The main purpose of this study is to explain fishery relation in the seas surrounding Korea and how the Prisoner's Dilemma (PD), within game theory is applied to the region and suggest possible co-operative approaches in the region. The seas surrounding Korea are very productive fishing grounds with abundant fisheries resources because of the favourable marine environment, including its geographical features and physical oceanography. Nevertheless, Fishery relations among the coastal states in the region have been historically characterized by conflict rather than co-operation. Based on the PD game where there is always an incentive to do better by not co-operating, in order to ensure a share of the short-run benefits, fishing countries in the region have so far pursued the non-co-operative strategy of 'don't fish responsibly' rather than the co-operative strategy of 'fish responsibly'. Considering rapidly deteriorating situations in terms of fishery resources, regional co-operation among coastal states is urgently required to eliminate overfishing and increase fish stocks to sustainable levels. The West Sea/East China Sea and the East Sea, semi-enclosed seas, have unitary ecosystems, and many migratory fish species are shared between coastal states. Therefore, one countries' efforts alone cannot effectively manage and conserve the fishery resources and close co-operation among coastal states is required. The 1982 UN Convention and other international instruments emphasize the role of RFOs in managing and conserving capture fisheries and encourage states to establish Regional Fishery organizations (RFOs) or strengthen existing RFOs to facilitate conservation and management for fish stocks. Therefore, an international regime is worthy of serious consideration in that it provides fundamental advantages for the conservation of fish stocks for the fishery characteristic of the region.

Generally a ship in a port or canal is guided by tugboat(s), while the ship engine(s) and steering mechanism idle. The shortcomings of this method are insufficient in course keeping ability, danger of collision with waterside structures, time-consuming preparation for tugging, as well as the need to maintain tugboats. A new technology for ship guiding, based on the physical principle of interaction of a solid body with aerated liquids has been developed [1]. Model tests were carried out for the verification of system at slow speed by engine operating conditions and with an idle steering. The developed device has been proved to keep the ship on course safely.
The gauge control of the fishing mill is very important because more and more accurately sized hot rolled coils are demanded by customers recently. Because the mill constant and the plasticity coefficient vary with the specifications of the mill, the classification of steel, the strip width, the strip thickness and the slab temperature, the variation of these parameters should be considered in the automatic gauge control system(AGC). Generally, the AGC gain is used to minimize the effect of the uncertain parameters. In a practical field, operators set the AGC gain as a constant value calculated by FSU (Finishing-mill Set-Up model) and it is not changed during the operating time. In this paper, the thickness data signals that occupy different frequency bands are respectively extracted by adaptive filters and then the main cause of the thickness variation is analyzed. Additionally, the AGC gain is adaptively tuned to reduce this variation using the online tuning model. Especially ANFIS(Adaptive-Neuro-based Fuzzy Interface System) which unifies both fuzzy logics and neural networks, is used for this gain adjustment system because fuzzy logics use the professionals' experiences about the uncertainty and the nonlinearity of the system. Simulation is performed by using POSCO's data and the results show that proposed on-line gain adjustment algorithm has a good performance.

Although South Korea had managed fishery resources based on elements included in the fishery like fisheries licence, after agreeing on UN Convention on the law in 1999, it became inevitable to adopt TAC that regulates yield. Therefore, currently operating an indecisive system by maintaining the fisheries license system while applying TAC only to some fisheries. However, it became imperative to find ways to improve the current system as it dose not solve problems such as decrease of fishery resources and catch per unit effort, excessive input of fishing boats, rising costs for fishery management, and shortage of fishery population. For those reasons, it is time to review ITQs, which is recognized globally as the most innovative fisheries management system. To adopt the ITQs, it seems necessary to compare how the fisheries act of New Zealand which is currently most successfully operated and Fisheries Resources Management Act of Korea. To do so, in this study, the provisions on TAC of the two countries are compared to analyze the institutional necessity for Korea to adopt ITQs. The following conclusions have been made : First, it will be necessary to gradually expand the species and fisheries for which TAC is enforced, and accumulate correct data on fisheries resources. Second, while forcing traders to obtain license as well, the species and quantity of traded fisheries must be reported separately for cross-checking with the catch reported by the fisheries. Third, the number of observers must be increased and report the species and quantity of the catch to person in charge at the relevant port, and observers must check the report before disembarkation. Fourth, penalty for violating Fisheries resources management act must be enhanced, especially regarding false report of fishery activities and catch.

