On the Economic Impact of Foreign Labor Inflows in Korea (국제노동이동의 경제적 영향 분석 - 외국인 노동자문제를 중심으로 -)

  • Traditionally, foreign labor inflow into Korea has been rare and, hence, issues on foreign workers did not draw much attention. However, changing economic conditions of the Korean economy, such as "labor-shortage" problem in SMEs in manufacturing sector, has made the Korean government open its door to the foreign workers since the early 1990s through the Industrial Trainee System. The inflow of foreign workers, on the other hand, has generated various social and economic problems, such as substantial increase of illegal over-stayers, illegal utilization of foreign unskilled workers by domestic SMEs, to name a few. Against this background, the Employment Permit System was implemented from 2004. This new system aims at supplying foreign workers to SMEs as well as protecting them as legal 'employees'. In any case, it is very important to understand how and to what extent the inflow of foreign workers have affected the Korean economy in order to establish long-term policy stance. This paper aims to empirically assess the economic impact of foreign workers on domestic workers in the manufacturing sector during 1997~20001, focusing on the Industrial Trainee System. The empirical results of the paper can be summarized as follows. First, there is some evidence that male semi-skilled workers are the group that is likely to have been displaced by industrial trainees. Second, we were unable to find any strong evidence suggesting that the inflow of foreign industrial trainees decreased wages of less-skilled Korean workers.

  • The number of domestic foreign worker increased rapidly In the 90s, and Domestic foreigner worker occupied important position in the various manufacturing industries or 3D types of business. In these situation, Government had kept policy that import foreigner worker through system for industrial technology trainee. Distinction and outrage about foreign worker who have ambiguous social position made many place of business seceders. At August,2004 a new introduced employment permit system has great significance that has fundamentally and drastically changed current foreign immigrant policy from the basis. Introduction of Employment permit system is expected to affect much effects to construction industry as well as manufacturing industry and service industry. In this research, with foreign worker and information of employment permit system investigated personnel expenses, work quality and attitude, labor power supply and demand, communication to affect in construction field at employment permit system through questionnaire with field administrators. This research will remove a side effect in construction industry through administrators' awareness and wish to present confrontation way.

A Study on the Employment Effect of Foreign Invested Companies in Korea by Investor Ratio Type and CEO Nationality (한국내 외국인투자기업 투자지분율형태와 CEO국적에 따른 고용효과 분석)

  • This paper investigated the difference in the employment effectiveness of foreign invested companies in Korea by investor ratio and CEO nationality. To analyze the relationship between employment growth and investment ratio, CEO nationalty, firm age, company size, analysis of variance and regression are employed. Investment ratio is classified into three groups: 1. 0%${\leq}100%$. CEO nationality is classified into three groups: '1' if the CEO nationality is Korean, '2' Korean and Foreign, '3' Foreign. Employment growth turned out to be lower in groups of investment ratio equal to or bigger than 50% than in group which has investment ratio smaller than 50%. and the employment effect was not different depending on the type of CEO. By analyzing the employment growth with respect to investment ratio type and CEO nationality theoretically and empirically, the effect of inward foreign direct investment on employment and its preparation plan can be considered. The policy implication is that investment ratio should be considered in the future employment policy.

Measuring the Effects of the Uniform Settlement Rate Requirement in the International Telephone Industry

  • As a case study of an ex-post evaluation of regulations, in this paper I evaluate the 'uniform settlement rate requirement', a regulation that was introduced in 1986 and that was applied to the international telephone market in the U.S. for more than 20 years. In a bilateral market between the U.S. and a foreign country, each U.S. firm and its foreign partner jointly provide international telephone service in both directions, compensating each other for terminating incoming calls to their respective countries. The per-minute compensation amount for providing the termination service, referred to as the settlement rate, is determined by a bargaining process involving the two firms. In principle, each U.S. firm could have a different settlement rate for the same foreign country. In 1986, however, the Federal Communications Commission introduced the Uniform Settlement Rate Requirement (USRR), which required all U.S. firms to pay the same settlement rate to a given foreign country. The USRR significantly affected the relative bargaining positions of the U.S. and foreign firms, thereby changing negotiated settlement rates. This paper identifies two main routes through which the settlement rates are changed by the implementation of the USRR: the Competition-Induced-Incentive Effect and the Most-Favored-Nation Effect. I then empirically evaluate the USRR by estimating a bargaining model and conducting counterfactual experiments aimed at measuring the size of the two effects of the USRR. The experiments show remarkably large impacts due to the USRR. Requiring a uniform settlement rate, for instance, results in an average 32.2 percent increase in the negotiated settlement rates and an overall 13.7 percent ($3.43 billion) decrease in the total surplus in the U.S. These results provide very strong evidence against the implementation of the USRR in the 1990s and early 2000s.

A Study on the Responses to the Change of Health and Medical Finance and Sustainability of the Influencing Foreigners (외국인 유입에 따른 보건의료재정 변화 및 지속가능성 제고를 위한 대응방안 연구)

