A Study on the Change of Fishes Market and Inland Market Brokers on Gunsan,1899-1919 (한말$\cdot$일제강점 초기 군산 어물시장의 변동과 객주)

  • This study aims to examine the change of fish market(魚物市場) and inland brokers(客主, kaegju) on Gunsan(群山), (1899-1919). The increasement of productive capacity in the agriculture and the development of exchange economy in the late period of Chosun Dynasty activated the distribution of fishery products. As a result, the inland brokers who participated in the production and distribution of fishes grew largely. They made the basement of fishery modernization by providing the funds for the fisheries and making the national distribution network. But Japanese fishermen began to hold the domestic market as the Japan government supported legislatively and economically after the opening ports of Korea. On the contrary, the distribution of fishery products had the characteristics different from the production of some. The case of Gunsan which opened in 1899 showed these characteristics as Gunsan is a short distance from Kangkyung(江景), one of three biggest markets and was a base of fishery, That is to say, though the fishery merchants from Japan set up 'a fish market'(魚市場), they didn't hold the sales network on Gunsan, Because the inland brokers on Gunsan had a sales network and began the socio-economic movement. It goes without saying that the instability of price, the difficulties of charge and the racial taste difference in fish made the fish sales from Japan confronted with the difficulties. After Japanese Imperialism enforced the Company Law, the Market Regulation, the Chamber of Commerce Law before or after 1910, Korean inland brokers were disprited and Japanese 'fish market' began to grow largely. These phenomena appeared on Gunsan, too. Especially, the opening of a railway was the main factor which strengthened Japanese 'fish market'. After 1915, Japanese 'fish market' on Gunsan defeated the distribution network of inland brokers.

Current Status of Fishery Resources in Kenya

  • Fishing in Kenya, until the discovery of Nile perch as an export commodity in the early 1990s, has basically a subsistence occupation for the lake and coastal communities. The government also did not recognize the importance of fisheries as a contributor to the macro-economy and therefore, did not pay much attention in terms of resource allocation for the development of the sector. Most fishing in Kenya is artisanal, with a little industrial fishing by prawn trawlers. The deep sea (EEZ) fishery resources are currently exploited by DWFNs through a licensing system. Only a small quantity of catch from the EEZ is landed in Kenya, primarily tuna loins for processing for export. Currently capture fisheries, mainly from Lake Victoria, earn local fishers over Kenya shillings (K Sh) 7 billion, while exports earn the country K Sh 5 billion (US$ 50 million) in foreign exchange annually. The government has been putting in place an enabling environment to promote investment activities in order to achieve economic recovery as well as for the development and sustainable use of fisheries resources in the country within the specified period. The Department's major roles are to ensure sustainable exploitation of fisheries resources; to promote aquaculture development; to assure quality and safety of fish and fishery products; and to facilitate fish marketing in order to maximize the benefits that can be derived from fisheries. The contribution of fisheries to local incomes, subsistence and food nutrition is significant, as this occurs in areas with the highest incidences of poverty in the country.

Local Superior Commodities, Regional Specializations and Regional Economic Contributions

  • Purpose - The purpose of was paper is to do a conceptual analysis of the determination of local superior commodities using the location quotient technique and an analysis of the contribution of superior products to the regional economy. The results of determining superior commodities are used to determine regional product specialization and its contribution to the regional economy. Local superior commodities are dynamic and selected based on the potential to increase regional income. Research design, data, and methodology - This study used location quotient techniques and regional economic analysis with annual data rocks, production data in the agriculture, plantation, fishery and forestry sectors. Local superior commodities are calculated to contribute to regional economists. Result - The findings obtained showed the location quotient technique can determine local superior commodities and local superior commodities contributed positively to the regional economy. The test results were carried out in Jember Regency, East Java Province, Indonesia. Conclusion - The ass well main commodities of Jember Regency are tobacco. Tobacco commodities contribute positively to the regional economy, they were not significantly due to affected by the low of commodity prices in harvest. The low prices indicate the strength of the weak bargaining position of farmers towards the market.

