This study utilizes the IPA (Importance-Performance Analysis) method to assess the importance, possibility, and urgency of using blockchain technology for fisheries sectors and the related policies. Based on a field survey targeting experts and stakeholders in the fisheries and blockchain technology sectors, the following major results and corresponding implications are drawn. First of all, the respondents of our survey have an outlook that the introduction and utilization of blockchain will be required in four major parts. These parts include i) the seafood' information system managed by the government or public institutions, ii) traceability and certification process for domestic and foreign seafoods, iii) meeting the need of seafood safety from consumers, and iv) taking prompt actions to seafood safety related accidents. Next, the seafood information system managed by the government or public institutions has been limited in maintaining information consistency and continuity once the fisheries ministries and departments are integrated, closed or partially transferred. Thus, it is assessed that the technology will be able to improve consistency and continuity of the seafood information in case of applying blockchain to the seafood information management system. This result that blockchain is necessary for the seafood information system have a significant implication in Korea's seafood management which has been independently controlled until now. Lastly, the application of blockchain to seafood traceability and certification systems has the most well-known cases through international and domestic pilot projects, and the results of our survey reflect this reality. Our results contribute to showing an additonal characteristics of blockchain in the fisheries sector, resulting in the possiblity that blockchain can be used for taking swift steps in the event of seafood safety accidents and meeting the need of seafood consumers for safety.

The aims of this study are to provide future prospects of the Korean ornamental fish industry and to seek for its development direction based on analysis of its problems and its domestic and foreign situations and circumstances. The ornamental fish market has continuously grown due to increase of domestic and international demand. In this respect, the Korean ornamental fish industry has also high potential. However, the industry still has several problems such as artisanal industrial structure, a lack of investment related with R&D, poor information on the domestic and international ornamental fish industry, underdeveloped regulations and policies, low public awareness and less effort to expand the market, and a lack of regulatory and policy support. Therefore, overcoming these problems above, the Korean government has to carry out following things : establishment of institutional and industrial foundation, intensive R&D investment, exploitation of domestic and foreign markets, and systematic information gathering for ornamental fish industry.
In the case of government policies related to the Arctic Ocean, there is a "Northern Sea activity promotion basic plan" presented by the Ministry of Maritime Affairs and Fisheries, but it is difficult to adjust the timing of the policy enforcement and consider the importance of policies because no concrete order of enforcement of policies or weight has been presented by the government. In view of this, the purpose of this study was to estimate the priorities of the government's Arctic policies. Additionally, this study also presents priorities for "support measures" and "foreign cooperation measures" for the smooth implementation of Arctic policies. As for the methodology of this study, the CFPR (Consistent Fuzzy P reference Relations) method, which can comprehensively estimate expert opinions, was applied. According to the results of the analysis, the most important Arctic policy of the government was shown to be "Cooperation for Shipping and Logistics, such as Pioneering Northern Sea Routes" (0.087), followed by "Fostering Professional Manpower" (0.086), and "P reparing Institutional Foundation and Blueprint" (0.085). The results of this study have implications for the establishment of Arctic Ocean-related policies by policymakers as well as authorities.
Purpose - This study empirically analyzes the consumer value of risk management associated with illegal, unreported, and unregulated (IUU) fishing of fishery products imported to Korea. The global regulatory paradigm for IUU fishing has shifted from production-centered to market-centered. As a result, changes in the international fisheries trade environment emphasizing "transparency" and "legality" of the production process are accelerating. Therefore, changes in the management systems of fishery products entering the country are also needed. Accordingly, this study estimated the consumer value for risk management of IUU fishing, targeting major fish species imported to Korea, and derived the feasibility of introducing related policies. Design/methodology - This study used the choice experiment as an analysis model to estimate consumers' willingness to pay for the "possibility to check for IUU fishing." The choice experiment assumes that the value of a good or service is composed of separable attributes and that the sum of the part-worth of these individual attributes becomes the total value. In this study, respondents were presented with profiles comprising three attributes (country of origin, price, and possibility of checking IUU fishing) and the levels of frozen poulp squid, the subject of the analysis. The participants were asked to select their preferred profile. The marginal willingness to pay for each attribute was derived from the results of the respondents' choices using conditional logit model estimates. Findings - There is a marked difference in utility based on the preference of the country of origin of fishery products among consumers. In addition, the utility of fishery products that have undergone IUU fishing verification was observed to be higher, with the utility marked to be higher for lower prices. Originality/value - Estimating the policy value of the risk management in IUU fishing of imported fisheries products in this study is a novel attempt that has never been conducted before. Several studies have been conducted to assess the risk of IUU fishing associated with the import of fishery products internationally. However, such studies are yet to be conducted in Korea. Instead, policies and studies have focused on issues related to complying with trading partners' legal and transparent standards for exporting fishery products. This study should be the beginning of more in-depth empirical and theoretical explorations to establish order in the domestic seafood market and respond to changes in international regulations on IUU fishing.

