We developed an ecosystem indicator (EI) for the coastal and offshore areas of Korean waters. One of the major scientific challenges of this undertaking was to translate broad policy statements for ecosystem-based fisheries management (EBFM) into practical terms. Fish reproduction potential (FRP) was defined as an EI to describe the reproductive probability of adult fisheries resources in Korean waters. The FRP was estimated as the ratio of adult fish composition to total catch, catches (in metric tons) by species and by ecosystem, and fishery effort (in horse power per metric ton). The FRP indices of the East/japan Sea Ecosystem (EJSE), Yellow Sea Ecosystem (YSE), and East China Sea Ecosystem (ECSE) began to decrease after the mid-1980s, and the current indices have decreased further, at 0.63 (EJSE), 1.22 (YSE), and 0.68 (ECSE) index points compared to the indices of 1975, when similar catch amounts were recorded. Lower FRPs in the Korean marine ecosystems were the result of higher proportion of immature fisheries resources in the total catch. Because this kind of ecosystem-level indicator is thought to reflect scientific approaches to EBFM and to provide an important tool for assessing the current status of marine ecosystems with respect to both quantity and quality, more EIs should be developed for Korean waters.

The expansion of high-density aquaculture in the limited waters has caused a wide variety of problems. The problems include environmental problems nearby aquaculture sites, growth rate of aquatic organisms, quality decline of farmed fish and price fall in the market. The phenomenon of aquaculture industry happens in not only inshore but also offshore. Therefore, the fisheries authorities have been changing their policy paradigms from mass production to sustainable production based on ecosystem. Other countries, however, focusing on relieving poverty and providing protein from fish production have not recognized the degree of seriousness. When it comes to enhancing the problems, National Institute of Fisheries Science has been developing the technology of Integrated Multi-Trophic Aquaculture (IMTA) to reduce and to prevent contaminants from fish and aquaculture sites, remained feed from fish farming process. In long-terms of view, the system is one of the most sustainable fishery production methods based on ecosystem. As integration of nutrient feed system from aquatic organisms is firmly established, the earlier mentioned problems will be diminished gradually. In term of the substantiality, this study was conducted. The research on management system for IMTA also has been incorporated. This study also investigated the features and current status of IMTA and demonstrated the developed management system and direction for the future advancement.
Korean fisheries industry is surrounding by domestic and international difficulties due to the effectuation of the UN Convention on the Law of the Sea and declaration by many coastal states of 200-mile Exclusive Economic Zone and acceleration of ocean pollution in global recognition increasing of the importance of the ocean Resource enhancement policy in Korea fisheries industry is very important strategy fer the fostering of the fisheries resource and proper conservation and management of the coastal and off-shore living marine. Among resource enhancement policy, artificial reefs project has been the most effective strategy. The objectives of this paper are to find the economic effects of artificial reefs. The sampling artificial reefs is constructed at Suiido with 6~7m height. In order to analyze the fishing effect of artificial reefs, a few research have been conducted since 1975. For these analysis focuses on the side of scientific effect of artificial reefs, we analyzed on the side of economic effect. The results of the economic effects of artificial reefs are as follows ; First, the fishing effect analysis by using the NPV method in artificial reefs of Suiido ground prove to be economic feasibility. Second, the major socio-economic effect from artificial reefs include the increasing of recreation fishing, maintenance of fishing community, protection illegal fishing, conservation of coastal environment, and enlargement of advanced fisheries supply. Based on the above results, we conclude that artificial reefs project not only contributes to the welfare of fishermen by increasing of economic income, but enlarges to socio-economic gains by protection of illegal fishing and conservation coastal environment and so on.
The goal of this paper is to set the research and development (R&D) strategic plan of Honam Sea Grant (HSG) program which is to secure the base technologies for the success of Jeollanamdo's policy projects in the area of maritime and fisheries. HSG's mission is to support science-based sustainable management, conservation and enhancement of Honam coastal and aquatic resources through research, extension and education. Firstly, 80 cases of Jeollanam-do's policy project and 48 cases of HSG's R&D project are compiled and classified into the five areas of maritime and fisheries. Secondly, typical key words are extracted from each five areas and assessed the inherent meanings of each key words using quarterly segmented meaning allocation techniques with 'intended for practical use', 'intended for theoretical use', 'intended for future', and 'intended for current'. Then, we proposed R&D strategic plan based on the evaluation results and, it's practical use is also discussed.
