In spite of the importance of a fishing industry, neither any terminology defined in details nor academic systems to educate the workers in the fishery were established in the fisheries social education. The fisheries social education was considered to be the practical area around the actual fields. Therefore, on-site education was very important. Accordingly, this study collected and analyzed theoretical basis of a social education and data on the rural adult education and examined the actual status of the fishing industry in Korea and fisheries extension services enterprise and fisheries developmental enterprise corresponding to the actual fisheries social education conducted in Korea. On the basis of these frames, this study summarized the direction for the progress of fisheries social education that has not been studied until now for the purpose of suggesting the future directions of the fisheries social education as follows; The recognition on the importance of fisheries social education and fundamental researches in the fisheries social education should be extended. The practical development of fisheries social education should be realized. Fisheries extension services enterprise should be evolved by fishermen. The abilities of instructors in the fisheries social education should be improved. The academic factors in the fisheries social education should be emphasized. Inter-disciplinary and multi-disciplinary approaches should be adopted. Various programs should be developed for the progress of the fisheries social education. The exclusive department in charge of the fisheries social education should be established. The information system for the fisheries social education should be secured. The industry, academic organizations and the organs should make cooperation. The fisheries social education should be provided by general social education institutions for the progress. The fisheries development should be deployed on the basis of environmental preservation. It is necessary to deploy the new fishing village movement like the Saemaul movement to the fisheries. The administrative and financial supports for the fisheries social education should be expanded. It is essential to cultivate the future fishermen for the international competitiveness.

This study was aimed at analyzing the research trends and presenting the future research in fisheries and marine sciences education. This study analyzed 127 papers related with fisheries and marine sciences education among total 970 papers from 1988(Vol. 1(1)) to 2015(Vol. 27(3)) in 'The Journal of Fisheries and Marine Sciences Education'. The results were as follows. Firstly, researches related with fisheries and marine sciences education have been actively studied from 2013 to the resent. Secondly, career vocation education and subject matter education were the most in the contents on fisheries and marine sciences education. Thirdly, literature reviews and content analysis were used the most in the research method on fisheries and marine sciences education. Lastly, most researchers(82.68%) belonged to university, and from around 2008, multiple-author research began to increase quite a bit in comparison with single-author research.

Notwithstanding Korea and P. R.China are located in the neighborhood each other geographically, the break of diplomatic relations of them continued a long term, and the difference of ideology and social structure of two countries was acting as a barrier to understand each other in many fields. Two countries established formal diplomatic relation in 1992, and then the interchange and mutual cooperation between both countries are being performed rapidly, but the field of fisheries education and research system is continuing in the early stage yet. It can be easily expected that the interchange and mutual cooperation in the field of fisheries through the ocean contribute not only to the international friendship, but to the rational management of fisheries resources. In accordence with the necessity mentioned above, the author considered the general situation of fisheries education and research system in P. R. China. P. R. China runs two kinds of fisheries education system which are regular and irregular system. The regular education system is the principal means of cultivating fisheries scientists and technicians. And there are three grade levels in regular education : the tasks of which are undertaken by the fisheries universities, fisheries colleges and fisheries high schools. Adult education system in fisheries are of the following types : fishery cadet training courses, evening schools, correspondence courses and broadcasting or TV programs. The fisheries research in P. R. China is undertaken by the research institutes under the Bureau of Aquatic Products, and the basic research of oceanography is undertaken by the oceanographic institutes under the Chinese Academy of Science.
This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

The Fisheries business administration is not only the social sciences in the education of fisheries and marine related fields but also has been lectured and educated in both high school and college level. But there are few studies that have been conducted a comparative analysis on the contents in fisheries business administration education in the continuity and sustainability. The objectives of this study are analysis of contents construction in fisheries business administration and suggestion of systematic structure with comparing the textbook of fisheries business administration in high school and college(Gyeongsang National University and Pukyong National University). The results of study show that some structural contents similarity has been found among the fisheries business administration textbooks though some of the contents are insufficient. And there are lack of recency both data and descriptions in fisheries business administration textbooks and much of time gaps based on publication year. Based on the result of this study, the integrated framework that consist with 5 main contents categories has been suggested for education of sustainable development in fisheries business administration. But still needed to be discussed the range and level of fisheries business administration issues by stakesholders including academic community, researcher and industrial personnel.

