FRP 어선 보수에 적용되는 겔코트의 해수 침투 방지 효과 (The Prevention Effect of Seawater Penetration of Gel Coat Applied in Repair of FRP Fishing Vessel)

  • Ships may collide with reefs or other objects during operation, when arriving or departing ports. The hull plate may be damaged due to the contact with other ships. The total number of domestic powered fishing vessels has decreased, but that of FRP fishing vessels has increased by 0.7% and the ratio of FRP fishing vessels to the total fishing vessels increased to 96%. Recently, fishing vessels has been used as fishing boats for income of non-fishermen as well as fishermen. Therefore, safety management for repair and maintenance is necessary. The penetration of moisture and moisture in the composite material such as FRP may deteriorate the mechanical properties and the salt (NaCl) component of the damaged portion may cause a relatively high deterioration in material strength. The gel coat painting is the final stage of repairs ans maintenance of FRP fishing vessels. The thickness criteria in the domestic and foreign gel coat is 0.3~0.762 mm. The joint specimens, which was immersed in seawater for 120 days, were compared with those without seawater immersion. As a result, the tensile strength was 83 ~ 121.8% and the flexural strength was 83 ~ 113% compared with the specimens without seawater immersion. According to the previous study the tensile strength decreased by more than 29% and the flexural strength decreased by more than 50% when the composite material was immersed in seawater for 1,083 hours without coating. As a result, it was found that the gel coat with 0.5 mm thickness is very effective in preventing the strength decrease of the composite material.

IUU 어업 방지를 위한 국제적 규범과 우리나라 관련 법제의 개선방안 (International Laws for the Prevention of IUU Fishing and Improvement Plans for Related Law Systems in Korea)

  • Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

빅데이터를 활용한 어촌체험휴양마을 방문객의 경험분석 - 화성시 백미리와 양양군 수산리 어촌체험휴양마을을 대상으로 - (An Analysis of the Experience of Visitors of Fishing Experience Recreation Village Using Big Data - A Focus on Baekmi Village in Hwaseong-si and Susan Village in Yangyang-gun -)

  • This study used big data to analyze visitors' experiences in Fishing Experience Recreation Village. Through the portal site posting data for the past six years, the experience of visiting Fishing Experience Villages in Baekmi and Susan was analyzed. The analysis method used Text mining and Social Network Analysis which are Big data analysis techniques. Data was collected using Textom, and experience keywords were extracted by analyzing the frequency and importance of experience texts. Afterwards, the characteristics of the experience of visiting the Fishing Experience Village were identified through the analysis of the interaction between the experience keywords using 'U cinet 6.0' and 'NetDraw'. First, through TF and TF-IDF values, keywords such as "Gungpyeong Port", "Susan Port", and "Yacht Marina" that refer to the name of the port and the port facilities appeared at the top. This is interpreted as the name of the port has the greatest impact on the recognition of the Fishing Experience Villages, and visitors showed a lot of interest in the port facilities. Second, focusing on the unique elements of port facilities and fishing villages such as "mud flat experience", "fishing village experience", "Gungpyeong port", "Susan port", "yacht marina", and "beach" through the values of degree, closeness, and betweenness centrality interpreted as having an interaction with various experiences. Third, through the CONCOR analysis, it was confirmed that the visitor's experience was focused on the dynamic behavior, the experience program had the greatest influence on the experience of the visitor, and that the experience of the static and the dynamic behavior was relatively balanced. In conclusion, the experience of visitors in the Fishing Experience Villages is most affected by the environment of the fishing village such as the tidal flats and the coast and the fishing village experience program conducted at the fishing port facilities. In particular, it was found that fishing port facilities such as ports and marinas had a high influence on the awareness of the Fishing Experience Villages. Therefore, it is important to actively utilize the scenery and environment unique to fishing villages in order to revitalize the Fishing Experience Villages experience and improve the quality of the visitor experience. This study is significant in that it studied visitors' experiences in fishing village recreation villages using big data and derived the connection between fishing village and fishing village infrastructure in fishing village experience tourism.

