Sustainable Utilization and Management Scheme in Wangdol-cho Surrounding Sea Area (동해 왕돌초 어장의 지속적 이용 및 관리 방안)

  • The fishing ground surrounding Wangdol-cho is not only overexploited by the littering of dilapidated fishing net and equipment, but also by fishermen's overfishing, surpassing optimum fisheries resources. In addition, increasing fishing efforts (number of fishing vessel and fishing net, etc) contribute to the deterioration of fishing ground, and it is urgently required that schemes to tackle the problems should be taken. To effectively address the problems as such, this paper aims to propose sustainable utilization and management scheme of fishing ground through classification of fishing ground surrounding Wangdol-cho as one area which is less than 50m deep, measuring $13.66km^2$ and the other, permission fishing area of Gill Net fishery, measuring $347.23km^2$. The analysis shows that, for the water area less than 50m deep, implementation from a short-term perspective includes autonomous management fishery by gill net and trap fishery. For the permission fishing area of Gill Net fishery, implementation includes limit on fishing period, real name system of fishing equipment and limit on fishing equipment. Implementation from a medium and long-term perspective includes limit on scuba diving, designation of underwater sightseeing zone, sea farming, facilities of surveillance, adoption of approval system for the permission fishing area of Gill Net fishery and introduction of report system for fishing.

A Study on Origin of Coastal-Offshore Illegal Fisheries and some Establishment Devices of Fishery Order in Korea (우리나라 연근해 불법어업의 유형별 발생원인과 어업질서 확립방안에 관한 연구)

  • The economic and social bad influences of the illegal fishery bring about the results of the fishery resources exhaustion, of the fishery disorder and of the obstruction to sound management for fishery. The typical illegal fishery conducted in the coastal and offshore area of Korea can be divided as follows; fishery conducted by legally unauthorized method, fishery without permission from the Government, and fishery conducted in contravention of the laws and regulations concerning the fishing vessel, fishing gear and fishing method etc. The major reasons of origination of the illegal fishery in the coastal and offshore area of Korea are; Firstly, almost of the fishermen are poorly equipped in economical scale, Secondly, it is very easy to approach the illegal fishery because the domiciliation condition of the fishing village is deteriorated. Thirdly, almost of the fishermen are lacking in lawabiding spirit. Fourthly, the insolvent and unstable fisheries management policy with the lukewarm enforcement of the fisheries laws and regulations by the Government. Fifthly, the small scale family supporting fisheries are widespreaded. Sixthly, to retrieved the economical difficulties the fishermen are easily led astray the illegal fishery. As a conclusion the authors made some suggestions to stamp out the illegal fishery by this study. For the first, temptation fishermen into lawabiding fishery through intensification of the penal regulations is required. Second, simplification of the fishery type through combination of resemble fishing methods is required. Third, actual improvement of the fundamental fishery permission regime is required. Fourth, Introduction of the self-regulating or co-management system for the fishery management is required.

Study on the Improvement of Gill Nets and Trap Nets Fishing for the Resource Management at the Coastal Area of Yellow Sea -On the Present States of Gill Nets and Trap Nets Fishing and Body Length Distribution of Main Catch at the Coastal Area of Yellow Sea- (서해구 자원관리형 지망ㆍ통발 어구어법 기술개발에 관한 연구 - 서해구 자망ㆍ통발어업의 현황과 주어획물의 체장분포 -)

  • In order to study on the improvement of gill nets and trap nets fishing for the management of fisheries resource in the coastal area of Yellow Sea, we have investigated the general present condition of those fishing, and the actual fishing operation of gill nets for croaker and trap nets for rock shell which is called the the other trap nets, and then measured the body length of croaker and blue shell caught by their fishing vessels. The results are as follows ; 1. The total number of permission for coastal fishing are 12,944 cases, but the number of operation for coastal fishing are 7,558 cases in the coastal area of Yellow Sea. Among the total number of permission, the gill nets fishing are 5,154 cases with 39.8% but even so the number of operation are 3,724 cases, the trap nets fishing are 1,025 cases with 7.6% but even so the number of operation are 662 cases. On the fishing ratio, the gill nets and trap nets fishing are comparatively higher than the other fishing with 72.3% and 64.6%, respectively. 2. The main fishing period of gill nets for croaker is from the middle of July to early of September, and the main fishing grounds are sandymud bottom of 15-50m in depth around the islands of southern parts of western coastal area, and the fishing operation carry out 1∼2 times per day in flood tide and nets hauling conduct in 1∼2 hours after drifting with current. 3. The distribution range of body length of 139 croakers, which are caught in the gill nets, are 43.0∼120.0㎝ and the mode is 85.0㎝. 4. The main fishing period of trap nets for rock shell which is called the other trap nets is all the year round except the catching period of blue crab from early of September to the middle of October, and the main fishing ground are the sandymud bottom of 10∼20m in depth, and nets hauling conduct in next day after nets casting. 5. The distribution range of maximum carapace of 5,372 rock shells are 4.5∼8.5㎝ and the mode is 7.5㎝.

