The main objective of this study aims at analyzing the national roles of fisheries in the global economy from the constitutional view point. Globalization provides general firms and businessmen with great opportunities that allow them to be able to plan and operate their business strategies beyond the national boundaries. WTO and FTA negotiations must be important facilitators of such globalization. However, Korean primary industries like fisheries under comparative disadvantage have a high probability that there may have to be the trade-offs between the primary and the industrial sector to maximize national benefits in the process of bilateral and/or multilateral international trade deals. Since, moreover, fishermen face strong binding constraints under which they hardly carry out fishing operations standing aloof from national boarders, they have to manage fishing businesses within their own national territory, to maintain and develop fisheries culture, and to explore their own destiny for themselves. Because of such reasons, the constitution imposes upon the State the duty to support and develop fisheries and fishing villages. Considering its article and spirit associated with fisheries(i.e. article 123), it seems unnecessary at this point in time that Korean society makes debates over national consensus for supporting fisheries. The reason is because the explicit provisions of the constitution do not allow their arbitrary interpretation depending upon interests or policy situations. However, where national support to the particular sector could not meet the expected social value system, there would be a great deal of chance to invite serious societal debates over such national commitment to the fisheries. Therefore, whether using it efficiently and realizing the socially expected policy goals must be a responsibility of both fisheries administration and fishing industries.
Recently, the Korea's economy concerns the second money crisis because of the rapid increase of the exchange rate. The Korea's economy which is very dependent on the foreign trade is more sensitive to the change of exchange rates. There are many literatures which analyze the effects of variations of the exchange rates on the secondary and tertiary industries such as the manufacturing industry and IT(Information Technology). But there have been no studies which try to figure out the effects of variations of exchange rate on the primary industries, especially, fisheries' industry. Therefore this paper tries to analyze the effect of price competition structure and the change of exchange rate on foreign fisheries exporting prices in Korea's fisheries import market. This study utilizes OLS(Ordinary Least Squares Analysis) for the analysis in the market of frozen yellow corvina, hairtail, angler fish which are major fisheries importable in Korea. The results show that the exporting country which has the highest market share is more sensitive to the change of the exchange rates itself than that of the other exporting countries' price when it starts to set up its exporting price. And the exporting countries which have low market share are more sensitive to the change of price which country has the highest market share than that of price whose countries have low market share and those of their exchange rate. Also we can find out that the countries which have similar market share try to set up price-setting strategy in the opposite direction. In other words, one country tries to bid up its price, other countries response to rival country by lowering their prices. In the consideration of the fact that most exporting countries aren't affected by Korea's fisheries' prices, the exporting countries in Korea's fisheries import market are more sensitive to the prices of other exporting countries than that of Korea's. This result indicates that the price leader-follower model could be applicable to the Korea's fisheries import market.
This study focused on manufactures of meat and fish products among food manufactures, made a time series data for the period from 1983 to 2002, and applied the data to Hecksher-Ohlin model to analyze the elements of pattern of export in food processing industries of Korea. The results are as follows; First, the average annual growth rate of constant exports has increased for meat product and fish product industries in Korea. But, for fish product industries, it has decreased at large since the mid-1990s. Second, the average annual growth rate of physical capital index has increased for meat product and fish product industry, The rate has been more higher for fish product industry than for meat product industry. Third, the average annual growth rate of labor index has decreased for both meat and fish products industries. Fourth, physical capital index has had no significant impact on constant exports for meat product industry, while labor index has had a significant impact on it. Fifth, physical capital index has had a significant impact on constant exports for fish product industry, while labor index has had no significant impact on it.
