Coastal communities have been vulnerable to extreme coastal flooding induced by hurricanes and tsunamis. Many studies solely focused on the overland flow hydrodynamic and loading mechanisms on individual inland structures or buildings. Only a few studies have investigated the effects of flooding mitigation measures to protect the coastal communities represented through a complex series of building arrays. This study numerically examined the performance of flood-mitigation measures from tsunami-like wave-induced overland flows. A computational fluid dynamic model was utilized to investigate the performance of mitigation structures such as submerged breakwaters and seawalls in reducing resultant forces on a series of building arrays. This study considered the effects of incident wave heights and four geometrically structural factors: the freeboard, crest width of submerged breakwaters, and the height and location of seawalls. The results showed that prevention structures reduced inundation flow depths, velocities, and maximum forces in the inland environment. The results also indicated that increasing the seawall height or reducing the freeboard of a submerged breakwater significantly reduces the maximum horizontal forces, especially in the first row of buildings. However, installing a low-lying seawall closer to the building rows amplifies the maximum forces compared to the original seawall at the shoreline.
Flooding situation of Sutak basin was simulated and simulation seemed to be consistent with the real flooding situation in terms of high water levels and timings of flooding. The flood simulation model was used to evaluate alternatives to mitigate flooding problems in Sutak basin. From the evaluation of flood mitigation plans, it was found that combined operation of Sutak and Inchang pumping stations through partial diversion of inflow of Sutak pumping station to Inchang pumping station was the most effective one among the suggested mitigation plans. About 500 meter diversion channel will be needed to send 30% of Sutak pumping station inflow to Inchang pumping station. This will reduce overload of Sutak pumping station and the storage capacity of Inchang pumping station will be more efficiently utilized.
This study applied satellite radar imagery to identify flooded areas and examined post-flooding conditions using time-series satellite radar imagery for the development of flood damage mitigation strategies. Using time-series satellite radar images, this study constructed a map delineating areas vulnerable to frequent flood damage. The extracted flooded areas were combined with reference land use maps to examine flood damage by land use type. Major landuse types with severe flood damage were agricultural and forested areas. The analysis of the damage conditions, in terms of land use, served as the basis for developing flood damage mitigation policies, in conjunction with land use planning. The policies for flood damage mitigation can be summarized as land use regulations, land use planning, and flood damage mapping. A preventive measure to minimize flood damage of properties, which regulates developing areas with high flooding potential, is highly recommended. Although this study suggested a number of policies for flood damage mitigation, they represent only a small number of possible policies useful for mitigating flood damage and other environmental problems. Based upon the results of this study, it may be concluded that satellite radar imagery has great potential in providing basic data for large-scale environmental problems such as flooding and oil spills. Nevertheless, further examinations should be conducted and the application of satellite radar imagery should be used to examine other environmental problems.

The flood damage due to heavy rainfall caused by not only geographical factor, but also social factors. In this paper we derived the flooding potential factors, and analyzed resident's understanding of flooding through the Tokai disaster of Japan, occurred in september 2000. Furthermore, the urban rate obtained by the data comparison between 1975 and 1985 using GIS is evaluated to estimate the effect of rainfall-runoff mechanism due to the urbanization. These efforts could be served as the information of flood damage for the communication with the residents and it would be helped the minimization of flood damage.

