Rapid changes of urban hydrologic events need new management operation rule of detention reservoir which is essential outflow control system in urban area. Therefore, this study is to develop the outflow management method of Seoul city considering the Han river flood characteristics, to analyze the inundation of detention reservoir according to variation of design storm patterns, and to examine the safety of gate due to design flood water level. From this study, new operation rule is presented. The design storm patterns are determined by instantaneous intensity method and Huff's quartile method. And the inflow hydrograph of detention reservoir is obtained by applying ILLUDAS model and RRL method. The operation rule of existing drainage pump is designed to have linear relation between storage and pumping discharge. But in this study, it is effective for preventing inundation when the operation rule of drainage pump have Gaussian function which is combined the storage of detention reservoir with its inflow according to increasing or decreasing of inflow hydrograph.

This study examines the applicability of the Nash model and the Diskin model, which are linear and nonlinear runoff models, respectively, by applying optimization techniques to the parameter calibration of the two models. Nonlinear programming which is one of traditional optimization techniques and Genetic Algorithm which has been actively applied recently are used in this study. The Nash and Diskin models which use the calibrated parameter with a flood events are applied to a different flood event in Soyang Dam basin. The results obtained from the parameter calibration show slight discrepancy depending upon the flood events. It has been found in the comparion between the observed hydrograph and the hydrographs obtained from the parameter calibration that the Diskin model can better simulate the observed hydrograph than the Nash model can, especially, for the peak flow. This can be analyzed that the Diskin model which is a nonlinear runoff model is better off in simulating the nonlinear characteristic of the rainfall-runoff process.
Where no records are available at a site, a preliminary estimate may be made from relations between floods and catchment chatacteristics. A number of these chatacteristics were chosen for testing and were measured for those catchments where mean annual flood estimates were available. Although the improvement using extended data in regression of flood estimates on catchment characteristics was small, this may be due to the limitations of the regression model. When an individual short term record is to be extended, more detailed attention can be given; an example is presented of the technique which should be adopted in practice, particularly when a short term record covers a period which is known to be biassed. A method of extending the peaks over a threshold series is presented with a numerical example. The extension of records directly from rainfall by means of a conceptual model is discussed, although the application of such methods is likely to be limited by lack of recording raingauge information. Methods of combining information from various sources are discussed in terms of information from catchment characteristics supplemented by records. but are generally applicable to different sources of information. The application of this technique to estimating the probable maximum flood requires more conservative assumptions about the antecedent condition, storm profile and unit hydrograph. It is suggested that the profile and catchment wetness index at the start of the design duration should be based on the assumption that the estimated maximum rainfall occurs in all durations centered on the storm peak.

The parameters of each basin, required for the accurate analysis of flood runoff using Storage Function Model, are estimated. Prior to the estimation, sensitivity analysis and extraction of new regional topographic factors for Han River basin are conducted. Based on the result, the outflow constant of basin model is calculated through regression analysis in relation with pre-flood runoff depth. The storage constant of basin model is derived by the optimum storage constant equation, according to the flood event of each basin. The model using the mentioned parameters was compared with K-Water model of Korea Water Resources Corporation and the model of Han River Flood Control Office, and proved to correspond to the observed hydrograph more.
In this study, a two-dimensional numerical model (Nays2DH) was applied to analyze the process of morphological changes in the river channel bed depending on the changes in the amount of flooding after fully opening the Sejong weir, which was constructed upstream of the Geum River. For this, numerical simulations were performed by assuming the flow conditions, such as a non-uniform flow (NF), unsteady flows (single flood event, SF), and a continuous flood event (CF). Here, in the cases of the SF and CF, the normalized hydrograph was calculated from real flood events, and then the hydrograph was reconfigured by the peak flow discharge according to the scenario, and then it was employed as the flow discharge at the upstream boundary condition. In this study, to quantitatively evaluate the morphological changes, we analyzed the time changes in the bed deformation the bed relief index (BRI), and we compared the aerial photographs of the study area and the numerical simulation results. As simulation results of the NF, when the steady flow discharge increases, the ratio of lower width to depth decreases and the speed of bar migration increases. The BRI initially increases, but the amount of change decreased with time. In addition, when the steady flow discharge increases, the BRI increased. In the case of SF, the speed of bar migration decreased with the change of the flow discharge. In terms of the morphological response to the peak flood discharge, the time lag also indicated. In other words, in the SF, the change of channel bed indicates a phase lag with respect to the hydraulic condition. In the result of numerical simulation of CF, the speed of bar migration depending on the peak flood discharges decreased exponentially despite the repeated flood occurrences. In addition, as in the result of SF, the phase lag indicated, and the speed of bar migration decreased exponentially. The BRI increased with time changes, but the rate of increase in the BRI was modest despite the continuous peak flooding. Through this study, the morphological changes based on the hydrological characteristics of the river were analyzed numerically, and the methodology suggested that a quantitative prediction for the river bed change according to the flow characteristic can be applied to the field.

