Canada became the first OECD/DAC member state that legislated the ODA Accountability Act in 2008, which prescribe Canada ODA policies to meet the guidelines and norms of international human rights while other OECD/DAC member states was just emphasizing the importance of abiding by the international human rights norms. Paying attention to the Canadian case, this article critically examines under what structural environments and process this Act was passed. This article argues that the legislation of the ODA Accountability Act is closely related with Canada's international position as middle power and diplomatic strategies. Bring up the human security issues as a niche market, Canada demonstrates the characteristics of middle power state by emphasizing human rights agenda as new foreign policy strategies. Reflecting on the negative outcomes from neoliberal aid policy of structural adjustment and promoting the new aid norms in post cold war era would also help foster the enabling environment for the value-oriented aid policies and enactment of the Accountability Act. Civil society organizations were also playing catalyst role in constructing Canada's state identity of human rights defender.

Purpose - This study empirically investigates the effects of Official Development Assistance (ODA) on the economic activities of private actors in recipient countries. As a proxy for the economic activities of private actors, we utilize the job creation activities of foreign subsidiaries in recipient countries. The foreign subsidiaries provide a foundation for economic development by creating paying jobs. That is, if ODA has been successfully transferred to foreign subsidiaries, then these foreign subsidiaries should help economic growth and help create a boom in the local market by providing jobs. These jobs eventually lead to the achievement of the primary aims of foreign aid, including poverty reduction. Thus, this study empirically examines the relationship between ODA and the number of jobs created by foreign subsidiaries in recipient countries. Design/methodology - This is the first study to examine the effects of the ODA on the job creation of foreign subsidiaries because it has been hard to obtain internal information related to the employment status of foreign subsidiaries. Fortunately, we have a unique panel dataset provided by the Export-Import Bank of Korea (KEXIM) for 2006 to 2013. In terms of the empirical specification, we use the generalized least squares (GLS) method. The panel GLS estimator allows us to have an efficient estimation that overcomes the limitations of the panel data. It employs assumptions about the heteroscedasticity between the panels and makes an autocorrelation of the error term within each panel. Findings - We find that ODA influences job creation in foreign subsidiaries. In particular, we found that ODA creates more jobs in sales than in managerial or production positions. This study also shows that the effect of the ODA on the foreign subsidiaries' job creation activities depend on the purpose of the ODA. By examining ODA effects on the foreign subsidiaries' economic activities (e.g., job creation), this study fills a gap in the current literature. Originality/value - Existing studies that focus on the ODA effect have either a macroeconomic point or a microeconomic point of view. However, both approaches do not explain how well foreign aid has influenced private economic actors of recipient countries. In essence, previous researchers found it difficult to obtain the necessary data for internal employment status from foreign subsidiaries. However, thanks to the Korea Export-Import Bank, this study shows that ODA indeed influences the job creation activities of foreign subsidiaries even after controlling for other factors such as FDI, GDP growth rate, employment rate, household expenditure, mother firms' share, etc. By doing so, we can examine how ODA influences the job creation of foreign subsidiaries, which might help economic development and reduce the amount of poverty in recipient countries.

There haw been some courses related to science education for the graduate students, but almost the study for no instructional model and reading material development haw been pursunded in Korea. This study intended to discuss the discipline character of science education research for the systematic survey of concepts, principles and theories related to science education as the first put task, and designed an instructional model of the introductory survey course of science education at graduate level, and then proposed a developmental plan of a reading material for the course teaching aid. The main work of the study was to survey the foreign literature, but the subjective analysis of researcher's courses work during graduate study in abroard and some courses offered to undergraduate and graduate students in Korea by this researcher was quite helpful, even though which was not a strictly designed experimental research. Later it was found that this kind of study was not fitted to the traditional research style but worth while to try for the research in and teaching of "science education" as an area of discipline and professional activity.

In this paper, an overview on the ordering sphere decoder (SD) class for space-time codes (STC) will be presented. In SDs, the ordering techniques are considered as promising methods for reducing complexity by exploiting a sorted list of candidates, thus decreasing the number of tested points. First, we will present the current state of art of SD with their advantages and disadvantages. Then, the overview of simply geometrical approaches for ordering is presented to address the question to overcome the disadvantages. The computer simulation results shown that, thanks to the aid of ordering, the ordering SDs can achieve optimal bit-error-rate (BER) performance while requiring the very low complexity, which is comparable to that of linear sub-optimal decoders.

