  • Recent urbanization, population densification, and the impact of global climate change are causing disasters to become larger and more complex. Meanwhile, in Korea, there is an emphasis on preventing, restoring, and recovering from disasters. However, disaster medical care, which is absolutely necessary to maintain life in a disaster, is being ignored. Therefore, in this study, we selected Seoul as the study area where flood damage is frequent and underground housing is densely populated. Assuming underground housing in the immersion history area as the emergency patient site, transfer distance and transfer time were analyzed. This study considered both accessibility to emergency medical facilities and disaster sites and accessibility from emergency services to disaster sites. Therefore, it seems to be meaningful as basic data for the improvement of emergency medical services.

Assessment of Influx Efficiency at By-Pass Fishway Using Two-Dimensional Physical Habitat Simulation Model -Focused on Zacco Platypus- (인공하도식 어도에서 2차원 물리서식처 모형을 이용한 어류 유입 효율 평가 -피라미를 대상으로-)

  • In this study, the efficiency of the by-pass fishway installed at Kangjung-Goryong Weir in Nakdong River was assessed by using River2D which is a two-dimensional physical habitat simulation model. The model was calibrated and validated through the measured water elevation. The assessment was performed according to flow condition such as flood, normal, and low flow. Especially the low flow condition was focused on because the target fish, Zacco Platypus, have moved frequently up and downstream at the spawning season from April to June. From simulation results, it can be deduced that the influx efficiency and the passage efficiency of the fishway in the low flow is higher than that in the flood and normal flow due to occurrence of proper velocity at fishway entrance.

The Seepage Behaviour and Stability of Extension Embankment by Unsteady State Seepage (비정상침투에 의한 증축제체의 침투거동과 안정성)

  • In this study, the seepage behavior and the stability of the extension embankment were estimated for three cases the permeability coefficient of an extension part and the rising velocity due to the rainfall of flood period. In parallel flow condition, the unstability of the slope due to embankment erosion was examined by analyzing the variation of seepage line by the seepage modeling tests and FEM analysis, and the stability of the embankment slope accompanied by the sudden rise of the water level after the flood. The seepage behavior of extension embankment indicates that the larger permeability of the extension part the longer initial seepage distance, and the exit point from embankment slope is gradually increased, and then shows unstable seepage behavior that occurs a partial collapse as safety factor decreases with time. It is because of the increment of exit points due to variation of seepage line and rising velocities of water level. Also, the collapse aspect of embankment slope shows that the increment rising velocities of water level causes the increment collapse height and depth.

  • Abnormal weather conditions have lately been occurring frequently due to the rapid economic development and global warming. Natural disasters classified as storm and flood damages such as heavy rain, typhoon, strong wind, high seas and heavy snow arouse large-scale human and material damages. To minimize damages, it is important to estimate the scale of damage before disasters occur. This study is intended to develop a strong wind damage estimation function to prepare for strong wind damage among various storm and flood disasters. The developed function reflects weather factors and regional characteristics based on the strong wind damage history found in the Natural Disaster Yearbook. When the function is applied to a system that collects real-time weather information, it can estimate the scale of damage in a short time. In addition, this function can be used as the grounds for disaster control policies of the national and local governments to minimize damages from strong wind.

Forecasting Technique of Downstream Water Level using the Observed Water Level of Upper Stream (수계 상류 관측 수위자료를 이용한 하류 홍수위 예측기법)

  • Securing the lead time for evacuation is crucial to minimize flood damage. In this study, downstream water levels for heavy rainfall were predicted using measured water level observation data. Multiple regression analysis and artificial neural networks were applied to the Seom River experimental watershed to predict the water level. Water level observation data for the Seom River experimental watershed from 2002 to 2010 were used to perform the multiple regression analysis and to train the artificial neural networks. The water level was predicted using the trained model. The simulation results for the coefficients of determination of the artificial neural network level prediction ranged from 0.991 to 0.999, while those of the multiple regression analysis ranged from 0.945 to 0.990. The water level prediction model developed using an artificial neural network was better than the multiple-regression analysis model. This technique for forecasting downstream water levels is expected to contribute toward flooding warning systems that secure the lead time for streams.

