생태계 기반 자원평가를 위한 지표와 기준점 연구 (A study on indicators and reference points for the ecosystem-based resource assessment)

  • Ecosystem-based fisheries management requires a holistic assessment of the status of fisheries by integrating fishery ecosystem indicators for management objectives. In this study four objectives were identified such as the maintenance of the sustainability, biodiversity and habitat quality and socio-economic benefits. The ecosystem-based fisheries assessment (EBFA) model to assess fisheries and their resources at the ecosystem level developed for Korean fisheries (Zhang et al., 2009) has a number of indicators for three management objectives. However, it was found that there were some overlapping components among indicators and that there were difficulties in assessing some indicators in the EBFA model. This study identified problems of the approach and suggested more pragmatic and simpler indicators. It also presented alternative reference points to assess indicators and discussed issues associated with the application of the EBFA model to a marine ranching ecosystem. In this study a total of 24 indicators were used for the assessment which included 4 socio-economic indicators. New indicators and reference points were demonstrated by applying it to the Uljin marine ranch.

해안지역에서 시판되는 멸치의 anisakid 유충 감염상 (Infection status of anisakid larvae in anchovies purchased from local fishery market near southern and eastern sea in Korea)

  • 1993년 4월에서 6월 사이에 강원도 속초시, 경남 양산군 기장읍 대변 및 충무시 어시장에서 구입한 멸치의 anisakid 유충 감염상을 알아보고자 하였다. 각 지역에서 구입한 멸치들을 실험실로 운반한 후 체장을 계측하고 각 개체별로 기관을 분리하여 입체현미경하에서 유충을 분리 수집하였다. 수집한 유충들은 lactophenol로 투명화 한 다음 계측 및 동정하였으며 각 지역별, 멸치 개체별, 멸치 기관별 유충감염량을 산정하였다. 충체의 형태적인 분류 결과 Anisakis type I과 II, Contracaecum B와 C형의 4종이 기생하고 있음을 확인하였다. 멸치 2,180마리 중 양성이 150 마리로서 6.9%의 감염율을 나타내었으며 멸치의 크기에 따른 감염율의 차이는 없었다. 멸치의 각 장기별 nisihid 유충의 감염율은 근육에서 56.1%로 가장 높았고. 망 38.0%, 장 4.1%, 위 1.7% 및 고환 0.6%의 순으로 나타났다. 해안 지역별 anisakid 유충의 감염율은 대변 5.1%. 속초 8.0% 및 충무 9.2%의 양성율이었다. 이 성적에 의하면 멸치 생식을 함으로서 anisakid 유충 인체 감염이 가능할 것으로 예상된다.

한국 연근해 생태계의 잠재 재생산 지수 (Fish Reproduction Potential Indices in the Coastal and Offshore Ecosystems in Korea)

  • We developed an ecosystem indicator (EI) for the coastal and offshore areas of Korean waters. One of the major scientific challenges of this undertaking was to translate broad policy statements for ecosystem-based fisheries management (EBFM) into practical terms. Fish reproduction potential (FRP) was defined as an EI to describe the reproductive probability of adult fisheries resources in Korean waters. The FRP was estimated as the ratio of adult fish composition to total catch, catches (in metric tons) by species and by ecosystem, and fishery effort (in horse power per metric ton). The FRP indices of the East/japan Sea Ecosystem (EJSE), Yellow Sea Ecosystem (YSE), and East China Sea Ecosystem (ECSE) began to decrease after the mid-1980s, and the current indices have decreased further, at 0.63 (EJSE), 1.22 (YSE), and 0.68 (ECSE) index points compared to the indices of 1975, when similar catch amounts were recorded. Lower FRPs in the Korean marine ecosystems were the result of higher proportion of immature fisheries resources in the total catch. Because this kind of ecosystem-level indicator is thought to reflect scientific approaches to EBFM and to provide an important tool for assessing the current status of marine ecosystems with respect to both quantity and quality, more EIs should be developed for Korean waters.

