Vegetation classification based on remote sensing data for river management (하천 관리를 위한 원격탐사 자료 기반 식생 분류 기법)

  • Vegetation development in rivers is one of the important issues not only in academic fields such as geomorphology, ecology, hydraulics, etc., but also in river management practices. The problem of river vegetation is directly connected to the harmony of conflicting values of flood management and ecosystem conservation. In Korea, since the 2000s, the issue of river vegetation and land formation has been continuously raised under various conditions, such as the regulating rivers downstream of the dams, the small eutrophicated tributary rivers, and the floodplain sites for the four major river projects. In this background, this study proposes a method for classifying the distribution of vegetation in rivers based on remote sensing data, and presents the results of applying this to the Naeseong Stream. The Naeseong Stream is a representative example of the river landscape that has changed due to vegetation development from 2014 to the latest. The remote sensing data used in the study are images of Sentinel 1 and 2 satellites, which is operated by the European Aerospace Administration (ESA), and provided by Google Earth Engine. For the ground truth, manually classified dataset on the surface of the Naeseong Stream in 2016 were used, where the area is divided into eight types including water, sand and herbaceous and woody vegetation. The classification method used a random forest classification technique, one of the machine learning algorithms. 1,000 samples were extracted from 10 pre-selected polygon regions, each half of them were used as training and verification data. The accuracy based on the verification data was found to be 82~85%. The model established through training was also applied to images from 2016 to 2020, and the process of changes in vegetation zones according to the year was presented. The technical limitations and improvement measures of this paper were considered. By providing quantitative information of the vegetation distribution, this technique is expected to be useful in practical management of vegetation such as thinning and rejuvenation of river vegetation as well as technical fields such as flood level calculation and flow-vegetation coupled modeling in rivers.

Development of High-performance Microwave Water Surface Current Meter for General Use to Extend the Applicable Velocity Range of Microwave Water Surface Current Meter on River Discharge Measurements (전자파표면유속계를 이용한 하천유량측정의 적용범위 확장을 위한 고성능 범용 전자파표면유속계의 개발)

  • To overcome the difficulties of discharge measurements during flood season, MWSCM(micowave water surface current meter) which measures river surface velocities without contacting water has been applied in field work since its development. The existing version of MWSCM is for floods so that its applicability is low due to the short periods of floods. Therefore the renovative redesign of MWSCM to increase the applicability was conducted so that it can be applied to the discharge measurements during normal flows as well as flood ones by extending the measurable range of velocity. A newly developed high-performance MWSCM for general use can measure the velocity range of 0.03-20.0 m/s from flood flows to normal flows, whereas MWSCM for floods can measure the velocity range of 0.5-10.0 m/s. The improvement of antenna isolation between transmitter and receiver to block the inflow of transmitted singals to receiver and the improvement of phase noise of oscillator are necessary for detecting low velocity with MWSCM technology. Separate type antenna of transmitting and receiving signals is developed for isolation enhancement and phase locked loop synthesizer as an oscillator is applied to high-performance MWSCM for general use. Microwave frequency of 24 GHz is applied to the new MWSCM rather than 10 GHz to make the new MWSCM small and light for convenient use of it at fields. Improvement requests on MWSCM for floods-stable velocity measurement, self test, low power consumtion, and waterproof and dampproof-from the users of it has been reflected on the development of the new version of MWSCM.

The Historical Geography of Land-Use and Agriculture Along the Lower Nam-River Floodplains (남강 하류 범람원의 토지이용과 농업형태 변화에 관한 연구)