Survey on the Income Distribution of Fishing Households in Korea (어가소득분포에 관한 조사연구)

  • This paper first makes a survey of fishing household economy which possess fishing boats under 10 gross Tons by a questionnaire, and makes a comparative study of major indicators of fishing household economy between Korea and Japan, and finally suggests some policies for the fisheries management. Major indicators are the status of fishery household members, number of fishing boats which possess, fisheries incomes, fishing household incomes, side business incomes of fishing household, disposal incomes, living expenses, sufficient degree of living cost, average propensity to consumption and so on. Some policies for improvement in fishing household incomes are suggested in the paper as follows: ⑴ Form a policy similar to a project aiming for increasing the income of fishermen so that the side business income will also increase. ⑵ The point of view in tracing origin of low productivity. ⑶ It has drawn up a plan to encourage saving after analyzing the cause of high propensity to consumption. ⑷ The paper is aimed to collect basic statistical materials for fisheries administration.

Weighted Hot-Deck Imputation in Farm and Fishery Household Economy Surveys (농어가경제조사에서 가중핫덱 무응답 대체법의 활용)

  • This paper deals with a treatment of nonresponse in farm and fishery household economy surveys in Korea. Since the samples in two surveys were selected by stratified multi-stage sampling and weighted sample means has been used to estimate the population means, we choose a weighted hot-deck imputation method as an appropriate method for two surveys. We investigate the procedure of the weighted hot-deck as well as an adjusted jackknife method for variance estimation. Through an empirical study we found that the method worked very well in both mean and variance estimation in two surveys. In addition, we presented a procedure of forming imputation class and formed four imputation classes for each survey and then compared them with analysis. As a result, we presented two most efficient imputation classes for two surveys.

Stone weirs in Penghu and adaption to tourism development

  • The ancient fishing methods include stone fish weir, beach seine and baulk net, but the fish catches of the stone fish weir is the most abundant. The stone fish weirs not only constitute important landscape, but also are representative of the fishery culture in Penghu, because they are fishing ground built by ancient people to take advantage of natural environment and resources. The objectives of this study is to understand the relevance of stone fish weirs in Penghu and to preserve biological diversity, as well as the value of stone fish weirs in Penghu fishery culture, and further make suggestions on the stone fish weirs. According to the present study, the marine species around the stone fish weirs tend to be diversifying, and in the future the region's economy can be revitalized by sightseeing, which may promote the ecotourism, and also volunteer tourism. In the future, stone fish weirs must be promoted as a sightseeing destination. Also, by taking into consideration the experience of the Jibei stone weir protection team, the local communities of Penghu can have their own protection team to revitalize the stone fish weirs for sustainable operation and management.

Fisheries Countermeasures Against Rising Oil Prices (수산업의 고유가 대응 정책 방향)

  • The purpose of this study is to analyze the impacts of the rapid rise in oil prices on fisheries economy. Even though fishery oils are tax exemption items, such increase in oil prices put a great amount of pressure on Korean fishing operations. Because basically the recent oil shock is externally given, Korean fisheries themselves have little capacity to cope with the disruption of economic environments. The research results turned out that Korean fisheries are extremely vulnerable(or fragile) to external shocks. In this regard, government support issues of oil costs are in the center of debate. It is widely recognized that direct/indirect government financial supports or subsidies would result in economic inefficiency in expense of equity. However, there are second best theories which may justify government intervention into the markets. This second best theory is translated into the constitutional law that instructs the government to protect and promote the primary industries including fisheries, agriculture, and midium/small-scale enterprises. It is apparent that the constitutional law would provide the government with a variety of policy instruments such as more active buy-back programs, tax exemptions and technological development to deal with fisheries economic hardship due to the external pressure such as high oil prices and international fishery orders.