In Korea, five major ports have been designated as sulfur oxide emission control areas to reduce air pollutant emissions, in accordance with Article 10 of the "Special Act on Port Air Quality" and Article 32 of the "Ship Pollution Prevention Regulations". As regulations against vessel-originated air pollutants (such as PM, CO2, NOx, and SOx) have been strengthened, the Ministry of Oceans and Fisheries(MOF) enacted rules that newly built public ships should adopt eco-friendly propulsion systems. However, particularly in diesel-electric hybrid propulsion systems,the demand for precise control schemes continues to grow as the fuel saving rate significantly varies depending on the control strategy applied. The conventional Power Take In-Power Take Off(PTI - PTO) mode control adopts a rule-based strategy, but this strategy is applied only in the low-load range and PTI mode; thus, an additional method is required to determine the optimal fuel consumption point. The proposed control method is designed to optimize fuel consumption by applying the equivalent consumption minimization strategy(ECMS) to the PTI - PTO mode by considering the characteristics of the specific fuel oil consumption(SFOC) of the engine in a diesel-electric hybrid propulsion system. To apply this method, a specific fishing vessel model operating on the Korean coast was selected to simulate the load operation environment of the ship. In this study, a 10.2% reduction was achieved in the MATLAB/SimDrive and SimElectric simulation by comparing the fuel consumption and CO2 emissions of the ship to which the conventional rule-based strategy was applied and that to which the ECMS was applied.

In this paper, the authors describe on the field experiment of the newly designed actual stow net, standing on the result of the model experiment to examine the performance of the conventional net and the newly designed net, presented in two previous reports of this series. Concurrently the additional experiment to find out the possibility of changing of operating system from the side to the stern was carried out. 1. Fundamental shape of the experimented net was 20 times aslarge asthe newly designed model net. Performance of the net was detected by using two ultrasonic echo sounders: one was set downward at the top-most spreader of the shearing device to detect the opening height of the device from the sea bed, and the other sidewise at the starboard top-most spreader to detect the top-most opening width of the devices. Opening height of the newly designed net showed about 3m smaller than the conventional net at slow current of 0.6m/sec and less but it overcome 1m at speedy current of 0.8m/sec and more. Opening width of the newly designed net was 1.4 times as large as that of the conventional net, ant the front projection area of the newly designed net mouth was estimated as 1.3~1.6 times as large as that of the conventional net. 2. The experiment on the stern operating system was tightly limited by the structure of the ship employed in the experiment, which was a stern trawler of 2275 GT. The ship confronted by the wind with main anchor, while the net was put over the stern slipway and the hauling line of shearing device was operated through the top rollers of gallows. The experiment was very suggestive in the view point to mechanize the operating system, and so to decrease the man power except the following question. The of bow-stern line of ship, and that of net is much different.

This study proposes a cost-effective method to monitor coastal environments using e-Navigation-implemented domestic and international ferries, and to analyze big data of records such as wind, temperature, salinity, waves, and currents that are gathered through e-Navigation system. First, we present the concept and architecture of e-Navigation operation system based on the General Information Center on Maritime Safety and Security. Then, the marine observation system that can be applied to ferries operating in our nation's territory is discussed. Analytical methods, such as spatio-temporal mixed effects model, ensemble method, and meshfree method, in handling real-time big data obtained by the e-Navigation observing system are then explained in detail. This study will support the implementation of the Korean e-Navigation project that focuses on the safety of small vessels such as coasters and fishing vessels.