목포항의 해상교통시스템 설정에 관한 연구 (A Study on Proposal of the Improved Marine Traffic System in the Mokpo Harbor)

  • 현행 목포항의 항로는 달리도 등대 수역과 고하도 만곡부 지점을 대각도로 변침해야 함으로 국$\cdot$내외의 항로선계지침을 충족하지 못하고 있다. 또한 항로 주변에 천소가 존재하고 제2항로의 신설로 인한 통항선박의 항법문제, 항로표지의 재배치 및 신실 등이 필요하다. 따라서 본 연구에서는 목포항 접근수역에 대한 자연환경, 해양사고, 해상교통량 및 해상교통흐름실태조사, 어업현황 등을 조사$\cdot$분석하고, 전문가 및 이용자에 대한 설문조사 및 국내외 항로설계지침과의 적절성 등을 검토하여 개선안을 도출하고자 한다. 또한 개선안에 대한 해상교통류시뮬레이션 및 선박조종시뮬레이션을 실시하여 타당성을 검증한다.

수산사회교육의 현상황과 발전 방향 (The Present Situation and Desired Future Directions of Fisheries Social Education)

  • In spite of the importance of a fishing industry, neither any terminology defined in details nor academic systems to educate the workers in the fishery were established in the fisheries social education. The fisheries social education was considered to be the practical area around the actual fields. Therefore, on-site education was very important. Accordingly, this study collected and analyzed theoretical basis of a social education and data on the rural adult education and examined the actual status of the fishing industry in Korea and fisheries extension services enterprise and fisheries developmental enterprise corresponding to the actual fisheries social education conducted in Korea. On the basis of these frames, this study summarized the direction for the progress of fisheries social education that has not been studied until now for the purpose of suggesting the future directions of the fisheries social education as follows; The recognition on the importance of fisheries social education and fundamental researches in the fisheries social education should be extended. The practical development of fisheries social education should be realized. Fisheries extension services enterprise should be evolved by fishermen. The abilities of instructors in the fisheries social education should be improved. The academic factors in the fisheries social education should be emphasized. Inter-disciplinary and multi-disciplinary approaches should be adopted. Various programs should be developed for the progress of the fisheries social education. The exclusive department in charge of the fisheries social education should be established. The information system for the fisheries social education should be secured. The industry, academic organizations and the organs should make cooperation. The fisheries social education should be provided by general social education institutions for the progress. The fisheries development should be deployed on the basis of environmental preservation. It is necessary to deploy the new fishing village movement like the Saemaul movement to the fisheries. The administrative and financial supports for the fisheries social education should be expanded. It is essential to cultivate the future fishermen for the international competitiveness.

수중침적 폐기물 실태조사 및 국내 연안의 항 내 수중침적 폐기물 분포에 관한 연구 (The Methodology for Investigation on Seabed Litters and The Distribution of Seabed Litters in Ports around the Korean Coastline)

  • 최근 연안 해역에서의 대규모 어업 활동과 경제개발로 인한 전반적인 산업화 현장의 확대, 그리고 생활 수준의 향상에 따른 여가 활동의 증가 등 다양한 요인에 의해 해저면의 침적폐기물, 폐각류, 오염 퇴적물 등 각종 오염 물질의 배출이 해양 자체의 정화 능력을 넘어서는 심각한 상태에 처해 있는 실정이다 이러한 해저면 폐기물을 그대로 방치해 두게 되면 시간이 경과함에 따라 저서 생태계의 교란을 초래하게 된다. 따라서, 해저면 폐기물에 의한 해양 생태계의 교란을 예방하고, 오염된 해양 환경을 복원하기 위해서는 해저면에 대한 수중침적 폐기물 실태조사를 실시하여 오염실태를 파악하고, 이들 관련자료를 체계적으로 관리 운영함으로서 효율적인 폐기물 수거 방안의 수립을 지원할 수 있는 체계를 갖추어야 한다. 이의 일환으로 본 연구에서는 항 내 수중침적 폐기물의 실태를 파악하기 위한 조사 방법을 확립하고, 이를 토대로 국내 연안의 주요 항만 및 어항에 대한 항 내 수중침적 폐기물 분포 현황을 조사하였다.

