This study presents the analysis of flood and bed deformation caused by reservoir failure. The CCHE1D is used to simulate 1D non-uniform, non-equilibrium sediment transport and bed deformation. The CCHE1D deals with the adaptation length for non-equilibrium sediment, classified sediment particle for non-uniform sediment and mixing layer for the exchange with the sediment moving with the flow. The model is applied to Ha!Ha! river basin where was experienced reservoir failure in 1996 to analyze non-uniform and non-equilibrium sediment transport. The calculations are compared with morphological bed changes of pre- and post-flood. In addition, model sensitivity to main parameters involving adaptation length ($L_{s,b}$), non-equilibrium coefficient (${\alpha}_s$), mixing layer thickness (${\delta}_m$) and porosity (p') is analyzed. The results indicates that thalweg change is the most sensitive to non-equilibrium coefficient (${\alpha}_s$) among those parameters in the study area.
Progressing from weather forecasts and warnings to multi-hazard impact-based forecast and warning services represents a paradigm shift in service delivery. Urban flooding is a typical meteorological disaster. This study proposes support plan for urban flooding impact-based forecast by providing inundation risk matrix. To achieve this goal, we first configured storm sewer management model (SWMM) to analyze 1D pipe networks and then grid based inundation analysis model (GIAM) to analyze 2D inundation depth over the Gangnam drainage area with $7.4km^2$. The accuracy of the simulated inundation results for heavy rainfall in 2010 and 2011 are 0.61 and 0.57 in POD index, respectively. 20 inundation scenarios responding on rainfall scenarios with 10~200 mm interval are produced for 60 and 120 minutes of rainfall duration. When the inundation damage thresholds are defined as pre-occurrence stage, occurrence stage to $0.01km^2$, 0.01 to $0.1km^2$, and $0.1km^2$ or more in area with a depth of 0.5 m or more, rainfall thresholds responding on each inundation damage threshold results in: 0 to 20 mm, 20 to 50 mm, 50 to 80 mm, and 80 mm or more in the rainfall duration 60 minutes and 0 to 30 mm, 30 to 70 mm, 70 to 110 mm, and 110 mm or more in the rainfall duration 120 minutes. Rainfall thresholds as a trigger of urban inundation damage can be used to form an inundation risk matrix. It is expected to be used for urban flood impact forecasting.

Rapid development in the upper reaches of the Mekong River, in the form of construction of large hydropower dams and reservoirs, large irrigation schemes, and rapid urban development, is putting water resources under stress. Many scientific reports have pointed out that cascade dams along the Mekong River lead to serious problems: not only hydrologically but also a decline of agricultural productivity due to a decrease of sediment supply in the Mekong Delta and a change of fish amount due to drastic change of the water environment. Cambodia and Vietnam, located in the lowest Mekong basin, are gravely affected by radical changes of hydrologic regime due to Mekong River developments. In particular, the Tonle Sap Lake in Cambodia is very sensitive to the flood cycle and flow variation of the Mekong River as well as inflow water quality from the Mekong River. More than 50% of Cambodian GDP depends on the primary industries such as agriculture, fishing, and forestry, and the Tonle Sap Lake plays an important role to support the national economy in Cambodia. In addition, Cambodian people usually take nourishment from the fish of Tonle Sap Lake. This research aims to assess the impacts of the Mekong river flow alternation on the hydrologic regime of the Mekong River - Tonle Sap Lake. We carried out rainfall-runoff-inundation simulation using CAESER-LISFLOOD for integrated water resource management in the Tonle Sap Basin and then analyze flood inundation variation of the Tonle Sap Lake due to the scenarios. Furthermore, the simulated inundation maps were compared to MODIS satellite images for model verification and hydrologic prediction.
Securing the lead time for evacuation is crucial to minimize flood damage. In this study, downstream water levels for heavy rainfall were predicted using measured water level observation data. Multiple regression analysis and artificial neural networks were applied to the Seom River experimental watershed to predict the water level. Water level observation data for the Seom River experimental watershed from 2002 to 2010 were used to perform the multiple regression analysis and to train the artificial neural networks. The water level was predicted using the trained model. The simulation results for the coefficients of determination of the artificial neural network level prediction ranged from 0.991 to 0.999, while those of the multiple regression analysis ranged from 0.945 to 0.990. The water level prediction model developed using an artificial neural network was better than the multiple-regression analysis model. This technique for forecasting downstream water levels is expected to contribute toward flooding warning systems that secure the lead time for streams.

When disasters such as earthquake, flood, typhoon, fire and terrorism are occurred a video management system is required which can shoot video on the disaster site, and send it to a server located in the command center that can grasp at a glance the site conditions. In this paper, to know the performance elements information needed to construct the video management system. we presented a method of configuring an ad hoc network based on Wi-Fi direct communication. And we also evaluated the performance through built of environment for the video management system. The evaluated performance test items are 'packet flow tests according to the video compression ratios and the image sizes', 'packet flow tests according to the distance and traffic tests', 'packet flow tests according to whether LOS or not', and 'performance test of scenarios'.

