Flood Inundation Analysis in Urban Area Using XP-SWMM (XP-SWMM 모형을 이용한 도심지역 침수해석)

  • Current domestic research is to demonstrate the effectiveness and efficiencies of flood prevention measures through one-dimensional numerical analysis and this study's object is to help water managers to make the efficient decisions by applying the two-dimensional urban run off model XP-SWMM model in the flooded area and comparing with the flood prevention measures. Statistics were analyzed, based on the data collected from Cheongju Weather Service from 1967 to 2011 for 45 years. 50 years Flood frequency simulations of water flow capacity analysis of the target area for flooded areas $539,548m^2$, inundation depth 1.0 m, was analyzed by inundation time of 48 minutes. When comparing with the constructions of bypass road and underground storage facilities to increase the water flow capacity of A1 small drainage areas as flood protection, if you install a batching target underground detention basin with a capacity of $13,500m^3$, it is expected that the flood by rainfall with frequency of 50 years will be resolved completely. In preparation for extreme weather in the future flood mitigation measures, underground storage tank installation is considered a better efficient way.

Integration Model for Urban Flood Inundation Linked with Underground Space Flood Analysis Model (지하공간 침수해석모형과 연계한 도시침수해석 통합모형)

  • An irregular cell-based numerical model was developed to analyze underground space flooding. In this model, the flow characteristics in underground space were computed by link-node system. Also, the model can simulate the underground flood flow related to the influence of stairs and wall-structures. Empirical discharge formula were introduced to analyze weir-type flow for shopping mall, and channel-type flow for subway railroad respectively. The simulated results matched in reasonable range compared with the observed depth. The dual-drainage inundation analysis model and the underground space flood analysis model were integrated using visual basic application of ArcGIS system. The developed model can help the decision support system of flood control authority for redesigning and constructing flood prevention structures and making the potential inundation zone, and establishing flood-mitigation measures.

Rainfall Forecasting Using Satellite Information and Integrated Flood Runoff and Inundation Analysis (II): Application and Analysis (위성정보에 의한 강우예측과 홍수유출 및 범람 연계 해석 (II): 적용 및 분석)

  • In this study(II), The developed rainfall forecast model was applied to the NakDong River Basin for the heavy rainfall on 6th to 16th of August in 2002. The results demonstrated that the rainfall forecasts of 3 hours lead time showed good agreement with observed data. The inundation aspect of simulation depends on actual levee failure in the same basin. Rainfall forecasts were used for flood amount computation in the target watershed. Also the flood amount in the target watershed was used on boundary condition for flood inundation simulation in a protected lowland and a river. The results of simulation are consistent with actuality inundation traces and flood level data of the target watershed. This study provides practical applicability of satellite data in rainfall forecast of extreme events such as heavy rainfall or typhoon. Also this study presented an advanced integrated model of rainfall, runoff, and inundation analysis which can be applicable for flood disaster prevention and mitigation.

A Study on Flood Risk Analysis for A Small Stream in Urban Residential Area (도시 주거지역 내 소하천의 홍수 안정성에 관한 연구)

  • In this study we analyzed flood runoff and flood characteristics of an small urban river basin which is in an apartment complex in Yewol-Dong, Buchun-Si, Gyunggi-Do. A little discharge normally flows in the river, however this small river has a relatively high potential of flood damage risk in the flood season due to the high flood level and velocity. Therefore we used the GIS data, cross section data in the river, HEC-RAS model, etc. for investigating safety of a river against flood runoff and also we investigated the stability of hydraulic structures and ability of flood prevention in the river. As the result of investigation, we found that the river had the risk of flood damage occurrence due to the hydraulic structures constructed for various purposes in the river. So we should analyze backwater effect by the structures and consider the risk factors can be occurred by the flood runoff and velocity for more safe design of a small river basin in the residential area such as an apartment complex in the urban area.

Analysis on Flood Control Effect of Siphon Spillway by Reservoir Routing (저수지 추적을 통한 사이펀 여수로의 홍수조절 효과 분석)

  • Agricultural small dam reservoirs in Korea are vulnerable to flooding because of insufficient flood control capacity and deterioration such that reservoir water level is likely to rise rapidly and a large amount of water release quickly to downstream without flood warning. In this study, we performed hydrologic analysis to estimate design flood(200 years return period ${\times}1.2$) and also evaluated the effect of siphon spillway as a structural countermeasure for flood control and mitigation by applying reservoir routing to the Jipyeong reservoir, located in Sangju, Korea. The results show that the design flood was calculated at $284.3m^3/s$, and water level and water release decreased by 40cm and $91m^3/s$, respectively.

  • Flood inundation analysis system using GIS has been developed to simulate inundation in airport drainage areas. The model developed in this study has been synthetically presented and constructed the preprocess for database construction and input data preparing through a graphic user interface, GUI system and the postprocess processing graphically output resulted in mainprocess analysis model linked GIS(ArcView/Avenue). The mainprocess analysis model was simulated in real phenomenon caused by inflow of storm sewer system by simulation flooding due to backwater effect and surcharged flow in storm sewer system by simulating interaction coupling the overland flow analysis model and storm sewer system analysis model. In the future, the flood inundation analysis system developed in this study will be a great contribution to systematic decision-making for establishing the flood-mitigation management and facilities improvement plan to flooding damage in airport.