생태통합양식 기술 개발 및 미래 발전방향 (Development of Integrated Multi-Trophic Aquaculture Technology and Future Direction)

  • The expansion of high-density aquaculture in the limited waters has caused a wide variety of problems. The problems include environmental problems nearby aquaculture sites, growth rate of aquatic organisms, quality decline of farmed fish and price fall in the market. The phenomenon of aquaculture industry happens in not only inshore but also offshore. Therefore, the fisheries authorities have been changing their policy paradigms from mass production to sustainable production based on ecosystem. Other countries, however, focusing on relieving poverty and providing protein from fish production have not recognized the degree of seriousness. When it comes to enhancing the problems, National Institute of Fisheries Science has been developing the technology of Integrated Multi-Trophic Aquaculture (IMTA) to reduce and to prevent contaminants from fish and aquaculture sites, remained feed from fish farming process. In long-terms of view, the system is one of the most sustainable fishery production methods based on ecosystem. As integration of nutrient feed system from aquatic organisms is firmly established, the earlier mentioned problems will be diminished gradually. In term of the substantiality, this study was conducted. The research on management system for IMTA also has been incorporated. This study also investigated the features and current status of IMTA and demonstrated the developed management system and direction for the future advancement.

Development and Application of Dry Process Caisson for Maintenance of Submerged Barber Structure

  • Together with the trend of enhancement in domestic industrial development and economic progress due to import and export, the demand for construction of the roads, bridges, especially port facilities, and several coastal protection and ocean structures is increasing rapidly. MOMAF of Korean Government is driving construction of 9 new ports and renovation of the existing fishery ports. Among these structures most of bridge base, wharves, dolphins, quays, and jetties are being newly built of steel or concrete pile. As the base, supporting bulkheads, and piles are underwater after construction, it is difficult to figure out the status of structures and not enough to get maintenance and strengthen the structures. Every year, moreover, these works suck the government budget due to higher incomplete maintenance expense for protection from corrosions of structures and increased underwater construction period. for the purpose of cutting down the government budget, it is necessary to extend the life cycle of the existing structures. We developed a new method for maintenance of submerged structures near the waterline by allowing dry work environment with the floating caisson. The method shows easy to move around the working area and handle. It also showed not only a significant reduction of maintenance expenses and time for anti-corrosion work but also better protection. This will be a milestone to reduce the maintenance and construction expenses for the shore and water structures.

직업분류에 따른 의료비 지출 규모와 영향 요인 (Influence Factors on Medical Expenditure according of Occupation Classification)

  • 본 연구는 직업분류에 따른 의료비 지출 영향요인을 분석하였다. 한국의료패널(Korea Health Panel)의 2012년도 데이터를 이용하여 만20세 이상의 성인을 대상으로 결측값을 제외한 총 4,538명을 최종 분석대상으로 하였다. 자료분석은 의료비 지출 영향요인을 분석하기 위하여 로지스틱 회귀분석을 하였다. 연구분석 결과 Model 1은 단순노무 종사자에 비해 농림어업 숙련 종사자, Model 2의 경우 직종의 경우 판매 종사자에 비해 단순노무 종사자에서 의료비 지출 증가에 영향을 주는 것으로 분석되었다. 성별은 남자에 비해 여자, 혼인은 무에 비해 유, 소득계층은 1분위에 비해 4분위, 5분위, 만성질환은 무에 비해 유에서 의료비 지출이 높은 것으로 분석되었다. 따라서, 건강검진 또는 예방활동 활성화를 위한 보건의료정책 및 보건학적 접근에 있어서 직종, 만성질환 등을 반영한 보다 체계화된 접근이 필요하다.