Urban flood management(UFM) strategy ought to consider the connections and interactions between existing and new infrastructures to manage stormwater and improve the capacity to treat water. It is also important to demonstrate strategies that can be implemented to reduce the flow at flooding sources and minimize flood risk at critical locations. Although the general theory of spatial impact is popular, modeling guidelines that can provide information for implementation in real-world plans are still lacking. Under such background, this study conducted a modeling research based on an actual target site to confirm the hypothesis that it is appropriate to install green infrastructure(GI) in the source area and to take structural protection measures in the impact area, as summarized in previous studies. The results of the study proved the hypothesis, but the results were different from the hypothesis depending on which hydrological performance indicators were targeted. This study will contribute to demonstrating the effectiveness of strategies that can be implemented to reduce the flow at flooding sources and minimize the risk of flooding in critical locations in terms of spatial planning and regeneration.
Green Infrastructure has been considered as one of strategies for flood mitigation in cities. Although, the diverse benefits of green infrastructure implementation are studies, there is a lack of research on the relationship between spatial composition and configuration of green infrastructure and urban flood mitigation. To address this gap, this study 1) utilized high-resolution satellite imagery to analyze spatial composition and configuration of green infrastructure in highly developed seven cities in South Korea, and 2) conducted an empirical analysis to find the relationship between economic losses from flooding and spatial patterns of green infrastructure and development patterns. The results of this research will be helpful for urban planners to prepare green infrastructure implementation guidelines for effective urban flood mitigation.
In 2002 Thailand was faced with severe flooding in the North, Northeast and Central parts of the country caused by heavy rainfall of the monsoonal depression which brought about significant damages. According to the report by the Ministry of Interior and the Ministry of Agricultural and Co-operatives, the total damages were estimated to be about 6 billion bath. More than 850,000 farmers and 10 million livestock were effected. An area of 1,450,000 ha of farmland in 59 Provinces were put under water for a prolonged period. Satellite imageries were employed for mapping and monitoring the flood-inundated areas, flood damage assessment, flood hazard zoning and post-flood survey of river configuration and protection works. By integrating satellite data with other updated spatial and non-spatial data, likely flood zones can be predicted beforehand. Some examples of satellite data application to flood dis aster mitigation in Thailand during 2002 using mostly Radarsat-1 data and Landsat-7 data were illustrated and discussed in the paper. The results showed that satellite data can clearly identify and give information on the status, flooding period, boundary and damage of flooding. For comprehensive flood mitigation planning, other geo-informatic data, such as the elevation of topography, hydrological data need to be integrated. Ground truth data of the watershed area, including the water level, velocity, drainage pattern and direction were also useful for flood forecasting in the future.

Recent rainfall patterns in Korea show that both of the total amount of rainfall and the total number of heavy rain days have been increased. Therefore, the damage resulted from flood disaster has been dramatically increased in Korea. The purpose of the present study is to analyze flooding in an urban area using SWMM linked with FLUMEN. The study area is Suyeong-Mangmi lowland area, Busan, Korea. Suyeong-Mangmi lowland area have been a flooding hazard zone since 1995. The last flooding cases of this area occurred on July 7th and 16th, 2009, and the later flooding case was analyzed in this study. The first step of computation is calculating flow through storm sewers using the urban runoff simulation model of SWMM. The flooding hydrographs are used in the inundation analysis model of FLUMEN. The results of inundation analysis were compared with the real flooding situation of the study area. The real maximum inundation depth was guessed by 1.0 m or more on July 16th. The computation yields the maximum inundation depth of 1.2 m and the result was somewhat overestimated. The errors may be resulted from the runoff simulation and incapability of simulation using FLUMEN for flow into buildings. The models and procedures used in this study can be applied to analysis of flooding resulted from severe rainfall and insufficiency of drainage capacity.
Software Defined Network (SDN) is a new technology in computer network area which enables user to centralize control plane. The security issue is important in computer network to protect system from attackers. SYN flooding attack is one of Distributed Denial of Service attack methods which are popular to degrade availability of targeted service on Internet. There are many methods to protect system from attackers, i.e. firewall and IDS. Even though firewall is designed to protect network system, but it cannot mitigate DDoS attack well because it is not designed to do so. To improve performance of DDOS mitigation we utilize another mechanism by using SDN technology such as OpenFlow and sFlow. The methodology of sFlow to detect attacker is by capturing and sum cumulative traffic from each agent to send to sFlow collector to analyze. When sFlow collector detect some traffics as attacker, OpenFlow controller will modify the rule in OpenFlow table to mitigate attacks by blocking attack traffic. Hence, by combining sum cumulative traffic use sFlow and blocking traffic use OpenFlow we can detect and mitigate SYN flooding attack quickly and cheaply.
Tidal land reclamation provided water resources and land for agriculture and contributed stable crop production. However, climate change by global warming disrupts the hydrologic circulatory system of the earth resulting in sea level rise and more frequent flood for reclaimed arable land. Recently, Suyu reclaimed paddy field in Jindo-gun experienced prolonged inundation after heavy rainfall and there is a growing risk of flood damage. Onsite survey and flood analysis using GATE_Pro model of Korea Rural Corporation were conducted to investigate causes of flooding. To perform the analysis, input data such as inflow hydrograph, the lowest elevation of paddy field, neap tide level, management level of Gunnae estuary lake at the time of the flood were collected. Flood analysis confirmed that current drainage facilities are not enough to prevent 20year return period flood. The result of analysis showed flooding more than 24hours. Therefore, flood mitigation alternatives such as sluice gate expansion, installation drainage pumping station, refill paddy land, and catch canal were studied. Replacing drainage culvert of Suyu dike to sluice gate and installing drainage pumping station at the Gunne lake were identified as an effective flood control measures. Furthermore, TM/TC (SCADA) system and expert for gate management are required for the better management of drainage for estuary dam and flood mitigation.