Development of a Raster-based Two-dimensional Flood Inundation Model (래스터 기반의 2차원 홍수범람 모형의 개발)

  • The past researches on flood inundation simulation mainly focused on development of numerical models based on unstructured mesh networks to improve model performances. However, despite the accurate simulation results, such models are not suitable for real-time flood inundation forecasting due to a huge computational burden in terms of geographic data processing. In addition, even though various types of vector and raster data are available to be compatible with flood inundation models for post-processes such as flood hazard mapping and flood inundation risk analysis, the unstructured mesh-based models are not effective to fully use such information due to data incommensurability. Therefore, this study aims to develop a raster-based two-dimensional inundation model; it guarantees computational efficiency because of direct application of DEM for flood inundation modeling and also has a good compatibility with various types of raster data, compared to a commercial model such as FLUMEN. We applied the model to simulate the BaekSan levee break in the Nam river during a flood period from August 10 to 13, 2002. The simulation results showed a good agreement with the field-surveyed inundation area and were also very similar with results from the FLUMEN. Moreover, the model provided physically-acceptable velocity vectors with respect to inundating and returning flows due to the difference of water level between channel and lowland.

Flood Risk Estimation Using Regional Regression Analysis (지역회귀분석을 이용한 홍수피해위험도 산정)

  • Although desire for living without hazardous damages grows these days, threats from natural disasters which we are currently exposed to are quiet different from what we have experienced. To cope with this changing situation, it is necessary to assess the characteristics of the natural disasters. Therefore, the main purpose of this research is to suggest a methodology to estimate the potential property loss and assess the flood risk using a regional regression analysis. Since the flood damage mainly consists of loss of lives and property damages, it is reasonable to express the results of a flood risk assessment with the loss of lives and the property damages that are vulnerable to flood. The regional regression analysis has been commonly used to find relationships between regional characteristics of a watershed and parameters of rainfall-runoff models or probability distribution models. In our research, however, this model is applied to estimate the potential flood damage as follows; 1) a nonlinear model between the flood damage and the hourly rainfall is found in gauged regions which have sufficient damage and rainfall data, and 2) a regression model is developed from the relationship between the coefficients of the nonlinear models and socio-economic indicators in the gauged regions. This method enables us to quantitatively analyze the impact of the regional indicators on the flood damage and to estimate the damage through the application of the regional regression model to ungauged regions which do not have sufficient data. Moreover the flood risk map is developed by Flood Vulnerability Index (FVI) which is equal to the ratio of the estimated flood damage to the total regional property. Comparing the results of this research with Potential Flood Damage (PFD) reported in the Long-term Korea National Water Resources Plan, the exports' mistaken opinions could affect the weighting procedure of PFD, but the proposed approach based on the regional regression would overcome the drawback of PFD. It was found that FVI is highly correlated with the past damage, while PFD does not reflect the regional vulnerabilities.

Hydraulic and Hydrologic Analysis by Washland Construction (천변저류지 조성에 따른 수리.수문분석)

  • Recently, we have a growing interest in the washland construction for the function of flood defense in flood season and also as an ecosystem in non flood season. Therefore this study performed the hydraulic and hydrologic analysis for washland construction plan as sustainable flood defense alternative in flood season and wetland application possibility. The study area is Topyoung-cheon basin in Changnyeong-gun, Gyeongnam. A Topyoung-cheon basin includes a Woopo wetland which is the largest nature wetland in Korea and a Topyoung-cheon is ond of the tributaries of Nakdong river. We assume that the artificial washland is constructed in upperstream and downstream of Woopo wetland, and In flood season, the hydraulic analysis for the investigation of the effectiveness of flood level mitigation is performed by HEC-RAS model. Simulation of model is performed from 7 scenarioes of washland construction. As the result in flood season, the flood level is reduced by maximum 0.56 meter as we construct the washlands by 7 scenarios. Also, we performed hydrologic analysis for the investigation of water balance in washland in non flood season using SWAT model. From the result of water balance analysis, we found that the minimum water level of washland was maintained in about 1.3 meter for one year.

The Reducing Effects Analysis of Floods through Washland Construction in Hwapocheon Basin (화포천 유역의 천변저류지 조성을 통한 홍수 저감효과 분석)

  • The disaster with many casualties every year by floods, and the economic loss will occur in Korea. The establishment and the recovery measures are necessary. In this research, we analyzed the effect for reducing flood by making washland in flood season, where is used as the wetland in non-flood season in Hwapocheon basin of Nakdong River, Korea. We prepared draingage of inner basin for flood in the past because the water elevation of Hwapocheon is lower than the water elevation of the Nakdong River. On the other hand, now a days, drainage capacity of the expansion and change of the height of the embankment have limitations, because of the increase in torrential rains. In this study, HEC-RAS is used for the unsteady flow routing for the effectiveness analysis of flood level mitigation in flood season. This analysis was performed according to the scenarios of washland construction location and its scale.
