This paper first makes a survey of fishing household economy which possess fishing boats under 10 gross Tons by a questionnaire, and makes a comparative study of major indicators of fishing household economy between Korea and Japan, and finally suggests some policies for the fisheries management. Major indicators are the status of fishery household members, number of fishing boats which possess, fisheries incomes, fishing household incomes, side business incomes of fishing household, disposal incomes, living expenses, sufficient degree of living cost, average propensity to consumption and so on. Some policies for improvement in fishing household incomes are suggested in the paper as follows: ⑴ Form a policy similar to a project aiming for increasing the income of fishermen so that the side business income will also increase. ⑵ The point of view in tracing origin of low productivity. ⑶ It has drawn up a plan to encourage saving after analyzing the cause of high propensity to consumption. ⑷ The paper is aimed to collect basic statistical materials for fisheries administration.

Characteristics of household wastes production from fishing village in small island was investigated. Investigation was conducted in August and December to represent seasonal characteristics of summer and winter, respectively. Amount of household wastes production was 0.65 kg/capita·day and this is relatively low value compared with nationwide average. Food wastes, papers, vinyl and plastics are major part of combustible portion in household wastes. Composting is inappropriate method as a final disposal method in terms of C/N ratio calculated from elemental analysis. It is recommended that incineration can be appropriate way as a final disposal method of household wastes because low heating value of household wastes is equivalent to that of crude oil. The fraction of food wastes in household is considerably higher than the values obtained from other residential areas in nationwide. Thus, it is evaluated that household composting devices and vermicomposting facilities are necessary to reduce the amount of food wastes. It also can be evaluated that incineration is optimal method as disposal method of household wastes from fishing village except food wastes.
The reduction of fishing grounds due to the establishment of EEZ system among China, Japan and Korea together with the depletion of fish resources by pollution of waters and successive reclamation projects along the east and the south coastal lines has made many problems in coastal communities including the decrease of population, the deepening aging phenomenon in the fishery society and the fall of relative income level compared with those of rural and urban residents. Especially, the income level of a fishing household is 90%. of a rural resident and 70% of a urban resident. The income of a fishing household consists of 55% of fishing income, 20% of a agricultural source, 20% of income from non-fishing areas, and 10% of transferred income. Compared with that of a Japanese fishing household which has more diverse income sources such as 62% of income coming from non-fishing areas through being hired in manufacturing firms, etc., that of Korean ones is highly dependent upon fishery and agriculture, so that the diversification of income sources is urgently needed, especially in non-fishing areas. This paper shows that as a model to upgrade fisherman's income level, firstly, it is necessary to enhance the value-added of fishing products through processing and new innovation of distribution process and, secondly, to promote tourism in fishing villages. To ascertain this model, a questionnaire survey to fishermen was carried out and showed that they expressed a strong support for the increase of income by the value-added process through processing and innovative distribution system and the active introduction of tourism in fishing villages. A case study on Gosan cooperative in Jeju was also introduced to identify the rationale of the suggested model and this study proved the validity of the model again. Conclusively speaking, to level up the fisherman's income requires the value- added activities through the introduction of product processing and new distribution system together with the introduction of marine tourism in fishing villages.

This study attempted to investigate the demands of fishing village people and the actual status of their living, to diagnose the problems in fishing villages and to present some basic data for fishing village development. The major findings of this study were as follows ; 1) The problems in fishing village of Korea included fishing village, household debt, big fluctuation of fish prices, children's education, cultural and welfare facilities need to investment for equipment, marriage and health. 2) The respondents said that fishing village household debt was mainly caused by lack of income from fishery(37%), educational expenses(28.5%), excessive fishery expenses(20%), excessive fishery equipment(15%), and government policy(12%). 3) The outlook of fishery development is considered bright by the respondents. They said that fishery would be a prospective industry if the appropriate conditions are given. Considerable research efforts for government policies will be needed to develop the fishery industry.
The pollution in the coastal sea is being aggravated because of frequent happening of red tide and oil leakage from tankers. The Exclusive Economic Zone is being drawn in the seas surrounding Korean Peninsula. Therefore, the fisheries in Korea is under a great change in their production base. On the other hand, the fisheries have been considered as a part of agriculture in policy making and financial support. The thesis compares agriculture with fisheries in the fund demands and financial supports. It tries to find a way in the efficient allocation of fund for the two industries. The fund demand of a typical fishing household is greater than that of a typical farm household. The fund used by a fishery household is more dependent on debt than that of a farm household. Therefore, the internal financing ability of a fishery household is weaker than that of a farm household. The repaying ability of a fishery household is weaker than that of a farm household because a fishery household's income is less than a farm household's. When we analyze the uses of fund, the fishing industry has some disadvantage in fund uses. The financial support for the fisheries' structural change is weaker than that for agriculture. The fishing industry has some disadvantage in the investment and subsidy rates. Also, the loan period for fisheries is shorter on average than that for agriculture. When we analyze the sources of the fund, the fisheries' banking sources are greater than the government's sources, which is relatively stable. Therefore, the fisheries will be more heavily affected by the liberalization of banking industry and system than the agriculture will. The government needs to change the shortcomings in the sources and uses of fund. First, it needs to use the fund, considering the characteristics of the industry and producers' financing ability. Second, it needs to adjust the sources of fund to the liberalization of financial system.