  • Today, administration management of fishing industry is formed by paper documents. So, it is suffered damage and loss concern by the long-term storage. when the new informations is renewed, much of manpower and time are wasted also. In addition, it has caused confusion to by used coordinate system which is not been consistent. To build a national standardized information system of fishing banks, in this study, fishing map DB and system based on GIS is constructed for fishery right area of JeollaNamdo (Mokpo city and other 14 counties) which has 55% of fishing permissions of Korea. Then administration management of fishing industry is constructed computerization for the user that business processing and for fishermen to improve their convenience. Also, It will be possible to link another system.

A Study on the Jurisdictional Problems for Fishing Vessels Engaging High Sea Fishery and the Responsibility of Flag States (공해조업선(公海操業船)에 대한 관할권문제(管轄權問題)와 기국(旗國)의 책임(責任))

  • In accordance with the establishment of 200 nautical miles EEZ regime as a customary international law since the mid - 1980s, the area of global high seas became reduced relatively. On the other hand, the importance of high seas fishing ground became serious for the distant-water fishing states like Korea. But it can be expected that international dispute on the jurisdictional problem of the fishing vessels engaging high sea fishery will occur frequently owing to institutional inertia of the UNLOS Convention on this matter. "The Draft Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas" as an international code of conduct for responsible fishing which was adopted by FAO in 1993 is providing the more consolidating and definiting rules for jurisdictional responsibility of flag states to make completion the loophole of the UNLOS Convention. As a precondition for the effective control and enforcement of activities of the fishing vessels engaging high sea fishery, the Draft Agreement is providing some articles allowing the flag states to hold the rights of granting nationality, fishery permission, fishery supervision and control with punishment for the fishing vessels entitled to fly their own flag. Accordingly it can be evaluated that this Draft Agreement does not deviate on the whole from the traditional practice and the basic legal principle of the UNLOS Convention.

Comparative Study on the Effect of Diving Apparatus Fishing Performance Index and Marine Environment in Yeosu, Korea (여수 잠수기어업의 어구 종류별 어획성능 및 해양환경 영향 비교 검토 연구)

  • Diving fishermen are demanding permission to use an inspirator that can efficiently catch Manila clam; however, coastal fishermenargue that the use of inspirator devastates the seabed and depletes fishery resources. Therefore, the aim of this study was to evaluate the fishing power of diving gears and its effect on coastal fishing grounds. The average time taken to fish in the seabed (4 m2) with a rake, water gun, and an inspirator was 11.17 min, 13.33 min and 7.81 min, respectivelyThe values of catch per unit time with a rake, water gun, and an inspirator were 3.35 kg/min, 2.26 kg/min, and 3.83 kg/min, respectively. Suspended sediments were observed the most in the water gun fishing area, and were observed more in April when fishing was not carried out than in February when fishing was carried out. However, the difference in the amount of sediment deposited in the fishing area using the three-fishing gears was very small. For an accurate analysis of the impact of the fishing gears on the seabed, supplementary tests such as grain size analysis and changes in benthic organisms need to be conducted.

  • Our ocean where three sides are the seas is the state that the environmental pollution damage is serious because of all kinds of wastes. Therefore, environmental pollution will be considerably decreased if we leans forward in the saddle to manage net which is conquering a section equivalent among wastes and will be helpful to marine ecosystem. This study is to develop a fishing net management system identifying nets cast and withdrawn from the vessel The purpose of FNMS is to manage sailing vessels arrival and departure details in order to manage a net abandoned in the ocean, and restrain the occurrence of the wasted net abandoned without permission in the ocean, and prevent environmental pollution and sailing vessels sank in and around the ocean.

