  • The objective of this study is to test the flood forecasting capability of TOPMODEL on a single watershed in Korea. The selected study area is the Soyang River basin with outlet at Soyang Dam site. The three daily hydrographs and the three hourly flood events during 1990~1996 are selected for model calibrations and performance tests. The model parameters are estimated on 1990 daily event by manual fitting technique and the effects of topographic index distribution to river flow simulations are investigated on the study area. The model performance on correlation coefficient between the observed and the simulated flows for the verification periods are above 0.77 on the 95-, 96-daily events, while above 0.87 for 90-, 95-, 96-hourly events. By the consideration of flood flow characteristics in Korea, the physical interpretation of the model concept, and the model performance, it can be concluded that the TOPMODEL is feasible as a flood forecasting model in Korea. • For the design of infrastructures controlling the flood events at ungauged basins, this study tries to find the regional flood frequencies using peak flow data generated by the spatial extension of flood records. The Chungju Dam watershed is selected to validate the possibility of regional flood frequency analysis using the spatially extended flood data. Firstly, based on the index flood method, the flood event data from the spatial extension method is evaluated for 22 mid/smaller sub-basins at the Chungju Dam watershed. The homogeneity of the Chungju dam watershed was assessed in terms of the different size of watershed conditions such as accumulated and individual sub-basins. Based on the result of homogeneity analysis, this watershed is heterogeneous with respect to individual sub-basins because of the heterogeneity of rainfall distribution. To decide the regional probability distribution, goodness-of fit measure and weighted moving averages method from flood frequency analysis were adopted. Finally, GEV distribution was selected as a representative distribution and regional quantile were estimated. This research is one step further method to estimate regional flood frequency for ungauged basins.

  • Along with the urbanization, the risk of urban flooding due to climate change is increasing. Flood regulation, one of the ecosystem services, is implemented in the different level of function of flood risk mitigation by the type of ecosystem such as forests, arable land, wetlands etc. Land use changes due to development pressures have become an important factor in increasing the vulnerability by flash flood. This study has conducted evaluating the urban flood regulation service using InVEST UFRM(Urban Flood Risk Model). As a result of the simulation, the potential water retention by ecosystem type in the event of a flash flood according to RCP 4.5(10 year frequency) scenario was 1,569,611 tons in urbanized/dried areas, 907,706 tons in agricultural areas, 1,496,105 tons in forested areas, 831,705 tons in grasslands, 1,021,742 tons in wetlands, and 206,709 tons in bare areas, the water bodies was estimated to be 38,087 tons. In the case of more severe 100-year rainfall, 1,808,376 tons in urbanized/dried areas, 1,172,505 tons in agricultural areas, 2,076,019 tons in forests, 1,021,742 tons in grasslands, 47,603 tons in wetlands, 238,363 tons in bare lands, and 52,985 tons in water bodies. The potential economic damage from flood runoff(100 years frequency) is 122,512,524 thousand won in residential areas, 512,382,410 thousand won in commercial areas, 50,414,646 thousand won in industrial areas, 2,927,508 thousand won in Infrastructure(road), 8,907 thousand won in agriculture, Total of assuming a runoff of 50 mm(100 year frequency) was estimated at 688,245,997 thousand won. In a conclusion. these results provided an overview of ecosystem functions and services in terms of flood control, and indirectly demonstrated the possibility of using the model as a tool for policy decision-making. Nevertheless, in future research, related issues such as application of models according to various spatial scales, verification of difference in result values due to differences in spatial resolution, improvement of CN(Curved Number) suitable for the research site conditions based on actual data, and development of flood damage factors suitable for domestic condition for the calculation of economic loss.

  • In this study, the hydraulic channel routing model was constructed to analysis the effect of flood control with the operation of Chungju Dam for 2006 flood. Study area was divided with up- and downstream of Chungju Dam in the upper Han River of Paldang Dam. The model was calibrated and verified for the flood event of 1995-2008. The effects of flood control of Chungju Dam were compared with the simulation results without the dam, and the rising effects of stage in the main observation stations were analyzed by the variation of released dam discharge. Consequently, the operation of Chungju Dam for 2006 flood was performed properly, but the effects of flood control of Chungju Dam were so focused in downstream of the dam that institutional complement was demanded to reduce the flood damage in the upper region of the dam. The limit of decision rule of downstream stage in the backwater region of dam was analyzed to solve the problem, and the decision rule of downstream stage was proposed to consider the discontinuity between the backwater region of dam and the design flood of upper stream. The proposed rule will be used to design the reduction of flood damage in upper stream of dam and to apply the analysis of region for flood damage.

  • Runoff data availability is a substantial factor for precise flood control such as flood frequency or flood forecasting. However, runoff depths and/or peak discharges for small watersheds are rarely measured which are necessary components for hydrological analysis. To compensate for this discrepancy, a lumped concept such as a Storage Function Method (SFM) was applied for the partitioned Choongju Dam Watershed in Korea. This area was divided into 22 small watersheds for measuring the capability of spatial extension of runoff data. The chosen total number of flood events for searching parameters of SFM was 21 from 1991 to 2009. The parameters for 22 small watersheds consist of physical property based (storage coefficient: k, storage exponent: p, lag time: $T_l$) and flood event based parameters (primary runoff ratio: $f_1$, saturated rainfall: $R_{sa}$). Saturated rainfall and base flow from event based parameters were explored with respect to inflow at Choongju Dam while other parameters for each small watershed were fixed. When inflow of Choongju Dam was optimized, Youngchoon and Panwoon stations obtained average of Nash-Sutcliffe Efficiency (NSE) were 0.67 and 0.52, respectively, which are in the satisfaction condition (NSE > 0.5) for model evaluation. This result is showing the possibility of spatial data extension using a lumped concept model.