계층의사분석 기법을 적용한 어촌뉴딜 300사업의 선정 결정요인 연구 (A Study on Decisions of Selection Factors in the Fishing Village New-deal 300 Project Using the Analytic Hierarchy Process)

  • 어촌뉴딜 300사업은 300개의 어촌과 어항을 대상으로 하는 복합개발사업으로 낙후된 시설 개선 및 지역특화 자원활용 등 전문프로그램을 제공하는 사업이다. 본 연구에서는 어촌뉴딜 300사업의 선정평가 항목 별 가중치 결정을 위해 다기준 평가방법인 AHP로 전문가 설문조사를 통한 분석을 수행하였다. 평가결과, 상위계층 평가항목은 개발여건 및 기본구상, 사업효과, 사업계획, 사업 시행 및 관리순으로 중요도가 높게 나타났다. 사업효과 항목은 가이드라인에서 6점으로 낮은 배점이었지만, AHP 결과 15.57점의 배점이 도출되었다. 본 연구에서 도출된 항목별 가중치는 향후 어촌어항 개발사업 평가항목 배점 선정에 참조할 수 있을 것이다.

방제선 배치 항만의 개선 방안 (A Study on the Improvement for Port Placement of Response Vessel)

  • 현행 방제선 배치 항만의 합리적인 방안을 모색하고자 국내 주요 항만을 대상으로 이용실태와 위험요인의 분포현황을 조사하여 각 항만별 위험도를 평가하고 위험도 산정 값을 기준으로 전체 항만을 4단계의 위험군으로 분류하여 방제선 배치 항만의 현실화를 추구하였다. 그 결과 항만의 위험도는 대규모 석유화학 산업시설이 위치하고 있는 여수 광양항(1.85), 울산항(1.33), 대산항(1.25)이 특히 높게 나타나고, 선박 통항량이 많은 부산항(0.95), 인천항(0.83)과 최근 항만시설의 확충으로 대형선 통항량이 증가한 목포항(0.71)과 제주항(0.49), 주변에 어업권 허가건수가 많은 마산항(0.44) 순서로 나타났다. 또한, 위험도 값이 가장 높게 나타난 여수 광양항을 기준으로 각 항만의 상대적 비율을 등급화하여 위험군을 4단계로 구분했을 때 최고위험군은 여수 광양항, 울산항, 대산항, 부산항이고, 고위험군은 인천항, 목포항, 제주항, 마산항이며, 중위험군은 평택 당진항, 포항항, 군산항, 동해 묵호항, 저위험군은 삼천포항, 옥계항, 장승포항으로 분류되었다. 이 중 현행 법률상 방제선 배치항만은 모두 중위험군 이상의 항만이며 중위험군으로 새롭게 평가되는 목포항, 제주항, 동해 묵호항은 제외되어 있다. 따라서 이들 3개 항만을 방제선 배치항만으로 새롭게 지정하여 기름오염사고에 대비할 필요가 있다.

원양어업 전용부두 개설 앞두고;-원양업 거듭나기 구상 - (The Revitalization of Deep-sea Fishery Through the Construction of Fish-Pier)

  • Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.

  • This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.

한국과 일본의 어촌·어항법 분석과 피셔리나 개발방향 (South Korea and Japan's fishing Villages law and Sea Port law Analysis and the Development Direction of Fisherina)

  • 본 연구는 우리나라와 일본의 어항내 마리나 및 피셔리나 개발과 연관된 관련법의 적용, 허가 및 운영 관련 조례 제정, 마리나 개발 및 규제와 관련된 법규 등 그 현황을 비교 분석하고, 향후 국내의 실정에 적합한 피셔리나 모형을 개발하는데 그 목적이 있는 연구의 결과는 다음과 같다. 첫째, 개발비용을 절감할 수 있는 시설을 개발하여야 한다. 둘째, 기존 어항의 유휴시설을 리모델링한 형태로 개발하여야 한다. 셋째, 어업활동의 개선과 해양레저스포츠 활성화로 어촌의 새로운 소득원 창출을 할 수 있는 형태로 피셔리나를 개발하여야 한다.

