  • The purpose of this study was to investigate of fishery consciousness for fisheries high school teachers. The data was collected from 61 fisheries high school teachers in Kyungbuk Province. The treatment of materials are classified by level of academic careers, teaching careers. This research evaluated percentage to the frequency of reponses to each question and carried out $\chi^2$ - test, etc. The statistically significant level accounted for p<.05 and made use of SPSS10.0. The conclusion of the study were as follows: Strategic development of fisheries high school on fishery consciousness need to program with fishery characteristic, to promote maritime affairs had better systematic publicity activities. On educational system policy need to keep consistency of occupational education policy, change of titles of school and reconstruction of department, expand of carrier guidance direction. On high self-conceit of Hsheries high school teachers need to many discussion be based program of school itself and academic society. And director and vice-principle station region of islands, etc.

Measurement of Fishing Capacity of Offshore Fisheries in Korea (우리나라 근해어업의 어획능력 측정에 관한 연구)

  • Reducing fishing capacity is one of current issues in the international fisheries. This is because that increased fishing capacity has caused not only fish stocks to be depleted, but also additional fishing costs to be incurred, which resulted in reduction of economically viability of fisheries. For this reason, FAO adopted the International Plan of Action for the Management of Fishing Capacity' in 1999 and recommended member countries to estimate fishing capacity and to implement the policy to reduce fishing capacity. This study is aimed to measure fishing capacity of the Large Purse Seines Fishery that is one of offshore fisheries in Korea using both Peak - to - Peak Analysis and Data Envelopment Analysis in order to provide a policy information for preparation of domestic plan of action for the management of fishing capacity. The results of PTP Analysis were almost similar to those of DEA Analysis. The DEA results showed that the capacity utilization in 2004 was about 75%, it was obvious the capacity did not utilize enough. The sensitivity analysis on DEA results indicated that 24% of the number of ships, 26% of the tonnages, or 29% of the horse powers should be reduced if the present catch remained. In addition, if the catch remains at the MSY base level of large purse seines, the analysis suggested that the number of ships, tonnages and horse powers should be reduced by 15%, 18%, and 21% respectively.

The Sociopolitical Economics of Marine Ranching Program in Korea

  • This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.

A Study on the Structural Problems and Global Development Model and Policy of the Distant-water Fisheries, Korea (원양어업의 경영구조적 문제와 글로벌 발전모델 및 정책에 관한 연구)

  • With extension of national jurisdiction over coastal living resources, new dimensions and objectives should be added to international cooperation in distant-water fisheries concepts. For distant-water fishing nations, Korea, joint exploitation of these resources is today considered not only as a way of producing additional income opportunities, but first of all as at least a partial solution to neutralization of harvesting limitations imposed on them in traditionally exploited fishing grounds.This paper explores the development of Korean distant-water fisheries agreements and reviews the various types of agreements currently in place and discusses the future of Korean distant-water fisheries agreements with third countries. The relationship between coastal States and fishing fleets from non-adjacent countries has been transformed since the 1980s. This was primarily a result of the declaration of Exclusive Economic Zones(EEZs) by many coastal states in the years leading up to the close of the negotiations of the UNCLOS in 1982. Significantly, by recognizing the right of coastal states to determine how their waters were to be exploited, UNCLOS provided a legal basis and economic motivation for the negotiation of access agreements between coastal states and distant-water fishing nations, KoreaThere is a real danger that Korean distant-water fisheries agreements could and do result in the adverse environmental impacts experienced in Korean coastal waters being transferred to third country water and consequently creating socio-economic problems for these third countries. Korean distant-water fisheries agreements with third countries have the potential to be a force for good if they are well managed and if the principals that will be applied within Korean coastal waters, through the reform of the distant-water fisheries policy, are applied equally upon third country waters.

Assessing Stock Biomass and Analyzing Management Effects Regarding the Black Scraper (Thamnaconus modestus) Using Bayesian State-space Model (Bayesian state-space 모델을 이용한 말쥐치 자원평가 및 관리효과 분석)

  • This study sought to assess the stock status and analyze the management effects with regard to the Black scraper, which is one of the more commercially important species in Korea. The catch amounts of Black scraper have significantly decreased since 1991. In this analysis, a Bayesian state-space model was utilized to assess the biomass of the Black scraper given the limited data. Model results showed that MSY and BMSY of Black scraper were estimated to be 26,587 tons and 365,200 tons, respectively. In addition, the current biomass level of the Black scraper was assessed to be only 2.1% (7,549 tons) of BMSY. For this reason, the effects of a moratorium policy on the Black scraper were evaluated. The results showed that if such a moratorium policy was implemented, it would take at least 18-40 years to restore the biomass level of the Black scraper to BMSY depending upon its growth rates.

National Roles of Fisheries: Political-Economic Meaning and Interpretation of the Constitution (수산업에 대한 국가 역할: 헌법의 정치경제학적 의미와 해석)

  • The main objective of this study aims at analyzing the national roles of fisheries in the global economy from the constitutional view point. Globalization provides general firms and businessmen with great opportunities that allow them to be able to plan and operate their business strategies beyond the national boundaries. WTO and FTA negotiations must be important facilitators of such globalization. However, Korean primary industries like fisheries under comparative disadvantage have a high probability that there may have to be the trade-offs between the primary and the industrial sector to maximize national benefits in the process of bilateral and/or multilateral international trade deals. Since, moreover, fishermen face strong binding constraints under which they hardly carry out fishing operations standing aloof from national boarders, they have to manage fishing businesses within their own national territory, to maintain and develop fisheries culture, and to explore their own destiny for themselves. Because of such reasons, the constitution imposes upon the State the duty to support and develop fisheries and fishing villages. Considering its article and spirit associated with fisheries(i.e. article 123), it seems unnecessary at this point in time that Korean society makes debates over national consensus for supporting fisheries. The reason is because the explicit provisions of the constitution do not allow their arbitrary interpretation depending upon interests or policy situations. However, where national support to the particular sector could not meet the expected social value system, there would be a great deal of chance to invite serious societal debates over such national commitment to the fisheries. Therefore, whether using it efficiently and realizing the socially expected policy goals must be a responsibility of both fisheries administration and fishing industries.

