One of representative Korean fisheries, jigging and angling has 5,700 vessels for squid and hairtail. Hairtail angling is the most typical fishery in Jeju and has an enormous impact on regional economy. However, the price hike in oil and labor costs triggered the necessity of developing a high efficient and energy saving fish luring lamp in recent times. For that reason, this study aimed to analyze the fishing performance of the aircooled LED lamp targeting hairtail angling fishery. The experiment was conducted from September through October in 2009-2011 for a 9.77 ton of fishing vessel setting up 100 lamps. The fishing performance was tested compared with 6 vessels using metal halide lamps in the same waters. As the LED lamp's performance goes up, different lamps were used in 2008 for 80W, 2009 for 120W and 2011 for 180W respectively. The catch and CPUE of the experimental vessel have gradually increased respectively taking the $4^{th}$ and $6^{th}$ place in 2009, the $4^{th}$ and $2^{nd}$ place in 2010, the $1^{st}$ and $1^{st}$ place in 2011 among the 7 vessels. In summary, the LED fishing lamp showed higher fishing performance than comparison groups. It saved 33% of oil consumption and cut down on operating expenses and greenhouse gases emission.
In order to establish order in fishing industry by cracking down on illegal fishing vessels effectively, it is an essential requirement to identify marking such as the name of fishing vessel and a port of register more easily. Accordingly, it is quite natural that markings on fishing vessels should be marked clearly in an appropriate size on an appropriate site in order for them to be distinguished on the air such as from planes as well as on the sea. Actually, when examining marks such as the name of a vessel which are operating in the country, marks of most fishing vessels are too small as they cannot be distinguished with the naked eye even very closely. There is no coastal fishing vessel which marks the name of fishing vessel on the upper part in order to distinguish it from planes. Fishing vessel law generally which regulates the basic laws about shipbuilding regulates marks on fishing vessel, and fisheries law only regulates sign boards of fishing vessels. Problems and improvement of the marking system on fishing vessels suggested by this paper are as follows. First, in order to contribute to establish order in fishing industry, it would be desirable to tighten standards in fisheries law besides the fishing vessel law. Second, it is difficult to distinguish marks such as the name of a vessel as relevant laws allow fishers to make such marks too small. It is necessary to set the standard for marks larger than those regulated by the international treaty. Third, the relevant laws do not regulate a letter form of marks. Therefore, it becomes a factor to make small marks hard to be distinguished more. It is necessary to decide a clear letter form. Fourth, there is insufficient detailed international standards about the marking system. It is necessary to regulate a detailed standard.
Korean fishery wage system has been evolved with the different titles. However, Since the law of fishing crew was enacted in 1984, the fishery wage system has been established as a rate system, which is a legal term. The present rate system in practice shows various contents and modalities, depending on fisheries and regions, but the fisheries of large trawl cooperative employ a rate system of fixed plus rate wage. However, such change did not transform basically the properties of pure rate scheme. As well known, fishing vessel owners face an awful lot of difficulty in managing and controlling effectively the production process because fishing activities are carried out in the seas remote from the land. Thus, it tend to be inevitable for vessel owners to employ a rate system to induce fishermen's positive motivation for promoting productivity and saving operating costs. However, the rate system has worked out as a driving force, which induce an increase in production more strongly under the expansion of vessel numbers and power and the keener competition of fishing activities. Even though the control mechanism of fishing instruments are well established, fishermen become naturally to have an incentive to increase their fishing effort for maximizing production since they are able to raise their shares by maximizing the quantity harvested. Thus, as far as the rate system exists, fisheries administration may have much difficulty in realizing its fishery management goals only through vessel reduction and fishing gear regulations. Also, under the rate system fishery management authority may be in face of a serious dilemma between the spontaneous rate system and vessel reduction policy. If the realistic aspect of the rate system is recognized and resource restoration and profit promotion are main policy goals, it is necessary to develop effective ways to control vessel owners' and fishermen's production-maximizing motives at an appropriate level. From this point of view, it seems reasonable to introduce TAC system by species or by fisheries into the existing fishery system. The research results suggest that if the fisheries administration could understand clearly the spontaneous fisheries wage system, it would know the norm of TAC and the basic reasons for illegal fishing activities and thus it would be able to develop and implement more realistic resource management policies.
