient.

한국인과 외국인 식품 종사자가 인식하는 한식 이미지와 감정에 대한 비교연구 (Comparative Analysis of Korean Food Images and Emotions Recognized by Korean and Foreign Food Workers)

  • The image and emotions associated with Korean food were investigated in 24 food workers (12 Koreans and 12 foreigners) living in Korea. There are a total of 22 terms for the image of Korean food of Koreans and foreigners, including 7 common words, and a total of 33 terms for emotion, including 10 common words. Differences in the images and emotions associated with the perception of Korean food according to the characteristics of the country and region and Korean food experience were established in foreign food workers. In the images of Korean food, Koreans mentioned 'jeong, sharing, balanced, Korean table setting, seasonal (seasonality), yearning, trust', whereas foreigners mentioned 'red, spicy, distinctive flavor, repulsion, sweet, non-salty, tradition and history, and unfamiliarity'. In Korean food emotions, Koreans were "relaxing, friendly, maternal, hospitable, nostalgic, exotic, clean, trust, delicious, touching, and free", whereas foreigners were "happy, appealing, enthusiastic, excited, uncomfortable, worried, adventurous, nervous, joyful, fusion, food-cultural, and amazing".

Predicting Continuance Intention of Personal Preventive Behavior after COVID-19: A Framework of Health Belief Model

  • This study aims to investigate the factors influencing preventive behavior among foreigners residing in Korea. Drawing upon the Health Belief Model (HBM), this study seeks to gain insights into the decisionmaking processes underlying preventive behavior within this specific population. A comprehensive online survey was conducted among 364 foreigners. An analysis revealed that perceived barriers and perceived benefits played crucial roles as mediators, mediating the relationship between the examined factors and preventive behavior. The insights gained from this study have implications for public health interventions and self-preventive product businesses aiming to promote and sustain self-preventive behavior practices among foreigners residing in Korea, even after all COVID-19 restrictions have been lifted.

외국인범죄자에 대한 경찰의 치안대책 : 경기도 수원시를 중심으로 (Police security measures for foreign criminals : Focusing on Suwon)

  • 최근 들어 외국인 강력범죄에 대한 언론보도로 인해 외국인범죄자에 대한 혐오증과 시민들의 범죄두려움이 증가하고 경찰의 치안대책과 외국인 출입국관리 정책이 불신을 받고 있다. 세계화 흐름과 국내 노동인구 시장의 구조변화로 앞으로 외국인 근로자 유입이 늘어날 것은 명약관화한 상태이다. 따라서 이 논문은 우리나라 체류외국인의 현황과 범죄 실태를 수원시 중심으로 살펴보고 외국인 범죄에 대한 경찰의 치안대책에 대한 제언을 목표로 한다. 아울러 출입국외국인정책본부와 수원시 등 유관기관의 치안대책을 살펴보고 외국인 범죄예방을 위한 대책을 단기와 장기로 구분하여 제시하였다. 우선 우리나라 경찰이 진행 중인 외국인 범죄치안 대책을 살펴보았으며 수원시의 단속과 계획도 살펴보았다. 이를 통해 부족한 단속 및 수사 인력의 문제점을 지적하고 유관기관과 함께 개선방향을 살펴보았다. 앞으로 더욱 늘어날 외국인에 대한 우리사회의 올바를 대처는 적극적 변화하고 받아들여야 하는 데 현재의 소극적 출입국 관리제도와 경찰의 대처는 분명 변화가 있어야 할 것이다. 경찰의 단계에서 노력뿐만 아니라 우리사회에서 외국인 노동자와 이주민들의 비중이 커지는 만큼 국가적인 차원에서 적극적인 대처와 계획이 마련되어야 할것이다. 관련기관을 비롯한 시민들의 의식개혁과 더불어 경찰의 장 단기적인 치안대책 개선과 계획을 통해 효율적으로 외국인범죄에 대처해야 한다.

국내거주 외국인의 정주화에 따른 한국 음식점 선택 (Selection of Korean Cuisine Restaurants of Foreigners Living in the Korea)

  • 본 연구는 국내에 거주하는 외국인을 대상으로 문화적응에 기준이 되는 거주기간에 따른 한국 음식점의 선택과 문화 적응도에 미치는 영향을 파악하여 더 넓은 소비시장의 영역을 확장하기 위한 기초자료로 제시하고자 한다. 설문지는 250부를 배포하여 220부를 실증분석에 활용한 결과는 다음과 같다. 첫째, 외국인들은 기술습득과 훈련, 타 문화 및 경험을 습득하기 위해 방문하였고, 한국문화에 대해 보통이거나 잘 모르며, 한국음식에 대해서는 30.5%로 조금 잘 먹는 것으로 나타났다. 거주기간은 2년 미만이고, 한국생활에서 가장 힘든 점은 의사소통의 불명확성, 무례한 행동 태도 언어로 나타났다. 둘째, 한국 음식점을 이용하는 목적은 '친구와 즐거운 시간을 보내거나', '특별한 음식을 먹기 위해서'이고, 한국음식은 점심과 저녁에 먹는 반면에 모국음식은 시간적인 여유가 많은 주말에 하는 것으로 나타났다. 셋째, 한국 음식점선택에서 2년 미만인 경우 '서비스' 와 '위생 및 청결' 요인을 높게 인지하는 반면에 4년 이상은 '입지' 요인을 높게 평가하는 것으로 나타났다. 넷째, 한국문화 적응도에서 2년 미만인 경우가 '정체성 및 한국문화'를 높게 인지하는 것으로 나타났다.