In the Northeast Asian region fisheries agreements of the past regarding high seas as an agreement area were transformed or new agreements were introduced in order to conform to the EEZ regime. However, the existing joint regulatory zone which “open” status is somewhat similar to the high sea not only disappear, but also two new systems were established. To begin with, parties of the agreement claimed their EEZs to be from the territorial sea baselines to the extent set forth, problem of the fishery access of the other party under the agreement is to be solved on the principle of reciprocity and on recognizing of the catch results achieved in the past. In regards to the overlapping zones like neutral zone of the East Sea of Korea(Sea of Japan) and neutral zone to the south of the Cheju Island, provisional measures zones in the Yellow Sea and in the East China Sea, and transitional zone of the Yellow Sea special fisheries management systems reflecting the legal character of the zone involved are applied. Moreover, as fisheries agreements defining open sea as an agreement zone are not able to conform to the EEZ regime, so new fisheries agreements must be taken out from old systems and conceptions, and must be understood and enforced from the new point view. Therefore, countermeasures needed to do so should be developed, and their basic structure is as follows. Firstly, the basic concept of the EEZ regime requires that the coastal states have sovereign rights on their sea zones' natural resources and bear responsibilities appropriate to their allowed jurisdiction. Each Northeast Asian state should adjust the structure of fishing industries and employ advanced fisheries management system, and should make efforts toward such issues of the state policy as increasing fishery resources and preserving ocean environment. Secondly, measures should be developed to solve the international fisheries disputes which are to occur under enforcement of the new fisheries agreements system. In regards to the acts of violation the fisheries laws in the foreign EEZ the principle of jail sentence prohibition is established by the UN Convention on the Law of the Sea, and every fisheries agreement reflects this principle. Therefore, the present question is to consider concrete measures to enable the easy release of the seamen, who violated fisheries laws slightly and well-intently, through establishment and management of the guarantee fund needed to make collateral reasonable. Thirdly, Korean-Russian and Russian-Japanese fisheries relations were formed on the basis of the EEZ regime, since 1992 and 1977 respectively, and are expected to maintain mutually beneficial cooperative character. As for Korean-Chinese-Japanese fisheries relations, the operational problems of overlapping zones, and problem of the permits for EEZ mutual access should be solved on the basis of the principle of reciprocity and equity rather than unilaterally from any side.

Recently, artificial intelligence (AI) technology has progressed rapidly, and industries using this technology are significantly increasing. Further, analysis research using text mining, which is an application of artificial intelligence, is being actively developed in the field of social science research. About 125 laws, including joint laws, have been enacted under the Ministry of Oceans and Fisheries in various sectors including marine environment, fisheries, ships, fishing villages, ports, etc. Research on the laws under the Ministry of Oceans and Fisheries has been progressively conducted, and is steadily increasing quantitatively. In this study, the domestic research trends were analyzed through text mining, targeting the research papers related to laws of the Ministry of Oceans and Fisheries. As part of this research method, first, topic modeling which is a type of text mining was performed to identify potential topics. Second, co-occurrence network analysis was performed, focusing on the keywords in the research papers dealing with specific laws to derive the key themes covered. Finally, author network analysis was performed to explore social networks among authors. The results showed that key topics have been changed by period, and subjects were explored by targeting Ship Safety Law, Marine Environment Management Law, Fisheries Law, etc. Furthermore, in this study, core researchers were selected based on author network analysis, and the tendency for joint research performed by authors was identified. Through this study, changes in the topics for research related to the laws of the Ministry of Oceans and Fisheries were identified up to date, and it is expected that future research topics will be further diversified, and there will be growth of quantitative and qualitative research in the field of oceans and fisheries.
Purpose - This study empirically analyzes the consumer value of risk management associated with illegal, unreported, and unregulated (IUU) fishing of fishery products imported to Korea. The global regulatory paradigm for IUU fishing has shifted from production-centered to market-centered. As a result, changes in the international fisheries trade environment emphasizing "transparency" and "legality" of the production process are accelerating. Therefore, changes in the management systems of fishery products entering the country are also needed. Accordingly, this study estimated the consumer value for risk management of IUU fishing, targeting major fish species imported to Korea, and derived the feasibility of introducing related policies. Design/methodology - This study used the choice experiment as an analysis model to estimate consumers' willingness to pay for the "possibility to check for IUU fishing." The choice experiment assumes that the value of a good or service is composed of separable attributes and that the sum of the part-worth of these individual attributes becomes the total value. In this study, respondents were presented with profiles comprising three attributes (country of origin, price, and possibility of checking IUU fishing) and the levels of frozen poulp squid, the subject of the analysis. The participants were asked to select their preferred profile. The marginal willingness to pay for each attribute was derived from the results of the respondents' choices using conditional logit model estimates. Findings - There is a marked difference in utility based on the preference of the country of origin of fishery products among consumers. In addition, the utility of fishery products that have undergone IUU fishing verification was observed to be higher, with the utility marked to be higher for lower prices. Originality/value - Estimating the policy value of the risk management in IUU fishing of imported fisheries products in this study is a novel attempt that has never been conducted before. Several studies have been conducted to assess the risk of IUU fishing associated with the import of fishery products internationally. However, such studies are yet to be conducted in Korea. Instead, policies and studies have focused on issues related to complying with trading partners' legal and transparent standards for exporting fishery products. This study should be the beginning of more in-depth empirical and theoretical explorations to establish order in the domestic seafood market and respond to changes in international regulations on IUU fishing.