A Study on the Determinants of Fishermen's Work Satisfaction and Turnover Intention (어선원의 직업만족과 이직의도에 영향을 미치는 제요인에 관한 연구)

  • The sustained economic growth cannot be expected without the balanced development in all the realms of industries. Korea has recorded the continuous high growth rate of economy, but it is now facing some difficulties in keeping the normal economic growth, because industrial workers do not like to work in some fields, the typical one of which is the fishery works. This thesis aims at studying the determinants of fishermen's job satisfaction(FJS) and the determinants of affecting the fishermen's trunover intention(FTI) to obtain and maintain the man power for fishing boats. This study assumes that the determinants which affact FJS are fishermen's work values, job characteristics, the attitude of accepting their fishery work, and that the determinants which affect FTI are FJS and their perceptions of labor market. This study concerns two kinds of Job satisfaction : one is an intrinsic satisfaction which comes directly from the work itself, and the other is an extrinsic satisfaction comes from the compensation for the work, but in this study “Pollnac's work satisfaction factor” is added as an additional determinant of FJS. There is a difference in job satisfactions between the individuals who have different work values. Some feel more satisfacttion than the others, which can be explained by the internal work values which assume the work is only a means for another objective of life. This study applies Hackman and 014ham's studies to the job characteristics that a worker's job satisfaction is positively related to the core job characteristis of the job. In addition, this study transformed their studies into variables. A job enrichment to reduce the simplicity of a work and make it more valueable can increase a job satisfaction, but an existing organization has limitation in redesigning the job for its enrichment. A reasonable answer about this matter can be obtained from the workers' subjective perceptins to highly regard the objective job characteristics. Worker's previews of fishery work also affect their job satisfaction because they are already informed of the details and charcteristics of the job that they have to carry out. A Job dissatisfaction causes their intention to leave jobs owing to general perceptions prevailing in labor markets.

Influences of Volume Volatilities on Price Volatilities in the Fishery Market (수산물 거래량의 변동성이 가격변동성에 미치는 영향분석)

  • This paper presents the GJR GARCH model (Glosten et. al, 1993) to analyze the influences of volume volatilities on price volatilities in the fishery market. For the analysis, this study used the monthly price and volume data of aquacultural flatfish in Jeju. As a result, empirical analysis suggested volatility clustering. The persistency parameter(${\lambda}$) was estimated to be approximately 1 in aquacultural flatfish. The results showed that there is a significant negative relationship between the conditional variance of supply and that of price for aquacultural flatfish. This means that the general law of supply is valid. Finally, the empirical analysis was that an asymmetric coefficient (${\gamma}$) of GJR GARCH model was negative (-). This means that the higher volatility of volume leads to lower price volatility. That is, it is useful to make government policies that can adjust the volume (stockpiling, stabilizing supply and demand).

  • Because of the radical changes in the domestic and foreign economic circumstances Koreaa fisheries is confronted with difficulties. Along the end of the UR marine products of other nations are rushing into Korea. Also migration of labor to other industries and rise of wage level in Korean fisheries deteriorate managerial conditions. But in Korea which has little natural resourses fisheries is still more important. That is \circled1 creating job opportunites \circled2 increase of income \circled3 supply of foodstuffs and animal protein \circled4 acquisition of foreign currency \circled5 enlargement of domestic market for industrial products \circled6 development of other interrelated industries \circled7 rational use of domestic resourses \circled8 diversification of population and production activites \circled9 contribution to balanced growth of national economy by the developing regional economy. These roles of fisheries in national economy mentioned above are to be excuted forward. In spite of the radical change in the economic circumstances at the end of the UR fisheries if crucial in Korea as a industry. For this our fisheries is to be made to compete with foreign fisheries. Through the cheap price and high quality our fisheries must be came to compete with foreign fisheries and meet the people's needs for marine products. For this it is necessary to maintain high productivity and competitive power. Now with the exception of a portion of the deep - sea fishing, our fisheries is generally paltry, Especially inshore fishery which is the main stock in our fisheries is very paltry and so productivity and competetive power are very low. So to develop our fisheries which has s comparative disadvantage active polices that follows below are to be promoted on a large scale. \circled1 improvement of structure \circled2 augmentation of productivity in fishing ground by making fisheries resourses \circled3 enlargement of finantial and monetary assistance \circled4 effective administration of fisheries cooperative union \circled5 activation of R&D etc These polices which need to be scientific and comprehensive are very valuable. Especially without making fishieries resources we cannot expect economy of scale, promotion of productivity and development of fisheries. And we do also endeavour to gather the results of the study and investigation about fisheries domestic and foreign and do ceaselessly put these to practical use systimatically.