The Dividend Policy of the Pusan Cooperative Fish Market (부산공동어시장의 배당정책)

  • Dividend Policy involves the decision to pay out earnings versus retaining them for reinvestment in the firm, and dividend policy decisions can have either favorable or unfavorable effects on the attainment of firm's objective. This paper is to examine the present status of dividend policy of the Pusan Cooperative Fish Market, and to suggest the optimal dividend policy decisions appropriate for achieving its objective, which is to promote the fishermen's benefits and protect the interest of consumers. There are two types of dividend that the Pusan Cooperative Fish Market pays to the equity owners : (1) dividend on capital and (2) equalized patronage dividend. During'90s, while the rate of dividend on capital ranged from 1.7% to 2.8%, that of equalized patronage dividend ranged from 13.9% to 22.9%. Therefore, the rate of total dividend on capital including revolving funds has been about 20%, which turns out to be much higher than those of companies listed in the stock market. According to the current dividend data, the Pusan Cooperative Fish Market focuses on the equalized patronage dividend and the dividen on capital is the secondary type of dividend. In addition, the interesting feature of equalized patronage dividend is that it is supposed to be reinvested into capital by the Articles of the Fish Market, as soon as the Fish Market pays it to its members. Finally, this paper suggests the rational dividend policy of the Fish Market that is able to help its objective to be achidved more efficiently. The overall direction of the rational dividend policy can be summarized as follows ; (1) The level of cash dividend on capital should be increased enough to reflect the market interest rate. (2) The subsidy of working capital to some member fisheries cooperatives as quasi- dividend should be cut off steadily. (3) The equalized patronage dividend should be replaced by the original patronage dividend whose level is determined by the volume of each member's purchase. (4) In the long-term, it is necessary to improve the system of revolving funds in the way that revoloving funds could serve to complement equity capital for only a fixed time, after which they ard repaid to the members.

Plan for Countermeasure and Prospect of Demand and Supply about Seamen in Korea (우리나라 어선원 수급 전망과 대응방안)

  • A study on the seamen's demand - supply has been focused on early 1990s, and never studied yet since 2007. Because previous studies related to the seamen are very different in conditions the environments around the fishery recently. It is serious problem that the number of domestic semen are decreasing continually. To depend on foreign seamen because of lacking of domestic seamen should be linked closely with the fishing industry environment in our country. Therefore, this study is limited to domestic seamen. Lacking recent domestic seamen, it is the most likely to rise imbalance between demand - supply in the future. Through medium and long term its analysis based on data, we are willing to discover various political subjects for seamen's welfare, the training of manpower, education, etc. To solve these issues, it can be made institutional changes as follows ; First, it is necessary policy-making related the deteriorating employment situation based on its analysis of medium and long term for seamen. Second, it is necessary to overcome a dual system for its management for seamen. Third, it is necessary to improve problems of statistics data for fishery and build a statistical system for seamen. Also, it will be improved a insurance system under 5 ton and strengthen the function for Korean seamen welfare and employment center and must be urgently countermeasures for the minimal unemployment rate through a content development and management of home page. Finally, it will be supplied reliably seamen to improve a practice system for apprentices according to the international regulations(STCW-F) for fishery students.

A Study on Fisheries Resource Management Under the Rate Payment System - In Case of Large Trawl Fisheries - (비율(보합) 급제하에서 어업(자원)관리에 관한 연구 - 대형기선저인망어업을 중심으로 -)

  • Korean fishery wage system has been evolved with the different titles. However, Since the law of fishing crew was enacted in 1984, the fishery wage system has been established as a rate system, which is a legal term. The present rate system in practice shows various contents and modalities, depending on fisheries and regions, but the fisheries of large trawl cooperative employ a rate system of fixed plus rate wage. However, such change did not transform basically the properties of pure rate scheme. As well known, fishing vessel owners face an awful lot of difficulty in managing and controlling effectively the production process because fishing activities are carried out in the seas remote from the land. Thus, it tend to be inevitable for vessel owners to employ a rate system to induce fishermen's positive motivation for promoting productivity and saving operating costs. However, the rate system has worked out as a driving force, which induce an increase in production more strongly under the expansion of vessel numbers and power and the keener competition of fishing activities. Even though the control mechanism of fishing instruments are well established, fishermen become naturally to have an incentive to increase their fishing effort for maximizing production since they are able to raise their shares by maximizing the quantity harvested. Thus, as far as the rate system exists, fisheries administration may have much difficulty in realizing its fishery management goals only through vessel reduction and fishing gear regulations. Also, under the rate system fishery management authority may be in face of a serious dilemma between the spontaneous rate system and vessel reduction policy. If the realistic aspect of the rate system is recognized and resource restoration and profit promotion are main policy goals, it is necessary to develop effective ways to control vessel owners' and fishermen's production-maximizing motives at an appropriate level. From this point of view, it seems reasonable to introduce TAC system by species or by fisheries into the existing fishery system. The research results suggest that if the fisheries administration could understand clearly the spontaneous fisheries wage system, it would know the norm of TAC and the basic reasons for illegal fishing activities and thus it would be able to develop and implement more realistic resource management policies.