  • This paper deals with the historical geography of land-use and agriculture along the Lower Nam-River floodplains. The reclamation process of the river floodplains, the cultivation methods on the reclaimed lands, and the land-use patterns and processes are investigated. The Nam River, one of the major tributaries of the Nakdong River, flows through the boundary between Ham-An and Eu-Ryong Guns. Larger floodplains are located in Ham-An Gun. The floodplains of Ham-An Gun have been surveyed intensively in this study. In South Korea, the alluvial plains, mostly located along the river valleys, have been reclaimed to provide fertile agricultural lands. Those along the upper river valleys were reclaimed before those along the lower river valleys. The flood-plains of Han-An Gun were reclaimed to be the largest agricultural lands of the Gun. The natural levees along the Lower Nam-River Valley were identified before the reclamation processes but now hardly identified. Relatively larger floodplains are located along the tributary streams of the Nam River. Often there are low-lying back swamps between the natural levees and the hills/mountains that rise above the floodplains. The back swamps, called 'natural bog lands' in this region, have been reduced in size and in number through reclamation for the purpose of agricultural and industrial land-uses. Now about ten 'natural bog lands' are found in the Ham-An floodplains, and some of them are being reclaimed for the industrial land-use. This study suggests the emergent need of conservation for the remaining 'natural bog lands' in terms of ecology. Seven agricultural fields of large size, originated from the Nam-River floodplains, are identified in this study: Kun(큰들), Chung-Am(정암들), Chang-chi(장지들), Baek-San(백산들), Ha-Ki(하기들), Gu-Hae(구혜들), and Chang-Po(장포들) fields. The Kun field was reclaimed during the Japanese control and the Gu-Hae, in the 1950s. All of those except the above two fields were reclaimed after the mid-1960s. The Nam-River Dam in Chinju, completed in 1969, contributed the reclamation processes along the Lower Nam-River floodplains. The rice acreage of the region has been reduced slowly since 1970 but the rice production of the region has been relatively stable (Table 4). Rice culture had been the most important agriculture on the reclaimed lands for decades before the greenhouse vegetable cultivation became more important in the 1980s. Among the vegetables cultivated in the greenhouse, the watermelon is the dominantly leading one. Watermelons are usually harvested two or three times in a year though it is possible to harvest four times in one year. The rotation of watermelons and rice is common in the region. It is known the physical conditions of the Nam-River floodplains in Ham-An Gun is the most suitable for watermelon cultivation in South Korea.

Comparison of Plotting Position Formulas for Gumbel Distribution (Gumbel 분포에 대한 도시위치공식의 비교)

  • Probability plotting positions are used for the graphical display of annual maximum rainfall or flood series and the estimation of exceedance probability of those values. In addition, plotting positions allow a visual examination of the fitness of probability distribution provided by frequency analysis for a given data. Therefore, the graphical approach using plotting position has been applied to many fields of hydrology and water resources planning. In this study, the plotting position formula for the Gumbel distribution is derived by using the order statistics and the probability weight moment of the Gumbel distribution for various sample sizes. And then, the parameters of plotting position formula for the Gumbel distribution are estimated by using genetic algorithm. The appropriate plotting position formulas for the Gumbel distribution are examined by the comparison of root mean square errors and biases between theoretical reduced Gumbel variates and those calculated from derived and existing plotting position formulas. As the results, Gringorten's plotting position formula has the smaller root mean square errors and biases than any other formulas.

A Study for the Techniques and Applications of NIR Remote Sensing Based on Statical Analyses of NIR-related Papers (NIR 관련 논문 통계 분석에 의한 NIR 원격탐사의 기술 및 활용분야 고찰)

  • In this study, we analyzed the paper about NIR (Near-Infrared) remote sensing data and systematically summarized the research and application fields of NIR. To do this, we conducted a case study on the use of NIR in domestic journals, and SCI journals in the field of technology development for the last 5 years. After selection, a total of 281 journals were analyzed. For the statistical analysis, the classification was divided into subclasses and the dominant research trends were examined. As a result, the researchers who wrote the papers made the highest score of about 60% or more at university. In the field of application, 50% of land, 30% of environment, and 11% of disaster were distributed on SCI journals. In Korea, on the other hand, 55% of land, 24% of environment and 10% of disasters were distributed. In addition, 17% of the national land management and 8% of the geological / natural resources. Disaster observation using NIR was used for landslide, drought, weather disaster and flood. In particular, meteorological disasters are a result of study on Asian dust. However, there were no results of forest fire detection in Korea. Considering the domestic situation, it seems necessary to carry out additional and active research on this. It is expected that this statistical analysis data will be used as basic data to help expand the NIR technology development and utilization field in Korea in the future.

A Study on the Design of a Fake News Management Platform Based on Citizen Science (시민과학 기반 가짜뉴스 관리 플랫폼 연구)

  • With the development of information technology, fake news is becoming a serious social problem. Individual measures to manage the problem, such as fact-checking by the media, legal regulation, or technical solutions, have not been successful. The flood of fake news has undermined not only trust in the media but also the general credibility of social institutions, and is even threatening the foundations of democracy. This is why one cannot leave fake news unchecked, though it is certainly a difficult task to accomplish. The problem of fake news is not about simply judging its veracity, as no news is completely fake or unquestionably real and there is much uncertainty. Therefore, managing fake news does not mean removing them completely. Nor can the problem be left to individuals' capacity for rational judgment. Recurring fake news can easily disrupt individual decision making, which raises the need for socio-technical measures and multidisciplinary collaboration. In this study, we introduce a new public online platform for fake news management, which incorporates a multidimensional and multidisciplinary approach based on citizen science. Our proposed platform will fundamentally redesign the existing process for collecting and analyzing fake news and engaging with user reactions. People in various fields would be able to participate in and contribute to this platform by mobilizing their own expertise and capability.

