Accuracy Improvement for Building Inundation Trace Map using Accurate DEM Data and Flood Damage Information (정밀지형자료와 과거 침수피해정보를 활용한 침수흔적도 구축 정확도 개선)

  • With increasing astronomically damage costs caused by frequent and large-sized flood, a hazard map containing comprehensive analysis results such as inundation trace investigation, flood possibility analysis, and evacuation plan establishment for flooded regions is a fundamental measure of non-structural flood prevention. Though an inundation trace map containing flood investigation results occurred by typhoon, rainfall and tsunami is a basic hazard map having close relationship with a flood possibility map as well as a hazard information map, it is often impossible to be produced because of financial deficiency, time delay of investigation, and the lack of maintenance for flood traces. Therefore, this study proposes the accuracy enhancement procedure of inundation trace map with flood damage information and three-dimensional Digital Elevation Model (DEM) for the past frequent flooded regions according to a guideline for inundation trace map of National Emergency Management Agency (NEMA).

Development of Urban Flood Analysis Model Adopting the Unstructured Computational Grid (비정형격자기반 도시침수해석모형 개발)

  • Flood damage is one of the most important and influential natural disaster which has an effect on human beings. Local concentrated heavy rainfall in urban area yields flood damage increase due to insufficient capacity of drainage system. When the excessive flood occurs in urban area, it yields huge property losses of public facilities involving roadway inundation to paralyze industrial and transportation system of the city. To prevent such flood damages in urban area, it is necessary to develop adequate inundation analysis model which can consider complicated geometry of urban area and artificial drainage system simultaneously. In this study, an urban flood analysis model adopting the unstructured computational grid was developed to simulate the urban flood characteristics such as inundation area, depth and integrated with subsurface drainage network systems. By the result, we can make use of these presented method to find a flood hazard area and to make a flodd evacuation map. The model can also establish flood-mitigation measures as a part of the decision support system for flood control authority.

Computation of Criterion Rainfall for Urban Flood by Logistic Regression (로지스틱 회귀에 의한 도시 침수발생의 한계강우량 산정)

  • Due to the climate change and various rainfall pattern, it is difficult to estimate a rainfall criterion which cause inundation for urban drainage districts. It is necessary to examine the result of inundation analysis by considering the detailed topography of the watershed, drainage system, and various rainfall scenarios. In this study, various rainfall scenarios were considered with the probabilistic rainfall and Huff's time distribution method in order to identify the rainfall characteristics affecting the inundation of the Hyoja drainage basin. Flood analysis was performed with SWMM and two-dimensional inundation analysis model and the parameters of SWMM were optimized with flood trace map and GA (Genetic Algorithm). By linking SWMM and two-dimensional flood analysis model, the fitness ratio between the existing flood trace and simulated inundation map turned out to be 73.6 %. The occurrence of inundation according to each rainfall scenario was identified, and the rainfall criterion could be estimated through the logistic regression method. By reflecting the results of one/two dimensional flood analysis, and AWS/ASOS data during 2010~2018, the rainfall criteria for inundation occurrence were estimated as 72.04 mm, 146.83 mm, 203.06 mm in 1, 2 and 3 hr of rainfall duration repectively. The rainfall criterion could be re-estimated through input of continuously observed rainfall data. The methodology presented in this study is expected to provide a quantitative rainfall criterion for urban drainage area, and the basic data for flood warning and evacuation plan.

  • Urban flood simulation plays a vital role in national flood early warning, prevention and mitigation. In recent studies on 2-dimensional flood modeling, the integrated run-off inundation model is gaining grounds due to its ability to perform in greater computational efficiency. The adaptive quadtree shallow water numerical technique used in this model implements the adaptive mesh refinement (AMR) in this simulation, a procedure in which the grid resolution is refined automatically following the flood flow. The method discounts the necessity to create a whole domain mesh over a complex catchment area, which is one of the most time-consuming steps in flood simulation. This research applies the dynamic grid refinement method in simulating the recent extreme flood events in Metro Manila, Philippines. The rainfall events utilized were during Typhoon Ketsana 2009, and Southwest monsoon surges in 2012 and 2013. In order to much more visualize the urban flooding that incorporates the flow within buildings and high-elevation areas, Digital Surface Model (DSM) resolution of 5m was used in representing the ground elevation. Results were calibrated through the flood point validation data and compared to the present flood hazard maps used for policy making by the national government agency. The accuracy and efficiency of the method provides a strong front in making it commendable to use for early warning and flood inundation analysis for future similar flood events.

Flood risk estimation with scenario-based, coupled river-overland hydrodynamic modeling (시나리오 기반 하천-제내지 연계 통합수리해석에 의한 홍수위험도 산정)

  • A coupled river-overland hydrodynamic model was applied to estimate flood risk by a scenario-based approach. The study area is Seongseo Industrial Complex in Daegu which is located near Nakdong river and Geumho river. Inundation depth and velocity at each time were calculated by applying a coupled 1D/2D hydrodynamic model to the target area of interest. The 2D inundation analysis for river and overland domain was performed with the scenario-based approach that there are levee overflow against 100/200 year high quantile (97.5%) design flood and levee break against 100/200 year normal quantile (50%) design flood. The level of flood risk was displayed for resident/industrial area using information about maximum depth and velocity of each node computed from the 2D inundation map. The research outcome would be very useful in establishing specified emergency action plans (EAP) in case of levee break and overflowing resulting from a flood.