It has been appeared since 1979 that the pattern of laver culture changes from household management to entrepreneurial management. The typical entrepreneurial laver culture management (ELCM) can be defined as a management by the floating aquaculturing method and mechanical processing system. Historical studies show that the ELCM could be operated only under the following condintions; \circled1 securing capital, labor and aquaculturing farm. \circled2 Leveling up of technology to combine these resources effectively. \circled3 Realizing its true value of products for good profits. In turning from household mangement to ELCM, there are some obstacles as follows ; \circled1 Uncertainty, which cannot maintein the merit of mass production because the object of laver culture is living in the sea. \circled2 Immaturity of management owing manly to the lower level of technology and scarcity of competent managers. \circled3 Social problems ; lack of aquaculturing farm, overpopulation in fishing villiage, side-job with agriculture etc. For these reasons, there has been household management with overlabor and underconsumption in fishing village. In order that ELCM can enter the stage of maturity, those problems should be solved. Because ef laver industrial inferiority, these can be solved by the support assistance of government. As the required conditions in ELCM are filled by the government policy, ELCM are increased recently in its numbers.

Although scientist have been reporting recently that changes in ocean environment influence the species composition, movements, and growth of fish in Korea waters. Previous studies on fish vulnerability owing to climate changes are insufficient to explain the effect of fluctuating ocean environments on fisheries ground. In this study, we suggested a method for the assessment of fisheries sensitivity to various factors in ocean environments in Korean waters. To evaluate the fisheries sensitivity, catch data (Chub mackerel, Hairtail, Common squid, small yellow croaker) from National federation of fisheries cooperatives in Korea (1991-2017) and oceanographic data from Korea Ocean Data Center (KODC; 1960-2017) were normalized using the z-score method. Thereafter, the fisheries sensitivity was calculated using the difference between the catch data and the oceanographic data. Finally, the fisheries sensitivity was evaluated based on evaluation grade ratings. Result revealed that in the south sea, variability in catch data was obviously higher than environmental fluctuation (evaluation grade 1), indicating that catch variability in response to environmental change is most sensitive in the south sea among Korean waters in 2017. These results would be helpful for fishery management and policy for sustainable yield in Korean waters.
This paper analyze a description of Korean fleet using bottom gears on the high seas. The need for this study arises from international moves to address the effects of fishing with bottom gears on vulnerable marine ecosystems (VMEs) and in view of a communication on the Korean policy in respect of this. There is growing concern over the impact of fishing using gears that come into contact with the seabed (bottom gears), in particular in deep-sea areas where vulnerable marine ecosystems including seamounts, hydrothermal vents and cold water corals are located. Korea is an important stakeholder in high seas bottom gear fisheries. For the past eight years, the issue of protecting biodiversity in the deep-sea in areas beyond national jurisdiction has been extensively debated by the United Nations General Assembly (UNGA) and in other international fora. As a result of the report and a review by the UNGA of the effectiveness of the measures called for in resolution 59/25, the UN General Assembly called for a series of specific actions to be taken by States and RFMOs in UNGA resolutions 61/105 in 2006 and 64/72 in 2009 adopted by consensus. Korea attaches great importance to the protection of marine ecosystems and has made active efforts to implement the UNGA Resolution 61/105 in areas where there is a regional fisheries management organization, a process of establishing such organization or no such multilateral regime. For the effective implementation of the UNGA Resolution 61/105 and 64/72, Korea views that the development of support tools and, most importantly, the development of a global database on VMEs are urgently needed because many countries lack the ability to identify VMEs and to assess whether individual bottom fishing activities would have significant adverse impacts on their own.