A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea (수산자원 소유.이용제도의 변천에 관한 연구)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). A Study on Fishing Efficiency and By-Catch of Small Fish of Winged Stow Net Fishery (연안 낭장망어업의 어획성능과 소형어 혼획에 관한 연구)

  • Based on the act.ivity report for the coastal fisheries resources conducted from 1982 to 1989 by West, East Research Institute of Fisheries, some other reports from Korea Rural Economics Institute and etc., and the questionnaire results for the senses of fishermen, the fishing efficiency and conditions of by - catch of small fish in winged stow net were analized, and then some ways to prevent from by - catch of small fishes were suggested in this paper. The nationwide conditions of Permission and Disposal in winged stow net fishery arc that number of cases of coastal winged stow net fishery has dropped to 757 by 1994 while it was 961 in 1991 and that the number of cases of a sectional winged stow net fishery on the contrary has increased to 302 by 1994 while it was 11 in 1991. Regardless of region, catch per net by year in general has been on gradual increase in 1982 through 1989, but that showed decrease in 1994. From the view of region, the proportion of by - catch of shrimps and blenny is higher in Kyonggi, Chungnam with West Sea and that of anchovy and blenny is higher in Chonbuk, Chonnam, Kyongnam with South Sea. The average proportions of by - catch of small fish for 5 years from 1985 to 1989 are 86.9% for sand lance, 69% for anchovy, 63% for big eyed herring, 51% for blenny, 22% for Southern rough shrimp and 19% for akiami paste shrimp, hence sand lance and anchovy are highly by - catch effective while shrimps is not. Ways to prevent the over fishing of small fish in winged stow net fishery includes reduction of fishing frequency during April and August through November, the very season for small fish, use of meshes large enough for small fish to go through and assignment of fishing area to other than habitats of stationary fish.

Analysis of Economic Effects and Basic Theoretical Frameworks of ITQ Fishery Management - Focusing on the Red Crab Trap Fishery - (ITQ 어업관리의 기본이론과 경제적 효과분석 - 붉은대게어업을 중심으로 -)

  • The purpose of this paper is to provide information that will help both fishing industry and fisheries authority understand the principals of individual transferable quota(ITQ) fishery management. Theoretical frameworks and primary features of ITQ fishery managemenet are the assignment of exclusive property rights for harvest of common - property fisheries resources. An ITQ fishery management is fundamentally different from the conventional fishery management and it gives an individual fisherman the right to catch a specified quantity of fish, his quota. With ITQ, fisherman's quotas are transferable, in whole or in part. An ITQ is a property with certain rights of use, namely, the right to catch a given quantity and species of fish in a specific location during a specific period of time. The right is exclusive in the sense that no one else has the right to use the quota without the owner's permission. The property may be assigned, traded, and exchanged; i.e., the owner has the right to transfer an ownership to others. An ITQ fishery management leads to both economic efficiency and resource conservation. Motivations to overexploit stocks and to overcapitalize should be lessened because fishermen no longer have to compete for limited resources. There are significant positive net benefits and advantages with ITQ fishery management than without. The potential benefits and advantages of ITQ fishery management include increased profits, economic stability, improved product quality, safer working conditions, less gear conflict, elimination of the race - to - fish phenomenon, less by - catch, less gear loss, improved investment climate, mitigation of market gluts, waste reduction, addition to fisherman's wealth, and compensation for fisherman exiting the fishery. As an independent observe to Red Crab Trap Fishery some of the benefits, problems, and effects, an ITQ fishery management in Red Crab Trap Fishery is still far from to be implemented. Many different and difficult aspects (biological, socioeconomics, administrative) are involved considering the implementation of ITQ fishery management in Red Crab Trap Fishery. Among other fishery management tools, the implementation of ITQ fishery management in Red Crab Trap Fishery is considered to be the best in achieving the better conservation of fisheries resources and their more economic and rational exploitation. Korean fisheries authority should pay great attention to the experience of the economic effects of the ITQ fishery management in Red Crab Trap Fishery in the hope of being able to implement at least some of those experiences into the Korean fishery management.