This study aims at analyzing the potential of leports-fishing for improving fishing household income. Leports-fishing is a composite concept which is combined with those of leisure, sports and fishing. Korean on-shore resources have also a composite characteristic. There is a array of leports-fishing development potentials of utilizing their characteristics. At present, angling forms a main activity of leports-fishing, but coastal seas would be an emerging space for the public. In order for them to be a ground of fun, enjoyment and festivals, there would be necessary to supply a wide range of activities including angling, scuba diving, fish barbecue, ecological experience, fishing experience, cruise, and so forth. As seen in the survey results, the participants have strong desire for fun and enjoyment through leports-fishing activities. The proportion of people participating in one or two times a year amounts to 40 percent. Most coastal places visited are close to medium/large cities and two-days leports-fishing/ tourism accounts for some 77 percent. However, it is shown that conflicts between leports-fishing participants and fishermen are not serious. The results of expenditure function estimation appear that the elasticity of per capita income is very high with 1.2660 and that there are negative relationships between leports-fishing expenditure and transportation/food/lodging costs. Assuming the economic growth rate of 4 percent, it is anticipated that Korean leports-fishing population will increase to 3.18 million in 2010 and 4.07 million in 2015. Korean leports-fishing market potential in 2015, which is calculated based on per capita expenditure on leports-fishing appeared to be 1,400 billion won$\sim$1,600 billion won. The contribution of such market potential is expected to be 62.3$\sim$74.2 percent(934.5 billion won$\sim$111.3 billion won) to the fishing households.

This paper is to survey the research process and the problems in statistics of The Chronicle of Korea Fishery. The contents of The Chronicle were researched by two groups. One group is the managers of every province, the other group is the officers of every county. The managers performed the literature investigation research and field study and also arranged the reports from the county officers. But the managers seemed not to pay the full attention about the consistency of contents. The main contents about fishery are the number of coastal households and population, the number of fishery households and population, the number of fishing boats and fishing net. The body of The Choronicle and the table of fishing affairs in the appendages must be carefully compared to use the statistics. Though these statistics lack the consistency, the number of fishery households and boats deserves the attention. The fishing households account for less than 3% of all households, and about one third of fishing households has fishing boat.
Since 1980's, fishery household population have been continuously in a down slope with a 5$\%$ annual decreasing rate in Korea. With a particular situation that the scale of over 60s population has been soaring compared with that of under 16 aged population plunging, some difficulties have been raised with the respect of labor supply into fishery communities. This study is aimed at analyzing the tendency of fisheries population with the change of economic development rates and prospect a future fisheries population with the consideration of present decreasing rate. Model results indicate that the tendency of future fishery household population would be decreased by 4.96$\%$ annually through a decade from 2000. Interestingly, it is predicted that the decreasing rate of male fishery household population would be faster than that of female. Consequently, women would hold a greater part in Fishery household population in 2010. In addition, the fishery household population of 40s and 50s would increase from 36$\%$ to 49$\%$, that of over 60s from 21$\%$ to 37$\%$. In conclusion, as a population over 40's encompass almost 90$\%$ in the total population, the fishing communities have a difficulty in shortage of the young workforce.
This study applied and compared Poisson model, negative binomial model, zero inflated Poisson model, and zero inflated negative binomial model to estimate determinants of employed labour quantity. To estimate each of models, this study used fisheries census data which were obtained at microdata integrated service running by Statistics Korea. The study selected zero inflated negative binomial model according to the Vuong test and Likelihood-ratio test. In addition, the study estimated fishing village's practical changes on employed labour quantity as analyzing changes from 2010 to 2015. The results showed that the household with fishing vessels and high selling price had a significant effect on decrease of the labour quantities. Meanwhile, the longer work experience of the household, the more significant the increase in the labour quantities. In conclusion, this study presented that capitalized fishing household and the acceleration of aging had a significant impact on the change in the labour quantities.