History of the fisheries education in the secondary schools in Japan has began in 1901, and it greatly contributed to the development of fishing industry in Japan. Also this education system affected to her some neighboring countries. e.g. Korea, Taiwan, etc. According to the fundamental change of the education system after cease of the 2nd World War, fisheries middle schools were rearranged to fisheries high schools. and the activity of the graduates widely contributed to push up the total catch of fish in Japan to the first world rank since the 1970s. Nevertheless, the education in fisheries high schools is confronted to much problems, because of the rapid decrease of the man power who desires to work in the field of fisheries especially onboard fishing vessels in accordance with the rapid progress of industrialization and service economization. Such problems are taking place not only in Japan but also right now in Korea. To find out some countermeasure against the problems. the auther studied on the present status and the problems confronting in the education of fisheries high schools in Japan through some references. with heartful desires this study to be able to contribute to the sucessive development of the education on fisheries high schools and also the productivity of fisheries in Korea.

This study had been analysed the establishment, the closing and the actual conditions of the fisheries school according to the four times revision and promulgation of the law of education of korea which were devided by the early term (the first Chosun educational decree), the middle term (the second Chosun educational decree) and the last term (the third and fourth Chosun educational decree), and also been investigated how the fisheries education of the school had been acted to the mobocracy and the assimilation policy and together with it's back ground through this analysis. The aim of this study is to contribute to the study of the history of the fisheries school education, analysis of change of the fisheries school education according to practical application of the Chosun educational decree. The summary of the characteristic of the each term are as under. First, in the early term of the fisheries education under the first Chosun educational decree, Experts were despatched to the each province with donated money from emperor and opened seasonal the fishing training centre, a kind of social fisheries education, and trained directly fishing technic and were going to train fisheries trainees regularly under name of elementary fisheries school. Japanese imperialism attached great importance to the vocational education in order to snack economical products from colonized Korea but actually had a purpose to train low quality technician who follow blindly their colony policy of Japanese imperialism. The fisheries schools in the circle of system in early time of Japanese imperialism, Kunsan public elementary fisheries school was established in April 1915, Yosu public elementary fisheries school was established ill May 1917 and Kyungnam Tongyoung training school was established in March 1917. Secondly, After 3.1 movement, the Japanese imperialism established an appeasement policy so called cultural politics and continued assimilation policy with skilful methods. After revision of the second Chosun educational decree, the Elementary vocational school was changed as the vocational training school. The school of fisheries education in middle of Japanese imperialism trained low quality technicians to snack fisheries resources from colonized Korea. After the middle of Japanese imperialism they paid attention on training fisheries technician through fisheries school rather than training school. With high interest and crowded volunteers, Kunsan public fisheries school was promoted in 1922, Tongyoung public fisheries school was promoted in 1923, Yongampo fisheries training school established in 1922 was promoted as Yongampo public fisheries school in 1926. Thirdly, in the time of the third and fourth Chosun educational decree, the end of Japanese imperialism, they met Pacific war after Japan vs China war. During the war time they considered the vocational school as the source of supply for materials and manpower and consequently had to expanded vocational education and systematically despatched students to war field and practiced military training. In 1938, Namhae public fisheries school was established and Chungjin fisheries school was permitted. But in order to supply manpower to Pacific war, the study period of Yosu public fisheries school was shorten from 5 years to 4 year in 1943 and also that of Tongyoung public fisheries school shorten in 1944.