Establishment of Accuracy Criteria of Flood Inundation Map Using Quantitative Evaluation Indices (정량적 평가 지표를 활용한 호우피해 예측지도의 정확도 판단기준 설정)

  • It is important to estimate flood overflow because adverse weather phenomena are frequently occurring in recent years. In order to cope with such abnormal floods, it is essential to perform flood inundation simulations for constructing flood inundation maps as nonstructural countermeasures. However, there is no quantitative evaluation method and criterion for flood inundation prediction. In this study, the Receiver Operation Characteristics (ROC) and Lee Sallee Shape Index (LSSI) were employed to quantitatively evaluate the accuracy of flood inundation maps for 10 administrative districts. Comparing predicted inundation maps with actual inundation trace maps, the ROC score was 0.631 and the LSSI was 25.16 %. Using the ROC and the LSSI, we proposed an evaluation criterion for flood inundation map. The average score was set as an intermediate score and distributed into 5 intervals. The validity of the evaluation criterion was investigated by applying to the XP-SWMM model, which has been verified and corrected. The ROC analysis result was 0.8496 and the LSSI was 51.92 %. It is considered that the proposed evaluation criteria can be applied to flood inundation maps.

  • The Objective of this study was to develop a system for visualizing inundation area by using 1-D numerical model analyzing damage information such as inundation area, facilities, land usages, population, building, loads. In this study, we have reviewed hydraulic models to select a flood model for simulation of discharges, water depths and velocities. The study area is Namhan River from Youngwol to Paldang Dam which had a flood damage on upper and below regions of Chungju Dam by a storm event in 2006. At the first, we developed the DB system base on GIS thematic map, ortho images, cadastral maps to analyze flood damages and support decisions making. Changing the boundary conditions such as discharge at the gauging stations, flood simulations were performed and then damages were extracted from the databases information support system based on 1-D numerical hydraulic model, it is expected to be able to analyze flood damages and support a decision making for reduce flood relate damages. In the future, the system developed in this study could be applied for flood forecasting system of small scaled streams.

Integration Model for Urban Flood Inundation Linked with Underground Space Flood Analysis Model (지하공간 침수해석모형과 연계한 도시침수해석 통합모형)

  • An irregular cell-based numerical model was developed to analyze underground space flooding. In this model, the flow characteristics in underground space were computed by link-node system. Also, the model can simulate the underground flood flow related to the influence of stairs and wall-structures. Empirical discharge formula were introduced to analyze weir-type flow for shopping mall, and channel-type flow for subway railroad respectively. The simulated results matched in reasonable range compared with the observed depth. The dual-drainage inundation analysis model and the underground space flood analysis model were integrated using visual basic application of ArcGIS system. The developed model can help the decision support system of flood control authority for redesigning and constructing flood prevention structures and making the potential inundation zone, and establishing flood-mitigation measures.

  • In this study, it has been intended to present the ways to improve some problems such as the difficulty of using the program which had got from the existing study, the computation and application of a lot of parameter and the complicated processing which need to be more simplified. Also It has been tried to bring up the ways to make a flood inundation map and a detailed inundation analysis which could reduce the risk factors. We selected an Anseong-Cheon basin, and wrote a flood inundation scenario based on extreme flood to exceed the planned frequency to consider only overflow and levee break and executed inundation simulation. Researchers conducted an analysis of overflow and levee break using function of HEC-RAS Storage with a One-Dimensional model. It applied Elevation versus Volume Curve for more correct inundation simulation than a method of Area-Time-Depth which used in popular. This study will suggest a mathematical method of SURFER with a little difference of inundation area more simplified and precise flood inundation than complicated Arcview 3.2a which used Query method of Arcview 3.2a.

Urban Inundation Analysis using the Integrated Model of MOUSE and MIKE21 (MOUSE 및 MIKE21 통합모델을 이용한 도시유역의 침수분석)

  • Urbanized area has complex terrain with many flow paths. Almost stormwater is drained through pipe network because most area is impervious. And overland flow from the pipe network reform the surface flow. Therefore, it should be considered the drainage system and surface runoff both in urban inundation analysis. It is analyzed by using MIKE FLOOD integrated 1 dimension - 2 dimension model about Incheon Gyo urbanized watershed and compared with the results of 1 dimension model and 2 dimension model. At the result this approach linking of 2 dimension and 1 dimension pipe hydraulic model in MIKE FLOOD give accuracy that offers substantial improvement over earlier approach and more information about inundation such as water dapth, velocity or risk of flood, because it is possible to present storage of overland flow and topographical characteristic of area.