Generally, the estimation of design flood uses basin rainfall data, water level data, and runoff data, and so forms rainfall-runoff model. Because owing to the lack of hydrological data, the decision of representative unit hydrograph about the basin is difficult, the estimation of design flood uses topography feature data, and so presumes variables, and then applies the presumed variables to the model. In estimating design flood by using the model, it is considerably difficult to analyze how the model input variables estimated by topography factors, or the design flood data estimated previously are related to basin feature factors as the basic data, and presume design flood in the unmeasured basins or the basins where river arrangement basic plan is not established. The purpose of this study is to analyze how the design flood estimated previously by river arrangement basic plan is correlated with topography factors in presuming design flood, and so examine the presumption measures of design flood by using topography feature data and probability rainfall data.
Using geomorphoclimatic unit hydrograph(GCUH), we estimated the fitness to calculate the mountainous area discharge and flash flood trigger rainfall(FFTR). First, we compared the GCUH peak discharge with the existing report using the design storm at the Dukcheon basin. Second, we compared the HEC-HMS(Hydrologic Engineering Center-Hydrologic Modeling System) model and GCUH with the observed discharge using the real rainfall events at the Taesu stage gage. Third, GCUH and NRCS(Natural Resources Conservation Service) were used for calculating FFTR and proper calculation method was shown. At the Dukcheon basin, the comparison result of using design storm was shown in Table 11, and it was not in excess of 1.1, except for the 30 year return period. In case of real rainfall events, the result was shown in Table 12, and GCUH discharges were all larger than the HEC-HMS model discharges, and they were very similar to the observed data at the Taesu stage gage. In this study, we found that GCUH was a very proper method in the calculation of mountainous discharge. At the Dukcheon basin, FFTR was 12.96 mm in the first 10 minutes when the threshold discharge was 95.59 $m^3$/sec.

A Synthetic Unit Hydrograph Method was investigated for representation of the effective rainfall-direct runoff hydrograph by using a Geomorphologic Instantaneous Unit Hydrograpb(GIUH) proposed by Gupta et al(1980). The response function of the basin was assumed to be the two-parameter gamma probability density function. The physical parameters of the response function(Nash Model) was determined by using the regression eqs. were parameterized in terms of Horton order ratios and the relations between the basin lag time and time-scale parameter. The capability of the Synthetic Unit Hydrograph to the real basin was tested for the Pyungchang river basin and Wi Stream basin, and its capability to reproduce the hydrologic response was investigate and compared with the Moment Method and the Least Square Method used incomplete gamma function. The representation of the peak flow, the time to peak and the hydrographs the derived Synthetic Unit Hydrograph were tested on some obseved flood data and showed promising, and it was approved to be used for prediction of the ungaged basins.
This study aims at suggesting an alternative to improve flood controling capacity according to the cument design criteria for the existing Soyanggang Multi-purpose Dam which was constructed 20 years ago as the largest dam in Korea. The peak inflow of the adopted probable maximum flood (PMF) at the time of construction was 13,500 $m^3$/s. However, the newly estimated peak inflow of the PMF is 18,000 $m^3$/s which is 1.34 times bigger than the original one. This is considered to be due to the accumulation of the reliable flood and storm event records after construction, and due to the increasing tendency of the local flood peaks according to the influence of world-wide weather change. The new estimation of the probable maximum precipitation (PMP) was based on the hydro-meteorological method suggested by the guideline of the World Meteorological Organization (WMO). The unit hydrograph which was applied for the estimation of PMF was derived through linear programming algorithm by minimizing the sum of absolute deviations of the calculated and recorded flood hydrographs. In order to adopt the newly estimated PMF as a design flood, following four alternatives were compared : (1) allocation of more flood control space by lowering the normal high water level, (2) construction of a new spillway in addition to the existing spillway, (3) construction of a new dam which has relevant flood control storage at the upstream of the Soyanggang dam, (4) raising the existing dam crest. The preliminary evaluation of these alternatives resulted in that the second alternative is most economic and feasible. So as to stably cope with the newly estimated PMF by meeting all the current functions of the multipurpose dam, a detailed study of an additional spillway tunnel has to be followed.
In this study, past method and recent method for flood discharge with domestic multi-purpose dams in Korea were compared and analyzed with respect to the scale of watershed. Rainfall depth, temporal pattern, rainfall excess, rainfall-runoff model, parameter estimation and base flow were selected as the principal factors affecting flood discharge and effects on flood discharge were analyzed quantitatively by using sensitivity analysis. The results showed that the flood discharges calculated by past and recent method increased and decreased with a wide range of discharge with respect to the scale of watershed. The reason for decrease of flood discharge is the exchange of temporal pattern of rainfall and the principal reasons for increase of flood discharge are the increase of rainfall depth by unusual weather phenomena and the difference of estimation method for parameters of unit hydrograph.