UN adopted the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) in 2015, a set of 17 objectives with 169 targets expected to guide actions over the next 15 years (2016-2030). One goal expressly focuses on the oceans, that is, SDG 14 'Conserve and sustainably use the oceans, seas and marine resources for sustainable development'. More than 30% of fish stocks worldwide were classified by FAO(2016) as overfished. Globally, world capture fisheries are near the ocean's productive capacity with catches on the order of 80 million metric tons. Aquaculture production is increasing rapidly and is expected to continue to increase, but aquaculture encounters some environmental challenges, including potential pollution, competition with wild fishery resources, potential contamination of gene pools, disease problems, and loss of habitat. Accordingly, there have been a variety of world organization and conferences stressing the importance of the implementation of the ecosystem-based fisheries management(EBFM) to overcome these problems. Annual catch of Korean fisheries have shown continuously declining patterns since late 1990s. Most fish stocks are currently known to be over-exploited, and some stocks are depleted due to the increase in fishing intensity and over-capitalization of fishing fleets. Other reasons for the depletion are land reclamations and coastal pollution, which destroy spawning and nursery grounds along the coastal regions. Aquaculture production is also increasing rapidly in Korea. However, several important issues such as gene pool and interaction with capture fisheries should be considered. The EBFM approach should use the best available information coupled with a reasonable application of the precautionary approach. The EBFM has global relevance, and so the real challenge will be to develop and use reliable, robust and cost-effective means of assessing and monitoring the status of ecosystems and their resources, and rapid means of detecting any undesirable and excessive impacts that threaten sustainable use. Future fisheries education should take into account UN's SDGs, which were adopted to achieve the global 2030 agenda. However, there are some difficulties in the current fisheries education system in Korea. First, the current education organizations are limited within the old frame of traditional fisheries sciences. Second, the fisheries education is currently lack of the future-oriented education system and of customized schools or departments. Third, the on-going fisheries education has been based upon few educational policies which are sufficiently relevant to holistic SDGs of the global standard. Accordingly, directions to modern fisheries education for achieving SDGs would be, first, the transition of fisheries education structure into the future-oriented and customized education system. Second, fisheries education needs to shift to the new paradigm, which combines traditional fisheries science education with related fields such as oceanography and environmental sciences to adopt the concept of EBFM. Lastly, fisheries education should accompany relevant policies for effectively achieving SDGs.

Though the history of fisheries business administration education has it's own uniqueness, the research or study of that still insufficient. And in spite of the structural shift of society and environmental diversity, there's few research that analyzing or examining the curricular constitution and change recently. The process of this research was implemented with investigating the objective and content domains concerning marine education in the fisheries and marine curriculum and changes of them. The changes of fisheries business administration education reviewed and analyzed in the view point of construction of the textbook, contents of the each changes and recency comparison of tables and figures of the high school textbook of the fisheries business administration general. The results show that most of the changes have been reflected by the demands of the society including fisheries related law, policy and distribution networks. But there are still some errors and necessity of improvements in data and descriptions. The results of this study would help develop sustainable curriculum design for further changes and give more effective guidelines for identifying the core of fisheries business administration education.

Fisheries and merchant marine high school education is the core for human resources of fisheries and merchant marine industries. In the past, fisheries and merchant marine high school education was terminal education producing skilled worker in water area. But fisheries and merchant marine high school education are rater desired on educational role of helping student go on to college and to have continuing education after graduate high school. In this regard, the central purpose of this study was direction of basic composition on the 7th revised curriculum for the fisheries and merchant marine high school. The specific objectives were follow contents, this study present importance for 7th revised curriculum, and comparative analysis by the change of direction of basic composition from 1st revised curriculum to 7th revised curriculum. Also, this study present direction of basic composition on the curriculum in accordance with a change and demand of industrial society. The objective on the 7th revised curriculum for fisheries and merchant high schools is to teach students basic knowledge and skills related to fisheries and merchant marine industries, and self-reliant attitude so that students can get to the successful career roles in the rapidly changing industrial society.
