Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.

This study attempted to review the recent, high-quality evidence-based practical research related to the treatment effectiveness of voice disorders which focus on randomized controlled trials (RCTs) and translational research of vocal fold tissue engineering for vocal fold regeneration. Methodology including PICO (P; Populations or Patients, I; Interventions, C; Comparison group (control, placebo, gold standard), O; Outcomes or measures made) information for RCTs and animal models (species), regenerative therapy method, and outcomes of translational research for clinical application was summarized and discussed for future voice disorder research.

In Chapter 40, "Information for decision-making", of Agenda 21, it was Slated that, "indicators of sustainable development need to be developed to provide solid bases for decision-making at all levels and to contribute to a self-regulating sustainability of integrated environment and development systems." Sustainable development has been defined as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs", An indicator that measures sustainability should therefore focus on this definition. One of the most widely used frameworks for environmental indicators is the Pressure-State-Response model proposed by the OECD. And we introduced the the Driving force-State-Response framework, the adaptation of Pressure-State-Response model, for UN sustainable development indicators. Therefore, in our country, indicators for sustainable development should be developed by using the DSR framework.

SME informatization level analysis is significant as an indicator for analyzing the performance and competitiveness of enterprises. Interface control activities during the nuclear power plant (NPP) construction and operation have been reviewed for enhancing the safety of NPP. The primary focus of the study is given on analysis of lessons learned from the recent significant events of Korean Standard Nuclear Power plant (KSNP), such as a series of break-off of thermal sleeves at YGN 5 & 6 and radioactivity leak at YGN 5, in respect of interface control. Based on the results of the analysis, this study recommends measures for the improvement of interface control among utility and technical supporting organizations (TSO), and suggests new regulatory systems, such as reporting of safety significant non-conformances, to effectively verify the adequacy of interface control activities during construction and operation of NPPs.

The study examines the performance and its relationship with capital structure and agency cost with respect to the industrial configurations and economic groups of Pakistan Economy. The study employs data set of 334 listed joint stock companies from the nonfinancial sectors for the period of 1999-2009 from cotton and textile, engineering, chemical, sugar, cement, fuel and energy, paper and board, transport and communication, and miscellaneous economic groups. Pooled data from the Panel data methodology has been applied to observe the significance of different performance measures through determinant of capital structure and agency costs with special focus on the leverage and cash flows as the direct determinant and interactive variables. The empirical test results using redundant variable tests demonstrate support for agency theory in the context of Pakistan's industrial configurations. The implications of the study point towards more investigations on the subject using industrial configurations as control and moderating variables.

Spectrum sensing is one of the most important functions in cognitive radio systems. In this paper, we focus on reducing the sensing time in a cooperative spectrum sensing paradigm. In the proposed scheme, a sequential detection technique is employed to provide a robust and quick detection system. Each of the secondary users measures the log-likelihood probability of the received signals and then sequentially reports to the base station. Here, the maximum ratio combining (MRC) technique is employed to reduce the average sample number (ASN) in order to reduce the sensing time. This proposed scheme is analyzed and simulated to illustrate the performance in comparison with the other given methods. Analysis and simulation are provided to validate the proposed method.

Most elderly victims of senile dementia in Korea are cared for at home. This creates hardship for their families. Recent research suggests that the physical environment can affect the treatment of dementia. In light of these findings, a prudent approach to the design of the housing environment of family with dementia sufferers is advisable. This study aims to determine the design factors that need to be considered for the housing environment of dementia, particularly for those suffering from Alzheimer's or Cerebrovascular dementia. For this study, and in-depth qualitative investigation method was employed. Principal caregivers were interviewed using various investigative tools, including objective measures, structured and non-structured questionnaires. The investigation results suggest that the need for housing environment improvement varies with the severity and type of dementia. The housing needs in this study, is expected to promote a focus on improved design management for the environment and housing of dementia and their families. The results also suggest the establishment of a welfare policy for senile dementia victims and their families.

Expert systems represent the application of artificial intelligence research that is at least 10-15 years old. It may well take another 5-10 years before the present technology is exploited by industry. The objective of this paper is to show the applicability of Combined Hypertext-Expert System Techniques to the professionals working in the construction industry. Expert systems alone don't give the user any control over the system. Hypertext systems that focus only on displaying messages have the opposite problem. While they allow the user to control the system., the only control the system designer has is in setting up the hypertext links. Therefore the combination of these two techniques, offered by KnowledgePro, may bring us closer to real user-expert communication. The system developed in this work offers information on ACI Manual concerning various problem areas in concrete practice, consultation about mix design of concrete and guidance to identify types of cracks in concrete. Once the type of crack is identified through the rule-based knowledge, the system provides the user with remedial measures through the control of the user.

Information about camera operating such as zoom, focus, pan, tilt and tracking is useful not only for efficient video coding, but also for content-based video representation. A camera operating parameter measurement system designed specifically for these applications is therefore developed. This system, implemented in real time and synchronized with the video signal, measures the precise camera operating parameters. We calibrated the camera lens using a camera model that accounts for redial lens distortion. The system is then applied to infer image motion from pan and tilt operating parameters. The experimental results show that the inferred motion coincides with the actual motion very well, with an error of less than 0.5 pixel even for large motion up to 80 pixels.