A method of transmitting an alert signal in case of man-overboard (MOB) systems in a small fishing vessel navigating within coastal area is being operated as VHF-DSC equipment via a distress alert button and V-P ass Equipment via alert button or beacon separation. However, a small fishing vessel with a couple of crews on board is an inappropriate way to alert a man-overboard condition. However, internationally, MOB equipment using VHF-DSC, AIS, and Bluetooth technologies is used to transmit alert signals directly to the mother ship and other radio stations. In order to analyze the performance and technology of the MOB equipment operating in foreign countries, it was confirmed that the alarm signal can be received within a maximum of one nautical mile when the MOB device is on the water surface. An MOB device that meets domestic conditions needs to send an alarm signal to a station within the VHF communication range. However, in order to reduce the false alert signal, it is most appropriate to operate the VHF-DSC radio equipment installed on the ship remotely. Analysis of various technologies connecting the MOB and the VHF-DSC revealed that the Bluetooth system has advantages such as device miniaturization. When an emergency signal is transmitted from the MOB device, it can be received by a dedicated receiver and recognized through an external input terminal of the VHF-DSC equipment generating its own alarm. If the emergency situation cannot be processed at the mother ship, a distress alert is sent to all radio stations via VHF-DSC for response under emergencies faced by small fishing vessels.

The vertical distribution and activity patterns of fishes during the evening and morning transitions between day and night were studied acoustically and by bottom trawling in November 1990-1992 in thermally stratified waters of the East China Sea. The acoustic data were collected from six stations with a scientific echo-sounder operating at two frequencies of 25 and 100kHz, and the echograms were used to determine the vertical distributions of fish. Biological sampling was accomplished by bottom trawling to identify fish species recorded on the echograms, and the species and length compositions were determined. At each station, vertical profiles of water temperature, salinity and dissolved oxygen were taken with a CTD system and were related to the diel movements and the depth distributions of fish. During the day most fish were within several meters above bottom, but began to migrate upwards just before sunset, and during the night they were dispersed in midwater. Prior to sunrise with a thermocline present, one group of the fish aggregation occurred in dense schools slightly above the thermocline, while the other group occurred with the numerous single fish-traces bellow it. These groups of aggregations rapidly began to migrate toward the bottom across the thermocline from about 40 min before sunrise. Trawl hauls in the bottom strata below the thermocline with the characteristic single fish traces yieled invariably catches dominated by snailfish and fishing frog with minor quantities of other species in all stations. Hence, the results indicate that snailfish and fishing frog were the dominated scatterers in the depth strata below the thermocline, and the single-fish recordings were mainly snailfish. The fish species such as anchovy and juvenile mackerel in bottom trawl catches is poorly represented in relation to the mesh selectivity of the trawl net, but their occurrence suggest that the fish-school recording above the thermocline were due to these species which migrated vertically across the thermocline, with a temperature gradient of about 8$^{\circ}C$, from the water layers near the bottom at night. Accordingly, we conclude that the vertical distribution and activity patterns of snailfish were strongly temperature dependent and in the termally stratified waters, the upper limit to diel activity was closely linked to the position of the thermocline.

This study was conducted in order to improvement of fishing gear and fishing operating system for anchovy boat seine by bag net A-type and B-type was attached with half size modified nets. Field experiments were carried out observe geometry of nets by catcher boats. The obtained results are summarized as follows : The actual ratio of net opening in each part of the half size modified nets was increased from fore part to back part of the nets as shown the smallest value about 20% in wing net and the biggest value about 110% in bag net. In addition, vertical net opening of B-type net as measured as 10.9~11.8m in fore bag net and 5.8~8.0m in after bag net were 1~2m greater than 9.0~13.6m of A-type one, and 2~3m less than 9.3~10.4m of A-type one, respectively. Vertical net opening of half size modified net was shown as less variation of towing depth from wing net to inside wing net than those of traditional nets due to stable vertical performance. The mesh distortion or drift and variation of vertical net opening were decreased by improvement of bag nets in order to minimized shape of net pocket phenomenon whenever towing speed is slow. Bag net B-Type attached with dual flapper was shown as less variation in width of bag net and less escapement of anchovy.