This study was developed to investigate the effects of privately owned public space (POPS) on urban streetscape and to find ways to prevent the discontinuation of street continuity on urban landscape when creating POPS in urban space and the surrounding streets. Several case studies and policies and laws related to POPS were reviewed to identify the practical problems as well as current state. An additional analysis was conducted on the different types of POPS to examine spatial connections between them and streetscapes and to find ways to improve POPS on urban streetscape. Our results show that POPS surrounding a building (i.e. frontage space and adjacent sidewalks) should be considered as one space in the integrated perspective. In addition, the type of facilities installed on POPS would be decided according to whether POPS is recognized as the part of public rest area or treated as the part of street. The results of the study will serve as useful data to solve the current problems with city's POPS, which destroys spatial continuity by focusing on increasing the number of POPS and creates high-rise buildings isolated from existing spaces. This study will also contribute to improve the quality of future POPS.
The effect of red tide on the marine ecological system is so severe that many researches on the diverse subjects related to it have been conducted. Notwithstanding the enormous efforts and inputs the results of the past researches show no clear ways to deal with the HAB problems. As many researches are being conducted, the efficient and appropriate research project management systems as one of the critical factors for successful research are also needed as well as the fund and the capabilities of the researchers. It is assumed that the development of the evaluation and management systems for red tide research projects is so important and critical to enhance the researches and to utilize efficiently the physical and human resources for research. In this respect this study aims to present the evaluation and management scheme for the red tide researches that can not only decide the priority of the research subjects and tell the desirable research directions, but also support to develop the useful managerial policies and guidelines for the policy maker. The main subjects dealt with in this study are as follows : the characteristics of the HAB researches, the basic attributes and criterion of the research evaluation systems, the structure and design of the evaluation systems, and the development of the managerial policies by the type of the evaluation system. The conceptual scheme developed in this study is expected to be applied to the related areas and can suggest to the policy makers so many implications for identifying and setting the proper policy objects and management techniques. This study has a couple of weak points. It suggests only the conceptual scheme but not the applications so that the researches focusing on the applications in practical perspectives are needed to follow.
For the sustainable use of fishery resources as common resources and the mitigation of conflicts with commercial fishermen, it is essential to understand recreational anglers' participation process of environmentally responsible behaviors (ERB). This study intends to show that the effects of recreation specialization on environmentally responsible behaviors can be weakened due to the characteristics of anglers, who prefer to possess caught fish. Two different research models were tested with two data sets independently collected. The data were analyzed with structural equation modeling. The results show that consumptive orientation, which measures a degree of catching and owning fish, and fishing-specific ERBs negatively affect the relationships between recreation specialization and general ERBs as mediation variables. Implications are further discussed that regulation policies and education programs are needed to change anglers' consumptive orientation and catch-related fishing behaviors.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.

This study aimed to compare differences according to categories of fishery and marine environmental policies for the (estimated) amount of fishery waste generated by fishing, and to analyze the correlation between associated independent and dependent variables. The independent variables were divided into three dif erent sectors. The first sector included precautionary policies that observed eco-friendly fishing support program, institutional prevention activities, and physical barriers installation. The second sector with the current management policies included the relevant vessel operations, establishment of fishery order, fishery restructuring, and fishery ground clean-up. Thirdly, post-response policies comprised the litter purification from river to shoreline, the collection and removal of marine, sedimentary, and floating debris, purchasing salvaged debris generated while fishing, fishery waste disposal, and repairing damage caused by marine litter. The indicator used was the settlement amount by each program. The dependent variable was the estimated amount of fishery waste and the indicator was the sum of the loss of traps and gill nets and the loss of their appendages. According to the results of Kruskal-Wallis Test, the estimated amount of fishery waste was highest in the East Sea in terms of sea area and the highest in the Si(city) according to basic local municipality. The settlement amount related to the marine environment services was largest in the Gun(county). Further, there were significant differences between Gun(county) and the other regions(Si(city) and Gu(autonomous district)) with respect to most variables. The variables related to the estimated amount of fishery debris were the project purchasing salvaged debris generated while fishing and fishery waste disposal program in the post-response policies.
The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.
