초음파를 이용한 어.패류 탐지와 패턴인식에 관한 연구 (A Study on Pattern Recognition for Searched Fish.seashell on Seabed Using Ultra Sonic)

  • 기존의 어군탐지기는 송·수파기를 통해서 초음파 신호를 송신한 후 수심에 따라 서로 다른 파장의 주파수를 사용하여 해저 목표물의 존재여부와 그 밀도에 관한 정보를 제공하는데, 이러한 정보는 어군뿐만 아니라 바다 속 플랑크톤의 수직이동(빛에 민감하여 낮에는 수심 깊은 곳, 밤에는 해수면에 존재), 선박 스크루의 와류현상, 해저면, 해초 온도 경계선(수온차가 서로 다른 해수가 만날 때 형성되는 층) 등의 존재에 의해 잘못된 해독 결과를 제공하고 있다. 더구나 현재 패류를 발견하는 외국 제품은 없으며, 단지 어군탐지기 뿐인데 이것으로는 해저의 뻘에 있는 패류 등을 알아낼 수 없는 실정이다. 따라서 위의 모든 상황 요소들을 고려하여 해저목표물에 대한 신호패턴 데이터베이스를 구축한 후, 어군탐지기로부터의 아날로그 신호를 디지털 신호로 변환하고, 컴퓨터에서 처리하여 정확한 목표물 인식이 가능하도록 하는 분석시스템의 개발이 필요하다. 지금 까지 연구한 결과를 바탕으로 많은 실험을 거치게 되면 정확히 알아랠 수 있다. 수중에서는 어종별로 어패에서 반사되는 초음파 특성과, 해저면에서는 뻘과 딱딱한 패류 껍질 등에서 반사되는 초음파 특성 등을 세밀히 분석한 값 을 데이터베이스화하여 저장해 두고, 어·패류별 고유 초음락로 반사 되어오는 간과 비교하여 어 ·패류의 서식 상태 및 현황을 파악할 수 있는 어·패류 관독용 초음파 탐지기를 본 연구개발을 통하여 개발 할 수 있다. 중점적으로 추후 연구해야 할 분야는 초음파의 특성과 산란에 따른 문제점을 보완할 것이다.

소형어선 검사제도 현실과 개선방안 (Improvement Policy about Inspection systems of Small fishing Vessels)

  • 소형어선 검사제도와 관련하여 최근에 정부에서는 선박검사대상에 제외되었던 선외기등 총톤수 2톤 미만의 선박(이하 소형어선)에 대하여 선박안전법 적용대상으로 확대하여 어민들의 안정적인 조업활동을 지원하여야 한다는 근거하에 선박안전법 개정(제3조)에 관한 입법이 추진중에 있다. 소형어선의 검사여부 문제에 대해 어선의 안전확보 차원에서 검사를 해야 된다는 측면과 영세민과 노년층으로 현행 검사비 및 검사수수료의 비용 부담 및 어선검사를 받는데 소요되는 많은 시간 등의 문제로 종전과 같이 검사대상에서 제외되어야 한다고 주장하고 있다. 이러한 상반된 의견에 대한 대안으로 영세어민의 생업에 사용하거나 소형어선에 대한 검사는 원칙적으로 선박의 소유 또는 사용자가 자발적으로 수행하여야 하며 행정적인 규제는 이러한 목적 달성을 위한 최소한의 정책수단으로 제한되는 것이 바람직한 것으로 나타났다. 또한, 주요 수산국들 처럼 우리나라도 소형어선 검사를 위한 다양한 프로그램개발이 필요하다. 특히, 소형어선에 대한 검사를 실시하는 경우, 어선검사료 정부 지원, 최소한의 안전확보 검사, 어선건조시 검사, 검사기간을 연장하는 방안을 고려하여 정책을 추진할 필요가 있는 것으로 파악되었다.

양식장 플랫폼을 활용한 실시간 해양환경 정보제공시스템 개발연구 (Development of Real-time Oceanographic Information System using Platforms of Aquaculture Farms)