Hydrological impact of Atmospheric River landfall on the Korean Peninsula (Atmospheric River의 한반도 수문학적 영향에 대한 연구)

  • Atmospheric rivers, which transport large amount of water vapor from mid-latitude to the inland, are an important driving force of water cycle and extreme hydrologic phenomenas. The main objective of this study is to analyze the hydrological impact of the AR landfalls on the Korean Peninsula in 2000 - 2015. The result showed that the AR is closely related to the characteristics of precipitation, water level and runoff in the Korean Peninsula. The landfalls of the AR affected about 57% of annual precipitation on the Korean Peninsula, and had a greatest impact on the summer rainfall. It also affected the water level and runoff at the five major rivers of Korea, and water levels exceeding the thresholds of flood warning were observed when the AR landed. Moreover, it was found that the runoff above the third quartile with AR landfalls. These results suggest that the AR not only has a significant influence on the hydrological characteristics of the Korean Peninsula, but also have a close relationship with the extreme hydrological events like floods. The results of this study are expected to be used as the reference for the analysis of the impact of the AR on the various fields in the Korean Peninsula.

A Study of the Situation Based Disaster Response Model from the Damage of Storm and Flood Field Manual (풍수해 현장조치 행동매뉴얼 분석을 통한 상황 기반 재난 대응 모델 연구)

  • Purpose: The fields manuals which is managed by the each disaster types are the integrated guideline. When the disaster occurred, all kinds of SOPs which are described in the manual does not need. Therefore, the person in charge is confused which SOP is executed. In this study, we propose the disaster response process model based on the specific disaster situation case. Method: Firstly, we define the disaster situation cases which is mentioned in the field manual, and then, we develop the disaster response process model including indispensible SOPs for the specific disaster situation case. As a verification and feedback process, we apply the model to Safety Korea Exercise scenario. Result: We developed SOP model and disaster response process model reflecting the concept of the disaster situation case. Conclusion: Safety Kore Exercise scenario reflecting the developed model may continuously upgrade the field manual.

Metadata Design Based on Vector Type Geospatial Information Standard for the Collection and Management of Inundation Map (침수지도 수집 및 관리를 위한 벡터형 공간정보 표준 기반의 메타데이터 설계)

  • Inundation Maps are used to predict potential areas of flooding through the signs of past flooding and flood inundation analysis for flooding expected in the future, and this has led to the development of various forms of disaster-related services by governments. However, each institution has its own individual scenarios for making maps for spatial expression. Therefore, the type of spatial information is not standardized and has many forms and structures. In this study, we attempted to design the metadata that would allow Inundation Map information to be shared and used in various fields. The international standard, ISO 19115, and the domestic standards, KS X ISO 19115, TTAS.IS - 19115 and TTAS.KO - 10.0139/R1 of TTA, were used in the design to derive an appropriate standard for comparative analysis by dividing into maintenance, constraints, metadata, spatial reference system, identification, and distribution. It is expected that inundation maps will be easier to utilize and distribute among institutions and private companies by systematically collecting and managing them through the metadata design based vector space information standard developed in this study.

Concept of Seasonality Analysis of Hydrologic Extreme Variables and Design Rainfall Estimation Using Nonstationary Frequency Analysis (극치수문자료의 계절성 분석 개념 및 비정상성 빈도해석을 이용한 확률강수량 해석)

  • Seasonality of hydrologic extreme variable is a significant element from a water resources managemental point of view. It is closely related with various fields such as dam operation, flood control, irrigation water management, and so on. Hydrological frequency analysis conjunction with partial duration series rather than block maxima, offers benefits that include data expansion, analysis of seasonality and occurrence. In this study, nonstationary frequency analysis based on the Bayesian model has been suggested which effectively linked with advantage of POT (peaks over threshold) analysis that contains seasonality information. A selected threshold that the value of upper 98% among the 24 hours duration rainfall was applied to extract POT series at Seoul station, and goodness-fit-test of selected GEV distribution has been examined through graphical representation. Seasonal variation of location and scale parameter ($\mu$ and $\sigma$) of GEV distribution were represented by Fourier series, and the posterior distributions were estimated by Bayesian Markov Chain Monte Carlo simulation. The design rainfall estimated by GEV quantile function and derived posterior distribution for the Fourier coefficients, were illustrated with a wide range of return periods. The nonstationary frequency analysis considering seasonality can reasonably reproduce underlying extreme distribution and simultaneously provide a full annual cycle of the design rainfall as well.
