This study analyzed the changes in productivity growth of 291 regional fisheries cooperatives area from 2001 to 2010 selected as target. The productivity growth analysis of operating offices calculates Global-Malmquist productivity index. Input variables are number of the persons and the nettable area, output variables are deposit, loans and earnings. To improve the homogeneity of industry, the operating conditions were considered. Global Malmquist index of Operating offices was reduced between 2001~2010. The cause of increase and decrease of productivity are divided by efficiency change(EC) and best-practice change(BPC). Operating offices with increased productivity existed between 2001~2002 and between 2002~2003 and between 2006~2007. There were operating offices with increased productivity by EC. Global Malmquist index of Operating offices with locations was highest relatively in metropolitan. Operating offices with increased productivity existed between 2003~2004 and between 2007~2008 and between 2008~2009 in all locations. There were operating offices with decreased productivity by BPC.
Initially, the system of outside director of cooperative has the object of consulting an external specialist. Recently, it takes a serious view of monitoring about securing clean management on the operating crisis. Nevertheless, in the field of NFFC(National Federation of Fisheries Cooperatives), it is difficult that the system of outside director of cooperative attains that is initial object. And in the field of FC(Fisheries Cooperative), it isn't in force about the outside director of cooperative. Therefore, it is important to make a following system improvement. (1) The ratio of outside directors among the member of board of directors has to be increased. (2) Outside director's term of office has to be amended from lyears to 2years and the current method of selection should be reformed to be a strict one with high standard of requirement and substantial screening for membership. (3) Outside directors' wage system must be actualized by adopting incentive system' etc. A measure of appointing an executive in a similar business line or organizations to ours as an outside director must be considered. FC have to introduce the system of outside director. (4) A recognition of proper management of outside directors and putting in practice is essential.
The Purpose of this research is to analyze and discuss the development of yellowtail aquaculture industry in Japan and its management structure. The research includes the following : (a) It confirms the industrial conditions of yellowtail aqaculture which has a national technical and mass production system that has been developed at great speed. (b) It analyzes yellowtail aqaculture development from a family - oriented management to a large scale production. (c) It examines how the fisheries cooperatives harmonized their role with the object of individual aqaculture management and aqaculture fishing ground management. The reasons for this study focusing on the yellowtail aqaculture industry of Japan are : (a) The yellowtail aqaculture is regared as a typical field in aqaculture because it reflects the general aqaculture history, quantity of fisheries aqaculture product, the number of fishermen involved in this industry, technology , and the live and fish market formation in Japan. (b) The aqaculture has the most powerful entrepreneurial in financial and management style. The aqaculture industry also has a most individual management style which includes planned production and shipping strategy. This research has attempted to study the industrial processes of fisheries aqaculture industry and its management development, and focused on the yellowtail aqaculture industry of Japan. This work also includes data about the aqaculture management of fisheries cooperatives and case by case analysis of aqaculture production. The following results were obtained from this study : First, even though ocean, weather conditions, and widespread propagation of places suitable for aqaculture in Japan were crucial factors in aqaculture development, it must be pointed out that fisheries policy in Japan changed from "catching" in the 1960s to "cultivating". Second, the widespread course of fisheries cultivating technology in Japan has had two characteristics. One is that early aqaculture technology spread to the southern part of Japan and the other is that the metal nets were widely used in the northern part in the 1970s. Japan's yellowtail aqaculture industry's overproduction was due to metal nets. However, the use of mwtal nets also contributed to the improvement of aqaculture and the strategic aspects of aqaculture management. In addition, it should be stressed that Kagoshima prefecture as the pioneer of metal nets contributed to fisheries aqaculture development in japan. Third, as aqaculture technology developed, entrepreneurial qualities of aqaculture management also developed this field into a large scale business. Even though it is not clear, large scale management of yellowtail aqaculture shows evidence of superiority over small andmedium - size management of yellowtail aqaculture. Fourth, yellowtail aqaculture management in Japan hascontributed to the production system and aqaculture strategy to meet consumers' needs and market demands from weather - oriented trational fisheries industry, which overcame their overproduction structure. Fifth, Japanese fisheries cooperative played very important roles in the prevention of fishing grounds production from destruction and in promoting suitable aqaculture facilities so that aqaculture could grow continually.ld grow continually.