외국인의 에스닉 푸드에 대한 태도가 한식 구매 의도에 미치는 영향 (The Effect of Foreigner's Ethnic Food Attitudes on Purchasing Intentions of Korean Foods)

  • In order to globalize Korean foods successfully, it is necessary to understand foreigners' attitudes about ethnic foods and how foreigners perceive Korean foods. It would be valuable to survey the degree of interest from foreigners when purchasing Korean foods. Thus, a survey was performed on the most common tourists in Korea, the Japanese, Chinese and Americans. 313 respondents completed the survey on ethnic foods (16 questions), purchasing intention of Korean foods (3 questions), and socio-demographic conditions (9 questions). Factor analysis and reliability analysis were conducted to identify the indicators of attitudes toward ethnic foods. Correlation analysis was conducted to confirm the relation between attitudes toward ethnic foods and Korean food purchasing intention. From the results of factor analysis, 5 factors emerged from the 13 out of 16 questions; and were labeled new food seekers, ethnic food seekers, familiarity seekers, new taste seekers and challenge seekers. Items were analyzed to determine the differences according to nationality by using the ANOVA, and it showed that Americans have the highest Korean food purchasing intentions. The regression analysis indicated that attitude factors on ethnic foods, new foods and new taste seekers are strongly related to Korean food purchase intentions.

재한외국인의 주거실태 및 주거만족도에 관한 연구 -서울, 경기 지역을 중심으로- (A Study on Housing Situation and Residential Satisfaction of Foreigners in Korea -Focusing on Seoul and Kyonggi Province-)

  • 본 연구는 재한외국인의 주거실태와 주거만족도를 조사하고 이들의 주거만족도에 영향을 미치는 요인을 파악하는 것을 목적으로 한다. 이를 위해 서울 및 경기도에 거주하는 재한외국인을 대상으로 설문조사를 실시하였으며 총 132부의 설문을 최종 분석에 사용하였다. 분석 결과 응답자들은 대부분 중국국적으로 평균연령은 45.7세였다. 주택소유형태는 90% 이상이 차가였으며, 주택유형은 단독주택이 가장 많았다. 전반적인 주거만족도 점수는 3.43점으로 보통 이상이었으나 주차공간과 노후도, 공간구성에 대한 만족도가 가장 낮았다. 주거만족도 변수에 대한 요인분석 결과 '공간계획 및 구성,' '시설설비,' '생활편의시설,' '생활환경,' '주거비부담'과 관련된 5개 요인이 도출되었다. 이들 5개 요인이 주거만족도에 미치는 영향을 파악하기 위한 중회귀분석 결과 '공간계획 및 구성'과 관련된 요인의 영향이 가장 큰 것으로 나타났다.

국내 거주 외국인의 음식 선택 동기에 관한 연구 (A Study on Motives Behind Food Choices of Foreigners Living in Korea)

  • A number of factors are thought to influence people's food choices, and there has recently been an increasing emphasis on understanding the consumer's motives behind choice of food types. For one thing, an individual's personal food-related tastes are thought to certainly influence personal food choice. This study aimed to discover the new motives for food, and what motives determine the food choice of foreigners living in Korea. Subjects (N=210) completed a Food Choice Questionnaire (65 questions) measuring specific motives and sociodemographic conditions (9 questions). Factor analysis and ANOVA were used to ascertain the food choice motives. Fourteen factors emerged, which were labeled health, mood, convenience, sensory appeal, natural content, price, weight control, familarity, political value, ecological protection. and religion. We also found that motives for new food choices include national image and information, ethnic food, and sanitation. Items were analysed to determine differences according to nationality, religion, occupation, and length of residence in Korea. All subjects thought sanitation is the most important motive in choice of food, and health, natural content, and ethnic food were also important.

한식당의 서비스 수행도에 대한 외국인 고객의 평가 분석 (Analysis of Foreign Customers' Evaluation of Service Performance for Korean Traditional Restaurants)

  • The purposes of this study were to (1) identify foreigners’ evaluation of service performance, (2) define foreigners’ needs for each segment of Korean traditional restaurants, and (3) plan the adaptation strategies for Korean traditional restaurants on foreign countries. From April to July, 2005, 542 foreigners responded to an individual survey. Statistical analyses on SPSS 12.0 for Windows were performed on the survey data using descriptive statistics, factor analysis, reliability analysis, independent-samples t-test and ANOVA. The major findings from the study are as follows. First, among all the attributes, ‘Offer free additional side dishes’ scored the highest, followed by ‘taste of food is good’ and ‘temperature of food is proper’. Second, factor analysis classified the service attributes into four factors in the following order of importance: menu, sanitation, service, and facility and atmosphere. Finally, foreigner groups categorized by their general characteristics, including demographics, showed statistically differences in their evaluation. In consequence, the research findings suggest that operators of Korean traditional restaurants should understand different customers’ needs within and between customer segments.