  • 연안 해양환경의 급격한 변동에 의하여 매년 발생하고 있는 양식생물의 대량폐사의 원인을 규명하고 피해를 저감하기 위하여 양식장 플랫폼을 활용한 실시간 해양환경 정보제공시스템의 개발연구를 수행하였다. 일반적으로 실시간 관측시스템에 활용되고 있는 외양의 계류부이에 비해 관측정보가 직접 필요한 양식장에서 관측하여 제공함으로써 생산한 정보의 활용도가 높았으며, 양식장은 접근이 용이하고 상주인원이 있어 관측 장비의 유지보수가 유리한 점이 개발한 시스템의 특징이었다. 연속적 정보 수집을 위하여 관측치의 이상발생에 대한 긴급정비와 주기적인 예방정비 및 관측현황 모니터링을 시스템화하였으며, 과거 자료를 이용하여 통계적인 방법으로 구한 신뢰구간을 적용하여 관측 자료의 신뢰도 제고와 관측 중단을 최소화하도록 하였다. 또한 정보를 최종 이용자에게 효과적인 방법으로 전달하기 위하여 시스템의 개발내용에 홈페이지와 전자우편, 양식장의 현장에서 정보를 직접 확인할 수 있는 소형전광판과 어시장의 대형전광판을 통한 정보 제공체계를 구축하였다. 이를 통하여 어업인의 과학적인 어업활동을 지원하였고, 양식장 적지선정과 관련된 어장환경연구를 수행하였다. 양식생물의 대량폐사와 같은 경제적인 피해를 저감하며, 장기적으로 연안 해양환경의 변화와 이와 관련된 해양연구에 본 연구를 통한 기술개발의 결과를 활용할 수 있다.

수협의 어선원 재해보상보험 자료를 이용한 대형선망어업 선원의 위험요인 연구 (A study on the risk factors of the fishermen's in offshore large powered purse seine fishery using the accident compensation insurance proceeds payment data of NFFC)

  • The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.

Commercial fishery assessment of Malaysian water offshore structure

  • To have a better understanding of the impact of the PETRONAS oil and gas platform on commercial fisheries activities, Universiti Malaysia Terengganu (UMT) examined two approaches which are data collection from satellite and data collection from fishermen and anglers. By profiling the anglers who utilize reefed oil and gas structures for fishing, it can determine if the design and location of the reef platforms will benefit or negatively impacts those anglers and fisherman. Furthermore, this assessment will be contributing to the knowledge regarding the value of offshore oil and gas platforms as fisheries resources. Collectively, the apparent fishing activity data included, combined with the findings in the reefing viability index will help to inform PETRONAS's future decommissioning decisions and may help determine if the design and proposed locations for future rigs-to-reefs candidates would benefit commercial fishing groups, further qualifying them as appropriate artificial reef candidates. The method applied in this study is approaching by using a data satellite known as Google's Global Fishing Watch technology, which is one of the applications to measure commercial fishing efforts around the globe. The apparent commercial fishing effort around the selected twelve PETRONAS platforms was analyzed from January 2012 to December 2018. Using the data collection from fishermen which is the total estimation of commercial fish value cost (in Malaysia ringgit, MYR [RM]) in Peninsular Malaysia Asset, Sabah Asset, and Sarawak Operation region. The data were extracted every month from 2016 to 2018 from the National Oceanic and Atmospheric Administration database. Most of the selected platforms that show a high frequency of vessels around the year are platform KP-A, platform BG-A and platform PL-B. The estimated values of commercial fishes varied between platforms, with ranged from RM 10,209.92 to RM 89,023.78. Thus, platforms with high commercial fish value are selected for reefing in-situ and will serve multi-purposes and benefit the locals as well as the country. The current study has successfully assessed the potential reefing area of the Malaysian offshore environment with greater representativeness and this paper focused on its potential as a new fishing ground.

우리나라 원양어선의 케이프 타운 협정 비준 영향에 관한 연구 (A Study on the Effect of Ratification of the Cape Town Agreement on Korean Deep-Sea Fishing Vessels)

  • 우리나라 원양산업은 대중성 수산물 공급 및 식량안보에 중요한 역할을 하고 있다. IMO를 비롯한 각국에서는 어선의 국제적으로 통일된 안전 기준 마련을 위하여 노력하였고, '1977년 어선안전 토레몰리노스 협약' 채택을 시작으로 '2012 케이프 타운 협정' 채택을 하였으나 발효 요건을 충족하지 못하고 있다. 그러나 2019 토레몰리노스 선언으로 협정의 발효가 가시화되었고, 우리나라도 협정 비준을 앞두고 있으며 원양어선이 협정의 적용 대상이 된다. 2012 케이프 타운 협정은 적용 대상 기준을 선체의 길이 또는 총톤수를 선택할 수 있고, 현존선에 대해서도 일부 적용이 된다. 현존선에 대한 영향을 확인하기 위하여 한국원양산업협회 회원으로 등록된 원양어선 188척을 대상으로 분석한 결과 총톤수 적용이 협정 비준에 미치는 영향이 적은 것으로 나타났다. 또한 Two-way VHF, Radar transponder 등 GMDSS 설비의 강제화 및 선원들의 안전 친숙화 등의 대한 법령 개정이 필요한 것으로 식별되었다. 산업계에서는 협정에서 요구하는 설비의 비치와 어선원의 안전 친숙화가 필요하다.