  • Rainfall intensity under storms affects peak discharge or its time of occurrence in watershed runoff. Thus, it is reasonable to reflect the effect on the parameters of rainfall-runoff models or the governing equations of the models. This paper relates the change of the runoff coefficient of the first tank in tank model to rainfall intensity under storms. The standard four tanks have made the basic structure of the flood event model. and its modifications are as follows: it has two equal runoff coefficients in the first tank: the runoffs from first and second tanks produce delayed response through a simple delaying parameter. Applying the event simulation model to flood data from Naerinchon. runoff coefficients were estimated and their relation to rainfall intensity was analyzed. The results showed the Weak relation of the two factors. The trend of the two was fitted with the equation a1=kI$. where a1is the runoff coefficient of the first tank: I is rainfall intensity; k and m are fitting coefficients. In the verification. the model used moving averages for the calculation of I(t). If the value I(t) gave more greater value of a1(t) than that of previous time(t-1). the flood simulation was performed again from the beginning with the updated greater value of a1. The reflection of rainfall intensity on the runoff coefficient showed far better results than that of a fixed parameter.

  • A severe flooding occured at a small urban catchment in Daejeon-si South Korea on July 30, 2020 causing significant loss of property (inundated 78 vehicles and two apartments) and life (one casualty and 56 victims). In this study, a retrospective analysis of the inundation event was implemented using a physically-based urban flood model, H12 with high-resolution data. H12 is an integrated 1-dimensional sewer network and 2-dimensional surface flow model supported by hybrid parallel techniques to efficiently deal with high-resolution data. In addition, we evaluated the impact of the flooding barriers which were installed after the flood disaster. As a result, it was found that the inundation was affected by a combination of multiple components including the shape of the basin, the low terrain of the inundation area located in the downstream part of the basin, and lack of pipe capacity to drain discharge from the upstream during heavy rain. The impact of the flooding barriers was analyzed by modeling with and without barriers on the high-resolution terrain input data. It was evaluated that the flood barriers effectively lower the water depth in the apartment complex. This study demonstrates capability of high-resolution physically-based urban modeling to quantitatively assess the past inundation event and the impact of the reduction measures.

  • The purpose of this study is to present a method for quantitative analysis of flooding at the flood plain in an ungauged area using satellite rainfall and global geographic data. For this, flooding of the Tumen/Namyang area in the Duman-gang(Riv.) was simulated and the flood conditions were quantitatively analyzed. The IMERG data, a rainfall data derived from satellite images, was used as rainfall data. The GRM model was applied to the watershed runoff simulation, and the G2D model was applied to the flooding simulation of the Tumen/Namyang area. Flood event caused by Typhoon Lionrock in August 2016 was applied. Recorded peak discharge of the Tumen/Namyang region was used to verify the runoff simulation results. To verify the result of the inundation simulation, the flood situation collected through field survey and satellite image data before and after the flood were used. The peak flow rates by the runoff simulation and flood record were 7,639㎥/s and 7,630㎥/s, respectively, with a relative error of about 0.1%. In the flood simulation, the results were similar to the flooding ranges identified in the survey data and satellite images. And the changes of flooding depth and flooding time in the flood plain in Tumen/Namyang area could also be assessed. The methods and results of this study will be useful for the quantitative assessment of floods in the ungauged areas.

  • This study evaluated the accuracy of rainfall and flood forecasts in Sancheong basin with three rainfall events such as typhoon and stationary front by using LDAPS provided by Korea Meteorological Agency and MSM provided by Japan Meteorological Agency. In the rainfall forecast result, both LDAPS and MSM showed high forecast accuracy for wide-area prediction such as typhoon event, but local-area prediction such as stationary front has a limit to quantitative precipitation forecast (QPF). In the flood forecast result, the forecast accuracy was improved with the increase of the lead time, and it showed the possibility of LDAPS and MSM in the field of rainfall and flood forecast by linking meteorology and water resources.

  • Rainfall is an important input to hydrological models. The accuracy of hydrological studies for water resources and floods management depend primarily on the estimation of rainfall. Thailand is among the countries that have regularly affected by floods. Flood forecasting and warning are necessary to prevent or mitigate loss and damage. Merging near real time satellite-based precipitation estimation with relatively high spatial and temporal resolutions to ground gauged precipitation data could contribute to reducing uncertainty and increasing efficiency for flood forecasting application. This study tested the applicability of satellite-based rainfall for water resources management and flood forecasting. The objectives of the study are to assess uncertainty associated with satellite-based rainfall estimation, to perform bias correction for satellite-based rainfall products, and to evaluate the performance of the bias-corrected rainfall data for the prediction of flood events. This study was conducted using a case study of Thai catchments including the Chao Phraya, northeastern (Chi and Mun catchments), and the eastern catchments for the period of 2006-2015. Data used in the study included daily rainfall from ground gauges, telegauges, and near real time satellite-based rainfall products from TRMM, GSMaP and PERSIANN CCS. Uncertainty in satellite-based precipitation estimation was assessed using a set of indicators describing the capability to detect rainfall event and efficiency to capture rainfall pattern and amount. The results suggested that TRMM, GSMaP and PERSIANN CCS are potentially able to improve flood forecast especially after the process of bias correction. Recommendations for further study include extending the scope of the study from regional to national level, testing the model at finer spatial and temporal resolutions and assessing other bias correction methods.