  • 물관리 일원화, 물관리기본법 제정·시행 등 우리나라 물관리 체계의 혁신기에 정책의 구심점 역할을 수행할 통합 물관리 전략 마련이 요구됨에 따라, 최근 관계부처 합동으로 「제1차 국가물관기본계획(2021~2030)」을 수립하여 공표·발간되었다. 국가물관리기본계획에서는 유역단위의 물관리를 원칙(12대 기본원칙 중(中))로 하며, 물관리 3대분야(수질·수생태, 이수, 치수)에 대한 추진전략을 수립하였다. 또한, 지속가능한 물관리 체계를 구축하기 위해 추진전략별 주요 관리지표를 설정하였으며, 이를 통해 물관리 방향을 정립하고 분야별 관련 및 하위계획과의 일관성·정합성을 유지하고자 하였다. 이에 본 연구에서는 추진전략별 주요 관리지표 중, 유역 재해안전도와 관련하여 하천범람에 대한 기존의 치수안전도의 한계점을 검토하고 유역단위의 치수관리 현황을 평가 할 수 있는 방안을 마련하고자 하였다. 과거 유역종합치수계획에서의 치수안전도는 홍수피해잠재능(PFD)을 적용하여 등급별 홍수방어대책 수립방향 및 하천의 설계빈도 조정을 검토하였으며, 홍수피해잠재능(PFD)의 실무적 적용 어려움(산정인자 다(多)), 설계빈도와의 연계성 부족, 치수단위구역의 공간적 정확성 미흡 등에 대한 개선·보완의 의견이 제기되어 왔다. 또한, 유역내 전체하천이 아닌 주요 하천을 대상으로만 치수안전도 설정하여 유역단위의 치수관리에 한계가 있으며, 하천 전체구간의 설계빈도 상향에 따른 홍수방어대책이 비경제적인 것으로 판단된다. 따라서, 기존의 치수안전도의 한계점을 개선하기 위하여 홍수피해잠재능(PFD)의 산정인자 단순화, 홍수위험지도를 활용을 통한 치수단위구역의 공간적 정확도 향상 및 치수단위구역별 설계빈도 조정 가능 등의 개선방안을 검토하였으며, 빈도별 치수단위구역의 홍수피해잠재능(PFD)의 통계적 특성 분석을 통해 등급 설정 및 설계빈도 조정 기준을 제시하였다. 그리고 유역내 전체하천에 대한 치수단위구역별 치수안전도를 설정하고, 중권역 단위의 치수안전도를 평가하여 유역단위의 치수관리 현황을 정량적으로 제시함에 유역 재해안전도로 활용이 가능할 것으로 판단된다.

  • Korea is topographically and meteorologically prone to natural disasters. In addition to extraordinary weather, localized heavy rain is a irregular occurrence. Korea are frequently damaged by rain, wind, flood, etc. Recently, slope failures are disastrous when they occur in mountainous area adjoining highways. The accidents associated with slope failures have increased due to rapid urbanization of mountainous area. Therefore, the inspection of slope is conducted to maintain highway safety as well as road function. We developed basic function and risk management of a partial shape on highway slopes based on the internet. It is important for quantitative risk evaluation of highway slopes.

  • 일부 콘크리트댐들의 경우 이상홍수 발생시 상 하류부 수위차가 크지 않은 상태로 월류가 발생하는 특징이 있으며, 치수능력 증대사업을 수행하여 안전성을 확보하기에는 지리적, 경제적인 문제로 어려움이 많아 현실적인 대책 수립이 어려우므로 월류가 발생한 상태에서도 안전성이 확보될 수 있는가에 대한 검토가 필요하다. 한국시설안전공단(2007)에서는 기존 댐의 수문학적 안전성 평가를 필댐과 콘크리트댐으로 구분 적용할 필요성과, 콘크리트댐의 경우 상태에 따라 일부 월류를 허용할 수 있는 방안에 대한 연구를 수행하였으며, 본 연구는 콘크리트 댐의 구조적 안전성 검토의 평가방법으로 수행하게 되었다.

  • 작년 7월 태풍 에위니아와 집중적인 호우는 강원도 지역에 많은 피해를 주었으며, 특히 강원도 인제, 양양, 평창 등의 지역에서 수십 명의 인명피해와 재산피해를 발생시켰다. 이로 인해 집중호우로 인한 사면 붕괴 및 산사태, 토석류 발생사례 및 하천과 인접한 도로 성토사면 붕괴 사례 등의 조사가 실시되고 수집된 자료를 분석, 문제점 제시 및 많은 대책방안들이 도출되었다. 이에 본고는 작년 수해현장들을 다시 찾아 수해복구 방법들을 조사하였으며, 수해복구사례를 소개함으로써 매년 여름철 발생되는 집중호우에 의한 자연재해 예방에 몸 담고 있는 관련자 및 토목기술자들에게 수해 저감 및 대책방안에 대한 일례를 전하고자 한다.

  • In a various regulations and standards related to the spent fuel storage, the storage casks should be designed to sustain the structural integrity under the accident conditions of predicted operation and design criteria. These conditions for the structural evaluation requires the drop, tip-over, wind like tornado and typhoon, flood and earthquake. This paper describes the load cases and conceptual evaluation method for the structural evaluation. Preliminary safety analysis of the concrete storage system were peformed.