  • Purposes: The problem in the recent immigration policy and social policy changes for foreigners is that the preliminary analysis or research on the actual impact of the influx of foreigners has not been done enough in Korea yet.. This study is to examine the impact of the Korean health insurance finances on the influx of foreigners. Approach: This study analyzed the health insurance statistics for foreigners and overseas Koreans of the Health Insurance Corporation from 2013 to 2017. The data is the "Status of Health Insurance Premiums for Nationals, Foreigners, and Overseas Koreans from 2013 to 2017" submitted by the National Health Insurance Service to the Health and Welfare Committee during the 2018 National Audit Period. Findings: To summarize the analysis, first, the proportion of foreigners was only 1% of all subscribers (1.7% at work, 1.9% in regions) until 2017. Second, employees at work have a lower pay-to-pay ratio, and local subscribers have a higher pay-to-pay rate, regardless of nationality. Third, as immigrants are mostly concentrated in younger ages, they are healthy and use of hospitals is relatively low. Fourth, in terms of gender distribution, there are many women of childbearing age due to marriage immigration among foreign local subscribers, and more men use hospitals than workers who have a high proportion of males due to childbirth. In conclusion, the impact of immigration on health insurance finances is not large, and has a positive effect on finances. Practical Implications: If we simply consider the financial aspect, encouraging foreigners to subscribe to health insurance has a positive effect on finances. In particular, the more foreign workers are enrolled, the greater the financial gain. In particular, increasing the employment of foreign women through language education, vocational training, and employment support will help finance health insurance. One of the reasons foreign subscribers have a positive impact on health insurance finance is the low medical utilization rate. It can be said that young and healthy foreigners use fewer hospitals and clinics, but another aspect means that foreigners have difficulty using health insurance for various reasons. Therefore, various supports must be accompanied so that foreign subscribers can use medical services when necessary.

China will make new adjustments to its foreign trade, in an effort to turn foreign trade from scale expansion to quality and profit improvement, and from mainly relying on its low-cost advantage to enhancing its comprehensive competitive edge, thereby turning China from a big trading country to a strong trading power. China's foreign trade is still hampered by many uncertainties and is bound to meet new difficulties and challenges. During the 12th Five-year Plan period China will open itself wider to the outside world as a driver for further reform, development and innovation, make full use of its advantages, strengthen international cooperation in all respects. And at the same time China integrate itself into the world economy on a wider scale and at a higher level. 기업의 R&D 구조변화와 정부정책 방향에 대한 소고

  • R&D expenditure of Korean firms has been increasing drastically since 1980 and occupied 84% of total R&D expenditure in 1994. After 1994, however, the growth rate of industry R&D expenditure has dropped below single digit. R&D concentration rate of upper 20 companies declined from 61.9% in 1999 to 49.8% in 2001. The technology trade balance has diverged by 2.8 billion dollars in 2000 compared to around 0.3 billion dollars in 1985. We find several reasons on declining the industry R&D growth rate in Korea. First, we carefully say there might be an crowding out effect in increasing government R&D investment from Granger causality test between industry R&D and government R&D. Second, the decreasing benefit of tax credit since 1992 on industry R&D expenditure has caused the decrease of industry R&D growth rate. Third, the type of R&D cost becomes to similar to matured countries type of cost, which means the portion of capital expenditure has been decreased since late of 1980s. Therefore, industry R&D growth rate gets to saturation point. We draw several policy implications from the changing structure of business R&D of Korean company. Firstly, to stimulate industry R&D investment Korean government needs to strengthen tax credit policy. Secondly, to induce foreign direct investment Korean government needs to establish technology infrastructures and high quality of manpower. To utilize foreign technology resources Korean government need to introduce global R&D program executed by foreign scientist as an Project Leader.

Different Types of Liberalization and Jobs in South Korean Firms

  • This study examines the effects of several factors indicating economic openness-imported intermediate goods, total imports, IFDI (inward foreign direct investment), and foreign ownership-on regular, irregular jobs and the ratio of irregular employment to regular employment. Findings revealed that imported intermediate inputs and IFDI affected neither regular nor irregular job figures. However, an increase in total imports led to a decrease in the number of irregular jobs without affecting regular full time jobs, leading to a decrease in the ratio of irregular jobs to regular jobs. On the other hand, changes in foreign ownership structure had a contrary effect, that is, a decrease in the number of regular jobs and an increase in irregular ones, and, thus, an increase in the ratio of irregular jobs to regular jobs. Overall results showed that a rise in imports results in depressed overall employment, irregular employment in particular, while more IFDI results in more irregular jobs replacing regular ones, effectively exacerbating job insecurity. The implication of this analysis is that greater economic openness may have a negative impact on the South Korean labor market overall.

Trends in Health-related Research on Foreign Migrants Living in Korea: Review of Published Studies during the Past 10 Years (2000-2009) (외국인 이주자 건강관련 연구 동향: 최근 10년간(2000-2009년) 연구에 대한 고찰)

  • Objectives: The purpose of this study was to investigate the current state and trends of health-related research on foreign migrants living in Korea. Methods: Among 85 articles identified via PubMed and RISS and additional 7 articles by ancestry search, 28 were selected for the review. Two authors independently reviewed the articles using a literature review matrix and examined together the three aspects of the studies: research methods, research topics, and research results. Results: Most of the articles were published between 2005-2009, and only 3 studies used an interdisciplinary approach. Most were exploratory and there were 4 intervention studies: three of them examined the effect of an art therapy on acculturative stress and mental health among marriage migrant women. The lack of information on informed consent, approval of institutional review board, and the validity/reliability of the translated instruments were noted. Conclusions: Research is needed to examine migrants' health behaviors, the prevalence of chronic illness among migrants, and the influence of acculturation on the use of health resources, health behaviors, and health status. Researchers should be aware of ethnic issues when they work with foreign migrants.

  • In providing services by using informations of each client, business managers have duties to maintain the personal information under the procedure of collecting, storing, using/providing, and destroying them. Besides, they also have duties to inform their clients, the subject of the personal information, of how to manage and use their client's informations. In this study, the privacy policies, stipulated at domestic and foreign portals will be compared with one another, and the differences between domestic and foreign portals will be shown. The implication in each field and categories of domestic web sites will be found.