Fisheries resources living in inland have continuously reduced due to over-fishing and development thoughtless for the environment. Inland fisheries that target the fisheries resources have been also confronted by several problems such as insufficiency of inland fisheries management systems, inconsistent fisheries management system, inferior infrastructure of inland fisheries, and decreasing fishermen's real income. These problems have demotivated fishermen who want to focus on fishing and farming activation. Therefore, this paper provides alternatives of reorganization for turning to sound and healthy inland fisheries industries by reviewing Korean inland fisheries management systems. The reorganization should be preferentially granted resource management by water system considering geographical conditions, seed release, and establishment of fisheries order for maintenance of sound and healthy inland fisheries. Also, the reorganization should be moved toward the competitive strengthening of "company unit" for inland fisheries, the nourishment of fisher-oriented fisheries management system, strong relationship among inland fishermen, the systematic management of inland fisheries, the strengthening of guidance service for inland fisheries, the extension of infrastructure related to fisheries production, the development of inland fisheries policy including public people, and the improvement of inland fisheries system and law reflecting various users of inland fisheries.

The fisheries industry is rapidly shifting from a traditional fishery to aquaculture paradigm and it faces various problems such as depletion of fishery resources and aging of fishing villages. We need the establishment of a fisheries big data platform that includes both the data of the central and surrounding industries of the fisheries industry for enhancement of establishment of a fisheries, 6th industrialization of fishing villages, establishment of related technical standards, and discovery of the new industries to overcome this. Data center agencies should collect, link, and pre-processing, and the platform organizer should create a water industry data virtuous circle through the establishment, operation, and data market of big data platforms to help overcome the current crisis, secure smart fisheries hegemony, and use it as a key to value transfer. Through this study, I would like to propose a policy and technical big data platform construction plan to successfully promote it.
The main objective of this research aims at analyzing efficiency of government financial transfers(GFTs) to the Korean fisheries sector, using the Linear Structural Relations model(i.e., LISERL model) and the field survey data. Most policies of GFTs tend to be implemented to protect industries with weak competitive advantages such as infant and/or primary industries. Specific policy instruments include income transfers, government loans with lower interest rates, taxes and the like. Fishing activities are made at a highly changeable natural environment of the ocean with a great amount of risk and uncertainty. Fishing households make their livelihood under the small-scale fisheries. Such fisheries and fishing households have also a relatively weak market power. Because of these fisheries characteristics most coastal states have adopted a variety of government support programs. However, despite such a huge government support, during the past several decades the world fishing communities have seen a tendency of continuous fishereis resource overexploitation. For this resason there have been hot debates over the government support policies for fisheries through OECD, FAO, WTO, and UNEP. In general, policy evaluations tend to be made on the basis of benefit-cost(B/C) analysis. However, the B/C analysis may produce results quite different from real ones primarily due to many unmeasurable effects. Thus, the authors composed simple questionaires and let fishermen, government officials and academic people answer the questions. The survery was made in several ways such as post-mail and personal/group interviews. In recent years, for analysis of policy performances and effectiveness, the LISREL model has often been used, which consists of structural and measurement eqquations. This model has a good advantage of transforming unobservable variables to observable ones so that it helps construct endogenous cause and effect relationships among relevant variables. The evaluation was done from the two aspects: policy results and policy effectiveness. The policy result evaluation showed that there is a need for improvement for policy problem perception and decision-making process, while the policy effect evaluation suggested that the policy goals were successfully achieved and social justice was improved from the perspective of the entire society as well. However, the research results showed that the GFT policies rendered little contrubtion to narrowing down the gap between GFT beneficiaries and non-beneficiaries incomes.