일본 소형 오징어 채낚기 어선의 톤수 및 집어등 광원 출력과 어획량과의 관계 (Relationship Between the Boat Sizes, tight Source Output for Fishing Lamps and the Catch of Squid, Todarodes pacificus STEENSTRUP, in Coastal Squid Jigging Fishery of Japan)

  • 일본 홋카이도 하코다테, 니이가타현 사도 ,이시카와현 노토마치 및 나가사키현쯔시마 지역에서 소형 오징어 채낚기 어선의 톤수와 집어등 광원 출력 및 각 어선의 일별 연간 어획량 자료를 수집하여, 어선의 톤수와 집어등 광원 출력이 단위 노력당 어획량에 미치는 영향에 대해서 검토하였다. 어선이 설비하고 있는 집어등 광원 출력은 어선의 톤수가 증가함에 따라 증가하는 경향을 보였다 어선의 집어등 광원 출력 계급별 어획량 및 어선의 톤수 계급별 어획량은 집어등 광원 출력과 어선의 톤수계급이 증가함에 따라 단위 노력당 어획량도 증가하였으며, 어선의 어획 효율은 11$\~$15톤급 어선이 100-200kw의 집어등 광원 출력 조건을 갖는 경우가 좋은 결과를 나타내었다. 이것은 소형 오징어 채낚기 어선의 경우, 집어등 광원 출력을 200kw, 어선의 톤수를 15톤까지 증가시키는 범위 내에서 어획 효율의 증가를 기대할 수 있다는 것을 의미한다. 이상의 소형 오징어 채낚기 어선의 톤수 $(GT) x_1$와 집어등 광원출력 (kW) x,이 단위 노력당 어획량 (box/machine/day) y에 미치고 있는 관계를 다중 회귀 정규 방정식을 이용하여 표현하면 다음과 같은 관계식으로 정리할 수 있다.

동해안 국가어항과 지정항만의 수질특성 및 정책적 고찰 (The Policy Review and Water Quality Characteristics of National Fishing Harbors and Designated Ports in East Coast of Korea)

  • 동해안 국가어항 및 지정항만의 효율적 수질관리 및 개발계획 수립에 따른 환경성 진단을 지원하기 위해 수질현황과 변동특성을 분석하고, 정책적 고찰을 실시하였다. COD는 대부분 설정된 수질환경기준을 만족하였지만, TN과 TP는 기준을 초과하는 구역이 많았다. 하계에 최대 농도를 보인 COD, SS와는 달리 총인은 상대적으로 동계에 농도가 높은 양상이었다. 거진항, 축산항과 구룡포항을 제외하고는 대부분 인이 제한인자로 작용하는 것으로 평가되었고, 강구항과 포항구항의 부영양화지수가 가장 높았다. 국가어항인 강구항과 지정항만인 포항항, 주문진항과 구룡포항은 오염지수(COD, TN과 TP를 고려한 함수)가 상대적으로 크고 최근 들어 점점 증가하는 경향을 보인 반면, 삼척항, 임원항과 축산항은 오염지수가 다소 감소하는 등 연구지역마다 복잡한 변동양상을 나타내어 복수의 수질항목(유기 및 무기물질 등)을 종합적으로 고려한 오염지수의 지속적 평가가 필요하였다. 수질기준적용에서 죽변항과 축산항은 뚜렷한 환경적 차이가 없음에도 불구하고 다른 구역에 비해 엄격하게 적용되어 있는 등 기준설정에 대한 개선이 필요하였다. 최근 설정된 수질등급기준과 평가지수는 개선된 측면은 있으나, 오염원 관리대상 항목과의 연계성이 미흡하고 환산계수 등이 모호한 측면이 있어서 좀 더 보완될 필요성이 제기되었다. 항내 퇴적물 오염실태에 관한 기초자료가 매우 부족하므로 준설토의 친환경적 처분과 수질악화를 방지하기 위해서 이에 대한 진단과 모니터링이 수반되어야 할 것이다. 특히, 지정항만 등에 대한 모니터링이 이루어지고 있으나 일부에 국한될 뿐만 아니라, 국가어항 모니터링은 전체의 7%에 지나지 않아서 관련 법적 근거 마련을 통해서 국가가 관리하는 항에 대한 체계적인 모니터링방안이 재정립되어야 할 것이다.