The relatively recent emphasis on a total allowable catch(TAC) system is placing new demands on fisheries management. Korean fisheries law has provided recently for implementation of the TAC based on fishery management system, in order to conserve and manage fisheries resources rationally in its exclusive economic zone(EEZ). In 1998, the TAC system was first applied to Korean fisheries. This TAC system is currently undergoing a second trial period, having been put under the system for 20012002 and continuous trial basis until the complete settlement of EEZ system agreement among three countries, Korea, China and Japan. The TAC system implementation needs are sophisticated information collection, analysis and modeling that will continue to increase and require the high management resources. In addition, data on social and economic impacts on TAC system is sometimes inadequate. The implementation of the TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system, These limits and problems are complicated by an inadequate biologically and economically information and insufficient management resources. Government and fisheries cooperatives must be cooperated in the management process in order to minimize its conflicts and maximize commitment to sustain fishery development. Recognition of the ineffectiveness and its potential consequences leads to the adoption of the cooperative-based co-management approach in implementation of TAC system. In 1998, the TAC system was first applied to Korean fisheries, where traditional fishery management has consisted mainly of technical measures and input controls. The QMS of TAC system has been implemented in the form of cooperative-based co-management framework. This QMS framework was chosen to overcome many difficulties and limits that a competitive TAC system would impose on Korean traditional fisheries management. The implementation of the QMS of TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system.
A number of public loans with lower interests and other tax benefits have been provided for farmers and fishermen. However, much of those loans have been accumulated as non-performing. The result is that a large part of fisheries debts are now on the verge of default, Those loans, that fail to pay interests, keep rapidly growing like a time bomb. Now something has to be done before it burst. Firstly, the government must clean up the debts caused by government's mismanagement in the past. The past debt must be repaid or written off by the government since its guarantee was committed several times in guidelines regarding public loans. As such a measure, the government can greatly enlarge its capital contribution to the Credit Guarantee Fund for Farmers and Fishermen and Loss Guarantee fund for Policy Loan. It would greatly help to compensate local branches of fisheries cooperatives for their loss incurred from carrying public loans. In the past, the government used to roll over old debts of fishermen with new debts whenever maturity came. It ends up growing the size of non - performing loans. For this reason, it is not delay of the debt payment, but its write - off that fishery society needs a lot. Secondly, the loan authorities must lower overall risk in providing public loans for fishermen in the future. The whole process must be thoroughly reviewed and changed to provide and manage government loans. To facilitate this, fisheries cooperative must stop being just a public agent, rather take a bigger responsibility in selecting, and checking loan beneficiaries, and securing debt repayment. Incentives must be arranged properly enough to induce fisheries cooperatives to treat public loans just like their own business. Finally, the so - called 'special account of policy loan in fisheries industry' must be set up to enhance the transparency and to check the performance of public loans programs.
This study aimed to evaluate the utilization of low fish meal (LFM) diet and black soldier fly (BSF) Hermetia illucens meal supplementation in LFM diet as a fish meal (FM) replacer or functional additive for juvenile olive flounder Paralichthys olivaceus. Three LFM diets were prepared to contain 30, 25, and 20% FM, respectively (designated as F30, F25, and F20). Three BSF diets were prepared by adding 2.0, 2.5, and 3.0% BSF in the LFM diets, respectively (designated as F30B2.0, F25B2.5, and F20B3.0). A total of 540 fish (initial mean body weight: 22.3±0.01g) were randomly distributed into 18 tanks (240 L) in triplicate groups and fed the experimental diets twice daily for 12 weeks. Results showed that there were no significant differences in the growth performance, feed utilization and survival among all the groups. Lysozyme activity significantly increased in F30B2.0 and F25B2.5 groups compared to their respective LFM groups. Total immunoglobulin was significantly higher in F30 group than in F20 group. Anti-protease and myeloperoxidase activities were significantly higher in F30B2.0 group than in F20 group. Innate immunity gradually decreased with decreasing FM level in all the groups. BSF supplementation significantly improved immunity compared to their respective LFM diets. Therefore, BSF could be used as an immuno-stimulant supplement in LFM diets for P. olivaceus.