Cameroon is a country in Western Africa with 16 million inhabitants. Located between Nigeria and Equatorial Guinea, the country is bordered by the Bight of Biafra. It has a 402 km long coastline. It covers an area of about 475,440 sq km. Cameroon obtains its fish supply from five distinct sources notably-small scale maritime Fisheries, inland fisheries, industrial fisheries, aquaculture and importation. Despite its enormous potential, Cameroon produces only 180,000 metric tons fish annually. The total artisanal annual catch is estimated to be 55,000 t of which bonga/Sardinella, white shrimp and demersal fish contribute 58%, 27% and 15% respectively. The industrial fleet expanded rapidly during the sixties and by 1973 there were 29 trawlers and 13 shrimpers which landed a total of about 17,600 t of fish and shrimp. The total catch of the industrial fisheries peaked at about 20,400 t in 1976 and since then catches have generally declined. The per capita fish consumption in Cameroon stands at about 17.9 kg per inhabitant per year. This means that the demand of fish in Cameroon stands at about 280,000 tons. There is a deficit of in fish supply for which the government always resort to massive importation of fish products to meet the local demand. The main fish product for export from Cameroon is the prawn (Panacus duorarum). The main export market of Cameroon's prawn is the European Union (EU). Between 1998 and 2003, Cameroon's export value has been on the decline, dropping from 1,836 metric tons of prawns for a value of 264 millions USD in 1998 to 51 tonnes, for an estimated value of 315,000 USD in 2003. This drastic drop in exportation is consequential to Cameroon's auto suspension from the exportation of prawns towards the EU as a result of non compliance with EU standards. Today, a good quantity of the catches is being exported illicitly through neighbouring countries.

In contemporary society, many fishery industries face a serious problem of having an insufficient number of junior ship officers and engineers. Even though many fishery high schools in Korea made significant effort to produce many talented junior officers and engineers, but after graduation, the students are reluctant to get a job on the fishing vessels. Furthermore, Korean government also invested a large amount of money to train students for ocean-going and costal & near-ocean fishing vessels. However, despite the government's great effort on the training program and education, only a few students wish to work on the fishing vessels. In this article, the author tried to find answers for various questions such as what are the factors that the student prefer, where the student to want to get a job in fishery industries, and how student feel about working at fishing vessels. Furthermore, the author also analyzed the differences between high school student group and Korea Institute of Maritime and Fisheries Technology(KIMFT) student group about occupational orientation by utilizing SPSS statistical program. Additionally, the author surveyed the current onboard status of job position of the high school and KIMFT alumni. This study's results and data will be used for aiding further stimulation and advertisement of job position in fishing vessels and continued daily lives on board.

Acceleration of globalization in almost all industries, including fisheries, already had been a major paradigm of the age. And It has been weakened its meaning of geographical, cultural and economic boundaries between the nations. In particular, various changes in the fisheries environment have exceeded the area of problem for conventional single country is resolved. And if there is no cooperation with international cooperation other problems also almost nearly impossible to alleviate or solve. So it has emerged in this context, the concept of sustainable development and conceptual diagram of responsible fisheries. However, it has been passed about 20 years since the FAO documents published, there is little interest in it. In this study, analyzed the characteristics of the changes and its constitutive trends and contents of the FAO's responsible fisheries documents. And proposed both the need for analysis and research for the fisheries in an international context for the future and educational aspects. The results of this study show that FAO related documents are hardly to find that have been translated into Korean, in particular since the 2000s. And it is fairly skeptical whether there is a direct effective in fisheries in terms of language barriers. Therefore, the study on responsible fisheries much more important to develop the current status and future-oriented policy of international fisheries even in fisheries related education.
In recent, the Korean fisheries industry face an overall crisis. Annual fish catch is continuously decreasing for last two decades even though various programs to improve fish population. Moreover, domestic fish market is more and more occupied by imported cheap fish products from abroad due to the consequence of open economic policy, FTA and WTO/DDA entente. Under the circumstances, this study aims to examine the potential for building fisheries cluster as a policy tool to promote fisheries and fisheries-associated industries in Korea. To achieve this goal, the authors firstly reviewed the theoretical concept of Industrial Cluster in the evolutionary economics point of view, secondly, analyzed the main components of Porterian Cluster(or innovation cluster), thirdly, derived the key reasons to induce the improvement of productivity within the cluster network system and lastly evaluated fisheries capability and industrial infrastructures of each province as a basic condition to build a fisheries cluster. The result of the study demonstrates the voluntary accumulation of fish products and processing techniques in Korea, however, it is not enough to make up a Porterian innovation. Therefore, the present is most opportune for applying fisheries cluster as a strategic policy tool. Government supports to establish innovation cluster for fisheries may contribute both fisheries industry and local economy by developing the latent capacity of fisheries and helping concentrate innovation capabilities.