The Korean population of the sword-tailed cricket subfamily Trigonidiinae is reviewed for the first time. Four members of the crickets are confirmed based on the examined material, those are Metioche japonica (Ichikawa, 2001), Svistella bifasciata (Shiraki, 1911), Homoeoxipha obliterata (Caudell, 1927) and Natula matsuurai Sugimoto, 2001, each of them belonging to a different genera. Among them, the former two are reconfirmed since earlier records, and latter two are newly recognized genera and species from the far southern provinces Jeollanam-do and Jeju-do Island in Korea. The type locality of both crickets is Japan, and are also only previously referred to in Japan, but their distributional ranges include neighboring South Korea. A key to the species, descriptions, photographs, figures, and oscillograms of male's calling sounds are provided to aid their identification.

The present study deals with the nonlinear dynamics and stability of autonomous dissipative either imperfect potential (limit point) systems or perfect (bifurcational) non-potential ones. Through a fully nonlinear dynamic analysis, performed on two simple 2-DOF models corresponding to the classes of systems mentioned above, and with the aid of basic definitions of the theory of nonlinear dynamical systems, new important phenomena are revealed. For the first class of systems a third possibility of postbuckling dynamic response is offered, associated with a point attractor on the prebuckling primary path, while for the second one the new findings are chaos-like (most likely chaotic) motions, consecutive regions of point and periodic attractors, series of global bifurcations and point attractor response of always existing complementary equilibrium configurations, regardless of the value of the nonconservativeness parameter.

This study considers a functionally graded (FG) elastic layer resting on homogeneous elastic substrate under axisymmetric static loading. The shear modulus of the FG layer is assumed to vary in an exponential form through the thickness. In solution, the FG layer is approximated into a multilayered medium consisting of thin homogeneous sublayers. Stiffness matrices for a typical homogeneous isotropic elastic layer and a half-space are first obtained by solving the axisymmetric elasticity equations with the aid of Hankel's transform. Global stiffness matrix is, then, assembled by considering the continuity conditions at the interfaces. Numerical results for the displacements and the stresses are obtained and compared with those of the classical elasticity and the finite element solutions. According to the results of the study, the approach employed here is accurate and efficient for elasto-static problems of FGMs.

Passive components are indispensable in the design and development of microchips for high-frequency applications. Inductors in particular are used frequently in radio frequency (RF) IC's such as low-noise amplifiers and oscillators. This paper gives a broad overview on the on-chip spiral inductors. The design concept and modeling approach of the typical square-shaped spiral inductor are first addressed. This is followed by the discussions of advanced structures for the enhancement of inductor performance. Research works reported in the literature are summarized to aid the understanding of the recent development of such devices.

We investigated over critical current characteristics of HTS tapes fabricated by KIMM. The critical current (Ic) of the HTS tapes was 68A/cm. In order to acquire over current I-V characteristics of HTS tapes, we applied AC that is 2-7 times of Ic to these tapes. When applied AC whose peak value is twice of Ic, we found out that total resistance of HTS tapes aid not change. In case of 3 times of Ic, resistances of HTS tapes began to increase slowly. However, superconducting regions of them were maintained stably in this condition. In addition, 280 $A_{peak}$was applied, superconducting regions began to be decreased gradually. Finally, 0.62m$\Omega$ of resistance was measured in HTS tapes which was applied AC correspond to 7 times of Ic at first cycle.

The effect of austempering treatment on the dynamic properties of a brake drum was investigated to primarily evaluate the potential damping advantage of an AGI (austempered gray iron) drum over a PGI (pearlitic gray iron) drum. This investigation provides valuable information for brake noise reduction since the brake drum is most often the outstanding component that generates the noise of the brake assembly. Test results show that the AGI drum provided slightly larger damping values than the PGI drum for the first few major resonances observed. A finite element model of a drum was also developed to aid in studying its dynamic behavior. A good correlation was obtained between the analytical results and the actual measurement data.
