This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

In the era of the fourth industrial revolution, Maritime Autonomous Surface Ship(MASS) are expected to emerge in the shipping industry. There has been much active research on collision avoidance systems regarding MASSs, but most of it has focused on merchant ships. A study of collision avoidance systems in fishing vessels is also essential, because Maritime Autonomous Surface Ships will encounter all type of vessels. In this study, the minimum passage distance between small-medium-sized fishing vessels and other vessels was investigated for the Ship's domain analysis. Based on the AIS data of Busan port and the adjacent area, the separation distances of fishing vessels were analyzed. The results indicated that as the speed of fishing vessels increased, the distance increased from 4L to 8L, and as length of the fishing vessels increased, the distance decreased from 10L to 6L. It is believed that the results of this study can be applied in the future to collision avoidance models for MASSs that reflect the domain of fishing vessels.

The IMO has made constant efforts for global safety control of fishing vessels operation. As the result varieties of documents, for example, the international conventions, the resolutions, the recommendations and codes were adopted by the Organization. And the Organization contributed to preparing the international standards of marine safety by persuading the member countries to ratify and enforce the documents. The author inspected the content of IMO's activities and recent movement to ensure the safety of fishing vessels and their crew, and obtained the following results in connection with domestic regime. The first is the future prospect and countermeasure against revision and effectuation of "The Torremolinos International Convention for the Safety of Fishing Vessels, 1977". The Authority of Korean Government should make preparations to receive into national legislation as a performance of liability of a party country to the Convention. Secondly, the current domestic legal system has not any serious issues on the education and training for the fishing vessels crew. It is merely necessary to establish and operate the training course for the low grade marine officers.
The excessive cost of building ships causes the instability of payability, which manage poorly fishing vessels longer than 24m. As a result, an officer evades embarkation and a vicious circle is repeated. In this study, the optimal engine horsepower system for fishing vessels longer than 24m was invented to develop the most efficient engine horsepower, and also a database program for the most efficient engine horsepower has been developed based on the type of and their size.

The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

Marine fisheries resources face major anthropogenic threat from unregulated fishing activities; thus require precise detection for protection through marine surveillance. Korea developed an efficient land-based small fishing vessel monitoring system using real-time V-Pass data. However, those data directly do not provide information on fishing activities, thus further efforts are necessary to differentiate their activity status. In Korea, especially in Busan, longlining is practiced by many small fishing vessels to catch several types of fishes that need to be identified for proper monitoring. Therefore, in this study we have improved the existing fishing status classification method by applying Hidden Markov Model (HMM) on V-Pass data in order to further classify their fishing status into three groups, viz. non-fishing, longlining and other types of fishing. Data from 206 fishing vessels at Busan on 05 February, 2021 were used for this purpose. Two tiered HMM was applied that first differentiates non-fishing status from the fishing status, and finally classifies that fishing status into longlining and other types of fishing. Data from 193 and 13 ships were used as training and test datasets, respectively. Using this model 90.45% accuracy in classifying into fishing and non-fishing status and 88.23% overall accuracy in classifying all into three types of fishing statuses were achieved. Thus, this method is recommended for monitoring the activities of small fishing vessels equipped with V-Pass, especially for detecting longlining.

This paper describes to analyze regression relation between the ratio mean draft to freeboard and KM/dm, KB/dm and GM/B, respectively with the 43 Korean fishing vessels (7 Danish seiners; 1l Stowers; 14 Poler and liners; 6 Trawlers; 5 Purse seiners) and the 1 Cargo boat in order to obtain the stability factors of the Korean fishing vessels conveniently. The obtained results are as follows; 1. The stability factors by fishing vessels have a tendency to the larger f/dm, the larger KM/dm and KG/dm, and KB/dm and GM/B are constant. 2. It is found out that M and G differ from the kinds of the fishing vessels because KM/dm is the largest in poler and liners and KG/dm in Danish seiner, respectively. 3. It is confirmed that the stability factors of the fishing vessels which the inclining experiment carry out the wholly in the light and the full loaded condition are the same as the inclining experiment uniformly.
The motion of small fishing vessels is significantly affected by small waves, leading to accidents, such as capsizing or sinking. This paper presents the results of two types of basin tests. The first test analyzed the characteristics of roll and pitch motions among regular waves with the same wave steepness using the drifting state of three (3G/T, 7G/T, 10G/T) small fishing vessels. The second test analyzed the motion characteristics of the 7G/T fishing vessel under different wave steepness. The first test showed that heave and roll motions are significant in the beam sea, while pitch motion is significant in the bow and stern seas. The second test shows that wave steepness has a linear relationship with roll and pitch motions in the bow and stern seas.

This study expresses the necessity of recognizing Pyeongtaek Port as a specific traffic safety area to ensure the safety of the vessels that navigate there using quantitative data. The number of foggy days, pilotage distance, the number of large vessels and the number of fishing vessels that traveled between Pyeongtaek Port and 6 ports chosen as comparative study objects were compared and analyzed. The results showed that Pyeongtaek Port was more frequently affected by restricted visibility. With these perverse conditions, Pyeongtaek Port has a longer pilotage distance than Busan, Busan Newport, Ulsan or Pohang Ports by as much as 3.5-6 times. Especially from May to July, when fisheries were most functional, large vessels were required to navigate in an opposite direction to avoid 35 fishing vessels that were observed, creating an increased possibility for collisions among vessels. Therefore, the navigational safety of Pyeongtaek Port should be further secured by defining the approaching waters as specific traffic safety areas, giving large vessels legal priority over fishing vessels.