This study was conducted to investigate a stability trend within 6 above average and 4 blow average erosion control dams, which were selected by The Korean Association of Soil and Water Conservation and were built in 1990s in Gyeonggi and Gangwon Province. The study was aimed to measure rebound hardness of upstream face, flood way and downstream face from those dams selected by using 'Concrete Test Hammer'. The main purposes of the study are selection of compression strength prediction equation and scope of wavelength, which successfully demonstrate non-destructive test results for erosion control dams. There is an opportunity to increase disaster prevention ability when stability vulnerability of concrete erosion control dam is detected in a timely manner. Results of the compression strength investigation express that there is a consistency with visual inspection of stability that has been processed by The Korean Association of Soil and Water Conservation. We concluded that a prediction equation, which was developed by Architectural Institute of Japan (AIJ), shows highest suitability in Korean erosion control dams when stability investigation is performed. The detailed criteria for the test result are 'stable', 'detail inspection required' and 'poor' for over 300 $kgf/cm^2$, 250~300 $kgf/cm^2$ and below 250 $kgf/cm^2$ respectively. Standards for stability of Korean erosion control dam and a compression strength prediction equation (that corresponds to the standards of the stability) should be established on the basis of chronological data of erosion control dam compression strength. Systematical approach for stability inspection that carries out remodeling or repair when problem on erosion control structures are detected through visual inspection and simple stability test, is necessary for the future disaster prevention.
In this study, meteorological drought indices were examined to simulate hydrological drought. SPI (Standardized Precipitation Index) and SPEI (Standardized Precipitation Evapotranspiration Index) was applied to represent meteorological drought. Further, in order to evaluate the hydrological drought, monthly total inflow and SDI (Streamflow Drought Index) was computed. Finally, the correlation between meteorological and hydrological drought indices were analyzed. As a results, in monthly correlation comparison, the correlation between meteorological drought index and monthly total inflow was highest with 0.67 in duration of 270-day. In addition, a meteorological drought index were correlated 0.72 to 0.87 with SDI. In compared to the annual extremes, the relationship between meteorological drought index and minimum monthly inflow was hardly confirmed. But SDI and SPEI showed a slightly higher correlation. There are limitation that analyze extreme hydrological drought using meteorological drought index. For the evaluation of the hydrological drought, drought index which included inflow directly is required.

In recent years, the occurrence of abnormal weather has increased rapidly, increasing the frequency of torrential rain. As a result, stable water resource management is difficult, and human and material damage is increasing. Various measures are being established to reduce damage caused by torrential rains, but small-scale mountain catchments are relatively difficult to manage due to lack of basic plan. In this study, the risk of flooding was evaluated using the rainfall-flow model in the Yeonhwa-dong catchment national park among national parks in Korea. The Yeonhwa-dong catchment of Mt. Sobaeksan was simulated to cause flooding when rainfall of more than 50 years occurred, and it was confirmed that there was a high risk of water resource structures, safety facilities, and trails.
The importance of the dual drainage system model has increased as the urban flood damage has increased due to the increase of local storm due to climate change. The dual drainage model is a model for more accurately expressing the phenomena of surface flow and conduit flow. Surface runoff and pipe runoff are analyzed through the respective equations and parameters. And the results are expressed visually in various ways. Therefore, inundation analysis results of dual drainage model are used as important data for urban flood prevention plan. In this study, the applicability of the COBRA model, which can be interpreted by combining the dual drainage system with the natural watershed and the urban watershed, was investigated. And the results were compared with other dual drainage models (XP-SWMM, UFAM) to determine suitability of the results. For the same watershed, the XP-SWMM simulates the flooding characteristics of 3 types of dual drainage system model and the internal flooding characteristics due to the lack of capacity of the conduit. UFAM showed the lowest inundation analysis results compared with the other models according to characteristics of consideration of street inlet. COBRA showed the general result that the flooded area and the maximum flooding depth are proportional to the increase in rainfall. It is considered that the COBRA model is good in terms of the stability of the model considering the characteristics of the model to simulate the effective rainfall according to the soil conditions and the realistic appearance of the flooding due to the surface reservoir.
Rainfall is one of crucial factors that impact on our environment. Rainfall data is important in water resources management, flood forecasting, and designing hydraulic structures. However, it is not available in some rural watersheds without rain gauges. Thus, effective ways of interpolating the available records are needed. Despite many widely used spatial interpolation methods, few studies have investigated rainfall center characteristics. Based on the theory that the spatial distribution of convective rainfall event has a definite center with maximum rainfall, we present a mathematical interpolation method to estimate convective rainfall distribution and indicate the rainfall center location and the center rainfall volume. We apply the method to estimate three convective rainfall events in Santa Catalina Island where reliable hydrological data is available. A cross-validation technique is used to evaluate the method. The result shows that the method will suffer from high relative error in two situations: 1) when estimating the minimum rainfall and 2) when estimating an external site. For all other situations, the method's performance is reasonable and acceptable. Since the method is based on a continuous function, it can provide distributed rainfall data for distributed hydrological model sand indicate statistical characteristics of given areas via mathematical calculation.