The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.
Marine casualties of fishing vessels were analyzed to reduce the sacrifice of human life using data of the Korean Maritime Safety Tribunal from 1995 to 2004 in Korea. The occurred number of fishing vessel casualties were likely to be higher portion than non-fishing vessels, but the occurring ratio of fishing vessel casualties were marked 2.96 times lower than that of non-fishing vessel casualties. The occurring ratios of bigger fishing vessel casualties were higher than smaller ones. Most marine casualties were resulted from the human factors such as poor watchkeeping, negligent action for engine and etc. The trend of marine casualties showed that the machinery damage hold the first and collision accidents took the second, but on a point of cause of them, operating errors took first and poor handling or inspection of machinery held the second place. Because those two casualties took major portion, and very important problems for safety of fishing vessels, so we ought to try to reduce the factors before everything else. In addition, since collision, sinking and capsizing in marine casualties have led to death, missing and injury of lives, it is necessary for navigation operators to take more educations and training intended to reduce the marine casualties systematically and continuously.
We determined the feasibility of a fishing camera system using an optical fiber as the fishing line by testing a power-over-fiber (POF) module and multimode optical fiber. Operation of the remote camera module (RCM) without the battery was preferred because the removal of the charging or battery replacement section enabled a waterproof single-body type design. The average efficiency of the photovoltaic power converter (PPC) in the tested POF module was 32.6% at 820 nm, and thus, a high-power laser of at least 1.27 W was required for operating the developed RCM with an electrical dissipation of 413 mW. Because the optical fiber was wound on a fishing reel, composite loss composed of bending and tensile loss occurred. To mitigate the composite loss, we employed a simple holder that showed an improvement in the composite loss of 0.38 dB to 0.8 dB, which was considerably better than the losses without the holder.
To meet the increasing demand from various fishing fields for training of fishing equipment operators, a fishing winch simulator was designed to train maritime students in the correct and safe operation of hydraulic winches under various load conditions related to fishing operations. The aim of this study is to describe the basic dynamic characteristics of the newly developed hydraulic fishing winch simulator and particularly to analyze the mechanical responses produced on the winch operation controls. The winch simulator consists of two winch units, a computer control and data acquisition system, a control consol and other associated mechanisms. When one winch is in hauling mode, the other one will always be in loading mode. The revolution speed of the hauling winch was controlled by a proportional directional control valve, and the braking torque of the loading winch was controlled by a proportional pressure control valve. The simulation experiments indicated that the dynamic characteristics of the hauling winch followed the braking response characteristics of the loading winch. The tests also showed that the warp speed and tension linearly depend on the pressure differential across the motor of the loading winch controlled by operating the proportional pressure control valve during the hauling operation. The experience gained from various training courses showed that the fishing winch simulator was very realistic and it was valuable for training novice winch operators. The results of the winch simulation exercise were recorded and used to evaluate the training on the operation and handling of the winch system. From these test results, we concluded that the tension acting on the warp during hauling operations can successfully be simulated by controlling the pressure differential across the motor with step changes of the control input signal to the proportional pressure control valve of the loading winch.
The spatial and temporal catch variations of Argentine shortfin squid Illex argentinus in the Southwest Atlantic Ocean (SWA) were analyzed using Korean squid-jigging fishery data collected through electronic reporting system (ERS) from 2016 to 2020. The ERS linked with GPS has been implemented for collecting fishing data from all Korean fishing vessels operating in international waters since November 2015. The fishing period of the Korean squid-jigging fishery in the SWA runs from early summer to autumn (December to June) in the Southern Hemisphere. The fishing ground was extended from 42°S to 48°S along the Patagonian continental shelf and slope, and the main fishing ground was formed around the Falkland Islands. The yearly catch per unit effort (CPUE) of I. argentinus fluctuated between 1.69 and 7.53 tons/day. In this study, during the fishing season, a south and westward shift on the fishing ground was observed indicating the feeding migration of the south Patagonian stock. The shift in monthly fishing centroids differed according to fishing season. The gradual southward shifts of fishing centroids were observed in the catch years (2017 and 2018), whereas unapparent shifts in fishing centroids were observed in the low catch years (2016 and 2019).
This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.