상매선 운영에 관한 일고찰 (A Study on the Management Status of Sanggoson)

  • The Purpose of this study is to consolidate the management status of Saggoson in the Choson period by literature research, and examined latest status by field investigation. During the Choson period, there were fish distributors such as Saggoson and Kakju. Saggoson took charge of fish distribution from the fishing ground to the land, and handed over the fish to Kakju who sold over them to the whole country: This distibution system of fish was started from and adapted to the yellow-corvenia fishery of Westhern Sea. There were two resons far this. One was that these fish were. caught much from vast fishing grounds and had a very strong demand, for which professional disributors were needed. The thor was that because fishermen had very limited capital, they had to supply the money for fish production from capitalists like Kakju whom they agreed to sell fish directly to. By this time, it was thought that the fish distibution system for the Westhern Sea fishery was determined by the background and tradition. Meanwile, Saggoson, which has been working far a long time in Westhern Sea, is placed in changing circumstances. That is, small scale fishery Saggoson deals with will be getting fewer, because the big scale reclamation projects in this area threatens the fishery's existence. Also, Saggoson, presently, might be forced to become more efficient in its distribution in the future. In this situation, the management status of a Sggoson in the past and present needs to be consolidated and investigated through this study.

어업자원 이용관리와 공공선택에 관한 이론적 고찰 (Theoretical Considerations on Fisheries Resource Management and Public Choice)

  • The experience of many countries strongly suggests that bad governments and institutions have been a serious, if not the most serious, obstacle to economic growth and industry-structural adjustments. All public sectors pursue a mix of both predatory and productive activities-bad governments emphasizing the former, while good governments finding a way of promoting the later. In fishery public policy studies, much confusion exists about the roles of policy illustration and prescription. In general fishery public sectors involve collective actions by numerous individuals under conditions of uncertainty, complexity, bounded rationality, and imperfect information structure. All collective fisheries action organizations consist of a center(e.g., government), which leads fishery group actions, and peripheral participants(e.g., fishermen), which are controlled by the government. A paradigm is developed that gives both theoretical and empirical meaning to the constitutional determination of fisheries political preference function or fishery public sector governance structures. Three relevant spaces are specified: policy instrument, results, and constitutional. The collective-choice rules of the constitutional space structure the tradeoff between public and special fishery interest groups. Fishery public sectors seeking sustainable reductions in wasteful rent-seeking fishing activities should select constitutional principles and institutional structures that tend to promote resource sustainability. In particular, the effects of internal and external events on fisheries may result in a greater or lesser concentration of interest group power. Thus, the structure of the fishereis political power must be assessed in any prescriptive evaluation of alternative fishery governance weights.

어업구조조정 정책 방향에 관한 연구-외국사례 연구를 통한 분석 (A study on Policy Direction for Restructuring of Korean Fisheries-Case Analysis of Selected Countries)

  • Well-deviced buyback programs may be detrimental to achieve sustainable fisheries. However, it is not difficult to find undesirable examples that the result of buyback program have no impact on fish stocks or the sustainability of the fishery. This paper discusses the problems and policy directions for successful restructuring of Korean marine fisheries through comparative analysis of selected cases from five main countries including Japan, Norway, Italy, Taiwan and Australia. From the analysis, this study demonstrated that Korean buyback program just pursue the reduction of boat number but passed over alleviation of the real ability in fishing industry. Although there were clear decrease of fishing effort in a certain parts of fisheries and some evidences of advancement in efficiency, it seemed hard to continue these effects because the Korean policy lacks consistency and coherence of systematic restructuring. To summary, four things are recommended for successful application of Korean buyback program; first is to establish the obvious goal of the program, second is to introduce downsizing in both fleet capacity and engine power, third is to conduct other management tools simultaneously to help resource restoration, and last, but not the least is to induce voluntary participation of fishermen providing opportunity to pursue their mutual interest.

Analysis of visit attributes among rural experience program participants and impact on revisit intention - Based on the case of Cheong-Ho region

  • Rural area development projects are being carried out in a strategy to create new value in agriculture and farm villages and to change the public perception. This study targeted rural experience participants visiting Cheong-Ho region, where the Rural Village Comprehensive Development Project was carried out. They were surveyed about attributes of visits to farm villages to determine which attributes of the experience could influence their revisits. This study was conducted under an umbrella project conducted as per the Special Act on Life Improvement and Regional Improvement for Farmers and Fishermen. Cheong-Ho region in Buan-gun produces mulberry, organic wheat, and rice grown using environmentally-friendly agricultural practices. This region as held events offering visitors the chance to experience rural villages and mulberry farms. Survey results showed that the natural landscape of villages, village experience, and the services provided by residents had a positive relationship with the probability of revisiting the village. Also, village facilities, harmony of natural landscape, hospitality of village residents, amusement value of rural experience, and the cost for rural experience were significant attributes. Therefore, it is necessary to revitalize the rural experience program targeting rural experience participants in Cheong-Ho region through continuous and monitoring of key visit attributes and revisit factors.