For the last few years, the wholesale market system in Japan has been experiencing a lot of changes in the related sectors. The greatest changes in the environments surrounding the wholesale market were enlargement of the producers' cooperatives, increase of fisheries products marketed in the outside of the wholesale market system, and management aggravation of the related businessmen, These changes resulted in the revision of the wholesale Market Law in 1999 to cope with the social needs successfully. Recently, fisheries wholesale markets in Japan have a few problems like declining of earning power, weakening of management constitution, etc. Consequently, Japanese government presents policy for enforcing the competition power through reform laws related with fisheries wholesale markets. Also the fisheries wholesale markets have been trying variety and active countermeasures like undertaking, merger, coalition, etc. to overcome the crisis.
The shelf life of oysters Crassostrea gigas, in two different types of packaging containers, polyethylene (PE) and polyethylene terephthalate (PET), was determined by evaluating the pH, glycogen and soluble protein content, turbidity, and viable cell count. After 7 days of storage, the pH of the packing water in the PE container decreased to 5.88, while the pH in the PET container decreased to 6.03. In the PE container, the glycogen content of the oysters decreased by 0.85 g/100 g and the soluble protein content and turbidity of the packing seawater increased by 1,927.21 mg/100 g and 3.24 McF, respectively. In the PET container, the glycogen content of the oysters decreased by 0.96 g/100 g and the soluble protein content and turbidity of the packing seawater increased by 1,674.75 mg/100 g and 0.98 McF, respectively. The reaction rate constants (K) were as follows: glycogen content, -0.18 (PE) and -0.10 (PET); soluble protein content, 0.29 (PE) and 0.26 (PET); and turbidity, 0.41 (PE) and 0.06 (PET). These results suggested that PET can be used as a new packaging container material for raw oysters because the quality is maintained and it offers more convenient handling during distribution.
The policy of suppling tax-exempt fishery oil in Korea has a history of almost 40 years, which was initiated by the National Federation of Fisheries Cooperatives in 1965. In 1999 the volume of fishery oil supplied to the earning fishermen and fishing entrepreneurs amounted to 8,390 thousand DM, 500 billion won in total. This paper analyzes the oil supplying system to fishermen in Korea and shows that the structural obstacles to the stable provision of fishery oil lies in the ineffective bargaining power (fixing price). Provided that the NFFC as a buyer, which is not equipped with the storage facilities for oil bids for a unit-price contract of fishery oil, there exists a possibility of collusion among 5 local oil refineries corporations to influence the oil price, making it difficult to reach a resonable price of oil. Though the international bids and direct imports following the liberalization of oil imports would help lower the unit price, purchasing and importing the oil out of season at a lower price would not be guaranteed without the oil storage facilities. Furthermore, the current supply system of oil is quite vulnerable to the extraneous factors and, say when the oil price soars unpredictably, it is almost impossible to supply low - priced fishery oil to fishermen. The National Federation of Fisheries Association of Japan(Zengyoren), for instance, possesses 10 oil storage facilities, which had been built across the country during the last 20 years (1964-1984). The storage capacity of these facilities reaches 0.6million DM(by kind, 0.56million DM for A heavy oil, 38thousand D/M kerosene, 5thousand D/M for diesel fuel oil). Allowing no intermediary of production associations(fisheries cooperatives) the NFFA's capacity for keeping oil in reserve rises much higher. As these storage facilities can keep the oil amounting to as much as of 70 days demand in reserve, a stable supply of fishery oil on favorable terms is secured. In contrast with Japan case, unequipped with the storage facilities for fishery oil, Korea does not have much bargaining power for bringing down the price of fishery oil. To make matters worse, the oil storing capacity of the member cooperatives is the volume of only 8 days demand. In case the oil price rises, it is almost impossible to supply the oil to the fishermen at a price lower than the price risen.
